1. INTRODUCTION AND BACKGROUND

1.1 The policy and resources committee at its meeting on 8 September 1998 approved a report by the chief executive revising the interim community grants scheme. The revised scheme was adopted as of 1 April 1999.

The purpose of this paper is to present to members an update on the proposed allocation of the community grants budget and other aspects of the new scheme.

1.3 As a result of departmental restructuring responsibility for administering the community grants scheme has transferred to the department of community services.

1.4 The council has agreed to allocate a total of €345,000 to the community grants scheme in the current financial year. Normal practice in previous years has been to allocate a proportion of this sum to holiday play schemes. This funding has been allocated on a formula basis reflecting the level of provision and the number of children. A total of f31,OOO has been set aside in each of the last 3 years for this purpose.

2. CURRENT POSITION

2.1 At the policy and resources meeting on 8 September 1998 it was agreed:

that grant expenditure be closely monitored with regular reports to

that service enhancements would no longer form part of the scheme to adopt a revised application form to raise the levels of maximum grant allocation

committee on the performance of the budget.

3. DECISIONS OUTSTANDING

3.1 A number of recommendations from the report presented to the policy and resources committee on 8 September 1999 remain outstanding. These include:

the method of calculating area allocations the proportion of the budget to be allocated to multi-area projects the level of funding to support playscheme activity.

3.2 The council decision of 20 May 1999 to review the existing scheme of decentralisation with emphasis on consulting the public on the future development of area committees will delay committee approval of the proposed allocations to areas.

3.3 A report on proposed developments of the area committee structure will be presented to a future meeting of the policy and resources committee. Thereafter a detailed report proposing area allocations within the revised

Committee. m community grants scheme will be submitted to the community services

4. OUTSTANDING GRANT APPLICATION

4.1 A total of 149 applications for grant assistance have already been received in this financial year and a decision on each application is required as soon as possible. A further 45 applications for playscheme support also require urgent attention. It is therefore proposed to allocate funds to these applications in accordance with the recommendations contained in the appendices to this report. Account will be taken of these decisions in the eventual determination of 0 area grant allocations.

5. RECOMMENDATIONS

5.1 Members of the committee are asked to:

(i) note and approve the contents of this report, including the recommendations contained in appendices 1 and 2

(ii) require the director of community services to present proposals for the allocation of the community grants budget after completion of the review of the decentralisation scheme.

Schedule of Grants to Playschemes from Community Grants Scheme 1999/2000

Formula

Grant award is based on a point allocation system where points are allocated per session. One session being not more than 4 hours, with a maximum of 2 sessions per day being funded.

A further allocation of points would be applied to reflect certain circumstances:

Playschemes catering for less than 50 children - 1 point per session

Playschemes catering for 50 children or more - 2 points per session

0 Playschemes catering for children under 8 years - 20 points

0 Playschemes integrating children with special needs - 30 points

Total points for all playschemes is then divided into budget allocation to give a pence per point figure. The grant award therefore equals total points and pence per points.
