MACPP MISSION STATEMENT MACPP MISSION STATEMENT MACPP MISSION STATEMENT MACPP MISSION STATEMENT—The mission of the 2005 Executive Board of the Mid-America Council of Public Purchasing is to join together to promote our profession, enhance our knowledge in all aspects of the ever-changing world of public procurement, and challenge the membership of our chapter to share their talents and commit to becoming an active member of MACPP. Christine Salas-Dorantes, Director of Professional Development, has planned an upcoming NIGP seminar, “Performance Based RFPs”, on May 24-25. The fee is only $150 for MACPP national members, with $200 being subsidized from our scholarship funds. We are able to offer this discount as a result of revenues generated during 2006 at our Reverse Ven- dor Fair. We are very excited that we can provide this valuable training at such a greatly reduced cost to our members! It is hard to believe on a beautiful day like today that it was snowing like a blizzard a week ago! I don’t know about you, but I’m hoping this time Spring is really here.

As the year rolls on, your Board is working to continue providing you with valuable, as well as useful, information. The April meeting at Figlio’s reinforced that goal. The City of Olathe presented their

Purchasing 101 training program. We are currently working on a new training program in Independ-ence, so I found this information extremely helpful. We are constantly asked to do things quicker and with less staff, so John Mahin’s presentation on how Johnson County is accomplishing this was also very beneficial. Anytime we can find a way to expedite the purchase order process, we have added value for our entities.

The City of Olathe celebrated National Public Purchasing Month during March with Purchasing 101, a scavenger hunt, and an open house on March 28. What a great success! The Purchasing 101 class was held March 14. Purchasing 101 is complet-ing its first year, training employees who are involved in purchasing for their departments on many aspects of purchas-ing, what the Purchasing Division does, and how it relates to them.

City employees were invited to participate in a scavenger hunt during the entire month. A scavenger hunt item listing was published, and employees gathered as many items as they could find and brought them to the Open House. Those who completed the scavenger hunt were en-tered into a drawing for door prizes. Sixty-five people visited Purchasing signed the register, shared refreshments, and five people won door prizes.

The Purchasing Month celebration was a great opportunity to continue building community between Purchasing and other City departments.

UMKC Procurement Services held a “Contract Vendor Show” on March 27th. We had 7 suppliers exhibit the supplies and services the university has contracts for. Suppliers included; Corporate Express for Office Supplies, Avis for Car Rental, Cintas for Uniforms and Shredding Services, Sodexho for Catering, Ricoh for Copy Services, Scott Rice for Furniture, and 24 Hour Business Card for Printing of Stationary Items. We had over 75 purchas-ing card holders in attendance. Attendees were treated to a continental breakfast and a chance to win door prizes, which were provided by each supplier. According to Manager, Cathy Barker, “our goal was to have the suppliers connect with the end users to help drive contract compli-ance.”: We certainly felt this was a suc-cess, and helped the end users understand the value Procurement brings to their everyday purchasing needs.

JOHNSON COUNTY, KS

On March 15, 2007, Annabeth Surbaugh, Chairman of the Johnson County Board of County Commissioners, proclaimed March 2007, as Purchasing Month and urged all citizens to recognize and participate in its observance. The proclamation was presented during the regular public board meeting and was accepted by Pat Raney, Senior Purchasing Administrator for the county purchasing division. Pat then took the opportunity to thank the Board for its support of the purchasing division and to introduce and recognize the entire purchasing staff.

Following the board meeting, board members, County Manager Mike Press, other county staff and the public were welcomed at an open house reception where they enjoyed “P-card” cake and other refreshments. Information was provided for our visitors to familiarize them with our staff as well as our services. The response was excellent and the recognition for the purchasing staff was well deserved.

I have been a Deputy with the Douglas County Sheriffs Department in

Lawrence Kansas for �7 years. I have worked many different areas in

the Department including the jail, patrol, and court room security. I am now at the jail involved in purchasing supplies for the jail as well as

running our Inmate Work Program. The purchasing area is new to me, so it is a learning process. I am married with 4 children in college.

In our spare time we enjoy boating, camping and ridding motorcycles.

John R. Miller, CPPO, is responsible for procure-ment services for the Harford County Public School System in Maryland. Prior to joining Harford County Schools in 2000, Mr. Miller was the Purchasing Agent for the City of Baltimore. He was an adjunct faculty member for Harford Community College, MD and the University of Virginia. Mr. Miller au-thored the NIGP textbook, “Contracting for Ser-vices” in 1996 and co-authored “Contracting for Pub-lic Sector Services” published in 2006.

The City of Olathe, KS, acting as the lead agency for the Metropolitan Joint Vehicle Bid for Model Year 2008, will host the annual meeting between Mid American Council of Public Purchasing (MACPP) members, vehicle purchasing and maintenance personnel, and prospective vehicle bidders for the purpose of updating vehicle specifications prior to the issuance of an Invitation for Bids. MACPP would like to invite all its members as well any other persons from MACPP entities that are interested in the joint vehicle bid process.

Please bring your own copy of the 2007 model year specifications as a reference. You may download a copy from www.macpp.org free of charge. If you would like for me to have a copy made for you, I need to know by Wednesday, June 13. Copies will not be made the day of the meeting. The cost will be $7.00 to cover the cost of printing.

We will begin at 10:00 a.m. with introductions, and MACPP will hold a brief general session. When the brief session is complete, we will proceed with page by page review of the bidding documents and make modifications for 2008, as needed. Lunch will be around 12:00 noon and will be catered for everyone who is interested. The cost will be announced at a later date. Vendors will join us at 1:00 p.m. to review the new proposed bid specifications and any changes from the manufacturers and dealers. We should be finished by 2:30 p.m.

Considerations: I would like to ask everyone to consider whether we have a need for cross-over utility vehicles (CUV’s) as a new class. Some of the manufacturer’s have experienced modifications and discontinuations to some mini vans, which may require a similar replacement vehicle.

Driving Instructions: Take Interstate 35 South to the Old 56 Highway exit. Proceed west on Old 56 Highway to Public Safety Drive. Turn left (south) on Public Safety Drive and proceed immediately ahead to the Olathe Fire Administration Building.

Please invite everyone from your entity that may be involved with the purchase of vehicles. This is a great opportunity to build communication between purchasing and non-purchasing people. Please contact Russ Pankey if you have any questions.
