SOME MEMORIAL DAY ACTIVITIES STILL PLANNED

BANDON — Although many Me-morial Day activities have been canceled due to the COVID-19 pandemic, there are a few activi-ties happening in Bandon. The Blessing of the Fleet and Marine Swap Meet have been canceled. The Boardwalk Art Show has also been canceled. But many local restaurants and shops have reopened with social distancing guidelines. Please check in with and patronize local businesses that have suffered tre-mendous economic losses during this crisis. They are ready for you! Check bandon.com or Bandon Chamber of Commerce or Ban-don Area Takeout + Delivery, both on Facebook, for an updated list of businesses that are open for customers.

Military honors ceremonyAt 12 p.m. Monday, May 25, the Bandon Veterans Honor Guard, which comprises member of the Veterans of Foreign Wars Frank C. High Medal of Honor Post 3440 and the American Legion Post 26, will commemorate the men and women who died and have served in the Armed Forces of the United States. Full military honors will be presented in a private ceremony at the Bandon Veterans Memorial. The public is asked not to attend due to social gathering limitations, but the event will be live-streamed and posted online for those interested.Following the ceremony all Bandon veterans and their families are invited to a free lunch between 1 and 3 p.m. This will be a drive-through event at the VFW Post located at 55382 Bates Road off of state Highway 42S. So load up the vehicle with

your family and proceed to the VFW Post parking lot and pick up lunch. Meals will be only be provided for vehicle occupants.Just follow the signs from 42S to the entry. Place your order and pick up your lunch with all the trimmings on your way out of the exit. No need to leave the vehicle. Lunch will include a hamburger or hotdog, potato salad and a cookie for each person in the vehicle."We know that local veterans, along with our entire community have suffered during the current COVID-19 pandemic and hope that this event will provide a bit of relief and a reason to take a short drive on Memorial Day," said VFW Post Commander Royce Kelley. KEEP DOGS AWAY FROM WILDLIFEOREGON COAST — Along the beaches right now, shorebirds are migrating and harbor seals are giving birth. People and, more specifically, out-of-control unleashed dogs can have a nega-tive impact on coastal wildlife, ac-cording to officials with the Oregon Coast National Wildlife Refuge.In the past five days the Refuge office has received three reports of dogs harassing wildlife on the beach including a photo of a dog chasing a flock of birds, which was taken on Friday, May 8.On May 11, the Refuge office received a report from a citizen in Bandon: "A newborn harbor seal pup was resting on a low rock in

the intertidal zone. An unleashed dog was roughly 50' ahead of its owner and not under control. The dog ran to the seal pup, barked at it, then grabbed the pup in its mouth violently shaking the pup back and forth. The pup reared its head, attempting to defend itself. The attack lasted 20 seconds while the owner attempted to control the dog."It was later discovered that the seal pup did not survive the attack.Disturbing wildlife is a violation of Ocean Shore rules and can result in a fine. According to the ordinance, off-leash dogs are tol-erated on most Oregon beaches as long as they are under "direct control" of the owner. This means the dog's handler must remain within sight of the dog and the dog must respond to voice commands."Please do the right thing and share the beach with wildlife," a Refuge official said. "Leash your dog if you see flocks of shorebirds or harbor seal pups resting on the shore. Keep back at least 50 yards. The safety of coastal wild-life can depend on your preventa-tive actions."The State of Oregon has jurisdic-tion over the beaches, which are

all open to the public. While seals and other marine mammals are protected and cannot be taken un-der the Marine Mammal Protection Act, it's unlikely the state would prohibit dogs from being on the beach during nesting/pup season, the official explained. Harbor seals and migrating shorebirds are not protected under the Endan-gered Species act the way snowy plovers are, with certain beaches roped off during nesting season to help preserve that species.

RECREATIONAL CRABBING OPENED TO NON-RESIDENTSSOUTH COAST -- Recre-ational crabbing has reopened to non-residents along most of the Oregon coast, though recreational clamming remains closed to non-residents for now.Non-resident license holders will be allowed to participate in crabbing in Oregon bays and estuaries, as well as in ocean areas that are south of Cape Falcon. Ocean areas north of Cape Falcon, as well as in the Columbia River, remain closed to non-residents.In a press release, ODFW said coastal communities have begun to gradually reopen, tak-

ing a phased approach. Since clamming tends to draw many people to beaches on days when there is a minus tide, especially during the summer and on the North Coast, it re-mains closed to non-residents for now.Anyone planning on crabbing, fishing or taking part in outdoor recreation is reminded to:— Check for access before go-ing. Even if fishing or crabbing is open, the boat ramp, beach or other area a person wants to visit might be closed.— Stay home if you are sick.— Stay close to home. Most places remain closed for camp-ing and some for overnight lodging as well.— Be prepared, since rest-rooms and other facilities might be limited or closed. Bring soap, water, hand sanitizer, toi-let paper, food, etc. And people can purchase licenses online.— Avoid crowds, head to an-other area if a destination looks crowded.— Practice social distancing, keeping at least 6 feet from people who don’t live in your hosehold, including on boats or at a fish-cleaning station.— Wash hands often. Keep up personal hygiene and bring water, soap and hand sanitizer.— Pack out what you pack in. Take any garbage with you.Crabbers also are reminded to always check the Oregon Department of Agriculture shellfish safety page or call the safety hotline (1-800-448-2474) before crabbing.

BANDON -- Usually on Memorial Day weekend, the U.S. Coast Guard, Coquille River Detachment stations a Coast Guard motor life boat in the Bandon boat basin. But this year, the boat will not be arriving for a few weeks, due to a shortage of ves-sels available to send to the area, according to the Port of Bandon. When they do arrive, the six-person crew will rotate to provide 24-hour coverage of the Coquille River during the busy fishing season, both sport and com-mercial. Also new this year, when the the Coast Guard life boat and crew arrives, they will not be living in the manufac-tured home headquartered for many years on Coast Guard hill above Old Town, as the unit has deteriorated and is not safe to occupy, according to the Port of Bandon. The crew instead has leased rooms on the second floor of the former Coast Guard building at 390 First St. SW, where the Port shop and offices are located, and will be living there for the summer.

U.S. COAST GUARD AUXILIARY OFFERS BOATING SAFETY INFOSOUTH COAST — The U.S. Coast Guard Auxiliary offers the following information for boaters: Required equipment for typical recreational motor boats 16-26 feet includes wearable personal flotation devices for each person on board in good condition and the appropriate size.In addition, a throwable floata-tion cushion in good condition is required. A fire extinguisher (in the “green”) is required for any boat having enclosed compart-ments for fuel and an outboard or inboard engine.A sound producing device is required for all boats that can consist of a boat horn, whistle, electric horn, or portable com-

pressed gas horn. Navigation lights are required to be opera-tional for periods of low visibility sunset to sunrise that consist of a forward red and green light and an elevated white anchor light vis-ible 360 degrees. A visual distress device is required (with varia-tions) based on where operating.Boat flares are required when op-erating in the ocean. Boat flares must have a current date. The boat registration (called a Certifi-cate of Number) is required to be on board. Displayed OR numbers and current decal are provided with current registration.An Oregon Boater Safety Educa-tion Card is required to be in possession by the operator for

engines over 10 HP. Different types of boat configurations and operating areas may dictate different legal requirements that a Vessel Safety check by a U.S. Coast Guard Auxiliary examiner can check for compliance. When a boat meets the requirements an annual decal for display is issued. The U.S. Coast Guard Auxiliary also makes recommendations that are not legally required how-ever are strongly encouraged for local waters:An anchor with a short length, 4-8 feet, of chain and 150 feet or more of line is essential when operating in tidally influenced waters and the ocean. Anchors are intended to be effective at an angle away from the boat with a length of line between 5-8 times the depth of the water.A marine VHF radio is the primary method of hailing for assistance on channel 16 from the U.S. Coast Guard and nearby boaters.
