Newtown Creek Upgrade Phase 1 Improvements
John P. Picone, Inc., is a member of the joint venture that is the general
contractor for the NYCDEP’s Contract NC-35G, Newtown Creek WPCP Plant
Upgrade – North and North-Central Batteries. Under a federal decree to be
completed by the end of 2007, a new battery of treatment tanks over 300,000
square feet in size, a new 81,400 square feet control building, and a new
influent distribution system have been constructed.
Nine new 2,000 HP process blowers have been installed along with a
96-inch-diameter, 1,500 foot long distribution header, located over the
existing treatment tanks. Finally, half of one of the two existing batteries
is being reconstructed to match the new tanks. The NYCDEP has recently
issued a change order to the joint venture to reconstruct the second half of
this battery. The project started in September 2003 with an original contract
value of $493 million and a contract completion of February 2008. To date,
the contract value is now over $655 million with an anticipated completion
date of December 2009.
When completed, over 165,000 cubic yards of concrete, 14,000 tons of steel
reinforcing, 110,000 linear feet of pipe and 180,000 lf of foundation piles will
be installed and 225,000 cy of hazardous and contaminated soil will be
removed from the site.
Challenges:
Due to the Federal decree, there was immense pressure to ensure that the
project was completed on time. All parties, the contractors, construction
manager, design engineers, and NYCDEP worked closely together to resolve
all issues quickly. As a result, there were twelve milestone dates that were
required to be met and all twelve were achieved ahead of schedule or on time.
The physical work presented many challenges. One in particular was to tie
the existing feed from Manhattan to the new distribution system constructed
in this contract, an 8-foot diameter opening had to be cored through a 3-foot
thick concrete reinforced slab that was located at the bottom of a 25-foot deep
shaft. Coring into an active force main required that the core driller had to be
set up at the top of the shaft and that the core had to be retrieved. Slattery,
Picone/McCullagh JV, Perini developed the custom drilling rig and Picone/
McCullagh workers fabricated the majority of the rig.
