Introduction This report supports the Clinical Commissioning Groups (CCGs) statutory duties in relation to research and evidence. This shares the activity for 2018/19 as well as the plans and priorities for 2019/20

1. Support and Promote Research - Strategic developments for 2018/19
NHS England and NHS Improvement funding and resource 2019/20: supporting ‘The NHS Long Term Plan’ Every year, the Government is required by statute to publish a mandate which sets the Government’s objectives for NHS England. This is accompanied by financial directions to which NHS England must adhere. The mandate therefore sets the direction for the NHS, and helps ensure the NHS is accountable to Parliament and the public. The Department of Health and Social Care publishes a remit letter for NHS Improvement, which sets out its key objectives for that financial year. The NHS Long Term Plan emphasises the importance of research. NHS England will work to increase the number of people registering to participate in health research to 1 million by 2023/24, and Primary Care Networks will be able to help with this goal. Research participation within general practice has many additional benefits: quality improvement, professional development, and generating income, amongst others. Working with the Royal College of General Practitioners, the National Institute of Health Research and the Clinical Practice Research Datalink, NHS England will use the opportunity created by Primary Care Networks to increase general practice research participation levels. During 2019, NHS England will develop a way of helping networks to do this, embedding approaches such as the RCGP Research Ready quality assurance model. NHS England welcome also the National Institute of Health Research’s intention to prioritise an expansion in academic research capacity into primary care. The Research and Evidence team will work across NECS and CCGs as these plans emerge to support and advice as required. NECS and NIHR announce strategy to boost primary care research within the North East and North Cumbria NHS North of England Commissioning Support Unit (NECS), and National Institute for Health Research Clinical Research Network North East and North Cumbria (NIHR CRN NENC), together produced a new strategy to help improve the quantity and breadth of primary care research in the region. The strategy can be accessed by clicking here: https://drive.google.com/file/d/1FB4D9eSxxSSd4nSY_bKiKt-jF2jy0-vt/view Approved by the CRN NENC executive and all of the Clinical Commissioning groups (CCGs) across the region, the purpose of the strategy is to “inspire the growth, delivery and adoption of primary care research”. Its aims include to make research become core business, contribute to quality and skills of staff, improve patient outcomes and wealth, plus to support a vision of excellence of the local system and so aiding recruitment and retention of the primary care workforce. The strategy outlines a number of areas and initiatives which will - as part of the NIHR CRN NENC’s aim - “make the North East & North Cumbria the best place to take part in research”. Aimed at all professionals working within General Practices and Clinical Commissioning Groups (CCGs), and taking into consideration the priorities of the emerging Integrated Care System (ICS) and primary care, the strategy encourages a culture and method of developing research that comes from everyday practice and enhances the means by which decision makers can use the evidence emerging from research to improve patient care. Given GP's have access to every patient, opposed to those which only attend hospital, the potential for primary care research delivery is considerable and it is clear to see why it should be harnessed and focussed in the correct approach. It’s crucial that we develop and deliver primary care research which is relevant and tailored to the North East and North Cumbria population. “We’re trying to raise our game and build research capacity in association with Health Education England North East (HEE NE) and excellent academia, helping to address the priorities.” The strategy is implemented by a number of working groups and with a range of stakeholders. Dr Tim Butler, Assistant Medical Director and Deputy Responsible Officer NHS England (Cumbria and The North East), chairs a quarterly oversight group to support and ensure delivery of the research strategy with members including Primary care academia, LCRN, HEE, CCGs and NECS. Developing and Commissioning Research and Evaluations
A number of research and evaluation projects are running and in development with support from research interested CCGs and primary care staff. Some are small scale linked to service development whilst others are feasibility to inform a larger scale research bid. The team has active links with all North East universities which can support and advise on potential research as necessary. Health Research Authority approval (HRA) HRA Approval is the process for the NHS in England that brings together the assessment of governance and legal compliance, undertaken by dedicated HRA staff, with the independent Research Ethics Committee (REC) opinion provided through the UK Health Departments’ Research Ethics Service. This has been in place since 1 April 2016.

Research passports / Letters of Access issued in 2018/19 The research passport scheme is a national scheme which provides a framework for employers to provide assurance to other organisations where a researcher will be working, that the employer has undertaken the appropriate employment checks (e.g. confirmation of identity, criminal record, occupational health checks, etc.). It is designed to prevent delays caused by every organisation in which a researcher may be working repeating all of these employment checks. A Letter of Access (LOA) is the terms and conditions under which a person that holds an NHS employment contract, or whose activities will not impact patient care, may conduct research activities that impact on patient care in an NHS organisation. There is a standard template and nationally agreed process for obtaining an Honorary Research Contract in the NHS.

All CCGs In addition to the final evaluation report, the NECS R&E team are identifying local interventions with the greatest impact and national potential, develop case studies and other materials for use on collaboration platforms and disseminate learning to ensure that other CCGs adopt the best of GPRISS.
NECS R&E team are collaborating with NEL Healthcare Consulting on the delivery of this project. Analysis is currently ongoing.
Evaluation of a Health Optimisation Policy
Harrogate and Rural District CCG
The aim of the evaluation is to understand and evidence the impacts from this policy. The pathway applies if the patient has a BMI of 30 or above and/or they are an active smoker. They are offered a period of health optimisation for 6 months before referral for non-urgent, routine elective surgery.
NECS R&E team are leading the evaluation of this policy and data collection is ongoing.

Urgent Care Centre Learning and Impact Study
All CCGs This ‘learning and impact’ study from the NHS England vanguard programme. The study describes some of the models which have been adopted in urgent care centres and walk-in centres across England and looks to understand the impact of such centres on the health system and staff experience.
NECS R&E team have led the delivery of this project and the report is due to be shared.
Evaluation Support for the Northumberland Vanguard to Northumberland CCG – CATCH Evaluation
Northumberland CCG (North locality)
Evaluation of the CATCH team which is to Identify, target and manage complex patients more effectively in the community via an enhanced MDT approach, to reduce pressure on acute services and release capacity in primary care.
The R&E team have been commissioned to co-ordinate, lead and deliver the evaluation. Initial interviews have been conducted progressing as planned.

High Intensity Users (HIU) in County Durham (DDES / N Durham)
Durham Dales, Easington and Sedgefield (DDES) CCG and North Durham CCG
DDES and North Durham CCGs have agreed to commission a pilot service across County Durham. The High Intensity User (HIU) service (developed by NHS Blackpool CCG) offers a robust way of reducing frequent user activity to A&E, hospital admissions, 999, NHS 111 and GP contacts and freeing up front line resources to focus on more clients and reduce costs.
NECS are leading the evaluation for the pilot High Intensity User (HIU) service in DDES and North Durham CCGs. Agreement has been provided to extend the pilot for a further 12 months.
Better Outcomes Scheme (BOS)
South Tyneside CCG
The BOS focusses on the four clinical challenge areas for South Tyneside: CVD, Cancer, End of life and Respiratory conditions. The emphasis of the scheme is to improve outcomes for patients in the four clinical areas.
This project is now complete and the report has been shared with South Tyneside CCG.
Lifestyle groups for Type 2 Diabetes Mellitus with Non-alcoholic Fatty Liver Disease
Newcastle Gateshead CGG
A gastroenterologist/hepatologist at the QE is proposing a lifestyle modification model alongside a group education session and
NECS have provided support and advice to this project and it is currently in very early stages.
Near Patient Testing
All CCGs Researchers at the University of Sunderland are interested in the use of Near Patient Testing in primary care.

Linking falls assessment and prevention (as a component of frailty) with care and support planning (CSP).
Newcastle Gateshead CCG
To test the introduction of falls assessment and prevention to care and support planning (CSP) prior to including this in local incentive scheme, as a first step to developing CSP for people living with frailty.
The protocol has recently been finalised and agreed and this is due to commence in 2019/20.

All CCGs Researchers from Newcastle University are currently looking at the different ways GPs organise their services for care homes and the impact this has on care homes, residents and practices themselves.

Qualitative study looking at obesity management in routine general practice
All CCGs This project aims to identify GPs with a personal or professional interest in nutrition, exercise and obesity management and explore how they have integrated obesity management into their routine practice.
This study will be advertised via social media platforms such as Twitter and Facebook with participants being required to volunteer themselves.
An exploration of the impact of pain education on GP practice staff: a mixed methods study
South Tees CCG The aim of the research project is to quantify GP practice staffs’ knowledge of chronic pain, before and after a pain education session.
This study is a Masters project and is only recruiting at Linthorpe Surgery.
Real World Evaluation of Insulia, Diabetes Management Companion

This evaluation will assess the utility and resource and use of Insulia for NG CCG.
On behalf of Newcastle Gateshead Clinical Commissioning Groups (NG CCG), funded by Academic Health Science Network – North East and North Cumbria (AHSN NE&NC), the Research & Evidence team in North of England Commissioning Support (NECS) will deliver a pilot Real Word Evaluation in three Gateshead surgeries and in the Gateshead Diabetes Centre.
Nursing Associates Evaluation

This project will aim to investigate the role of Nursing Associates in primary care.
This project is currently in the planning stages and the NECS R&E team are supporting this.
Shared decision making: Versus Arthritis
Northumberland CCG
The charity Versus Arthritis has been working with CCGs. The aims of the service are to assist patients to complete the Shared Decision Making process in regards to surgical hip and/or knee interventions.

Economic evaluation of Newcastle Gateshead Enhanced Health in Care Homes

The aim of this project is to undertake a comparative health economic evaluation of a new model of care in Newcastle Gateshead.
This will be an extension of work already completed to date whereby an evaluation of EHCH was conducted in Gateshead alone from April 2013 – December 2017.
An evaluation of the mental health service provision available to refugees & people seeking asylum in the South Tees area: Taking a needs-led approach to inform primary care
South Tees CCG This study seeks to make more specific links between needs and provision in order to enable services to improve outcomes.

Non-Portfolio Research projects 2018/19 Title Description Progress to date General practice staff perceptions of internet-based pharmacy and centralised dispensing (All CCGs)
This study will use focus groups and an online survey to assess the experiences and views of GPs and other practice staff on the influence and potential impact of centralised dispensing and internet-based pharmacy services on general practice in the UK.
This study recruited 8 GPs from the North East and Cumbria and a total of 96 participants from other areas of England. The findings are being disseminated to conferences and a paper is being submitted.
Planning and delivery of health and care services – NIHR Fellowship (All CCGs)
The researcher plans to interview 40 professionals in England as part of a research study. Some of these will be NHS employees (e.g. commissioners working in CCGs and NHS England, Each person will be interviewed once, for approx. one hour, either face to face or over the phone.
The R&E team provided governance support to the study team.
Understanding early attrition in IAPT services (North Cumbria CCG)
This is a PhD study from the University of York. The study team are inviting people with recent experiences of IAPT referrals to tell us about their experiences. They are especially interested in what happens when people require support but do not attend early IAPT appointments.
NECS have provided governance support to this project.
(From 17/18 for info) Co-designing dementia care to improve value. Action research project involving patients, carers, providers and commissioners of health and social care in Durham (North Durham and DDES CCGs)
The primary objective of the research is exploring the design of optimal care packages for patients with dementia and to identify the barriers and facilitators to implementing quality improvements in dementia care. Funded by the Health Foundation.
A map of local services is being completed that will develop organically over the remainder of the project (until mid-2020).

to inform the design of our researcher led NIHR bid for a pragmatic surgical RCT (Adenotonsillectomy versus deferred surgery) in Paediatric Sleep Disordered Breathing (PSDB) across the severity spectrum. The study team are hoping to interview a small amount of GPs within the Newcastle-Gateshead CCG area.
Investigate the attitudes and perceptions of professionals to oral anticoagulation (Sunderland CCG)
This Masters project is exploring the attitudes and perceptions of professionals to oral anticoagulation, specifically the choice between warfarin and DOACs.
This study is now complete and findings have been shared.
The potential role of community pharmacies in diabetes prevention (DDES CCG)
The aim of the project is to investigate the potential role of community pharmacies in diabetes prevention and it involves GPs, nurses and community pharmacists filling in an electronic survey.
This study is now recruiting in DDES CCG.
Oral cancer screening in the community pharmacy; an exploratory qualitative interview study into the attitudes and perceptions of community pharmacists in the North East of England (All CCGs)
This study is sponsored by the University of Sunderland and involves qualitative interviews with community pharmacy staff in the region.
This study has been granted Health Research Authority approval.
Women with a learning disability and their attitudes and opinions of the cervical and breast national cancer screening programmes (South Tees CCG)
The current study will involve speaking to women with a learning disability, family carers, and paid care workers about their attitudes towards cervical and breast cancer screening.
This is a PHD from the university of Teesside and we have provided support and advice to the researchers. This study has been granted Health Research Authority approval.
Oral health promotion by pharmacists in general practice. An explorative study into the feasibility of oral health
The aim of the study is to explore the knowledge and current practice of primacy care pharmacists, general medical practitioners and administrative staff regarding the role of the pharmacist in oral health.

The aim of the evaluation is to evaluate the change in primary care clinician awareness, attitudes and clinical practice surrounding pre-habilitation associated with completion of the PREP toolkit.

(From 17/18 for info) Frailty in the new GMS contract what does it mean to Primary Care Providers? (All CCGs)
The new General Medical Services (GMS) contract requires primary care practices to identify and code all their moderately and severely frail patients and to provide appropriate care. This study explores primary care providers views about frailty, whether providers find this to be a useful way of looking at their patients, and how they take frailty into account in decision-making and care management for individual patients, and how the new contract requirements are impacting on the work of primary care practices.
The R&E team provided governance support to this project and also assisted in promotion to CCGs. The researcher is looking at options to disseminate the study.
An Ethnographic Study of Social Prescribing in General Practice (Newcastle Gateshead CCG)
In this study we are trying to improve our understanding of social prescribing. Ways to Wellness is an established social prescribing initiative in the West of Newcastle Upon Tyne. This project is to explore the experience of GPs, hospital doctors and commissioners who use referral management systems and those who do not use a referral management systems, and patients who have been referred, or patients with an alternative disposition, in Northumberland.
This project is in partnership with the University of Sunderland. The final report has now been completed.

Senior staff will be interviewed to understand how information, including risk prediction, risk stratification and population segmentation, is used to make decisions as well as any barriers to the use of such information. The content of these interviews will be analysed for recurring themes.

The study team from Newcastle University are aiming to recruit groups of younger healthy volunteers and groups of healthy volunteers aged >65 to receive an immune stimulus and assess differences in the responses. They hope to recruit 26 volunteers in total, 13 volunteers aged 18-30 and 13 aged over 65. They are hoping to recruit healthy older volunteers through research-active GP practices.

Research Capability Funding (RCF)
Research Capability Funding (RCF) is allocated to research-active NHS organisations to help research-active NHS organisations to act flexibly and strategically to maintain research capacity and capability. This is awarded when at least 500 research participants are recruited during the reporting period of 1st October – 30th September. Newcastle Gateshead, North Durham, North Cumbria CCGs were awarded RCF funding in 2018/19. Newcastle Gateshead, North Durham, DDES and South Tees CCGs have been awarded RCF for 2019/20. Due to NECS collaborative work with academia, Prof Dame Louise Robinson, School For Primary Care Research and Professor Ashley Adamson, School for Public Health Research both had their senior investigator RCF aligned to NECS. Hence with the pooled CCG RCF a larger amount was available to be transparently and competitively bid for and awarded based on research strengths, capacity building and priorities. The funded projects are detailed on pages 16-18 The RCF funding is predicated on October to September accrual activity. We will therefore also update the CCGs per quarter on this time period of activity. In addition we will share with the LCRN team that promotes delivery of research resulting in this activity to ensure a shared understanding and joined up planned approach. • Signposting potential participants to research projects either opportunistically at a consultation or via a database search and mail out. This is acting as a “Participant Identification Centre” (PIC)”.
• Recruit and deliver the study intervention in the practice either by the Practice Nurse, GP or Research Nurse. This is the practice acting as a “recruiting site”.
This supports The NHS Constitution which pledges to “offer patients the opportunity to be involved in research where applicable”.

2. Use evidence from research for commissioning decision making CCGs have a duty to use evidence from research to inform commissioning decision making. The NECS R&E team have undertaken a variety of activities to support this including
• Throughout the year a range of new research findings from research undertaken nationally and in the North East in primary care are shared
• Links to accessing evidence and suggested sources are communicated to CCGs including social media sources
• This information is shared with NECS staff supporting the commissioners decision making process
• Access to journals via on line access is available from the Research and Evidence team using Open Athens passwords. This provides free access to online academic journals
• NECS have trained some staff on accessing and critiquing evidence from research to upskill and refresh hence ensuring appropriate evidence is considered
• Evidence leads are now identified and embedded into NECS across teams and hubs to ensure it becomes everyone’s business within their commissioning support role
The NIHR has funded six particular studies in the past five years on the use of evidence by commissioners. Some of this research may also be relevant to service managers in hospital trusts and other care providers and systems. This highlight includes studies into the behaviour of individual managers and the way in which commissioning organisations make sense of and use research information when making decisions. The findings provide some practical pointers for researchers to make their work more accessible and relevant to commissioners and managers. Core findings and questions arising from the research
• Managers of all backgrounds find it hard to apply and make sense of evidence in their everyday work.
• Studies show that managers tend to make less use of formal research. They value examples and experience of others, as well as local information and intelligence.
• Top managers rely on a small conversational circle and trusted colleagues to identify and interpret evidence.
• Evidence does not speak for itself. Organisations need skills, not just technical around critical appraisal capacity, but also to engage experts and frame research for different audiences.
• One study evaluating a service providing evidence briefings for commissioners found poor uptake and use of research for decisions.
• Having skilled individuals, like public health staff, on the spot to contextualise and interpret evidence helps managers use evidence when making decisions about systems and services.
• Timing is key - having good enough evidence at the right time trumps perfect research which arrives too late for decision makers to use.

Research and Evidence Team – Review of Information Sharing Events for 2018/2019
• Research and Evaluation Development Group – September 2018 This informal group meets twice a year to discuss possible research and evaluation projects, new models of care, current evidence and ways to get involved in research. These meetings are open to any primary care staff interested in getting involved in research, or who have an active research role and wish to develop projects in primary care or with CCGs. The meetings enable networking and the sharing of ideas with discussion groups and identification of ways forward. The first meeting was on 13th September 2018 in central Newcastle, and was well attended. Attendees included practice staff, GPs, university researchers, and NECS Research and Evidence team members. Discussions covered the new Primary Care Research Strategy, experience as an Academic GP, project ideas around care homes and group consultations, research opportunities for nurses, midwives and Allied Health professionals, the Research Design service and funding options.

• Research and Evidence team present at Research and Development Annual Forum The R&E team presented the NHS Research and Development Forum conference in Brighton in May 2019. Helen Riding undertook a presentation entitled ‘Embedding Research Strategy in a Clinical Commissioning Group’. This session aimed to outline multiple approaches used in developing and embedding research strategy in CCGs, focusing on the work undertaken by the R&E team with Newcastle Gateshead CCG. The session focused on how this best practice example could inform and apply to other CCGs. The Research and Development Annual Forum will be heading to the North East in 2020 and is to be at the Sage Gateshead 10-12th May 2020.

• Society for Academic Primary Care: North Conference 29 –30 November 2019, Kendal
SAPC aim to provide a clear voice, and a strong presence, for Academic Primary Care in the complex and ever-changing environment. This regional conference had presentations reflecting the wide range of interests and development areas. Presenters varied from medical students to Professors, with ample networking opportunities throughout to discuss topics. Educational highlights included learning about new developments in the North East and North Cumbria, such as the new medical school opening at the University of Sunderland, which will welcome their first cohort of students in September 2019, and projects which examined the role of placements in general practice from the perspective of medical students and GP tutors. Research presented from the region included the work of Rob Barker, an Academic GP, who has lead on the use of the National Early Warning Score in care homes, highlighting the need for context-specific training due to a mismatch between perceived and the actual complexity of the procedures particularly considering the constraints of care home staff. Members of the team from Newcastle University presented findings from the Newcastle 85+ study, which has recently conducted qualitative interviews with people now aged 96-97, regarding their experiences of living and accessing services, finding more independence than perhaps one would envisage for this age group. Other topics included issues regarding dementia in ethnic minorities from the University of Leicester (interestingly in some cultures there is no word for dementia), University College London presented on continence options following stroke highlighting the low use of behavioural interventions, and work is being carried out at Sheffield University working with Hull and York Medical Schools looking at the use of Advanced Clinical Practitioners in the GP practice setting. Attending the conference enabled us to hear the findings of recent studies and also find out who is carrying out research in different areas - invaluable information for our team which acts as a point of contact for primary care staff who wish to work with academics to develop research ideas. Next year’s conference will be held at the University of Central Lancashire. This is an ideal environment for those enthusiastic to get involved in research, or for those already involved in research to present their work, and we would encourage all to attend. • Child Health Research Across Organisational Boundaries R&E Team member, Helen Martin attended the second conference organised by the GNCRC (Great North Children’s Research Community) on 8th March 2019. Keynote speakers introduced the theme of integrated working across agencies to include health, social care and the research community with examples of how this can lead to significant improvements in services and benefits to patients. Amongst these key speakers were;
• Jacqui Old, Director for Children’s Services at North Tyneside Council, who explained how they use a three stage change process refocusing to ensure children and families are always at the centre, with the focus on the strengths within the family as opposed to the deficits, and staff continual improvement and quality.
• The tendency of professionals to look for what is missing or needed by patients and families was also highlighted by Dr Kaz Stuart, Associate Professor for Child, Adolescent and Family Studies in Cumbria. This approach can result in discounting the positives and focus on the problems, which can further disempower people and increase their vulnerability.

The benefits this can bring were accentuated by the inspiring presentations by the North East’s Young Person’s Advisory Group (YPAG). This group set up in 2015 meets monthly to review up to four research and improvement projects. Young people, aged between 14–18 from the North of England, listen to a five minute presentation from each researcher and then feedback or develop a particular aspect of their project. Plans and priorities for 2019/20 These plans are guided by local and national priorities and mandates as well as Research & Evidence team skills and knowledge to support. These will be reported on with regards updates and challenges in the quarterly reports. 1. Support and Promote Research Deliver the recommendations from the North East and North Cumbria Primary Care research strategy 2019-20 deliverables: NECS Activity Support the process of the excess treatment funding with Newcastle Gateshead CCG acting as lead CCG for all North East and North Cumbria CCGs.
Regular communication with CCGs’ decision makers and Directors of Finance with regards costs and activities, interpreting reports and data as relevant. Liaise with LCRN to smooth the transition from October 2018 and communicate CCG needs and concerns, learning from the challenges. Cascade concerns to the national DH and NHSE groups Shona Haining attends. Advise on ongoing top slicing amounts from CCGs for future years.
Promote and support participation by NHS organisations and patients in research funded both by commercial and non-commercial organisations, demonstrating progress through publication of the NHS England research plan and monitoring its deliverables.
The Local Clinical Research Network (LCRN) provides the support to delivery of research in the North East and North Cumbria, hosted by The Newcastle Hospitals NHS Foundation Trust. Dr Jonathan Smith, North Durham CCG on behalf of the CCG forum, Dr Tim Butler on behalf of NHS England and Dr Justine Norman on behalf of GP providers represent CCGs and primary care on the Partnership groups: all supported by R&E team. NECS provide update on GP practices research activity on quarterly reports for CCGs to note and action to support as necessary.
Improve NHS Commissioner input into identifying research needs in the NHS.
The R&E team work with key stakeholders across all Universities in the region to feed in CCG priorities. Use pending regional research grants and Academic Health Science Network led priorities of research document to provide CCGs and primary care with opportunities to inform and shape the development of research in the region. Shona Haining is a member of the School for Primary Care Research at Newcastle University (for the North East) and supports local research bids to ensure the correct CCG/primary care representation is included.
Share the outcomes for research & evaluation.
New NECS website contains an up to date new evidence library. Bi-monthly bulletins from NECS are published. Sharing events – themed on key areas of new evidence, Care homes, and Research Capability Funded projects.

2018-19 deliverables: NECS Activity Primary care research strategy recommendations:
1. Primary care researchers and decision makers annually share and discuss service and research priorities to align and plan future research.
2. Medical Schools, School for primary care research and Health Education England to build in to the educational experience of medical students and GP trainees the opportunity to be exposed to primary care research development and LCRN delivery to enhance local chief investigators and primary care research leads.
3. Portfolio careers for GPs, with an option to develop and deliver primary care research is available.
4. A regular fora is set up as a safe and supportive environment to retain primary care staff with research expertise and further degrees and nurture those developing these skills and research ideas.
5. Research Capability Funding aligned to primary care is pooled to make collective and transparent use to grow primary care research and capacity aligned to the service priorities and supporting increased North East & North Cumbria hosting and chief investigator growth.
6. Primary care leads across North East and North Cumbria expand their role from leading delivery of research to be associated with local CCGs and priorities to support development as well as adoption of research and innovations from academics and Academic Health Science Networks.
7. LCRN ensure primary care representation is included in executive and financial decision making and

2. To use evidence from research to support commissioning decisions
The R&E team work with relevant CCG and NECS staff involved in all aspects of the commissioning cycle to ensure that evidence from research is easily obtained, can be scrutinised and applied appropriately to the service redesigns being considered. This may include skills and knowledge training as well as expert input from the R&E team as relevant. CCG quarterly reports include new evidence for CCGs from local or national research. In addition websites/links where new evidence could be available is regularly shared. In addition R&E team promote the importance of evaluation of new services providing advice and frameworks to consider the most appropriate evaluations. Evaluations themselves will have to be undertaken from the project /CCG resources, but the R&E team can advise on how best to deliver this and link with key evaluators as necessary. This has happened for a range of evaluations over many CCGs throughout 18/19.

planned including Care homes 18th June 2019 which includes working with the broad range of stakeholders attending prioritising the future research and evaluation questions from their perspectives

• Training on accessing and using evidence from research as well as evaluation tools and skills are available from R&E team on request
3. Excess Treatment Costs The new process from NHS England was mobilised in 2018/19 and is continuing with challenges and issues being recognised and solutions sought. The key messages are:
• 5.2p per capita per CCG per year will be assigned to fund ETCs, with agreement from the NHS Clinical Commissioners finance group to increase to 6p for 19/20
• A total ETC threshold per Trust per year based on Trust income is set at 0.01% of income or £10 000 which must be utilised before any ETCs are reimbursed A nominal minimum payment of £100 but no threshold for ETC for primary care so all are funded directly to practices
• The ETC process will be managed by the pooled ETC from CCGs for each regions to ensure consistent approach across England and their role in developing the costs of research in line with DH guidelines
• Newcastle Gateshead CCG is acting as lead CCG for NE&NC :all CCGs have agreed this delegation and a MOU with the CRN has been signed and Shona Haining continues to lead on their behalf
• Bi- annual reports on where ETC money has been spent will be shared with the Joint committee for CCGs and in R&E reports
• Shona Haining represents CCGs at regular Department of Health and NHS England meetings on this subject and has advised on many processes, decisions, including whom leads commissioners and where these ETCs need to be assigned
