An interview with The Jalousie Enclave General Manager, Mr. Andrew Piltie

Describe your position at The Jalousie Enclave.

I am the General Manager for The Jalousie Enclave. I currently oversee the project’s entire workforce and I will continue on as GM once the development is complete. Right now I am responsible for about 30 employees, and I coordinate the work of the architects, engineers and surveyors. Once construction is in full swing I anticipate that we will have a work force of over 200 people. I also act as a liaison with the St. Lucian government including the ministries which have a direct impact on the Jalousie Enclave development.

Tell me about your education and your career prior to working at The Jalousie Enclave.

I studied in the United States and the United Kingdom, first at Georgetown University in Washington, D.C. After Georgetown I completed my studies in political science and labor management relations and earned my bachelor’s degrees at St. Josephs University in Philadelphia. I returned to St. Lucia and became the human resources manager for the St. Lucia Air and Seaports Authority. In 1987 I moved to Canada where I became the Regional Human Recourses Manager for Linde, a division of Union Carbide Canada Limited. Later on I became a labor relations consultant to the department of personnel for the government of the Northwest Territories in Canada. Upon my return to St. Lucia in 1994, I became the director of human resources working for Mr. Mahvi at Jalousie Plantation. In 1999 I received my masters from the University of Westminster in London in Human Resources Management and returned to St. Lucia to serve as the Executive Director of the St. Lucia Employers Federation.

How did you come to work for Pascal Mahvi?

I was recommended to Mr. Mahvi by a friend. After an interview with him and Monty Zullo, I was offered the position of director of human resources. I worked there first as a consultant and later full time. I stayed there for a short time when Hilton was hired to manage the hotel, but then Monty called and said he and Pascal needed me again for a new venture, The Jalousie Enclave.

What are some of the challenges you face in your role at The Jalousie Enclave?

Since I joined the project there have been many challenges. I took many years for the government to give us the necessary permits. I wrote countless articles in all the St. Lucian newspapers, and appeared on TV and radio to petition the government to allow the project to move forward. Ultimately we were successful. We now have all of our permits and everything is approved. The Jalousie Enclave will bring countless improvements to St. Lucia including the creation of much-need jobs.

What inspires you?

I am driven to see this project through to completion. We have put a lot of effort into The Jalousie Enclave and we are excited to see it realized. This is what inspires me. In 2011 the villas, clubhouse and public facilities will be ready for occupancy.

How do you see the future of St Lucia- the island’s people, development, tourism industry, etc?

I don’t think we can ever go back to agriculture which once supported the island. The tourism industry is here to stay and will be the dominant economic factor for the foreseeable future. The government has a massive infrastructure program to improve the tourism industry. To that end, we need to better train our people and work to improve the quality of service offered in St. Lucia. I would like to see a proper hotel training school with international exchange programs. It is very likely that Mr. Mahvi will be the driving force in this.

At The Jalousie Enclave service will be paramount. There will be training programs even before the development welcomes its first residents. We are actively recruiting the best talent St. Lucia has to offer and they will be trained by our panel of expert’s advisors. By the time they start working they will be trained in service, communication, and human relations. I should add that the staff of Tides (formerly Jalousie Plantation Resort) were mostly trained by Mr. Mahvi’s organization.

An interview with The Jalousie Enclave General Manager, Mr. Andrew Piltie Discuss the importance of “Green” building to you and to the island of St Lucia.

St. Lucia is small, so being “Green” is incredibly important especially considering that the island, and more specifically The Jalousie Enclave, is home to a World Heritage Site. I think building “Green” is the only way to build here. St. Lucia’s stunning natural beauty is what attracts people to the island and to developments like The Jalousie Enclave. We must preserve what makes us unique. I think the whole island needs to move in this direction. Nature is a critical attraction for the people that visit the island. Tourists come for the quality of the environment.

How do you envision The Jalousie Enclave upon completion?

I think this development will be the envy of every development in the Caribbean, perhaps the world. Knowing Pascal for as long as I have, I know that he will strive to make The Jalousie Enclave the best residential resort in the West Indies. We have had our challenges in the development process and he found solutions that are workable which will benefit all of the stakeholders. Now we must be the best to justify all of the hard work we have dedicated to The Jalousie Enclave.

Describe the ideal atmosphere of The Jalousie Enclave?

My responsibility will primarily be to oversee the staff and quality of service they provide. I think upon completion, The Jalousie Enclave will have a friendly, familiar atmosphere amongst the staff which will translate to a relaxed, comfortable environment for residents. You need to remember that when Pascal & Monty ran Jalousie Plantation Resort, it was rated by The Condé Nast readers as #2 in The West Indies (behind Four Seasons in St. John) and 22nd in the world for service. Our track record speaks for itself.

What is your favorite place on St Lucia?

Jalousie Bay has always been a favorite place of mine. The natural beauty found here is truly unique and it is such a pleasure to come to work here.

If you happen to have a day off, how do you spend it?

I love to spend time on St. Lucia’s beautiful beaches with my wife and children. Often I am joined by Pascal on Sundays.

Construction Tenders Opened August 7th

Mr. Mahvi was a special guest of The US Embassy function in St. Lucia on July 7, 2009. He was pleased to hear that the US

Department of State will soon open it’s St Lucia Consulate office. More information on this will be available on our next edition of our

Newsletter as it becomes available.

Re-Appraisal Confirms Value As a matter of confirmation, on July 31st, we hired Appraisal Group International to renew their appraisal of The Jalousie Enclave

raw land. The Jalousie Enclave’s land value re-appraised at $159.775 million per AGI’s reappraisal. The Jalousie Enclave is pleased

with the recent independent appraisal value of its land. St. Lucia is a sound investment for buyers even in the current economy. As

new developments are planned, land in St. Lucia is becoming more scarce, and thus more valuable. Specifically, as the lots at The Jalousie Enclave sell, the land value will undoubtedly appreciate due to its scarcity.

St. Luica welcomes US Embassy

Construction Tenders were opened on August 7. There were 5 bidders and all quoted prices were tightly grouped. We’ve determined that it would be best for us to handle the road construction in house and to this end we’ve asked Mr. Paul Hummer to join this effort.

Consider that Yale University and other major endowments have successfully outperformed in part to a strategy of using non-correlated investments.

BUY BACK PROGRAM

The Jalousie Enclave Acquisition Model Provides Better Economics and Profit than the Traditional “Fractional Purchase”. Buyers can take advantage of the IRS 1031 Foreign Exchange program or provisions of the Self-Directed IRA

investment properties code, see page six.

The Jalousie Enclave Selling model provides owners with options. The Jalousie Enclave properties are sold freehold and owners have the option to rent or re-sell with no restrictions.

Other second home properties limit how long residents can stay in their homes. The Jalousie Enclave, being a full time resi-dency community, allows owners the option to stay for as long as they would like and rent when they are absent.

Every investor in this residential community is provided Deeded Access to Sugar Beach on Jalousie Bay.

Sugar Beach is part of The Tides Resort (a KOR property) which Mr. Mahvi built between 1989 and 1992. 1-Have the guaranteed buy-back program as an exit strategy, but also

2-Villa #5 and subsequent will be re-priced at $2,750,000 (therefore a $750,000 increase this year)

3-Real Estate price of Villas 1-4 will enhance the villa’s value.

Property Management provides turnkey maintenance and staffing of trained butlers, maids and cooks for each residence. Office services will also be offered and an on-site representative will be available to oversee the lease of a purchased property for its owner. Should owners like to rent their villas / home, The Jalousie Enclave team will also be there to support and guide the owners through the process.

History: Throughout the 17th and early 18th centuries St. Lucia was both a French and British province. St Lucia became self

governing on March 1, 1967 and gained independence from England on February 22, 1979. The island celebrates their

independence and entry into the Commonwealth of Nations every year with a public holiday.
