2017 Best Tasting Drinking Water Contest
By Nick Makris, Best Tasting Water Competition Committee Chair
Colleagues and friends gathered on a beautiful “spring” day as the
judging table was packed with anonymously numbered water glasses.
The samples were carefully judged on taste, color and odor by a panel
of pros in their respective water and environmental fields. A catered
al fresco lunch was enjoyed as the final tally of the points were
carefully tabulated. As everyone anxiously awaited, each of the
contestants knew that they would have to be on top of their game if
they were to take home the coveted trophy.
The winner was announced… the 2017 Region IV Best Tasting Drinking
Water title goes to…. the City of Wildwood!
Another successful event, this year’s Region IV event was well
represented with a very talented field of competition. A total of 25
water supply utilities competed with at least one utility from each of
our seven-county area. Feature events like these give all the
participating utilities the recognition they deserve by reminding us
how every day these utilities deliver safe and high quality water to
their customers. Extended gratitude goes out to Citrus County
Utilities, the defending champs and this year’s gracious hosts who
provided tables/chairs and much needed transportation options.
Also, the City of Crystal River pitched in to provide a unique option
with a free trolley ride to the event.
Thanks to all participating utilities for all that you do and for taking the
time to join us at this year’s event.
This year we had a distinguished panel of speakers and judges
including: Joyce Palmer, Crystal River Refuge Manager; Ken Cheek,
Citrus County Utility Director; Ed Call, Crystal River Waterfront
Manager; Cindy Zhang-Torres, Florida Department of Environmental
Protection – Southwest District Office; Richard Owen, Executive
Director – Withlacoochee Regional Water Supply Authority; Mark
Green Springs & Environmental Flows Section Manager; and Mandi
Rice, Assistant Executive Director at the Southwest Florida Water
Management District. Thanks to you all!
Extra special thanks is due our generous event sponsors including
Chris Kuzler with King Engineering and Michael Cammarata with
Advanced Environmental Laboratories, Inc., both who were
instrumental coordinating their respective company's sponsorship. As
always, thanks to all our great regional sponsors for providing support
needed for this and many other events throughout the year. Last but
not least, events like this would not be possible without the collective
efforts of our volunteers. I am constantly reminded during our many
events/workshops/conferences, which are made possible by the
active involvement of our sponsors and all my fellow talented and
dedicated friends in Region IV.

Of course, the day was made complete by the event setting: The
Three Sisters Springs complex, which is part of the Crystal River
National Wildlife Refuge. Established in 1983, the refuge preserves
important aquifer fed spring havens in Kings Bay, which provide
critical habitat for the manatee populations that migrate here each
winter. This unique refuge preserves the last unspoiled and
undeveloped spring habitat in Kings Bay, which forms the headwaters
of the Crystal River.
Congratulations again to Wildwood!

March 10 – Winter Luncheon – Effective Regional Water Management – An
Approach to Solutions and Funding (Speaker: Mandi Rice, P.E., Assistant
Executive Director, Southwest Florida Water Management District)
Region IV’s Winter luncheon on March 10th was held at Brio Tuscan Grille in Tampa and
attended by approximately 55 professionals. Ms. Mandi Rice from the Southwest Florida
Water Management District discussed the a brief history of the Water Management District,
covered several areas that the District regulates, funds, co-funds, and various aspect of
long-term planning that the District must do yearly. The feedback was very positive and
Ms. Rice did a great job responding to a broad range of topics from the District’s
perspective.
March 25 – Keep Pinellas Beautiful, Cross Bayou Cleanup
On March 25th around ten AWWA volunteers joined Keep Pinellas Beautiful for a Spring
Cleanup of a small area of the Cross Bayou. There were over 100 people in attendance and
we provided lunch for all of the volunteers and staff. While we don’t know the total weight,
there was at least an entire junk-truck filled with garbage and more they had to come back
for. Thanks to Nestor Murray for setting it up and doing all the cooking, it was great!
March 28 – USF Student Presentation – Career Opportunities in utilities and Public
Works (Paul Smith, P.E., City of Tarpon Springs)
On March 28th Paul Smith was the guest speaker at a USF AWWA Student Chapter
meeting. Paul Smith covered career opportunities in utilities and public works. The purpose
of this presentation is to explore meaningful career opportunities in public service, to
include utilities operations and public works functions. The audience for this topic includes
students at all levels and majors, faculty, and anyone wishing to better understand the type
of careers and the nature of work associated with public utilities and public works. The
discussion was very well received and appreciated, Paul did a great job in keeping the
student’s attention. Thanks Paul.
March 29 – Region IV / Region X Joint Seminar – Emergency Operations for Utility
Systems Lessons Learned (Multiple Speakers, Sarasota County Government
Complex)
On March 29th Regions IV and X held a joint seminar on Emergency Operations. The
seminar featured two speakers from Region IV (Jack Thornburgh, Veolia; Kevin Becotte,
Pinellas County Utilities); and three from Region X (Edward McCrane Jr., Sarasota County
Emergency Management; Mark Simpson, Manatee County Utilities; and Kevin Morris,
Peace River Manasota Regional Water Supply Authority). There were approximately 36
people in attendance, lunch was provided, the speakers did a great job describing their
lessons learned and the attendee feedback was also fantastic. We will definitely plan another
joint Regional Event soon.
