430 million people in our country arein the age group 15-34 and constitute35% of the population (Census 2011).This age group is projected toincrease to 464 million by 2021. Thiscan result in a “demographic dividend”for India if the capabilities of the youthare also developed.However,considering the present status of theworkforce in terms of educationalattainment and skill training, this is abig challenge. If the challenge isovercome by investing adequately intheir education and employability, thisyouth power has the potential totransform the Indian economy.

It is in the above context, skilldevelopment and self-employmentprogrammes have been part of theinitiatives for rural development. Theprogrammes of Ministry of RuralDevelopment (MoRD) for self-employment and creation of assetsstarted with Integrated RuralDevelopment Programme (IRDP)in the year 1980. During the9th plan period, Self-Employment

Programmes were revamped andmerged into a holistic self-employment scheme calledSwarnjayanti Gram SwarozgarYojana (SGSY). It graduated in 2004to Swarnjayanti Gram SwarozgarYojana (SGSY)- Special Projects. Thisprogramme was revisited in the lightof the new Skills framework andrepositioned as Aajeevika Skills.

The Aajeevika Skills Scheme hasbeen revamped in 2014 as DeenDayal Upadhyaya GrameenKaushalya Yojana (DDU-GKY). Theprogramme has now been refocused

and reprioritised to build the capacityof rural poor youth to address the needof domestic and global skillsrequirement. The focus is on skillingand placement in the formal sector soas to provide youth with jobs havingregular monthly wages at or above theminimum wages. In the approach ofthe Scheme, the shift is in emphasis-from training to career progression.

MoRD also operates Himayat, aspecial scheme under Aajeevika Skillsfor Jammu and Kashmir. Besides, aspecial scheme called Roshni hasbeen launched that takes into accountthe peculiar situation in extremistaffected districts.

NIRD&PR is envisaged to playfacilitating role in skill developmentinitiatives. Accordingly, as part ofAajeevika Skills and now under DDU-GKY, the Institute has been entrustedwith the role of nodal agency for therelease of the funds received fromMoRD to the Project ImplementingAgencies (PIAs) and monitoring of theactivities.

The Diploma Awarding Ceremony of NIRD&PRPGDRDM Batch-7, 2014 was held on December 27, 2014.Shri T. L. Sankar, IAS (Retd.), former Director General ofthe Institute and Honorary Visiting Professor, AdministrativeStaff College of India, Hyderabad was the Chief Guest ofthe occasion. Dr M.V. Rao, Director General & Chairman,Academic Committee, NIRD & PR PGDRDM presided overthe function.

Dr. S M Ilyas, Programme Director, Centre for PostgraduateStudies briefed on the objectives and progress of theProgramme, internship and placement status of the studentsof PGDRDM Batch-7.

Dr M V Rao in his observations referred to different strategiesof NIRD&PR in building the human capital for ruraldevelopment in the country. He highlighted that the studentswho have passed out from the programme are performingvery well in the field of rural development. Further, he saidthat unlike other professions, rural development as aprofession is different in that, It is more service demandedcompared to other jobs. He emphasised that the passingout students should have passion for working in the ruralareas.

Director General administered Rural Development oath bythe students. Shri T. L. Sankar, Chief Guest awarded diplomasto all the successful students. Three best performing studentswere awarded with Gold, Silver and Bronze Medals.Ms. Anjaly Teresa John was conferred with Gold Medal,Mr. Kunal Daripa was awarded with Silver Medal andMs. Divya Singh was awarded with Bronze Medal.

Workshop on Standard Operating Procedures for

Implementation of DDU-GKY

The Ministry of RuralDevelopment (MoRD), Govt. ofIndia has approved StandardOperating Procedures (SOPs) forDeen Dayal Upadhyaya –Grameen Kaushalya Yojana(erstwhile Aajeevika Skills). In thisconnection, Orientation Workshopon SOPs for the ProjectImplementing Agencies (PIAs)was held at NIRD&PR during18-19 December 2014. 120participants representing differentSRLMs and PIAs participated inthe programme.

The objectives of the Workshopwere (i) to indicate the flow ofactions to be performed from thebeginning to end of the DDU-GKYproject; (ii) to inculcate a cultureof control consciousness acrossthe stakeholders; (iii) tosystematically track and record allcurrent process and proceduresduring the implementation of the

project; and (iv) to test the SOP e-learning portal.

Shri Vineel Krishna Ravella, ProjectDirector (DDU-GKY)/ ChiefOperating Officer, Roshni Projects,NIRD&PR sensitised the participantson the importance of SOPs andimplementation procedures.Accomplished skill training providerswere invited to make presentationson best practices and success storieson skill development projects. As partof the workshop, beta version ofe-learning module of SOPs wasintroduced to the participants. Thee-learning portal is designed for

delivering courses on StandardOperating Procedures (SOP).It has courses designed for basicusers who implement theprogramme; and for advancedusers who can train thebasic users. The workshopw a s c o o r d i n a t e d b yShri K.R. Padmanabha Rao,Assistant Project Director andteam members of DDU-GKY,NIRD&PR.

Shri T L Sankar, in his addressappreciated the efforts ofNIRD&PR in building the humancapital to bridge the gap betweendemand and supply in rural

development sector. He advisedthe students to have optimism inaddressing the needs anddemands of the rural people. Theservice that is going to be

delivered by these students istypical, as they are dealing with thepeople who are required to begiven sensitisation about manyaspects of rural development.

International Training Programme

on Community Driven Rural Development

A six-week International TrainingProgramme on CommunityDriven Rural Development wasorganised from 3 November to12 December, 2014 at NIRD&PR.This was sponsored by Ministry ofExternal Affairs, Govt. of Indiaunder ITEC/SCAP FellowshipProgramme. Sixteen participantshave attended the programmerepresenting ten countries. Theprogramme consisted of fourmodules followed by two weeksstudy tour. The modules wereRural Development: Conceptand Strategies, CommunityDriven Rural Development:Concept & Methodo logy,Community Participation and

Community Mobilisation. As part ofthe programme, participants weretaken to Bala Vikasa CommunityDriven Development Programme inTelangana for one week duration andgiven training on Asset BasedC o m m u n i t y D e v e l o p m e n t ,Appreciative enquiry and participatoryrural appraisal theory and practice.Participants also visited Model villageGangadevipally and learnt the ABCDapproach and local governancepractices. They planted trees as atoken of their visit to the village.Participants were also taken on studytour to Rural developmentprogrammes in Visakhapatnamdistrict of Andhra Pradesh. Besides,they were also exposed to MANTRA

Programme of Gram Vikas andprovided an opportunity to interactwith the stakeholders ofCommunity Driven Water andSanitation Programme in Ganjamdistrict of Odisha. In valedictorysession Shri S.M Vijayanand,Special Secretary, Ministry of RuralDevelopment, Govt.of India andDr. M.V.Rao, Director General,NIRD&PR interacted with theparticipants and shared Indianexperience in Rural Developmentand also had feedback onthe training programme. Theprogramme was coordinated byDr.R.R.Prasad, Professor & Head,Dr.T.Vijaya Kumar, AssociateProfessor, CESD, NIRD&PR.

An International TrainingProgramme on Geo-InformaticsApplications in Rural Developmentfor Sharing Innovative and BestPractices was held during 1 October– 23 December, 2014 at NIRD&PR,Hyderabad. The programme wassponsored by the Ministry of ExternalAffairs, Government of Indiaunder ITEC / SCAP Fellowshipprogramme.

The programme was attended bydelegates from Ethiopia, Ghana,Mauritius, Iraq, Niger, Myanmar,Tajakisthan, Tanzania and Vietnam.The main objectives of theprogramme were to discuss variousInnovative Practices on Geo-informatics applications in RuralDevelopment sector in India and tofacilitate an exposure to Projects andinteract with the stakeholders.

The programme was inaugurated byDr M V Rao, Director General,NIRD&PR, who stressed on the needand use of GIS & Remote Sensingtechnologies for effective planning,project implementation, monitoringand evaluation of various RuralDevelopment Programmes.

Delegates presented individualCountry Papers, which gave aplatform to understand thetechnological capabilities of theircountries in the use of Geoinformatictechnology applications. During theprogramme, various innovative andbest practices were discussednamely Geo-Informatics inagriculture, land and waterresources, forest resourcemanagement, Bhuvan web

resources and Geo-Informaticsapplications, in DisasterManagement in South East Asia.Besides, an Open Source Softwareon Q-GIS, GRASS and LocationBased Services with GPS, wasimparted with extensive hand holdingto the delegates.

As part of the programme, a StudyTour was organised to Bengaluru,Mysore and Ooty for exposure onPilot and Demonstrative Projects onRemote Sensing and GISApplications in Rural Developmentby National and State leveldepartments namely, NBSS & LUP,Bengaluru; Karnataka State RemoteSensing Agency at Bengaluru &Mysuru, Karnataka State NaturalDisaster Monitoring Centre,Bengaluru and Central Soil & WaterConservation Research & TrainingInstitute, Ooty etc. The delegatesexchanged their views on utilisingGIS applications during interactionwith the officials and stakeholders inthe Study Tour.

The programme was well received bythe delegates who appreciated theefforts made by NIRD&PR in makingthe programme a very practical anduseful one. They acknowledged theusefulness of GPS applications,open source software Q-GIS &GRASS, visit to INCOIS-DisasterTsunami Support Centre, Role ofRemote Sensing & GIS for DisasterManagement and Mitigation, futuretechnologies of GIS – APIB, GPR,LIDAR, Sensor and Mobiletechnologies. The participants haveindicated that some of the best Geo-informatics applications andinnovative practices will be carriedout in similar fashion in theirrespective countries.

The programme was coordinated byDr V Madhava Rao, Professor &Head (CGARD), Dr P Kesava Rao,Shri T Phanindra Kumar, Shri D S RMurthy, Assistant Professors; andstaff of CGARD, NIRD&PR.

International Training Programme on

Empowerment of Women for Rural Development

The Centre for Women Developmentand Gender Studies, NIRD&PRorganised an International TrainingProgramme on ‘Empowerment ofWomen for Rural Development"during 5 January to 1 February, 2015.The main objectives of theprogramme were (i) to understandthe concept, strategies, initiatives,mechanisms for social, economicand political empowerment of ruralwomen, (ii) to discuss the povertyreduction and rural developmentapproaches in the context of thesituation of women, (iii) to getfamiliarised with the ground realitiesand learn lessons in theimplementation of developmentprogrammes for empowerment ofwomen and (iv) to enhance the skillsfor effective management of projectsand programmes for empowermentof women in rural areas. Altogether28 participants from 16 countriesattended the programme. Theprogramme was sponsored by theMinistry of External Affairs,Government of India under ITEC-SCAAP programme.

Dr. M V Rao, Director General,NIRD&PR in his address advised theparticipants to improve theprogrammes of women developmentin their countries based on thelearnings from the trainingprogramme and to spread themessage of goodwill between Indiaand their respective countries.

The programme had three modules-Development Perspectives, WomenEmpowerment and Rural Institutions.Besides NIRD&PR faculty, eminentspeakers from different organisationsviz. UNICEF, TISS, Institute of Healthand Family Welfare (IHFW) andNational Institute for Micro, Small andMedium Enterprises (NIMSME)shared their expertise andexperiences with the participants. Inaddition to visit to local institutionsworking on women empowermentand livelihoods promotion, theparticipants had a study tour toKarnataka State where they got firsthand information on developmentalinitiatives in India through interactionwith women workers underMGNERGA, Women of SHGs underNRLM and Elected WomenRepresentatives of PRIs. They also

visited seed bank in TherubeediYelachavadi village, RamnagarDistrict, in the State and haddiscussion with women farmersunder Community Seed Bank (CSB).They also had an opportunity to getfamiliarised with Rural DevelopmentSelf Employment Training Institute(RUDSETI) in the State.

The participants presented studyreports on the visits. Besides, theyhave prepared an Action Plan onlearning points from the trainingprogramme they would like to try outin their own countries.

The ITEC-SCAAP InternationalTraining Programme on “SustainableAgricultural Strategies for RuralDevelopment” was held during5 January – 1 February, 2015 atNIRD&PR. Twenty five participantsrepresenting Africa, Asia and EastEurope attended the programme.Majority of the participants wereSenior Officers from the Ministries ofAgriculture and Rural Developmentcovering crop husbandry, livestock,fisheries, horticulture, extension andresearch institutions etc.

The four week-long programme hasbeen divided into six broad themesnamely: i) Sustainable Agriculture:Issues and Approaches; ii) RuralDevelopment: Approach & Strategiesand Linkages with Agriculture; iii)Institutional Linkages: Role ofScience and Technology forAgriculture Development; iv) Studyvisit - Innovative Experiments; v)Institutional Linkages and Role ofScience & Technology for AgricultureDevelopment; and vi) Sharing of fieldexperiences.

The modules have been rolled outencapsulating the subjects such as

(i) Sustainable Agricultural Strategies(ii) Conservation as a tool for agro-biodiversity (iii) Agricultural Extension(iv) Climate Change: Adoption &Mitigation methods (v) WatershedDevelopment (iv) Non-farm MicroEnterprises for Self Employment (vii)Poverty in Rural Areas (viii) ChangeManagement in Agriculture and AlliedSectors (ix) RD programmes throughGender Lens (x) Agrarian Crisis (xi)Livestock Development forSustainable Agriculture (xii)Application of GIS in Agriculture &RD, (xiii) Participatory Planning (xiv)Monitoring & Evaluation ofDevelopment Projects.

Apart from internal resource persons,participants benefited from specialsessions handled by Prof. VenkateshAthreya, Sr. Professor, MSSRF,Chennai and Dr. Devi Prasad,Director, Centre for GoodGovernance, Hyderabad and otherexperts.

As part of the study visits, participantswere taken to Ankapur village,Nizamabad district of TelanganaState; Hiware Bazar, RalegaonSiddhi, and Pune in MaharashtraState.

Based on the learnings from fieldvisits, the delegates prepared studyreports and presented during thevaledictory session. The themes ofthe study reports were (i) SustainableAgricultural Practices (ii) Linkagesbetween Rural Development &Agriculture (iii) Gender in Agriculture,and (iv) Local Governance & VillageAdministration.

During the closing ceremony, Dr. MVRao, DG, NIRD&PR appreciated thekeen interest and enthusiasm shownby the participants in acquiringdifferent skills and knowledge.Dr. Rao advised the participants thatthey should act as “NIRD&PRAmbassadors” in their respectivecountries to spread the message ofgood things and practices that theyhave been exposed in India ingeneral and NIRD&PR in particular.

The programme was coordinated byDr. K.Suman Chandra, Professor &Head and Dr.E.V.Prakash Rao,Associate Professor of the Centre forAgrarian Studies & DisasterMitigation.

CIRDAP-NIRD&PR Collaborative International TrainingProgramme on Sustainable Rural Livelihoods

CIRDAP-NIRD&PR CollaborativeInternational Training Programme on“Sustainable Rural Livelihoods” wasorganised during 5 – 14 January,2015 at NIRD&PR. Dr. M.V. Rao,Director General in his inauguraladdress emphasised the need for thepromotion of sustainable rurallivelihoods and interacted withparticipants. Shri K.P.Rao, Head(CSERE) & Programme Coordinatorpresented programme design,contents and various resourcesavailable at the Institute includingLibrary. Dr. Vasanthi Rajendran,Director (Training), CIRDAPhighlighted the need for morecollaborative programmes.

In all, 16 participants from 10countries representing Afghanistan,Bangladesh, Fiji, Lao PDR,Myanmar, Philippines, Sri Lanka,Thailand, Vietnam and Indiaparticipated in the trainingprogramme. Delegates sharedexperiences through their countrypresentations. During theprogramme, various innovative andbest practices adopted inmember countries were discussed.

Study visits were organised toSwamy Ramananda Tirtha RuralInstitute (SRTRI) and HandloomPark, Pochampalli, Nalgondaand SHGs at Dharmasagar.Dr. Cecep Effendi, DG, CIRDAP andDr. Vasanthi Rajendran alsoaccompanied the trainees in the fieldvisits. The delegates acquired in-depth knowledge and exchangedtheir views on livelihood practiceswith the officials and stakeholders

during the visits. They interacted withSHGs members on functioning ofCBOs and saving mechanism, SHGbank linkage, regular repaymentprocess, functioning of VillageOrganisations, Mandal Samakhyas,Zilla Samakhyas, coordination andconvergence with line departmentsetc. Participants also visited andinteracted with MD and members ofMulkanur Cooperative Dairy,Karimnagar, one of the oldestco-operative Dairies in the country.The programme was coordinated byShri K.P. Rao, Director and team ofCSERE, NIRD&PR.

National Seminar on Labour Markets andIssues of Adivasis in India

S. R. Sankaran Chair for RuralLabour at NIRD&PR hasorganised a National Seminar on‘Labour Markets and Issues ofAdivasis’ in collaboration withCouncil for Social Development

(CSD), Hyderabad during January22-23, 2015. The Seminar whilefocusing on issues of labour marketspertaining to adivasis identifedresearch gaps and future directionsof research. Prof. C. H. Hanumantha

Rao, an eminent Economist andChancellor, University ofHyderabad delivered the InauguralAddress. Prof. Virginius Xaxa,Deputy Director, Tata Institute ofSocial Sciences (TISS) has given

the Keynote Address.The Inaugural Session wasChaired by Prof. R. Radhakrishna,a noted economist andChairman, Advisory Committee,S . R . S a n k a r a n C h a i r .Dr. M.V. Rao, Director General,NIRD&PR delivered WelcomeAddress and Dr. Kailash Sarap,Professor, Sankaran Chair,briefed about the Seminar.Prof. Dev Nathan, Professor,Institute of Human Development,Delhi delivered the ValedictoryAddress. Prof. Ch. HanumanthaRao raised three important issuesrelated to Adivasis in India: theirland rights, agriculturalproductivity and governance. Hesaid, as displacement and landalienation of tribals to non-tribalsare affecting their livelihood andleading to their deprivations, thepolicy concern must bepreservation of land and forestrights. Second, productivity ofagriculture in tribal agriculture hasbeen lower in comparison withthat of the average in the non-tribal areas. Hence, he said,raising the productivity of triballands through technologicalinterventions and supportingservices is essential for improvingtribal welfare. Third, there is needfor participatory governance intribal areas.

Dr. M. V. Rao, in his addressstressed on strengthening ofpublic interventions for tribalsparticularly through concertedefforts and positive impact ofMGNREGS and Roshinischemes. Prof. Radhakrishna, inhis opening remarks said, ‘controlover resources and effectiveparticipation in the decision

making institutions for the tribals inthe central India is necessary’.

Prof. Virginius Xaxa’s keynoteaddress gave historical account ofhow the state policies, ever sincecolonial regimes to present ones,particularly those resulted indisplacement and land alienation oftribals, and those restricted theiraccess to forests. All these have ledthem to depend on precarious labourmarket for their livelihood. He said,many a time tribal labour met thedemand for cheaper labour withmeagre wages (for instance, in Coalmines, Railways etc., during theColonial rule). In a competition forbetter paid or regularisation of casuallabour in any sector, even among theunskilled category, tribals arediscriminated and denied access tosuch opportunities. In respect offormal sector especially in publicsector, when adivasis were illiteratesthere were some jobs created buttheir illiteracy and poor educationallevels denied their access to suchjobs; when they are getting educatedsuch jobs are shrinking and they arediscriminated.

Prof. Dev Nathan, in hisobservations said, ‘the majorchallenge of the developmentpolicy, especially through markets,in India is to improve well-beingof Adivasis while keeping theiridentity’.

More than two dozenpresentations by scholars fromdifferent disciplines and fromdifferent parts of India, were madeduring the Seminar. The themesand issues they covered werelivelihoods patterns of tribals,structure of workforce amongtribes, different dimensions ofpoverty; impact of displacement,land degradation andinformalisation on their livehood;impact of state policy likeMGNREGS, school educationand other developmentalprogrammes; and women andchild labour. Some papers havealso focused on ParticularlyVulnerable Tribal Groups(PVTGs). The deliberations of theSeminar also focused on wayforward as to how to go about forimproving the livelihoods of thetribal population in the country.

Farming System in IWMP: Critical Issues

13th Rural Technology Mela - 2015

The NIRD-PR conducted 13thRural Technology & Crafts Mela –2015 from 8 to 12 January, 2015in the main campus of NIRD&PRat Hyderabad. One hundred andtwenty stalls were set up, butrequest for stalls fromtechnologists and crafts personsfrom all over India flooded the melaorganisers. Therefore, 50additional stalls were made andallocated, making the total stalls to170. We had an array of products& technologies on display and forsale from almost all over India.

A National Workshop on PromotingIntegrated Farming System inIWMP: Critical Issues wasorganised at NIRD&PR, during 11-12 December, 2014. A total of 35participants attended and presentedpapers including 4 lead papers in theWorkshop. The Workshop coveredthree broad themes. The first themefocused on Integrated FarmingSystems for Small and MarginalFarmers. The second theme was onScientific Planning, Good Practicesand Capacity Building while the thirdtheme focussed on Role andResponsibilities of Stakeholders.

All the papers presented on thethemes emphasised on the need forfarmer centered planning at alllevels. During the deliberations itwas highlighted that taking intoconsideration the natural resources,an action plan needs to bedeveloped. Community has to bemade responsible for the naturalresource use involving all thestakeholders effectively. It was also

highlighted that it is the responsibilityof scientists to provide farmers withoptions for better farming. Researchbased options are to be given takinginto consideration the farmer’s landholding, resources etc. Further,emphasis has to be given onpractices like revitalisation of oldseeds, encouraging SHGs to go forseed bank and thereby protectingright of farmers in preserving seed

etc. These apart, the discussionsemphasised on building the capacityof farmers through KVKs andtraining centres for effectiveimplementation of watershedprogrammes.

There were about 10,000 - 12,000people visiting the stalls in themela every day. During the melaperiod, the combined sale of allthe stall owners was nearly ` 20million. The mela served as aconfidence-booster to theproducers of rural handicrafts andproducts and demonstrated thattraditional products sell well intoday’s market if presented withblends of innovation, andmodernity.

Swachh Bharat Abhiyan inAction during RTP-Mela:One of the aspects well-plannedand executed during the mela was‘cleanliness of the mela venue’.There were also food stalls

running in the mela, which had highchances of generating a lot of waste– in terms of used paper plates,paper cups etc.Therefore,cleanliness action taken were:(i) Swachh Bharat logo and messagewere displayed in all the places; (ii)there was a team of student-volunteers who cleaned up everyhour even small paper plates or teacups, thrown by some visitors.Anyone throwing waste had toundergo a 5 – 7 minute ‘lecture’ onSwachh Bharat by studentvolunteers, which resulted in‘responsible disposal of wastes’ bythe visitors as the mela progressedinto third and fourth days. Thus, thevenue was clean throughout the melaperiod.

There were two panel discussionsheld on Swachh Bharat – oneduring the mela period at the melavenue; and the other immediatelyafter the mela got over, whereNIRD&PR faculty members, andAssistant Registrar served aspanelists and answered thequestions / doubts raised bystudents of PGDRDM. No doubt,all rural technologists and craftspersons who participated in themela, including the NIRD&PRcommunity is looking forward tothe announcement of dates for14th RTP Mela.

Training Programme on Poverty & Inequality EstimationA training programme on ‘Povertyand Inequality estimation’ wasorganised at NIRD&PR duringDecember 22-26, 2014 at theinstance of National StatisticalSystems Training Academy (NSSTA)Govt. of India. It was meant forprobationers of 36th Batch of IndianStatistical Service. Besides dwellingon the concept and changes inmethodological aspects of povertyestimation, inequality measures werediscussed in the training programme.The coverage also included thedegree of poverty and humandevelopment including HumanPoverty Index (HPI), Multi-dimensional Poverty Index (MPI),Human Development Index (HDI),and Gender Development Index(GDI). Changes in the incidence ofpoverty due to developmentalinterventions were demonstrated

through use of ‘Changes inHousehold Incomes Matrix (CHIM)’.In addition, orientation on conceptsof ‘Gender and Poverty’ as well asparticipatory poverty assessmentmethods was also provided. Thetraining programme was attended by

The participants were initiallyexposed to Geo-spatial concepts andsubsequently imparted Intensivehand holding on Open Source GISSoftware on Q-GIS, and SAGAImage Processing Software, so as toenable them to manage mapping,planning and monitoring of

Micro-enterprise Development and

Management for Rural Bankers

The captioned programme wasconducted from 19 to 23 January,2015 at State Institute of PublicAdministration and RuralDevelopment (SIPARD), Agartala.The programme was attended by 27participants who are officials workingin the rural branches of TripuraGramin Bank. The topics covered inthe training programme included‘innovative ways for financing micro-enterprises, Identification ofappropriate micro-enterprises basedon util isation of local naturalresources, marketing strategies formicro-enterprises products andrehabilitation of sick micro-enterprises units. Dr.B.K. Swain,from NIRD&PR covered variousstrategies to manage the micro-enterprises while the local resourcepersons dealt with other aspects,such as recovery of NPAs undermicro-enterprises in the rural sector,which itself is a daunting task forevery bank. The recovery strategiesand procedures were explained withsuccess stories from various States.As part of the course, field visit was

made to a nearby village. Theparticipants observed that the self-help groups along with other peoplewere fully engaged round the yearon vegetable cultivation, growingflowers and dairy farming and wereearning sufficient money to maintaina decent standard of living. Theywere able to gain first-handexperiences after l istening to

success stories narrated by themembers of the local self-helpgroups.

unique experience for theparticipants. Especially, the unitsmonitored by the representatives ofTVS Company were an eye openingstrategy to alleviate poverty riddenrural people in their service areas.Similarly, providing income model bypromoting firms making agarbatti(incense sticks), providing canteenand catering activities, plying autorickshaws and other small businessactivities were motivating factors toparticipants to augment rural creditextensively. The most learningexperience was the observations onempowerment of women throughSHG activities in the Nanjungad

taluk, which has encouraged theparticipants to think of initiatingsimilar activities in their branches.The participants were motivated andexcited to work in their respectiverural branches to initiate majorbreakthrough in disbursement ofrural credit under variousgovernment sponsored schemes inthe State of Karnataka.

Strategies for Sustainable Management of Rainwater

Through Integrated Watershed Approach

A Regional Training Programme on“Strategies for SustainableManagement of Rainwater throughIntegrated Watershed Approach”was organised at SIRD, Meghalayaduring 19-23 January, 2015. A totalof 22 participants attended theprogramme, who included seniorand middle level officials includingthree women participants. Theparticipants were familiarised withthe efficient use of rainwater underintegrated watershed approach,management of rainwater forl ivelihood and development ofrainwater structures at the villagelevels. The deliberations alsocovered rainwater use efficiency;management of participatoryapproaches, and backward andforward linkages. The programmeprovided maximum number ofhands-on-sessions to expose theparticipants to various topics such

as Tradit ional and ModernRainwater Harvesting Methods,Technology Applications in IWMP,Monitoring and Evaluation andGovernance Issues. Besides,efficiency in Conventional FarmingSystems in Meghalaya was also

discussed. The programme wascoordinated by Dr. Siddayya,Associate Professor & Head andDr. U. Hemantha Kumar, AssistantProfessor of Centre for Water andLand Resources (CWLR),NIRD&PR.

Management of Panchayati Raj FinancesA four-day training programme on‘Management of Panchayati RajFinances’ was ortganised at theSIRD, Imphal, Manipur duringNovember 10-13,2014. The broadobjective of the programme wasto sensitise the panchayatfunctionaries, both elected andofficial, on various elements offinancial management inpanchayats in the State, withparticular reference to Art.243-I to243-H and Art.280 of the IndianConstitution. The core content ofthe Programme included internal

revenue mobilisation (IRM); revenuetransfers to Panchayats by the Stateand Union governments; functionaldevolution matrix; the revenuesupport provided by the successiveState and Union governments;expenditure management byPanchayats; and the various controland accountability mechanisms suchas budgeting, book-keeping, andaudit of Panchayat accounts; andthe differences between Panchayatsand ADCs in Manipur so far as theirfinancial management is concerned.

The Programme was inauguratedby Prof. N.Mohendra Singh, aretired academic and an activistof Panchayati Raj in the State. Inhis inaugural address, tracing thegenesis of Panchayats in theState, Prof. Singh had observedthat finance is not only a lubricantto but also a key to developmentand hence local resourcemobilisation for effectivedemocratic decentralisation isimperative. He pointed out thatfisheries, horticulture and tourismoffer great scope for internal

resource generation by thePanchayats. He deplored thatmany Panchayats in the State donot properly maintain their cashbooks, stock registers, and eventheir own annual budgets andthese should attract immediate andserious correctives.

Classroom lectures apart, theparticipants numbering 30 wereafforded an opportunity to visitthe Toubul Gram Panchayat inBishnupur Block and to havediscussions with its MahilaSarpanch, and members of theGram Panchayat, and othervillage-level functionaries ofdevelopment departments of theState. Besides, participantsinspected some of the initiativestaken by the Gram Panchayat in

the areas of fisheries, solar power, and physical infrastructure. Theparticipants commended the work being done by the Gram Panchayat.The programme was organised by Dr K. Siva Subrahmanyam, Adviser(PR), NIRD&PR.

Exposure Visit to Students of University of

Agricultural Sciences

A batch of postgraduate studentsof M.Sc (Agriculture), College ofAgriculture, University ofAgricultural Sciences, Bengaluru,visited the Institute on December19, 2014. This visit was part of

educational tour of their coursecurriculum. The students wereacquainted with the activities of theInstitute with a special focus onhuman resource developmentactivities. The activities of Rural

Technology Park (RTP) were alsoexplained. This was followed byopen discussion. Dr. Gyanmudra,Head and Team, CHRD ofNIRD&PR coordinated the visit.

Swachh Bharat Initiatives of NIRD&PR

As part of Swachh Bharat actioninitiatives, NIRD&PR conducted a5-day training course on ‘BehaviouralChange Communication for RuralSanitation Professionals underSwachh Bharat Mission’ at SIRD,Tamil Nadu from 1 to 5 December,2014. The participants were drawnfrom Tamil Nadu, Karnataka, andAndhra Pradesh. The coursecoverage included resistance tochange, dealing with resistance,theoretical models on habitformation, building sanitation culturethrough explicit social norms,behaviour change, sanitationmarketing and various design optionsof toilets including eco-toilets, andsolar toilets. As part of theprogramme, the trainees engagedthemselves in sweeping and cleaningthe Sanitation Park at SIRD campus.The participants also paid a visit toMudichur Village Panchayat,Kancheepuram district where

household solid waste is managedat village level in an admirablemanner. The participants made anattempt to analyse the factors thathave contributed to the success ofthis effort. These includedcommunity participation; financialparticipation of the community; thededicated leadership by the VillagePanchayat President along with histeam of ‘green friends’ (as they arelocally known); and able technicalsupport by an NGO known as Hand-

in-Hand, Kancheepuram. Oneimportant lesson gained from the visitwas that there is no dearth oftechnical expertise or advice on solidwaste management. What needs tobe explored more, and what requiresto be developed is a ‘localmanagement system to managesolid waste’, which in Mudichur, theyhave been able to come out with one.The training programme wascoordinated By Dr. R. Ramesh andDr. P. SivaRam of CRI, NIRD&PR.

Cleaning the school premises

The Action Research team also carried out Swachh Bharat programme in Nagireddypalli village, Kudaire mandal ofAnantapur district of Andhra Pradesh on 30-12-2014. The participants involved were Self-Help Group members,school teachers and children. All members were divided into small groups and involved in cleaning at differentplaces such as SC colony, BC colony, Chowdamma temple, water tank, surrounding of gundam and premises ofschool.
