New Board Prepares to Serve
in 2014
Chief Michael J. Hasty of the Gladstone
Department of Public Safety officially became
the 61th President of the Missouri Police Chiefs
Association. Chief/City Administrator Frank
Tennant of the Herman Police Depart will serve as
MPCA 1st Vice President, Chief Charles “Drew”
Juden of the Sikeston Department of Public Safety
will serve as MPCA 2nd Vice President, Chief Paul
Williams of the Springfield Police Department will
serve as MPCA 3rd Vice President, Chief James
Simpson will serve the remaining one year term
as MPCA Treasurer, and Chief Dennis Corley of the
Terminal Railroad/St. Louis continues his service
as MPCA Past President.

2014 MPCA & MPCCF Board
Meeting Schedule Announced
The monthly board meetings of the Missouri Police
Chiefs Association and Missouri Police Chiefs
Charitable Foundation are set by the MPCA
President. The meetings for 2014 are all on the
4th Friday of the month with the exception of
June, July, November and December. June will be
part of the LE Combined Conference, there is not
meeting in July, November is moved to the 21st
due to Thanksgiving and the December meeting is
held as part of the year end conference and
serves as the organization’s yearly business
meeting.

There have been questions over the years why the
meetings are held on Fridays. Historically, the
MPCA has held board meetings on Wednesdays,
Thursdays, and Fridays. Mondays and Tuesdays
have never been attempted due to demands upon
chiefs on Mondays and the use of Tuesdays to also
address the issues of Monday due to weekend LE
activity. Wednesdays and Thursdays did not get
the attendance in comparison as Fridays for the
following reasons obtained from members (non-
scientific):
1. City Staff/Director meetings.
2. Agency staff meetings.
3. City Board Meetings preparation time as
those meetings are usually held from
Monday to Thursday nights.
4. Other special meetings and board
obligations such as major case squad
meeting, civic group meetings, drug task
force meetings, ect.
5. As recent as 2013, the board agreed to
hold a Chief’s Capitol Day on a Wednesday
and the board meeting attendance was
light and the number of chiefs actually
attending the event voted upon was less
than 15 even with the MPCA seeking Just
Cause.
Fridays historically have resulted in strong
attendance based on the following non-scientific
reasons:
1. The obligations addressed from above (1-
4) are not typically scheduled on Fridays.
2. Some members travel some distance and
Fridays seem to allow for them to devote
the travel time to MPCA for board
meetings.
3. It ties into existing travel plans.
This is the trends observed over that past 13
years. The decision as to when to meet is at the
sole discretion of the President and the board. The
MCPA/MPCCF Staff will, as always, stand ready to
comply with the direction of the board.
Chief Paul Williams Appointed
to Crime Lab
Commission
Springfield Chief of Police, Paul
Williams who also has served
as MPCA’s Treasurer in 2013
and recently elected for MPCA’s
3rd Vice President has been
appointed to serve on the
Missouri Crime Lab
Commission. The purpose of
this commission is to ensure
quality management systems
within the crime laboratories in the state and
provides independent review of state or local
crime labs that receive state funding.
Furthermore, the commission also reviews
complaints of negligence or wrongdoing by crime
lab employees or contractors that would
“substantially affect the integrity of forensic
results”.

Student
My name is Lori Miller, and I am a graduate
student at Missouri University of Science and
Technology in Rolla, Missouri. My research area is
human-system interaction, and I’m specifically
targeting high-risk populations such as emergency
responders and the military. As a part of my
research I have assembled a survey to collect
some information from Emergency Response
personnel about the way they communicate
during a response.
The survey should only take around about 10
minutes to complete. Participation is voluntary
and all collected information is treated as
anonymous. If you could, please disperse this
online survey to any law enforcement officers,
firefighters, paramedics/EMTs, and other
emergency response personnel.

MPCA Virtual On-Line Training
goes to Board in January
The Missouri Police Chiefs Association is working
on expanding its training services to its members
and membered agencies in 2014. The MPCA
Board is in the final stages of creating the MPCA
Virtual Training Academy which will provide over
110 hours of POST Certified Training web-based
training for $99 per user per year. More
information will be sent to the membership after
the January 24, 2014 MPCA Board Meeting.

Members are asked to begin collecting items for
the LE Auction in June, seek teams for the Krelo
Golf Event. Your efforts are truly appreciated.
Command College Update
The 2013-2014 Missouri Police Chiefs Charitable
Foundation Command College began November 4,
2014 and will conclude May 24, 2014. The
students in this being the fourth Command
College Class are representatives of the St.
Charles Police Department, Wentzville Police
Department, Nixa Police Department, Columbia
Police Department, Springfield Police Department,
Joplin Police Department, Jefferson City Police
Department, Missouri Highway Patrol, Carthage
Police Department, Gladstone Police Department,
Liberty Police Department, O’Fallon Police
Department, Branson Police Department, and
Macon County Sheriff’s Office.
This program is designed to provide command
level training program that if a student
successfully completes will not only receive over
270 hours of POST Approved Training, a
certification of completion of command level
training, but the option to seek a masters degree
for less than $10,000. The 2014-2015 Command
College (Class 5) will begin November 3, 2014. A
detailed schedule and application will be
forthcoming.
2014 Legislative Session
Underway
The 2013 legislative session was a very successful
year for the MPCA with the passage of key law
enforcement issues such as Just Cause for Chiefs,
MoDex Funding, protecting the working
relationships with our federal counterparts, and
other law enforcement related issues.
The 2014 legislative session is shaping up to be
another year where there are several issues that
have association with or a direct effect on law
enforcement. Issues we are expecting to address
this year include: drones, court costs, change in
the criminal statutes with some consolidation and
the interdiction of a new E felony, synthetic drug
and tracking systems, challenges to the manner
law enforcement conducts photo line-up,
directives on the use and storage of DNA
evidence, attempts to expand the offenses that
record documentation is required for certain
felony confessions, penalties for the misuse of
criminal justice information, going from two plates
to one license plate in Missouri, open and closed
record issues, CCW and firearm issues, and other
related law enforcement and technology based
issues.
The MPCA will be sending a Legislative Update out
by email to all MPCA members each Friday until
the end of the session. From time to time, the
MPCA will send out a legislative alert from Director
Lineback. These alerts will not come out often,
but if they are sent please pay special attention as
Director Lineback does not send these alerts out
unless the situation calls for that level of
attention.

Users
Docview LLC and Appriss INC. have officially
merged. The two groups have been long time
partners with Docview providing traffic accident
report management and Appriss providing
electronic crash reporting software.
