EDITORIAL Over 64 years of political and economic age, Pakistan has been faced with major challenges in addition to enormous alterations to its economic policies. Given the outcome of past, the country now needs a balanced approach which has been absent. The present led government, over its 3-year span, has consistently been belittled by media and opposition for having ignited the current political and economic troubles of the country with a number of issues roaring. These include increasing security and law & order concerns, persistent energy shortages, rising inflation and increased poverty. On the other hand, public perception is that the overall corruption has increased by Rs. 28 billion from previous year. Departments such as Police & Power, which are supposed to be the servants of public, are thought to be the most corrupt. People opine that the country’s civil servants are widely unresponsive and dishonest, while bureaucratic procedures are cumbersome and exploitative. Role of media cannot be ignored either. Media personnel have become active in exploring the truth behind the accusations and bringing out the reality. Public is of the opinion that though media is playing a positive role, it should refrain from bringing up biased & false stories. The practice adopted by media to expose the leaders and darker side of the affairs is also taken in an encouraging sense. In Pakistan what we need is zero tolerance towards the issue of corruption. The accountability of officials must be effective, impartial and transparent. Incentives for corruption could be reduced significantly with better working conditions of employment. The future of Pakistan is highly dependent on successful completion of all development projects. This success is threatened by the evil of corruption that must be stopped urgently before it is too late. As Bess Myerson says, “Accomplice to corruption is frequently our own indifference”, It’s high time that we realize the damages caused by corruption and start playing our role seriously rather than waiting for some one else to take a first step.

On the pattern of years 2002, 2006 and 2009, the year of 2010 also marked the issuance of National Corruption Perception Survey (NCPS). Unlike the previous surveys, the comparison of corruption between present & previous federal and previous provincial governments has been more detailed this time.

The major objective of the survey was to measure the perception, nature and extent of corruption being faced by the public sector departments especially Police, Custom, Judiciary, Health, Power, Education, Land Administration, Local Government, Taxation and Tendering & Contracting. When we talk about the results, ratings for Police have risen by 3% while that of Power have gone up by 4% compared to last year. It is too unfortunate that this problem has become a norm for our society and an average house hold spent Rs. 10,537 on bribery during the survey year.

About 71% people considered the past federal government to be cleaner. This is quite similar if we look at the response towards provincial governments, except Punjab as it is the only province where present provincial government is perceived to be cleaner than previous provincial government. Pakistanis continued to believe that private sector is less corrupt than the public sector. However in the private sector, builders and contractors lead in corruption from all avenues. This is quite in line with the rise in ranking of Land Administration among the most corrupt sectors.

People are appreciative of the Motorway Police and 87% of Pakistanis considered that motorway police should be established in all the four provinces of Pakistan.

People are also critical of Army’s lack of accountability. There is a clear perception that armed forces retirees should not be given opportunity to work as civil servants.

Media freedom has been supported by the people however it is argued that it should be practiced with responsibility. Propaganda paid for by political parties and false reporting leads the way in the weakness of media. Though on one hand people believe that the current role of media in combating corruption is because of propaganda, they want media to continue exposing corruption.

Pakistanis want accountability of public officers, appointments on merit and adequate salaries as the remedies for corruption as they are of the view that lack of accountability is the most important cause of corruption.

Transparency International Pakistan expects the federal government, provincial governments and private sector to take advantage from this survey and improve upon the sectors which are identified as very low on governance, and more corrupt.

A workshop was arranged on May 26, 2010 at Hotel Avari on the topic of Proposal Writing. Mr. Qurban Ali Shah was the facilitator for the day. Transparency International Pakistan nominated its nine employees to attend the event. Scheduled from 9:00am – 5:00pm, Mr. Shah started the discussion and proceeded in an interactive manner. The discussion was about the points which the donors look for in a project proposal. He informed about minor mistakes which at times result in the proposal rejection. Various confusions were cleared and misconceptions about different terminologies were also removed. Activities involving participants were also held in which two groups were formed to devise project goals, objectives and purpose using the tool of “Cause & Effect”.

Mr. Shah displayed different Project Proposals which were made using separate formats. He also briefed the audience about Logical Framework Analysis and its role in the preparation of Project Proposal. In the closing session the facilitator outlined the various points which should be covered in preparation of a Concept Paper as well as a Project Proposal. The facilitator also provided a soft copy of his presentation as well as sample proposals prepared by him for other organizations.

A Kutchery was organized at Quetta Press Club to make the participants aware of the real meaning of corruption and how vast an area it covers. The misconception was cleared where people only considered bribery as corruption. The audience was informed that bribery is offering, promising, giving, accepting or soliciting of an advantage as an inducement for an illegal or unethical action or some breach of trust, where inducement can take form of gifts, loans, fees, rewards or other advantages i.e. services or donations etc. On the other hand corruption is the abuse of entrusted power for private gain. Kuchlak Welfare Society joined hands with TI-P to organize this event on April 29th, 2010. About 160 people belonging to different walks of life attended this Kutchery and took part in the discussion whole heartedly.

The speakers for the event were Mr. Abdul Wali Kakar (Central Committee Member BNP), Mr. Baz Mohammed Kakar (Balochistan Bar Association), Mr. Nusrat Afghani Advocate, Ms. Sana Durrani, Mr. Sami Zarkoon (EDO), Mr. Ayub Tarren (BBC), Mr. Mohammed Umar (FM105), Mr. Malik Rashid Kakar (CEO Kuchlak Welfare Society) and Ms. N.A. Mirza (Project Coordinator TI-P).

A Memorandum of Understanding (M.O.U) was inked with the Pakistan State Oil on April 12 at the P.S.O. House. This initiative is taken by P.S.O. to stay in line with its quality policy and as an attempt to adopt best business practices. Being the largest energy company, P.S.O signed this memorandum to further ensure transparency in its procurement cycle. Speaking on the occasion Mr. Irfan Qureshi, Managing Director P.S.O, said that this initiative should facilitate the company in further improving the procurement procedures and ensuring more compliance of the directives of Public Procurement Rules.

Similar M.O.Us have also been entered into with the State Life Insurance Corporation (SLIC) and Trade Development Authority of Pakistan (TDAP) in April 2010. Mr. Syed Adil Gilani represented TI-P while Mr. Syed Mohibullah Shah, Chief Executive, represented TDAP and Mr. Shahid Aziz Siddiqui, Chairman, inked the MOU for SLIC. The chairman Transparency International Pakistan lauded the companies’ initiative in this direction which would result in the best interest of the organizations and country at large.

From April 5 – 7, south Asian chapters met at Dhaka, Bangladesh to share and gain first hand experience of the program of research and policy initiatives being carried out by Transparency International’s chapters in Bangladesh, Nepal, Pakistan, Sri Lanka and Maldives. Mr. Saad Rashid, the Executive Director, and Dr. N. I. Khowaja, Director Projects, represented the Pakistani chapter in the meeting conducted by the representatives of FK Norway. The participants discussed in detail the first year’s experience of the exchange program among the member countries and on the basis of this experience planned and designed continuation of the program for the second year. It was also decided that a representative of Transparency International Bangladesh would be sent to Transparency International Pakistan to gain knowledge of the areas in which Transparency International Pakistan has developed expertise i.e. Public Procurement monitoring, Youth in Governance Activities and setting up of Complaint Centers.

Malik Cambridge Secondary School, Kuchlak, Baluchistan played host to the exhibition and prize distribution ceremony of the 8th Poster Painting Competition on the topic of “Child’s View of Corruption”, held by TI-P in collaboration with Kuchlak Welfare Society (KWS). Students from fifteen schools attended the event along with their facilitators. After the prize distribution, exhibition was opened for the guests. The posters were sent to each participating school so they can be displayed and a maximum number of exposures can be achieved.

Mr. Abdul Rashid Kakar (Chairman Kuchlak Welfare Society), Mr. Abdul Wali Kakar (Central Committee Member, Baluchistan National Party), Mr. Jafar Kakar (Chairman, Provincial Private Schools) and Ms. N. A. Mirza (Project Coordinator, TI-P) addressed the gathering. “Child’s View of Corruption” got international appreciation and recognition as international media gave coverage to the said program by publishing it on their websites. America’s National Public Radio featured the Executive Director’s interview along with some winning entries on the Morning Edition. The Morning News, a New York based e-newspaper, also published some posters along with Mr. Saad Rashid’s interview on their website http://themorningnews.org/archives/galleries/picturing_corruption. With all this appreciation we continue to work with full vigor and zeal striving to make Pakistan a better place for all.

A presentation session in collaboration with Transparency International Pakistan was held at KASBIT University on 13th May 2010 on “Effects of Corruption on Society”. Presentations were given by 19 students of BBA III as part of their final project on TI-P. The program was attended by about a 75 students along with Dean and prominent faculty members. It was for the very first time that TI-P was selected as a research topic for a university’s project. Dr. N.I. Khowaja, Director Projects, Transparency International Pakistan gave an introduction of Transparency International Pakistan as well as details of the various YinG Projects currently being executed, for raising awareness amongst the youth against the evils of corruption. Topics covered in the presentations were: “ Use of Public Power for Private Gain”, “Difference between Political & Corporate Corruption”, “Corruption in the Education Sector”, “Affects of Corruption on Foreign Affairs”, “ Youth & Its Role in Combating Corruption”, “Corruption in Judiciary”, “How can We Kill this Silent Killer”, “Tools to Eliminate Corruption”, “War Against Corruption” and “Corruption in Media”. Dr. N. I. Khowaja distributed the certificates among the students in the end. Mr. Eesar gave a vote of thanks and assured Transparency International Pakistan of all their support against corruption.

In a presentation held on 24th June at TI Pakistan office, FK exchange fellow and TI Pakistan Project Coordinator Asif Shakeel discussed investigative journalism training, TI Nepal outreach program and ALAC Nepal programme. He told the staff about investigative journalism and how it can contribute in exposing corruption. He also shared the key factors behind success of TI Nepal’s outreach program.

In the last part of presentation, Asif discussed TI Nepal’s strategy for Advocacy & Legal Advice Center (ALAC). Staff appreciated his presentation and said that they would like to have more sessions with separate presentations on each of the discussed topics.

A series of seminars on ‘Investigative Journalism in Pakistan’ were also organized by Transparency International Pakistan in Karachi, Hyderabad and Sukkur, first of which was held on 25th June 2010 at Hyderabad Press Club. President Hyderabad Press Club Mahesh Kumar’s speech was followed by y a presentation by TI Pakistan Project Coordinator Asif Shakeel who discussed need for training of journalists in investigative journalism, its challenges and scope in Pakistan. Senior journalist and BBC correspondent for Hyderabad Mr. Ali Hasan and General Secretary of Hyderabad Press Club also spoke at the seminar. The seminar by TI Pakistan was widely covered by the local media.

Next programme was held at Sukkur Press Club on June 26, 2010. President Sukkur Press Club welcomed TI Pakistan to Sukkur, President Sukkur Union of Journalists and Secretary General of Sukkur Press Club while expressing their viewpoint said that investigative journalism demands dedication and commitment from a journalist but working environment discourages new entrants from venturing into investigative journalism. Last seminar was held at Hotel Marriott Karachi on 28th June 2010. Group Editor daily Jang Mr. Mahmood Shaam was the Chief Guest. Mr. Shaam in his speech said that unfortunately investigative journalism has never come up in Pakistan in its real form.

Earlier Chairman Transparency International Pakistan Mr. Syed Adil Gilani in his welcome speech said that the biggest hindrance in investigative journalism is the non implementation of right of access to information. Project Coordinator of TI Pakistan Asif Shakeel in his presentation discussed misunderstandings regarding investigative journalism (IJ), challenges and scope of IJ in Pakistan.

Senior journalists Yusuf Khan, Shaheen Salahuddin, Dr. Tauseef Ahmed and Shamim ur Rehman also spoke at the event and appreciated TI Pakistan’s plan to promote investigative journalism in the country. Former speaker National Assembly and board member, TI Pakistan Mr. Illahi Bukhsh Soomro wrapped up the event with his remarks. A brief Q&A session was also held at the end and participants asked different questions regarding the topic.

Transparency International – Pakistan (TI-P) is planning to set up a platform for various N.G.Os with the purpose to get the “Anti Corruption” message passed to the grass root level and to provide help to the people who are facing corruption. Rural Development Organization (R.D.O) has been chosen as coordinator for the Transparent NGO Network – Punjab.

In this regard a workshop was held in Faisalabad on June 29th, 2010 for those N.G.Os which had been visited and chosen to introduce them to TI – P and ALAC and also to get them to know each other. The purpose of the workshop was put forward and feedback taken.

Some of the points raised were about monthly meetings, establishment of ALAC’s offices at district levels, coordination amongst N.G.Os and ALAC, taking government departments on board, social mobilization, trainings for N.G.O personnel, some kind of identity to be given to network members so they can identify that they are working for TI-P and ALAC among various others.

FAST National University & Sarhad University of Science and Technology, Peshawar collaborated to organize the 4th YinG Debate Competition at FAST University in which 24 debaters from ten universities took part. Program began formally after a welcome address of Dr.Ghias ul Haq (Director FAST University) and inaugural speech by the Chief Guest, Dr. Salim ur Rehman (Vice Chancellor of Sarhad University). The participants presented pertinent and thought provoking arguments in their speeches to support their contentions.

This programme organized on June 09th, 2010 was well received by the participants and students were appreciative of TI- Pakistan for organizing a healthy competition for the awareness of the students to identify the problems we are facing due to the menace of corruption.

5th YinG lecture was organized at Greenwich University on 25th May 2010. Professor Santosh Kumar of Shah Abdul Latif University was invited as the speaker to express his views on the topic of ‘How can youth help in combating corruption’. The speaker pointed out the level of destruction that has already been caused by corruption and the fact that virtually nothing concrete has been done against it as yet. He stressed upon the extremely important role that the youth have to play in the struggle to eliminate this evil from our society as they are the leaders of tomorrow and hence hold the key to success. The speaker also dwelt on the importance of character building and self accountability. Prof. Tahira of Greenwich University gave the vote of thanks on behalf of the honorable vice chancellor and presented a plaque to the speaker.

All Faisalabad Speech Competition was held at the University of Faisalabad in collaboration with Transparency International –Pakistan. Twenty six students participated in the event while 280 people attended the event. Prominent faculty members took part in the event and were glad to be associated with such a cause. The faculty discussed about the role of society and the role of youth in eliminating corruption from the society. This was the first event of its type that involved not only the education sector but the corporate sector as well.

After the debate, plaques & prizes were distributed amongst the students and an oath to serve the nation was taken to make our society a better place for all.

On 26th April, 2010 a book launch titled “Bursting the Brussels Bubble” was held April 26th 2010 in Brussels. MAY: MABDA National Integrity Study launch took place on May 09th, 2010 in Cairo. The Amsterdam Global conference on Sustainability & Transparency took place in Amsterdam from 26-28 May, 2010. JUNE: Climate Governance workshop was organized in Berlin from June 12 – 14, 2010. From 17-18th June, 2010, Public Policy Conference 2010 took place in Berlin. A forum on anti corruption was arranged in London on June 21st and June 22nd, 2010.
