CHART 1

Indigenous production of crude oil, NGL and feedstocks by OECD Region

Total OECD indigenous production of crude oil, NGL and refinery feedstocks grew by 2.1% in March 2020

compared to March 2019. This trend was seen in all OECD regions, with the OECD Americas leading this

growth (+1.7% y-o-y1), mainly due to an increase in the United States of 7.8% on a year-on-year basis. OECD

Europe production experienced a 2.5% increase on a year-on-year basis, with continuously increasing

production in Norway (+18.9% y-o-y). Meanwhile, indigenous production in OECD Asia Oceania also increased

by 25.6% y-o-y. Overall, total OECD production grew by 6.9% in the first quarter of 2020.

Total OECD refinery gross output of total products decreased by 6.2% in March 2020 compared to March

2019. This decline was mainly driven by declines in the outputs of total gasoline (-6.5% y-o-y) and total

kerosene (-18.7% y-o-y). This pattern was observed across all OECD regions and coincides with lockdowns in

several countries related to Covid-19. Output of gas/diesel oil also experienced significant decreases in OECD

Asia Oceania (-7.6% y-o-y) and in OECD Europe (-5.6% y-o-y). Overall, total OECD refinery gross output

declined by 2.8% in the first quarter of 2020.

Total OECD net deliveries of total products decreased by 9.2% in March 2020 compared to March 2019, driven

by decreases in net deliveries of total gasoline (-14.5% y-o-y) and total kerosene (-26.1% y-o-y). This trend was

observed in all OECD regions and mainly set by the OECD Americas, where net deliveries of total gasoline and

total kerosene fell by 14.4% y-o-y and 24.5% y-o-y, respectively. The major reasons for these decreases were

the reduced vehicle usage and travel restrictions imposed due to the Covid-19 pandemic. Naphtha (-6.7% y-o-

y), gas/diesel oil (-3.1% y-o-y) and residual fuel oil (-17.9% y-o-y) also experienced considerable decreases in

total OECD, with only net deliveries of other products seeing a small increase (+1.5% y-o-y).

Total OECD oil stock levels on national territory increased by 10754 kt in March 2020 compared to closing

stock levels in February 2020, and closed at 544 million metric tons. This trend is a reflection of reduced

demand of oil products caused by the Covid-19 crisis which led to builds in stocks. Stock builds were observed

in the OECD Americas (+6814 kt) and in OECD Europe (+3946 kt), while in OECD Asia Oceania stocks remained

stable (-7 kt). The greatest stock build for the total OECD was observed for crude oil, NGL and refinery

feedstocks (+ 6988kt), mainly due to large increases in the United States (+4184 kt) and Italy (+1007 kt).

Among total oil products, total gasoline and residual fuel oil contributed to pronounced builds in stocks for

total OECD, 2420 kt and 1147 kt respectively, while middle distillates experienced a stock draw (-1207 kt).

Austria Most recent data are the best estimates from the Austrian national administration, based on available

preliminary data. Data are usually finalised within three months following the first publication.

Canada As of January 2019, Canadian data includes outputs of secondary products from bitumen upgraders. These are

reported under “from other sources” under other hydrocarbons, and in “primary product receipts” for refinery

gas, gas/diesel oil and petroleum coke.There in a break in series between December 2018 and January 2019 as the Canadian Administration launched

a new Monthly Refined Petroleum Products survey in the beginning of 2019. The survey includes greater

coverage of all products.The Canadian Administration includes condensates and pentanes plus under crude oil.

Data for Canada are submitted by the Department of Natural Resources (Natural Resources Canada, or NRCan),

based on actual and preliminary data from Canada's national statistical agency (Statistics Canada) and various

other sources. In cases where data from these sources are unavailable, estimates are conducted by NRCan,

based on information available at the time, including alternative sources. Data are usually finalised within three

months of the first publication. An important source for any differences between data published by Statistics

Canada and data published by the IEA is data estimated by NRCan or the IEA Secretariat.

Chile The most recent data on inland deliveries for Chile are preliminary. This data are updated within two months

following the first publication.

Finland Starting from August 2019, information on international marine bunkers are not available but included in the

“Gross inland deliveries obs.” of total fuel oil and gas/diesel due to confidentiality reasons.

France French data includes the overseas departments (French Guiana, Guadeloupe, Martinique, Mayotte and

Reunion).

Israel The stocks level information is not available at this time.

The statistical data for Israel are supplied by and under the responsibility of the relevant Israeli authorities. The

use of such data by the OECD is without prejudice to the status of the Golan Heights, East Jerusalem and Israeli

settlements in the West Bank under the terms of international law.The trade breakdown information is not available at this time.

Petroleum coke is included by Israeli Administration in the amounts of other petroleum products.

Information is based on data published by the Ministry of Energy and Water Resources as well as the Central

Bureau of Statistics.

Mexico Starting from January 2018, reporting of LPG imports and deliveries is based on a more comprehensive

coverage of the market.
