    1. Tenderer quoting for a lot shall have to quote for all the DG Sets in that lot (i.e. ifthe Tenderer is quoting for Lot # 1 i.e. 8 x 750 KVA DG set, then they have toquote for all the 8 DG sets in that lot. In the event of Tenderer not quoting for allthe DG Sets in a lot, their offer shall not be considered for that lot. Tenderer mayquote for any of the lot of DG sets or for all lots of DG sets subject to the fulfilmentof qualifying parameters listed below.

    2. NSIC/MSME registered parties, Central/State PSUs and JVs of IOC are exemptedfrom paying Earnest Money Deposit. However, the registration certificate issuedby NSIC/MSME should be valid during tender consideration period and shouldcover items tendered while seeking exemption from payment of EMD.

    3. QUALIFYING CRITERIA: Lot wise qualifying norms are given below:

    3.1 Common Qualifying Norms for Lot # 1, Lot # 2, Lot # 3 and Lot # 4: Belowmentioned are the common qualifying norms for all the four lots.

    The Tenderer should have in INDIA any one of the following facilities of their ownon the date of opening of technical bid of this tender

    i) Manufacturing facilities for Diesel engines /Diesel Generating sets along with alltesting facilities or

    ii) Factory / Industrial shed having facilities for assembling Diesel Engines withalternators with all testing facilities required for testing of Diesel Generators.

    Tenderer should confirm the above in checklist (Annexure-2 of tenderdocument). In case Tenderer is authorized OEM/OEA, they should submitcertificate from Diesel Engine manufacturer and Alternator manufacturer to effectthat Tenderer is authorized OEM/OEA. DG set assemblers are also required tosubmit proof of supply arrangement with Engine / Alternator manufacturer or theirOEMs/OEAs, which cannot be changed at later stage.

    3.2 Qualifying Norms for Lot # 1 (8x750 KVA): In addition to common qualifyingnorms as mentioned in Para 3.1 above for all the lots, following are the qualifyingnorms for this lot (Lot # 1).

    a) For the quoted capacity of Diesel Generating Sets, Tenderer should bemanufacturer of Diesel engines / DG sets or their authorized OEMs/OEAs (OriginalEquipment Manufacturer/Assemblers) or Diesel Generating Set Assembler. Theyshould have supplied & commissioned at least one DG set of minimum 750 KVAcapacity in the last 5 (five) years ending 30/09/15. Such order/contract shouldhave been executed as a direct supplier in their quoted name, and not throughany other name i.e. MOUs/JV signed with other parties.

    b) Performance of such equipment supplied against anyexecuted order /contract (asat a above or any other) should be satisfactory. A certificate for the same fromthe client should be submitted along with the technical bid. The PerformanceCertificate should not be more than 6 months old as on the tender submissiondue date.

    c) Tenderer should have following minimum annual turnover in any of the last threepreceding financial years ending March 2015.

    Lot # 1: 8 x 750 KVA DG Sets - Rs 3,02,27,160.00

    3.3 Qualifying Norms for Lot # 2 (4 x 500 KVA DG sets): In addition to commonqualifying norms as mentioned in 3.1 for all the lots, following are the qualifyingnorms for this lot (Lot # 2).

    a) For the quoted capacity of Diesel generating Sets, Tenderer should bemanufacturer of Diesel engines / DG sets or their authorized OEMs/OEAs(Original Equipment Manufacturer/Assemblers) or Diesel Generating Set

    Assembler. They should have supplied & commissioned at least one DG set ofminimum 500KVA capacity in the last 5(five) years ending 30/09/15. Suchorder/contract should have been executed as a direct supplier in their quotedname, and not through any other name i.e. MOUs/JV signed with other parties.

    b) Performance of such equipment supplied against any executed order /contract(as at a above or any other) should be satisfactory. A certificate for the samefrom the client should be submitted along with the technical bid. The PerformanceCertificate should not be more than 6 months old as on the tender submissiondate.

    c) Tenderer should have following minimum annual turnover in any of the last threepreceding financial years ending March 2015.

    Lot # 2: 4 x 500 KVA DG Sets - Rs 97,68,600.00

    3.4 Qualifying Norms for Lot # 3 (4 x 250 KVA DG sets): In addition to commonqualifying norms as mentioned in 3.1 for all the lots, following are the qualifyingnorms for this lot.

    a) For the quoted capacity of Diesel Generating Sets, Tenderer should bemanufacturer of Diesel engines / DG sets or their authorized OEMs/OEAs(Original Equipment Manufacturer/Assemblers) or Diesel Generating Set

    Assembler. They should have supplied & commissioned at least one DG set ofminimum 250 KVA capacity in the last 5(five) years ending 30/09/15. Suchorder/contract should have been executed as a direct supplier in their quotedname, and not through any other name i.e. MOUs/JV signed with other parties.

    b) Performance of such equipment supplied against any executed order /contract(as at a above or any other) should be satisfactory. A certificate for the samefrom the client should be submitted along with the technical bid. The PerformanceCertificate should not be more than 6 months old as on the tender submissiondate.

    c) Tenderer should have following minimum annual turnover in any of the last threepreceding financial years ending March 2015.

    Lot # 3: 4 x 250 KVA DG Sets - Rs 59,16,210.00

    3.5 Qualifying Norms for Lot # 4 (1 x 160 KVA DG sets): In addition to commonqualifying norms as mentioned in 3.1 for all the lots, following are the qualifyingnorms for this lot.

    a) For the quoted capacity of Diesel Generating Sets, Tenderer should bemanufacturer of Diesel Engines / DG sets or their authorized OEMs/OEAs(Original Equipment Manufacturer/Assemblers) or Diesel Generating Set

    Assembler. They should have supplied & commissioned at least one DG set ofminimum 160 KVA capacity in the last 5(five) years ending 30/09/15. Suchorder/contract should have been executed as a direct supplier in their quotednameand not through any other name i.e. MOUs/JV signed with other parties.

    b) Performance of such equipment supplied against any executed order /contract (asat a above or any other) should be satisfactory. A certificate for the same fromthe client should be submitted along with the technical bid. The Performance

    Certificate should not be more than 6 months old as on the tender submissiondate.

    c) Tenderer should have following minimum annual turnover in any of the last threepreceding financial years ending March 2015.

    Lot # 4: 1 x 160 KVA DG Sets - Rs 11,88,338.00

    4.0 If the Tenderer is quoting for more than one Lot of DG sets, then the minimumannual turnover and EMD will be cumulative for the Lots quoted.

    For example for Lot # 1, Lot # 2, Lot # 3 & Lot # 4 cumulative EMD & Turn Over

    will be

    Cumulative EMD: Rs 7,83,113.00

    Cumulative Turn Over: Rs 4,71,00,308.00

    5.0 The bidders are required to submit the following documents for technicalevaluation-

    i) Copy of Purchase / Work order and commissioning certificate towards suppliesmade in the last 5 years as per Pre Qualifying criteria given above.

    ii) Performance Certificate for DG Sets of required capacity supplied against anyorder (as at i above or any other). The Performance Certificate should be linkedto a Purchase order/Work Order against which said equipment has been supplied.Copies of the relevant Purchase Order & Commissioning Certificate of therequired capacity of DG Set, against which performance certificate is given, to beenclosed.

    In case of orders from IOCL, bidder should submit the relevant details and IOCLshall verify the performance internally. IOCLs findings are binding on the bidder.

    iii) Balance Sheets and Profit & Loss Statements for the last 3 financial years endingon 31.03.2015.

    Bidders shall be evaluated for qualification as per the above criteria. Price bids ofonly those bidders who qualify in techno-commercial parameters shall be opened.

    6.0 EVALUATION CRITERIA:MODE OF SELECTING THE PARTIES: The criteria forselection shall be as given below:

    i) The tender shall be evaluated lot wise on total cost basis for individual capacityof DG Set i.e. will be evaluated separately for Lot # 1 8 x 750 KVA, Lot # 2

    4 x 500 KVA, Lot # 3 4 x 250 KVA and Lot # 4 1 x 160 KVA.

    ii) The party who has the lowest Total Cost for each capacity of DG Set shall betreated as the L-1 party for that capacity of DG Sets i.e. L1 will be evaluated Lotwise. In case of more than 1 party having the same Total Cost (as derivedabove), then the party with higher average annual turnover during the last 3financial years ending 31.03.2015 shall be treated as the L-1 party lot wise.

    iii) The Lot wise work order will be awarded to the lowest tenderer (L1) of

    respective lot. The lowest rate shall mean the lowest acceptable rate quoted by

    the L-1 party and finalized by the corporation (with or without negotiations asthe case may be), after following the Corporations rules on the procedure of bid

    comparison.

    iv) If Annual Turnover is not furnished for any of the last 3 financial years ending31.03.2015, then the same shall be treated as NIL for that particular year andthe average turnover will be worked out accordingly.

    v) Public procurement policy for micro and small enterprise (MSMEs) order 2012and latest notifications on the policy will be applicable in this tender.

    EMD and other documents as specified in the tender must be submitted at the office ofGeneral Manager (LPG-Engg.), 1st Floor, LPG Engineering Department, Indian OilCorporation Limited, Marketing Division, Head Office, G- 9, Ali Yavar Jung Marg,Bandra (East), Mumbai- 400 051 before due date and time of submission asmentioned above.

    NSIC/MSME registered parties, Central/State PSUs and JVs of IOC are exemptedfrom paying Earnest Money Deposit. However, the registration certificate issued byNSIC/MSME should be valid during tender consideration period and should coveritems tendered (if applicable) while seeking exemption from payment of EMD.

    The Tenderers shall upload scanned copy of necessary documents in support of

    required qualification and experience along with their offer as per instruction given inthe Instructions to Tenderers.

    Indian Oil Corporation reserves the right to accept / reject any or all tenders withoutassigning any reason whatsoever.

    Tenders without valid EMD will be summarily rejected. Parties who are in EMDexempted category as mentioned above should upload copy of documents againstexemption of EMD.
