lawS GOVERnInG DRIVER lICEnSES A motorist who operates a motor vehicle in the State o New Jersey

must carry a valid driver license, a valid provisional license or a validatedNewJerseypermit.Themotoristmustalsocarryvalidinsuranceandvehicleregistrationcards.(N.J.S.A.39:3-29)

AmotoristwithavalidatedNewJerseydriverpermitmustbeaccompaniedbyanappropriatelylicenseddriver.(N.J.S.A.39:3-13,39:3-13.2a)

A motoristwho is a legal resident o New Jersey must be licensed in thisstate.(N.J.S.A.39:3-10,39:3-17.1)

A motorist who changes addresses must report this change to the MVCwithinoneweekatermoving.ThisincludesindividualswhoaremovingoutoNewJersey.(N.J.S.A.39:3-36)

A motoristwho legally changes his/her name (marriage, divorce,adoption)mustreportthechangetotheMVCwithintwoweeks.(N.J.S.A.39:3-9b)

Amotoristwitha validout-o-statelicensewhomovestoNewJerseymustapplyoraNew Jersey licensewithin60days(commercial driver license

CDL - within 30 days) or beore the current license expires, whichever issooner.Theout-ostatelicensemustbesurrenderedpriortoreceivingaNew

AmotoristwhoisaoreignnationalwithavalidlicenseromanothercountrymaybeeligibleoraNewJerseydriverlicense.IthemotoristreceivesaNewJerseylicense,he/shewillnothavetosurrendertheout-o-countrylicense.

Operatorsocommercialvehicles,suchaslargetrucks,busesandvehicles

that transport hazardous materials, must satisy more stringent testingstandards than the drivers o automobilesor motorcycles. Theseoperatorsmuststillpossessavalid, basicNewJersey driver licensepriortoapplyingoraCDL.

Individuals who have never had a driver license must complete theMVCsGraduatedDriverLicense(GDL)Program,whichintroducesdrivingprivilegesinphaseswithaperiodosuperviseddrivingbeoregettingabasicdriverlicense.(N.J.S.A.39:3-10,39:3-13through39:3-13.8)

AllapplicantsoraNewJerseydriverlicensewhoareunder18yearsoagemust present a completed consent orm signed by a parent or guardian.(N.J.S.A.39:3-13and39:3-13.3)

GDL,speciallearnerandexaminationpermitsarevaliduntilallqualifcationsoraprovisionallicensearemet,orortwoyears,whicheveroccursfrst.Allothersarevalidor90days.

All applicants or a New Jersey driver license must provide a ull name,currentaddress,SocialSecuritynumber,6PointsoIDVerifcationandotherdocumentation that verifes that their legal presence in the United Statesisauthorizedunderederallaw.DocumentsmustbeinEnglishorhaveanapproved translation. DIGITal DRIVER lICEnSE

In2004,NewJerseyceasedtheissuanceolaminatedpaper licenses and implemented the use o the digitaldriverlicense(DDL).TheDDL,alongwiththeMVCs6 Point ID Verifcation requirement (see page 11),helpstoeliminatetheprevalenceoraudandabuse.TheDDLincludesnearlytwodozensecurityeatures,includingdigitalphotographsandsignature.TheDDLis issued at all MVC agencies. Motorists under 21years o age are issued a distinctive vertical-ormat

DDL.MostDDLsissuedarevalidorouryears.

Altering a driver license or showing an altered driver license mayresultinlossoamotoristsdrivingprivilege,afneoupto$1,000and/oruptosixmonthsimprisonment.Inaddition,gettingadriverlicenseillegallymayresultinafneoupto$200to$500and/orimprisonmento30to90days.

Note:Ithestudentdrivercommitsatrafcoense,responsibilitywillbewithboththestudentandinstructororadultsupervisingdriver.Allmotoristswhopossess

Hand-over-handsteeringpermitsamotoristtomakesteeringadjustmentsrangingromveryminoruptoahalturnothewheel,whilekeepingbothhandsonthewheel.Iturningthroughaslightcurve,bothhandswilltypicallyretaintheiroriginalgriponthewheel,makingonlyslightngerorwristadjustmentsasnecessarytomaintainthepathotravel.However,whenmovingthroughaturn,thehandsmaymoveasmuchas165degrees.Themotoristinitiatestheturnbypushingthewheelupromthe9or3oclockpositiontoward12oclock,andtheoppositehandcrossesoveranddowntothe9or3oclockposition,asappropriatetoprovideadditionalinputortostabilizesteering.Theoriginalhandthenreturnstotheoriginalstartpositiono9or3oclock.
