One of my favorite places in StillWaters during the summer is Moonbrook Park located on Moonbrook Drive close to the main entrance gate. Moonbrook Park is a great place to get together for a summer picnic. There is plenty of room to spread out a blanket, throw a Frisbee around or watch your children play on the swings. Restrooms are available at the park and pets are welcome at the park, just remember to use the pet waste station. There is plenty of outdoor lighting at the park for those who enjoy getting outside on a warm summer evening. Day or night Moonbrook Park is a great part of StillWaters. Fireworks are always a part of July 4 th but they are not allowed in StillWaters. Because of the close proximity of houses and the large amount of dry brush, fireworks are just too dangerous to be used in StillWaters. The best location for fireworks on the lake is at the Lake Martin Amphitheater located at 8878 Kowaliga Rd, Eclectic, AL 36024. The fireworks are scheduled to start at 9pm on July 4 th . There is plenty of parking at the amphitheater. If you own a boat you may want to watch the fireworks from the water. It is a fireworks display you and your family will not want to miss. On Saturday, July 6 th Harbor Pointe Marina in StillWaters will host a free concert at the marina. The band, “Renegade” will start around 6:00 pm. While you are at the marina you can check out their inventory of boats for sale. They also offer boat rentals and the ships store stocks a wide variety of merchandise. You may have noticed that the back gate located on county road 34 has not been operating properly. The gate was hit by lightning twice during the month of June. Both times the computer that operates the gate and the other electronics were damaged. The SWRA staff works hard to make sure the gate is repaired quickly with minimal inconvenience to the property owners. SWRA orders repair parts from the manufacture and sometimes it takes several days or weeks for the parts to be shipped. It is not cost efficient for SWRA to keep a spare of all the gate parts on hand. Fortunately, it is only two miles from the back gate to the front gate if the back gate is not operational. Summer is in full swing and is great to be outdoors. Enjoy the many outdoor amenities StillWaters has to offer, a championship golf course, a world class marina, tennis courts, swimming pool, Moonbrook Park and of course Lake Martin. Happy Fourth of July!!! July 4th is when we celebrate the independence of our great nation and is a time when my family always gets together at Lake Martin. It is also a very busy and fun time in StillWaters. I hope you and your family will have a very happy fourth at StillWaters.

One of my favorite places in StillWaters during the summer is Moonbrook Park located on Moonbrook Drive close to the main entrance gate. Moonbrook Park is a great place to get together for a summer picnic. There is plenty of room to spread out a blanket, throw a Frisbee around or watch your children play on the swings. Restrooms are available at the park and pets are welcome at the park, just remember to use the pet waste station. There is plenty of outdoor lighting at the park for those who enjoy getting outside on a warm summer evening. Day or night Moonbrook Park is a great part of StillWaters.

COMMITTEE CORNER

There are two committees in SWRA that work hand in hand. They are the Landscape Committee and the Recreation/Maintenance Committee. Both committees have specific responsibilities but the common areas they are responsible for overlap; such as the gates, the landscape committee makes sure the entrance gates look their best and the recreation/maintenance committee makes sure the gate structures are properly maintained.

Several of the committee members are on both committees because of the overlapping responsibilities. The chairperson of the Landscape Committee is Debbie Nigh and the chairperson of the Recreation/Maintenance Committee is Pete Levins. The members of the two committees, in no particular order, are Myrna Lehman, Kathy Hutson, Ralph Hutson, Linda Hayes, John Durr, Penny Alexander, Julie Brock, Cheri Crumpton, Gary Crumpton, Janet Johnson, Roger Jones, Rhonda Jones, Katie Knepp and Mary Ellen Moore. Mack Yeargan is the board liaison for the Landscape Committee and Penny Alexander is the board liaison for the Recreation/Maintenance Committee.

We have a wide variety of talents on both committees. There are several master gardeners, a landscape architect, home builders, accountants, business people, former military and people who just like to get their hands dirty.

Each year both committees work hard to outline a plan to maintain and improve the common areas of StillWaters. Over the past couple of years the goal of these two committees has been to update, improve and modernize the common areas. Because of their hard work, the committees have accomplished this goal. The common areas will always need regular maintenance and upkeep but thanks to these two committees a long term plan is in place.

Next time you see one of these committee members, give them a big Thank You. You may not always see them out digging in the dirt but they are always behind the scenes making sure the common areas of StillWaters are functioning properly and look great.

Architectural Review Committee The Declaration of Covenants and Restrictions are read and agreed to by residents of StillWaters when you reside in our community. Unfortunately, some (very few) who reside here have a blatant disregard for this essential document. What is contained in the document is for the protection and benefit of all residents and must be adhered to.

When there is a conflict between what a homeowner wants to do with their property and what is allowed in the guideline, the ARC board must convene, inspect and direct corrective action against the homeowner. This makes for an uncomfortable situation for all involved. However, we must enforce the provisions of the ARC.

Members of the ARC are also members of the community, co-workers, and volunteers. As such, we are as interested in the rest of the community in keeping our homes' resale values and increases competitive with the sur-rounding communities.

Our members are subject to the same covenants that made StillWaters a safe and valuable community in which to live. Any decisions and guidelines that we make in conducting the services that we provide are for the good of the community in which we also reside.

We are your neighbors, friends, associates, and servants, proud members of the community. While the vast majority follows the rules, the ARC must enforce the ordinances for all. We therefore urge you as members of this fine community to abide by our decisions and the content of the code. Thank you, Your ARC

StillWaters Volunteer Fire & Rescue – Gittin’ All fired Up!

Fire Chief Jeff Wright and his merry band of volunteers are getting ready for a hot summer, commencing this 4th of July! As Jeff stated recently, “we are all fired up over some really great programs that we will be adding to our fire and rescue services in support of the local community. We just need some help in spreading the word.” One thing he wanted to remind us all about – There are no fireworks allowed inside StillWaters due to the proximity of homes, woods and the dangers of a catastrophe.

First, here are some of the key ways that the fire and rescue volunteers can make our day: providing briefings, checking home smoke detectors and fire extinguishers, providing a “red tag” program that lists vital medications, posted on our refrigerator, installing a door lockbox w/entry key available only to fire & medical personnel, and providing a disaster alert window poster to signal our status (Green for “OK” or Red for “Need Help”)

immediately after a tornado or bad storm that may have extinguished all power sources, including telephone.

In addition to informational programs, the SWVF&R has a long list of “loaner” equipment for those individuals with temporary ailments, or a need for specialty equipment. The list of available items runs the gamut from crutches, wheelchairs (non-battery powered), and walkers to bedside toilets and attachments to commodes for those with “new knees.” This service works both ways, Jeff said. If you have a serviceable medical device that could be donated, the volunteers will be glad to pick it up, add to the inventory! Going further, he ALWAYS needs more volunteers, such as drivers, as well as workers to provide back-up services through the SWVF&R Auxiliary. Let’s talk about it! Finally, I got really interested in what the SWVF&R can do for the SW community when that “911” call goes to the Tallapoosa County Sheriff’s Department. That first call is a trigger. It sets in motion an awesome sequence of emergency responses across the county, and beyond. Jeff reminded me that they respond to a wide array of distress calls, whether they are a result of an auto accident, heart attack, breathing difficulty or stroke. Those are the top types of incidents they see on a daily basis. Some require air ambulance service, and the chopper landing zone is located near the main gate at Moonbrook Park. All will respond, the SWVF&R volunteers, the Emergency Medical Technicians (EMT) and the Auxiliary, in the event we have an emergency. They are skilled, trained and on alert should we call for their help. That is so, so comforting!

Bottom line: This fire department has one of the best-equipped ambulances in the State of Alabama, says Jeff. It carries every conceivable piece of equipment, including a defibrillator, and real-time patient status can be transmitted to the emergency room as the patient is being transported in the ambulance or helicopter. The ambulance is being placed in rotation for replacement, at a cost of up to $180,000. Those on the Auxiliary are tasked with helping raise awareness, and the 10% seed money to assure a future grant, for purchase of the successor. You will read more on this in later newsletters. We have reached the halfway point of 2013 in solid financial position. Revenues are in line with budgeted levels. Most expenses are also as expected except in certain instances where projects were earlier or later than originally projected. Those should even out by the end of the year.

As most of you realize, the area that generally has the most money allocated is for our roads and drainage. Since we have responsibility for maintaining both, we have to manage our annual projects to fit what we have available. For 2013, we have allocated more than $200,000, which represents almost 25% of our budgeted operating expenses. We have spent only small amounts for planning to this point and the actual work will occur later this summer and fall.

As a reminder, our annual and quarterly financial statements are available for your review at SWRA Centre. I will be glad to answer any questions you have about these or any of financial matter.

Neighborhood Council

The June StillWaters Social was well attended and "Thanks" to Kevin & Kim Eason for hosting it. The next Social will be in August/September time period. If you would like to host one, please contact Tom Dyne, 825-2288. It is easy to do and provides a setting for folks to enjoy each other’s company.

The Neighborhood Council has a vacancy for representatives from the Turkey Trot/Chinquapin Cove and the Sun-set Point Condos areas. If you would like to represent either of these areas, please call Tom Dyne 825-2288 for more info.

Residence of the Quarter: Francis Poeppelmeier's home, 34N Cardinal Heights, was selected for the second quarter. StillWaters is a great place to live and "Thanks" go out to all who make it so beautiful.

The next Council meeting is set for July 16 at 4PM in the SWRA Centre and any resident may attend. Meetings last about 1 hour.

SWRA Fireworks Policy

With summer holidays coming up, please remember the SWRA policy concerning “no fireworks” in StillWa-ters. The sheriff’s department enforces the policy. So please read and heed. It was adopted with safety in mind. For the safety of home & boat owners, and those living in wooded areas or around the golf courses, the SWRA Board strongly supports the fireworks ban per the Code of Alabama. Please respect our policy and support public safety.

“The SWRA Board adopted a policy to endorse, support and distribute to property owners the State of Alabama Code concerning fireworks, which states that it is unlawful to explode fireworks within 600 feet of a building. For the safety of home and boat owners and those living in wooded areas or around the golf courses, the SWRA Board strongly supports the fireworks ban per the Code of Alabama. Please respect our policy and support public safety. The Sheriff’s department is the proper enforcement authority for fireworks violations, so please call them to report an incident.” 256-825-4264

Code of the State of Alabama – Section 8-17-222 It shall be unlawful to offer for sale or to sell any fireworks to children under the age of 16 years unless

accompanied by an adult or to any intoxicated or irresponsible person. Any person purchasing fireworks shall be required to show a valid driver’s license or state approved

identification card. It shall be unlawful to explode or ignite fireworks within 600 feet of any church, hospital, asylum, public

school, any enclosed building, or within 200 feet or where fireworks are stored, sold, or offered for sale. No person shall ignite or discharge any permissible articles of fireworks within or throw the same

from a motor vehicle while within nor shall any person place or throw any ignited article of fireworks into or at such a motor vehicle, or at or near any person or group of people.

“Old Glory”

I was really happily surprised when I saw the flags flying at the gates and in resident's yards celebrating Flag Day on June 14. In these days when our White House tends to apologize for the U.S., it's good to recall a few memorable quotes and some facts about the Red, White and Blue! Because the U.S. Flag is a symbol of our country, it should always be displayed in the most prominent, most honored position. No other flag should ever appear more im-

portant. One of the most interesting quote comes from Henry Cabot Lodge in which he said in 1915, "The Flag stands for all that we hold dear - Freedom, Democracy, Government of the people, by the people and for the peo-ple." The flag was adopted on June 14, 1777 and so President Woodrow Wilson adopted June 14th as Flag Day. We are not a Socialist or a radical Islamic society, so NO disrespect should be shown to the Flag of the United States of America! This comes from the U.S. Flag Code, written and adopted by the government in 1923 and lat-er amended to ensure the variety of circumstances in which to ensure that our National Symbol is treated properly. It didn't receive official Congressional designation until 1949.

Flag Facts: The blue on the flag is called the "union". Since 1834, the flag has flown continuously next to the grave of a Revolutionary War hero, the Marquis de

LaFayette in Paris, France. On Memorial Day, the flag is flown at half-staff until noon to honor all who gave their lives in battle. Then

raise to full staff. The flag code has been adapted to layman's terms by the National Flag Foundation in which you may order a

copy from them.

Care and Respect: Always treat the flag with respect. Never use it for advertising purposes, piece of clothing as a costume or

athletic uniform. However, patches may be worn by members of patriotic organizations as police, fire fighters and military personnel.

Flying at half-staff should be first hoisted to the top and then lowered half way. The Flag Code was amended in 1976 citing changes in who it should be lowered for. This part of the Flag Code is ambiguous as it is supposed to be for our Nation in mourning whether someone in government or the military has died and have memorials, burials and funerals.

There are guidelines for the positioning and displaying the flag properly, but it should ALWAYS be on top or higher than any other flags and first in parades and processions.

Most important occasions: National Anthem: The "Star Spangled Banner" written by Francis Scott Key in 1814 and declared as Anthem

in 1931. Always face the flag to sing our Anthem and if there is no flag you face toward the music. Pledge of Allegiance: whenever this is recited non-uniformed persons should face the flag with your right

hand placed over your heart and stand at attention. Uniformed persons and Veterans should remain silent, face the flag with the salute.

I was reminded of doing this piece when I heard on the radio that certain groups objected to flying the flag at the 9-11 Memorial, military funerals and wanted to take out from the Pledge of Allegiance the phrase "One Nation under God"! As an Air Force retiree and Patriot, I simply say to these people, “Who do think gives you this liberty to speak about anything, and die fighting for YOU!!!!!!!

Keep StillWaters Clean! Everyday someone throws drink cans, fast food wrappers, plastic cups and just about anything else out of their car onto StillWaters roads. SWRA personnel and several dedicated volunteers pick up this trash daily. Please do not throw trash on StillWaters roads; cleaning up the trash cost all property owners.

HOBOs

Let your voice be heard. Please attend the FERC public meeting concerning the winter water level of Lake Mar-tin. The meeting will be held July 17, 2013 beginning at 6:30pm at Central Alabama Community College in the Betty Carroll Graham Technology Center at 1675 Cherokee Rd, Alexander City. FERC denied Alabama Power’s request for a shorter draw down period and higher winter lake levels.

Many HOBOs have spent countless hours in various meeting to provide input over the last six years. The HOBOs need all of you, your families, your friends, your neighbors and everyone who loves Lake Martin to attend this very important public hearing.
