The Aline-Cleo STEM (science, technology, engineering and math) program has been as busy as Santa’s elves the past few weeks producing toys. The toys are part of a community outreach program started by Ken Carmack, Aline-Cleo STEM instructor. The teachers wanted to have a way to encourage and engage their students in the community and the production of toys for children in the area is something Carmack has done for many years, formerly in Fairview and now in the Aline-Cleo area.

Students teamed up to produce toys of their choice to be delivered around the area via the local Outback Motorcycle Club. The club annually buys and distributes toys in a three county area in cooperation with the Department of Human Services. Patsy Thomas is the local contact person for the club and when Carmack got in touch with them, the motorcycle club agreed to help distribute the toys that the students produced.

The STEM program is in its second year under Carmack’s leadership and

Aline-Cleo STEM program produces toysthis is the first time the students have done any type of project like this. Students range from seventh grade through 12th grade and had an exciting time producing the toys.

STEM is the hands-on version of what was formerly known as technology education or, back in the old days, industrial arts. Students are challenged to a diverse curriculum centered on pre-engineering, construction and exploratory technology engineering. School students. Members of the class will gear up for more challenging leadership and hands-on training activities when they return from the holiday break.

Aline-Cleo is currently looking to find someone in the area who needs a portable building so that they may fund the building of this while allowing the construction to done by the construction class. Aline-Cleo school leaders feel that the students need to be as prepared as possible to step from the classroom to the workforce and the STEM program provides that step.

Obamacare blamed for hospital closuresBy Lynn L. Martin

Eighteen acute-care hospitals across the United States shut their doors in 2013.

At least 12 more hospitals have closed this year in rural areas alone. More are get-

ting out the plywood to nail over windows and barricades for doors.

Don’t worry, it’s just the new normal under Obamacare, says Lee Hieb, M.D.

“Events happening now give us some idea of what medicine will be reduced to in the future,” Hieb writes in her forthcoming book, “Surviving the Medical Meltdown: Your Guide to Living Through the Disaster of Obamacare.”

“Today, all over America, small and midsize hospitals as well as hospitals in in-ner-city, poor areas are closing,” she said.

Hieb is an orthopedic surgeon and past president of the Association of American Physicians and Surgeons.

She said the reasons for the closures ar-en’t complicated. Most of the victims are smaller hospitals or those in poor areas, which often serve the greatest number of Medicare and Medicaid patients.

few weeks ago confirmed that among just the critical-access hospitals, which have 25 beds or fewer, there were 14 closures in 10 states in 2013.

And the federal bureaucracies that set reimbursement rates for needy patients simply aren’t keeping up with the costs, she said.

Hieb writes that “whereas private in-surance might pay the surgeon $4,500 for a spinal surgery (my specialty), Medicare paid less than $1,200.”

In addition, she says the federal gov-ernment refuses to pay hospitals for certain services, deeming them “not medically necessary,” regardless of what doctors and patients say.

“The result is predictable: economic failure of hospitals and physician practices that have become dependent on govern-ment payment for large segments of their population,” Hieb writes. “The hospitals and offices that will close are those with the least private insurance.”

One case she cites: Temple Communi-ty Hospital of Los Angeles closed its doors Sept. 9. Among the reasons the hospital gave for its closure were “low reimburse-ment rates” and “regulatory requirements.”

And then there was Vidant Pungo Hos-pital of Belhaven, North Carolina, which shut its doors July 1. It was the only hospi-tal in a small, economically destitute farm-ing town.

There, Kaiser Health News reported, “The closing has left local doctors wonder-ing how they will make sure patients get timely care, given the long distances to oth-

er hospitals, and residents worrying about what to do in an emergency and where to get lab tests and physical therapy.”

Said Dr. Charles Boyette, “Half of them aren’t going anywhere. They’re tak-ing a chance on if they’ll be alive or dead after the emergency passes. The disaster has already started.”

In November, the company that owns Quincy Medical Center, near Boston, an-nounced the hospital will close by the end of this year. QMC suffers from too much competition – there are more than a dozen hospitals within a 10-mile radius – but also from having too many patients with gov-ernment insurance. Roughly 70 percent of the hospital’s patients are on Medicare or Medicaid.

Some hospitals, rather than closing completely, have dramatically reduced their workforces. In fact, 37 hospitals and health systems cut, or are preparing to cut, at least 100 employees from their payrolls this year.

Hospital closures and staff reductions have left fewer facilities and health-care workers to take care of more patients. Con-sequently, wait times have increased.

That was the case in West Memphis, Arkansas, after Crittenden Regional Hos-pital closed Sept. 7. Physicians at local urgent care clinics told the Memphis CBS TV affiliate they were overloaded and had to stay open an extra hour or two every day. Patients had to wait several hours to see a doctor.

Hieb warns of that very phenomenon in her book.

“The hospital in Arizona where I used to work is a 250-bed facility with the latest state-of-the-art cardiac care,” Hieb writes. “It is a referral center for about 400,000 people. Although you will get great care there, if you go by foot or car to the emer-gency room with chest pain, you may wait over six hours for an evaluation because the system is overloaded.”

She previously had warned of the in-creasing workload for doctors and the neg-ative consequences that can result.

She told of her own experience with government-run health care, in the form of Medicare. As more and more elderly Medicare patients moved to her city and as the government dropped physician re-imbursement levels, doctors began to leave

Monday night in Freedom. The meeting was attended by Board President Joe Jessup, Vice President Shane Morris, and members Concha Herrera and Cindy Reed. Absent was member Eric Smith. Superintendent Danny McCuiston, Principal Brett Hill and minutes clerk Patricia Dauphin were also in attendance.

After being called to order, the members approved the consent agenda, which included the minutes from the regular Nov. 17 and special Dec. 8 meetings, activity fund expenditures, and encumbrances for the general, building and child nutrition fund.

In the superintendent’s report, McCuiston said monthly revenue collections totaled $44,585.35 for December with gross production leading the way. He said they saw a decrease compared to November collections of $9,418.30 and compared to fiscal year 2014 December gross production, leaving $22,288.04 as the total. All in all, he said, the school is just above the monthly comparison from last year, and the year-to-date total on all classes show

they are within $88,319.58 of last year’s total collections at this time.

McCuiston also mentioned that at the Jan. 12 meeting he should have various project cost projections from an architect with whom he has been in contact. Lastly he reported the school was experiencing well over 10 percent absenteeism due to the virus going around. He said it has mainly affected the lower non-testing grade levels.

Principal Hill gave his report next, beginning with a reminder that the games that were to be played that night were rescheduled for Monday, Jan. 12, with Goodwell at Freedom.

He said this week he will be heading to Higgins, Texas, and then will turn around and play Waynoka on Thursday. The seniors, he said, will be drawing for the quilt made by Freedom’s Judy Shreeve and that three bikes (two donated by Jim Darr and one donated by Northwest Tech) will go to the youngsters in the school.

Hill reported the Alpha Plus Summative test results came in and a lot of growth was seen. A remediation schedule will be set up soon to help give kids who need it an extra nudge. He said he fully

expects the next 60 school days to be very beneficial for the kids and expects to see major gains from this past week’s tests. Hill concluded his report with good news regarding the Christmas angel tree set up by him and his wife. Almost all of the 26 angels that were put up at the bank have been taken, with only about nine left. He said the gifts will be handed out to those parents/families this Friday after school.

Next on the agenda was consideration to vote to approve or disapprove or take no action on a bona fide loan agreement between the general fund and the child nutrition fund in the amount of $25,000 for fiscal year 2014. Members approved the loan.

They also approved an application to give adjunct teacher Brooke Meyer a “highly qualified” credential so the school would have 100 percent highly qualified staff.

Before voting to go into executive session to discuss the evaluation of the superintendent, members approved a one-time compensation for professional development services rendered for certified and non-certified staff.

No new business was discussed.

Funeral services for Cleta Ann McMurphy will be 2:30 p.m., Wednesday,

December 17, 2014, at the Alva First United Methodist Church, with Rev. Terry Martindale officiating. Interment will be in the Alva Municipal Cemetery under the direction of Marshall Funeral

Home of Alva.Cleta Ann Wolgamott, daughter

of the late Claude W. and Grace Arndt Wolgamott, was born April 16,1937, on the farm northwest of Alva and passed away December 13, 2014, at Share Convalescent Home, at the age of 77 years, 7 months and 27 days.

She graduated from South Hackberry Elementary School and Hardtner High School. On June 26, 1955, she was married to Darold D. McMurphy, at her grandparents home in Woods County. She worked as secretary/bookkeeper for McMurphy Plumbing from 1955 until

1997.She was a member of the Alva First

United Methodist Church, Household Executive Club, Rebekah Lodge, Women of the Moose, and VFW Auxiliary. She enjoyed all types of handwork, especially sewing, quilting and needlework. She also liked making candy, gardening, working on the farm, and dancing

Besides her parents, she was preceded in death by her husband, Darold McMurphy.

Cleta Ann is survived by her son, Randy McMurphy and his wife, Paula of Alva; a daughter, DeAnna Gregory and her husband, Jim, of Oklahoma City; one brother, David Wolgamott and wife, Carol, of Hardtner; Kansas; one sister, Pearl Myers and husband, Dale, of Wheaton, Missouri; one brother-in-law, Verlin McMurphy and wife, Betty, of Alva; and one sister-in-law, Doris Lockhart and husband, Jim, of Merriam, Kansas.

Also surviving are four grandchildren, Cody McMurphy and wife, Megan, of Alva; Casey McMurphy and wife, Tracy,

of Edmond; D. J. Gregory and wife, Sarah, of Piedmont; and Chad Gregory of Midland, Texas; six great grandchildren, Avery and Reece McMurphy, Layton and Grayson McMurphy, Braedyn and Caylee Gregory, with one more great grandchild on the way; other relatives and many friends.

Memorial contributions may be made through the funeral home to the Share Convalescent Home or the charity of choice.

discovered a discrepancy when running a tag number on a vehicle. According to court documents, Trooper Randy McCullough contacted Alfalfa County Deputy Loren Nusser about 10:30 p.m. on Dec. 5. He said he saw a red Chevrolet Avalanche making a turn from U.S. Highway 281 to State Highway 45 leading into Carmen. He observed the vehicle go

left of center. McCullough said the license returned to a Ford even though it was on a Chevrolet.

Deputy Nusser began driving south on Highway 8. He was approximately two miles north of the Highway 8 and Highway 45 intersection when he saw a red Chevrolet Avalanche driving north. He turned around, caught up to the vehicle, found the license number matched and conducted a traffic stop.

Nusser talked to the driver, later identified as Anthony Dean Hellar, 50, of Cherokee. He explained why he had pulled him over and asked for his license. Hellar began acting nervous and admitted he did not have insurance and he did not have his license with him.

When asked about the license plate, he admitted he had “borrowed” it from a black Ford pickup belonging to Sally Kerfoot. He said Kerfoot did not know he had taken the tag, but he intended to return it when he could get the money for a tag of

his own. He said he had taken it about two months ago.

Deputy Nusser took Hellar to the Alfalfa County Courthouse. Nusser and Sheriff Rick Wallace interviewed Hellar after he had been read his Miranda rights. Hellar said he took the tag so he could go to and from his son’s ballgames. He said he chose that vehicle because it was across the street from his ex-wife’s house. He said he had owned the Avalanche for about a year. Hellar said he knew he was wrong but he could not come up with another solution. He said after paying child support he only had about $1,000 for rent, bills and living expenses each month. He said he did not have money for insurance and a new tag.

Hellar was charged with a misdemeanor of removing proper or affixing improper license plate. He was also issued traffic citations for failure to register a used vehicle within 30 days and failure to comply with compulsory insurance law.

organizer Rachel Stewart said of the event at Baker’s Barn in Alva that raised near $20,000 for Lori Kraft and her family after losing her husband Kevin to a sudden illness this fall.

Over 120 people attended the evening of good food, an auction, celebration of life and the 18th birthday of the Krafts’ daughter Kenzie, as well as a musical presentation by country vocalist Nathan Wade of Nebraska who came specifically for this event.

Stewart said, “A special moment came when Nathan was down to his last few songs of the night. Lori came to the front and slipped Kevin’s jacket on Nathan. He finished his performance in that jacket. It

was very emotional for Lori, Nathan and those in the room. We felt Kevin’s presence in that place.”

Performing a duet with Wade, “The Reason I Don’t,” was “a thrill” Stewart said. “Our voices are so different, but during that song, they just came together.” She then sang “Must Have Been Angels,” for Lori, which was emotional for both women who are good friends.

Live auction items included a ride in Bob Baker’s P-51 airplane, a landscape water feature, a cowboy sculpture, paintings, photos, gift certificates and a pair of Lane boots. She said a variety of silent auction items brought in well over $5,000.

“The generosity of this community continues to overwhelm me. I am so thankful and blessed to live in Alva,”

Stewart said. Proceeds from the evening were

actually $19,500, Stewart said. After $4,000 expenses (which was mainly food), she said they were able to give $15,500 to the family.

When asked to comment on the event supported by so many people, Lori said, “In the midst of tragedy it is amazing how the Lord surrounds you with overwhelming love through the most incredible people. I can’t say how grateful and blessed we were. The evening was a perfect tribute to Kevin’s life. The kids and I will be forever grateful.”

the November meeting of the Kiowa District Hospital Board. New CEO/Administrator Margaret Grismer sat at the board table along with Steve Davis, who has been praised for the job he’s done as interim CEO. An employee had made him a comical place card that said “retired.”

“On behalf of the board, the community and the employees, we say thank you for getting us through this,” Board President Zack Odell said, referring to the move to the new facility, finding a new CEO, and much more.

Odell presided over the meeting with the following members present: Chantae Simpson, Jim Parker, Brenna May and Lori Schrock (via Facetime). Several other department heads and medical personnel attended, as did a

few members of the public. Friends of the Hospital and Manor

Foundation President Judy Schrock received applause and thank yous when she reported the group was within $40,000 of reaching their $1.5 million goal to help pay for bricks and mortar for the new hospital. That was right before Thanksgiving. When the Newsgram asked her Monday, Schrock said “We’re just under $16,000 of our goal.”

Speaking of the foundation, Schrock said, “It’s been a team effort. The community is really stepping up.”

Vital X-Ray Equipment PurchaseFor about the third time, the board

held a lengthy discussion on the radiology department’s vital need to make a costly digital upgrade to x-ray equipment. Radiology Department Manager Rugg said she’s receiving an error message sometimes on

that equipment, which means the approximately one decade old machine is no longer reliable to restart and do the job accurately.

“If we break, we are really broken,” Rugg said and mentioned that she would have to “beg and plead” for loaner equipment, and it might be three weeks before she could get a loaner in place. Davis noted that, “We have to have radiology in a critical access hospital.”

Rugg presented four options. Board member May said, “ I don’t see how we can’t do it,” and moved to approve the option to upgrade to digital plus the portable AMX 4 with the six year service contract for a cost not to exceed $120,075. The hospital is applying for a grant to pay for the equipment, but it won’t cover the annual service contract. The board unanimously approved purchasing the equipment.

Kiowa Hospital Statistics and Financials

When Chief Financial Officer Janell Goodno started to report on hospital statistics, she pointed out how clinic numbers are increasing. At the end of October patients seen year to date at the clinic totaled 3664. Odell said if that trend continues for November and December, 4,396 people will be seen at the clinic, which he said “is phenomenal.”

In October there were 12 total admissions at the hospital for 59 total days of acute and swingbed care. Total outpatient visits were 549. Total clinic visits were 365.

Goodno said in October that the hospital’s gross patient revenue was $291,175. Impacted from Medicare receivables (total contractual adjustments of $62,178), Goodno said the total operating revenue was $353,887. Total operating expenses were $398,284.

regular monthly meeting, conducting business at 5:30 p.m. instead of 7 p.m. on Dec. 8 so interested members could attend the elementary Christmas program.

Council President Brandon Farney opened the meeting with a prayer, with all members present except Tom Wells. Attending were R.L. Simpson, Bill Watson, Russell Molz and Mark Lambert. Also seated at the table were City Administrator Nathan Law, City Clerk Marlo Rugg and City Attorney Laurel McClellan.

At the end of the meeting, the council held a brief executive session to discuss acquisition of real property. Upon return to open session, the council took no action regarding that subject.

The meeting opened with a public hearing for 2014 budget amendments. This affects the city’s water and sewer funds. Due to necessary water tower work in October, the budget needs to be amended. The current budget is $216,802. Estimated expenditures are $272,533.31. This makes the necessary budget increase $55,731.31 or 25.71 percent.

The sewer fund increase is due to approved cleaning/repair work. The

current budget is $62,085. Estimated expenditures are $72,603.19. The necessary budget increase is $10,518.19 or 16.94 percent.

Law also recommended the council transfer the cash equivalent of all unused budget authority at year end to capital improvement reserves for payment of future street work. This information was filed.

City’s Christmas and New Year’s Hours

The council agreed to close city offices the Fridays after Christmas and New Year’s and give employees those days as paid holidays. This gives two four-day weekends since Christmas and New Year’s Day are on Thursdays this year.

City employees, firefighters, etc., will receive a $50 gift certificate to their choice of a Kiowa business. The council approved the gifts for 24 individuals.

The annual Christmas lighting contest, with the same rules and rewards, received council approval. Details are in the Kiowa News.

More Kiowa City Council ActionThe Tri-City Water Main

Replacement was discussed at length. This brings Kiowa’s water supply from the wells near Sharon, Kansas. The council recognizes the need for replacement as the line often has breaks. Law said if the council is to seriously consider this major project they need

better numbers. Law assembled some estimates.

The council agreed they need to get more engineer estimates before moving further.

After a recommendation from Kiowa’s planning commission and an earlier public hearing on the subject, the council approved an ordinance that grants a conditional use permit (CUP) to allow construction of storage units. This is on property zoned single family residential at 605 Barnes St.

Payment to Data Technologies, Inc., for $4,416.57 was approved. This is for annual license and support renewal.

The agreement for the city’s annual audit with Busby Ford and Reimer, LLC auditing firm was approved. The cost is $9,150. In 2013 the cost was $8,900.

Now Resolved.In the absence of Police Chief

Steven Johnson, Officer Warren Howerter gave the police report. He said their tasers have been phased out and will eventually need to be replaced. The Kiowa Police Department (KPD) plans to sell an old police cruiser. The chief needs to upgrade his radar. Some guns in the KPD weapon supply need to be replaced, Officer Howerter said.

spelling bee Tuesday morning. Thirty-two students in the sixth, seventh and eighth grades participated in the spelling competition. Words ranged in difficulty from “green” to “ritziness.” Participants had one opportunity to spell their given word. Students could ask to have the word repeated, defined or used in a sentence.

The winner of the spelling bee was seventh grader Wyatt Adams, the runner-up was eighth grader Micah Carter. The winners will move on to another round held in Ponca City at the beginning of next semester.

Faculty/staff who helped with the spelling competi-tion were: announcer Rhonda Cook and judges Debbie Stroud, Karleen White, Krista Starbuck and Tanya Phil-lips. Shannon Drew and Heather Lohmann also helped.

Kiowa, Kansas, had more than its share of excitement on the west end of Main Street. Law enforcement vehicles and officers surrounded the area near The Little Store, a convenience store located in the 300 block of Main Street.

That’s because around 12:30 p.m. a woman’s dead body was found behind the convenience store. The crime scene was taped and barricaded all afternoon and into the night as the investigation continued until about 11:30 p.m.

Barber County Sheriff Justin Rugg said the Kansas Bureau of Investigation

(KBI) was called in to investigate Monday. The Kiowa police and sheriff’s departments were already on the scene.

“I will squash all the rumors when I can,” Sheriff Rugg said Tuesday morning. “Everything goes through the KBI at this time.” Rugg said he can release the woman’s name and more details following the autopsy for which he doesn’t expect to have the results until Wednesday.

In a press release Monday evening, the KBI confirmed they are not commenting on the circumstances surrounding the woman’s death, the possible cause, or how long the body

was there before being discovered. The KBI also said they were waiting to confirm her identity for notification of next of kin.

Wichita news crews were in town Monday and again Tuesday trying to gather information.

The KBI requests that anyone with information please contact the Barber County Sheriff’s Department at 620-886-5678.

The Eagle Watch is free, yet to offer the best quality viewing experience we are limiting the number of visitors each date and reservations are recommended. Visitors are invited to meet at the refuge headquarters at 3:45 p.m. and learn about the bald eagle’s natural history. From there you will be transported to watch eagles coming in to roost for the evening. Bring a lawn chair or blanket, binoculars and/or spotting scopes, and dress warmly

in earth-tone colors. Photography is encouraged, but, please, no flashes or strobe lighting. Please be advised that there will be a length of time where we will wait patiently and quietly for the eagles to come in to roost.

The bald eagle success story gives hope for other endangered species and represents American strength and endurance. There is comfort in knowing that the bald eagle still soars. For more information about the eagle watch, contact refuge staff at 580-626-4794.

windshield at Great Salt Plains State Park (GSP) were arrested on drug charges.

According to court records, state park rangers Ryan Webster and Steven Fisher were on duty Dec. 5 about 4:38 p.m. when they saw a vehicle at the junction of Highway 38 and the Sandy Beach Campground (SBC). The silver Honda turned into SBC. Webster saw that the Honda’s front windshield was badly damaged with cracks running the entire length across and appearing to obstruct the occupants’ view.

Webster conducted a traffic stop. The driver exited the vehicle and began to walk toward the bathhouse. Webster asked him to return to the vehicle and have a seat. He asked the driver for his license, and he said, “I don’t have it on me.” He said it was back at the house, and he was just coming to shower. Fisher talked to the passenger.

The driver identified himself as Keith Salyer and provided his birth date. The passenger, John Matthew Coffee, also provided a birth date. The information was radioed to dispatch. No license could be found for Keith Salyer. Coffee’s license was flagged as suspended.

Webster again asked Salyer if he had a valid license, and he said he did. He gave his middle initial as D. A second check returned no license information. Asked if he had any identification, Salyer handed over an insurance verification but it was not in his name.

Asked about the driver, Coffee said, “I’ve known him since we were kids.” However, he said he did not know the

driver’s last name. Coffee appeared nervous and fidgety and could not stand still. He said he was on medication and had anxiety attacks.

Ranger Fisher informed Salyer of options in attempting to identify him, and he told them his name was Darren Lee Salyer with the same birth date. Dispatch checked and found his license was suspended and he required an ignition interlock device as well. There was also a warrant for Salyer out of Garfield County for failure to pay on an aggravated DUI alcohol conviction. He was placed in handcuffs and informed he was under arrest.

Webster spoke to Coffee again and asked if there was anything illegal in the vehicle. “Not that I know of,” he replied. Coffee asked if he could have someone pick up the car, and Webster told him the vehicle would be impounded. Coffee asked if he could get his bag out of the vehicle so he could shower. Webster asked for consent to search the bag, and Coffee said, “I guess.” Webster told him a yes or no answer was required, and Coffee said yes.

Webster checked the bag in the passenger seat that Coffee identified as his. Inside he found numerous prescription bottles issued to Coffee. Also inside he found a blue container full of light blue pills later identified as Clonazepam, a schedule four substance. In addition, Webster found in the bag a “day of the week” pill container with four of the same pills inside. Coffee said, “They are my anxiety pills.” He said the prescription was at his aunt’s house. Webster placed Coffee in handcuffs and told him that he was under arrest.

Webster radioed Alfalfa County Deputy Dillin Munholland and asked him to bring his K-9 partner Josh to the location. Munholland arrived and conducted a free air search of the vehicle. Josh alerted on

the vehicle. During this time, Deputy Nusser also

arrived. Coffee complained that he needed to use the restroom so Nusser escorted him. When they returned, Nusser was carrying Coffee’s coat saying he had wanted to throw it away because he didn’t want it anymore. Nusser checked the pockets and retrieved a cigarette package. Inside was a small silver pipe, commonly used for smoking marijuana.

Deputy Munholland transported Coffee and Deputy Nusser transported Salyer to the Alfalfa County Jail for booking.

Rangers Webster and Fisher conducted a vehicle inventory prior to impounding. In the front zipper pocket of a black bag from the trunk, Webster found a syringe that was capped and loaded. Also in the bag was a pill bottle with the label missing. The bottle contained a dark colored liquid.

Later at the jail, Webster asked Deputy Munholland to conduct a field test on the liquid and it tested positive for methamphetamine. While Salyer was in booking, Webster asked to see his arms. Sheriff Rick Wallace was present during this time. Salyer showed his arms, and asked what they were looking for. When Webster said track marks, Salyer rotated his right arm slightly and pointed out the track marks. He said he spent some time at Ft. Supply and it helped but he had “been running with the wrong crowd.”

Darren Lee Salyer, 41, of Jet was charged in Alfalfa County on Dec. 8 with felony possession of a controlled dangerous substance. He was also charged with two misdemeanors: obstructing an officer and driving while under suspension.

John Matthew Coffee, 33, of Jet was charged with two misdemeanors: unlawful possession of paraphernalia and unlawful possession of a controlled dangerous substance without a valid prescription.

station south of Alva was dedicated on Dec. 9. Scott Mitten, the CNG market development manager with OnCue, led the ceremony and rec-ognized many people who helped get the station to Alva. Mitten said, “We’re very proud to have brought CNG to Alva. This is our 16th site to have CNG in the state of Oklaho-ma. We’ve saved Oklahoma, over the five years that we’ve been do-ing CNG, about $6 million. That is the differential between gasoline and CNG. So we’ve put $6 million back into the Oklahoma economy by bringing a less expensive, cleaner, American-funded fuel.”

Mayor of Alva Arden Chaffee

said, “It’s a real pleasure to be here today. Natural gas vehicles mean more American jobs and a stronger economy. CNG is the only alterna-tive fuel to offer convenience, af-fordability and now availability. It’s critical to long range planning to consider new and retro-fitted CNG vehicles, as converting just one trash truck from diesel to natural gas is the equivalent of taking 325 cars off of the road in terms of pollution reduc-tion. On behalf of the City of Alva, thanks for choosing to grow with us as we act locally but think globally. Looking forward to a bright future ... a future powered by natural gas.”

Craig Sundstrom, deputy secre-tary of energy, said, “A few years ago the governor expressed the

state’s commitment to growing CNG as a viable transportation fuel in the state of Oklahoma. It was just about one year ago that our office was here in Alva joined by our friends at On-Cue, our local legislators, Mayor Chaffee and other local leaders. We talked about what it would take to at-tract and bring CNG to Alva. We’re very excited that in just about a year we’re here opening up this great fa-cility.”

Sen. Bryce Marlatt also com-mented, saying, “Congratulations to the City of Alva and everybody in-volved. This is a great step for this community and the entire area is benefited from the industry.”

She said they made a required payment to MW Builders. She also said utilities at the new hospital building are two to three times higher than at the older, smaller building. For example, in October utilities were $17,064 higher than last year. Davis added they will turn down the heat in the old hospital building to the lowest temperature just so pipes don’t freeze.

With the addition of $81,572 tax money and $60,750 misc income/contributions, the hospital ended October in the black $97,949.

The hospital and manor combined balance sheets show that at the end of October, together the hospital and manor lost $392,318 year to date. Of that loss, the manor’s share is $341,021. Goodno pointed out they are still due $39,223 uncollected taxes.

At the end of October, the hospital was still in a payable status of $246,000 to Medicare.

When Goodno told the board that BKD Auditors don’t plan on coming until March 1, board member Schrock said, “How is that going to work?” Odell said, “It’s absolutely critical for us to have an audit completed in

January or February.”That’s because the audit is the

basis for the the hospital’s Medicare cost report, ultimately Medicare reimbursement money. That’s what helps pay in part for the new facility. Goodno said the first payment to the USDA for a loan they made for the new hospital is $220,000 and due April 1.

Odell said of the early audit, “It’s in our best interest and the people we partner with.” Schrock added, “It’s critical for our cash flow.”

Kiowa Manor Statistics and Financials

Manor Administrator Kim Balding said they averaged 24 residents in October. She’s checked room rates of neighboring facilities and said, “We are way below the Medicaid rate.” Therefore Balding suggests the board increase the patient room rates, as they did not do so last year.

The board approved a $6/day room rate increase beginning Jan. 1, 2015.

Balding said they have a new dietary manager who is trying to make more homemade food and less processed. Manor Director of Nurses

Donna Renner said the manor still needs night nurses.

For October, the manor had total operating revenue of $117,232 and total operating expenses of $134,198 for a loss from operations of $16,966. The addition of $5180 total non-operating revenue curbed the loss to $11,786.

Other Hospital BusinessThe December board meeting is

equipment budget for 2015-2017, which was approved. She also presented the internal budget review that was approved as was the rural health clinic policy and procedure manual.

In a formality, Dr. Wilhelm was re-appointed to the KDH medical staff.

Following a near two-hour executive session, the board voted to direct management to explore alternative uses for the old hospital building.

The board approved the monthly risk management/quality assurance reports of the hospital and manor.

unknown, respondent stated that a oil field truck left Cherokee and it is losing stuff off his truck, something came off the truck and hit her windshield and it cracked, deputy en route, called Oklahoma Highway Patrol to see if trooper was in area.

5:56 p.m. Disturbance, respondent stated that individual bent back her finger and shook her shoulders, she was mad because some kids wouldn’t let her cat eat, the kids ran into respondent’s house, the boy was riding his bike and she threw shovels at his dog because his dog would chase her cats, she feeds the cats in Amorita but she lives outside of the city limits, the lady was trespassing in respondent’s yard, deputy advised, deputy to make contact with suspect, at residence of suspect, no contact at this time.

advised that an employee from Crabtree Correctional Center hit some cattle on his way to work approximately 2 ½ miles east of Helena on Highway 45, respondent advised that the vehicle is on fire and another vehicle travelling behind the first one had also hit some cattle, advised deputy, first responders, fire department, ambulance and Oklahoma Highway Patrol, tried to notify cattle owners.

6:32 p.m. Livestock at large, respondent advised individual’s calves are out on the south side of Byron, contacted individual, he is going to get it taken care of.

8:22 p.m. Livestock at large, respondent advised of a herd of cattle on the roadway at junction of highways 64 and 58, respondent advised he got them off the road temporarily, advised possible owner, he advised he will call his dad and send him out, deputy and trooper en route.

8:36 p.m. Officer assistance, officer request deputy for back up at Ohio and Fourth Street in Cherokee, deputy en route, ETA is 10 minutes.

8:44 p.m. Livestock at large, respondent advised of cattle out a mile east of Jet, advised possible owner, they are busy with cattle on highways 64/58, will be en route as soon as they get the other cattle put up, deputy and trooper advised and en route, trooper advised most of the cattle are put up, the cattle owners are just trying to round up some stragglers, trooper en route to deputy location for back up.

10:15 p.m. Miscellaneous, respondent called and said that she had talked to deputy about a situation while at the mini mart in Carmen, respondent stated that now the guy is sitting down a block away in a red/silver Chevy pickup, respondent said all she knows is the guy’s first name, deputy advised and en route to Carmen, deputy on first street south of railroad tracks, deputy attempting to make contact, subject advised that his girlfriend gave him permission to be there, deputy wanted me to call respondent and find out, talked to respondent, she said the girl had just told her a few minutes before about giving him permission to sit where he is located, advised deputy.

“In general medicine and other areas, hospital on-call nights were so brutal – keeping doctors up all night in spite of working all the next day – that all the doctors who could function outside the hospital chose to leave the hospital staff for purely outpatient practices,” Hieb wrote. “Those who could afford to re-tire did so. And in orthopedics, we were left with four surgeons doing the work that was being done elsewhere by 10 or more.”

She continued: “In areas where few-er and fewer physicians remain, it is very difficult to recruit new physicians to the job – since the new docs do not want to be forced to cover impossible patient loads. Around the country, there are already these medical ‘black holes’ – areas without cov-erage for certain specialties.”

Just a week ago, a report from Fierce Healthcare said one of the impacts of hos-pital closures is that mothers-to-be lack prenatal care.

And a report from Becker’s Hospital Review found a total of 20 “closures and bankruptcies” for 2014.

“Numerous acute-care hospitals and health systems have filed for bankruptcy protection, closed or announced upcom-ing shutdowns,” the report said, citing the loss of divisions of even major orga-nizations like Indiana University Health and the University of Missouri Health.

Also, Specialty Hospitals of Ameri-ca sold off two of its facilities in Wash-ington to an investment firm, the report said.

In another case, the Regional Medi-cal Center in Natchez, Mississippi, filed for bankruptcy for the second time in five years.

Healthcare Dive reported there’s a domino effect following a closure.

“Times are tough for our nation’s hospitals, and not just the ones forced to close their doors. While employees from hospitals that stayed open believed that inter-hospital communication could mitigate the stress of closures on the healthcare system.”
