2 Summary

The main objective of NMP-DeLA project is to develop a series of activities between European

and Latin American countries, aiming to strengthening the local research and training potential

as a way of facilitating the deployment of nano and advanced materials technologies in areas

of major social challenge in Latin America: energy, water and health.

The objective of Work Package 2 ( WP2) is to pool knowledge on the deployment of ad-

vanced materials to meet social challenges of specific regions (in healthcare, clean energy

and environment). Here, local expertise and expertise from different levels of knowledge carri-

ers will be brought together for further analysis. A scheme will be developed to evaluate pro-

jects and initiatives that have the described objectives and to assess those projects’ impacts

on social indicator developments. This goes along with a review of scientific outputs in the

field of “AM for society” publications. By involving experts and local stakeholders (including

NGOs and civil society), a participatory process will be implemented to identify good practices

(especially with regard to involvement of local knowledge innovation capacity) and to identify

niches for future collaborations and engagement.

The goal of Deliverable “D2.5: Exchange of scientist and industry involvement–mapping

and Follow-up” is to report on the second year of the project for mobility programs, grants

and tenders between EU and LAC countries identified and promoted as “finding partners for

mobility”. Database integration into NMP-DeLA website/database.

Furthermore, this activity covers the integration of local enterprises, identification of potential

end-users, service providers, industry associations, capital investors from EU/LAC (infor-

mation will be available into NMP-DeLA website/database).

Knowledge and Technology Transfer in Materials Science and Engineering

In a recent report, the Materials Science and Engineering Expert Committee (MatSEEC) of

the European Science Foundation (ESF) recommend some measures to overcome the Eu-

ropean gap between excellent science and industrial uptake by establishing European

Technology Research and Validation Platforms and creating an ‘Open-Access-Open-

Innovation’ European Technology Research and Validation Infrastructure Initia-tive.

(MatSEEC, 2015) Such a model could also be expanded to Latin America. Download the

report from the website: www.esf.org/matseec

Mexico (NanoWater & Energy workshop)

The aim of the focus group was to have a critical discussion with representatives of dif-

ferent stakeholder groups about what is needed to produce nanotechnology solutions,

technologies and applications for meeting societal challenges in the future. Fourteen

scientists and political decision makers (mostly Mexican, but also European) partici-

pated in the focus group which was organized by CIMAV and the Centre for Social In-

novation (ZSI).

Participants were very experienced experts, most of them in leading positions, in di-

verse public and private research institutes and in governmental bodies dealing with

water and energy issues. We had 12 participants from Mexican institutions and 2 Eu-

ropean experts from which 5 were female. The discussion did therefore not represent

the Latin American or European perspective, but did focus a lot on the Mexican case.

Represented institutions were: Mexican Institute for Water Technology (IMTA), Catalan

Institute for Water Research (ICRA), National Water Commission (CONAGUA), Re-

search Centre for Advanced Material (CIMAV), National Meteorology Institute

(CENAM), University of Guanajuato, Research Centre for the National Polytechnic In-

stitute (CINVESTAV Queretero), CIC-Internova, Research Centre for Food and Devel-

opment (C.I.A.D.), Secretery for Economic Development and Tourism of Tabasco.

Brazil (NanoWater & Energy workshop)

The aim of the focus group discussion in Curitiba was twofold: on the one hand we

wanted to validate key findings from previous NMP DeLA focus groups (in Buenos

Aires, Monterrey and Santiago de Chile). On the other hand we wanted to collect addi-

tional thoughts and ideas on the question: “Which factors are crucial in nanotechnolo-

gy development to produce solutions, technologies and applications for meeting socie-

tal challenges in the future?”

The group of participants was composed of 25 people.

Most participants represented the stakeholder group of researchers, including 3 social

scientists, but mostly researchers coming from public research institutions in Latin

America in different areas of nanotechnologies. Ministries were also represented as

well as some European research institutions.

We discussed 5 clusters of topics “research”, “education & training”, “policy & funding”,

“industry and investment” and “ethical, legal and social aspects”. Of those topics “re-

search” was of most interest (given the audience of the workshop) and most contro-

versially discussed. The main controversies were focused on the coordination of re-

search infrastructure: Should big nano/data centers be strengthened or is it better to

have distributed networks on specialized research methods or should more resources

go to remote locations? Consent could not be found. There was, however, general

agreement that nano infrastructure in Latin America needs improvement and further

investments.

Chile (NanoIndustry Workshop )

The aim of the focus group was to have a critical discussion with representatives of dif-

ferent stakeholder groups about what is needed to produce nanotechnology solutions,

technologies and applications for meeting societal challenges in the future. Twelve

scientists and political decision makers (mostly Chilean, but also from other countries)

participated in the focus group which was organized by Eurochile and the Centre for

Social Innovation (ZSI) and brought some interesting findings but also controversial

debate.

Distribution according to main area: 6 in industry/manufacturing, 4 in research and teaching, 5 in ELSA/risk management, 4 in policy/funding.

Thematic main fields: 3 participants in health, 4 in water and 2 in energy

All participants had at least some experience in EU-LAC cooperation, but most of them not really much.

Half of participants felt rather close to NT deployment for societal challenges.

Relation with the initiatives reported during the first year were keep it. However for the second

year relevant initiatives has been:

BELAWARE: Africa and Latin America have common issues related to water and re-

newable energy to be addressed by academia, industry, government and civil society

organisations. This necessitates a platform of interactions of stakeholders from Africa,

Europe and Latin America, that will be launched during the BALEWARE 2016 confer-

ence. The foreseen scope of the conference includes training sessions for young re-

searchers, academic presentations, panels discussing issues for policy makers and

civil society organisations, a trade fair demonstrating industrial innovation potential and

a brokerage session. Field visits to relevant projects or companies are also foreseen.

Initiated on the 29th of May 2015 at the Federal University of Parana, Curitiba Brazil,

by Daniel A. M. Egbe, the coordinator of the African Network for Solar Energy

5 Conclusions

The activities performed during the last 12 months of NMP-DeLA project, aiming to boost the

synergy and exchange of knowledge (scientific and industry), have been strongly positive. The

project NMP Dela has served as a link between the different actors, being the first step for fu-

ture activities in order to increase the participation of Latin America in European and bi-

regional initiatives, projects and to connect and enhance the exchange of scientists and indus-

try.

NMP-DeLA has been known as a recourse to increase the dissemination of the different initia-

tives in both regions.
