Hi, A.R.A.B. Members: Happy New Year!! We have already held our first Regional meeting of the year in Bakersfield on

January 18, 2014. We had good attend-ance. This was the first meeting since the Convention; therefore, we started with review of the resolutions. The results of the resolutions and elections were reported in the ARAB December, 2013, Newsletter, but are repeated for those who missed them in the December issue on the following pages of this Newslet-ter. The Director’s report also discussed what happened at Convention and dis-cussion of Regions giving donations at convention. Annually, most Regions, if not all, donate to important Equine or-ganizations which support or assure the well being of the Arabian horse. There have been a few occasions where our Region does not have quorum at Con-vention; therefore, a donation cannot be approved at that time. The delegation discussed this issue, and approved a total amount allowed to be donated at conventions, and those Region 2 dele-gates at convention will decide which organizations to donate to and how much. We will be holding an election of Re-gion 2 Officers in July 2014 for the 2015 – 2016 term. A nominating com-mittee was appointed, and they will be reaching out to all Region 2 members who may be interested in holding an Officer’s position. Our Treasurer, Annette Wells, presented the 2013 Budget vs. Actual report, and Region 2 has a surplus of over $30,000. This surplus was a result of

the successful 2013 Region 2 Champion-ship show held in June. The meeting moved on to the 2014 Budget. This task took most of the meeting. All delegates participated in the process, and we all feel that our 2014 budget is fair and within reason. I want to note that the National Equine Stress committee is taking in considera-tion the findings published in Lorry Wagner’s new book “Influence of Foot

-Length on the Gait of Horses.” This is a credit to Lorry’s dedication to the Arabian horse and its well being. For more information on this book, see page 6 of this Newsletter. Our next Region 2 Delegate meeting will be on April 19 in Santa Ynez. The following resolutions were referred to Committee this year:

1-13. AHA Bylaw Restructure, re-ferred to the Bylaws Committee 2-13. Permitting 2 Unrelated Ama-

teurs to Co-Own a Horse and Show in Amateur-Owner Division, referred to Amateur Committee

The following resolutions were Approved:

6-13. Leveling the Playing Field, the resolved portion of this resolution is 3 pages long containing tables. 7-13. Gait Sequence, resolved that the following rule be inserted where appro-priate in the Arabian Chapter of the USEF Rule Book. “Entries in English Pleasure, Park, Country English Pleas-ure, Combination and Saddle Seat Eq-uitation section; the transition from the trot to canter is not permitted.” 9-13. USEF AR160.4 or appropriate

AR number be changed to read:

SPORT HORSE UNDER SADDLE CLASSES. Bridle shall be a dressage-type snaffle bridle with snaffle bit, hunter-type double bridle, or dressage-type double bridle, or hunter-type snaf-fle or Pelham bridle is acceptable. In junior horse under saddle classes, snaf-fle bits are mandatory. Converters on Pelham bridle are not permitted and two reins are required. Snaffles may be with or without cheeks, keepers al-lowed. Unconventional bits may be

penalized at the discretion of the judge, BUT kimberwicks are prohibited. Caves-son nosebands… 10-13. Sport Horse Show Hack Clari-fication, resolved that USEF AR 163.4 and EC2405.4 be changed to read: To be shown both directions of the ring at a walk, trot, canter (collected, normal and extended gaits to be called for), and hand gallop… 11-13. Breaking Ties in Sport Horse In-Hand, resolved that USEF AR 164.4 and EC Article B2406.4 be changed to read: Tied scores for sport horse in-hand shall be broken first by referring to movement, then conformation, then overall balance and finally by manners. If the horses are still tied, the judge (or call-judge in a multiple judge system), will make a final tie-breaking decision. 12-13. Cutting Rules Changes. Very long, but here are the first 2 resolves. Resolved that the following USEF AR217 be amended to read; 1. Cutting classes held in the Arabian Division shall be conducted in accord-ance with the rules adopted by the Work-ing Western Committee of the Arabian Horse Association. 2. Roached manes are permissible; 13-13. Defining Equitation Class Tests. Resolved, That USEF AR 220.2 be amended to read: “For tests from which judges must choose, see EQ 114. Excep-tion: Test 16 may only be called for at the National level. BOD 1/14/12. Effec-tive 12/1/12 220.2.a continued...request full copy. 14-13. Western Horsemanship Class Conduct. Resolved That USEF AR 229 Class Conduct be amended to read: 1. Riders enter the ring at a jog and are judged at a flat-footed four beat walk, two beat jog and a three beat lope both ways of the ring. The order to reverse may be executed by turning toward or away from the rail. 2. All exhibitors must be required to per-form a pattern composed of a minimum

of four tests from AR 230. 13 & Under Tests 1-7; 14-18, 18 & Under and 19 & Over Tests 1-10. Off pattern does not eliminate an exhibitor. 3. Instructions must be publicly an-nounced and patterns must be posted at least one hour before the class. 4. Rail work or pattern work may be conducted first. 5. See Western Seat Equitation/Western Horsemanship Chart for list of faults and causes for elimination. Effective: When approved by USEF/EC 15-13, Western Horseman Tests. Re-solved, That USEF AR 230 be amended to read: AR 230 Tests from which judg-es MUST choose. 1. Back in a straight or curved line. 2. Walk, jog, and/or lope in a straight line, curved line, serpentine, circle or figure eight, or combination of these gaits and maneuvers. 3. Stop 4. Demonstrate simple changes of lead. (In a simple change of lead the horse is brought back to a walk or jog and re-started into the lope on the opposite lead.) 5. Execute turns on the forehand of 90 degrees or greater turning either direc-tion or both, with the hindquarters mov-ing around a relatively stationary fore-hand 6. Execute turns on the haunches of 90 degrees or greater (maximum 540 de-grees each direction) turning either di-rection or both. Deep flexion of the hocks and speed of the turn is not to be valued over the accuracy and smooth-ness of the pivot.) 7. Sidepass. 8. Ride without stirrups. 9. Counter lope. 10. Extended jog and/or lope. 13 & Under Tests 1-7; 14-18, 18 & Un-der and 19 & Over Tests 1-10.

As the judge moves around the horse, handlers should position themselves so as to avoid obstructing the judge’s view of the horse. The handler is to show using the Quarter System, where the exhibitor is always in the quadrant next to the judge. The horse should be shown quiet-ly and effectively at all times. Handlers must not just show themselves; and, Be It Further Resolved, That USEF AR 231.10 be added; 10. Participants who are disabled, refer to USEF Subchapter 13-D Competition Dispensation, GR1310. Effective: When approved by USEF/EC

Resolution 21-13 was passed at the November, 2013, convention raising dues from $25 to $40 (at this time ARAB does not impose an addition amount for the Club) on April 1, 2014. AHA is notifying all Club Of-ficers and Membership Chairs to en-sure that the word gets out. Anyone renewing a membership, including a three-year membership at $105.00 (plus Club fee), will be charged the current rate prior to April 1, 2014. Renew now through March 30 and
