Dear Friends,

The World Water Day on22nd March 2010 would bethe occasion when ICID.UKwill consider the topic “FoodSecurity - Do We HaveEnough Water?”. TheirSpring Technical Meeting isalso likely to devote sometime to review the presentstatus and plausible futureorientation for ICID’s WatSave Awards,the flagship of our action to achieveglobal water savings. In quicksuccession I am sure that many NationalCommittees could also look at “FoodSecurity”, keeping some of the excellentrecommendations that emerged duringthe last WWF in Istanbul in perspective.ICID, as you are well aware played thekey role of coordinating a consortiumon the topic on “Water for food forending poverty and hunger”. May I alsoinform you that the Central Officewould be bringing out shortly apublication that would be available forall NCs capturing the entireproceedings?

The “Agriculture Water for Africa”(AgWA) Partners meeting is scheduledin Tunis (23-24 March) and ICID isdelighted to be invited and to highlightits activities relevant to AgWA’s workplan. I am grateful to PH Peter Leewho, at short notice, was gracious inaccepting our request to represent usat their meeting. PH Lee had earlierrepresented ICID in 2008 meetingstoo. PH Lee intends to amplify a fewaspects like ICID’s strength (i) Networkand advocacy (3rd AFRC in Mali, 2011,ICID’s collaboration regionally withSARIA and ARID) (ii) Special WorkTeam on Lake Chad Basin; (iii) TF onLDC in Africa etc. ICID’s Water Savingsinitiative through WatSave awards andthe outcome that was discussed in ourwebsite as the “Top Ten Technologies”emerging out of the past awards willalso be covered. Nevertheless ICID’s

workbodies handlingspecific issues of concernfor Africa would also figure.Our Mali NationalCommittee is likely to jointhis meeting. It would beinteresting if other NationalCommittees in AfricanRegion could also join theTunis AgWA partnersmeeting and strengthen ourrepresentation.

In my last message, I pleaded to theNational Committees in the Asianregion to supply some essential inputsfor our paper for the ADB Conferencein October 2010 in Manila on “WaterCrisis and Choices”. We still waitkeenly for your responses as it willenrich the ICID submission to ADBconference on a topic assigned to usspecifically. Central Office on its ownhas supplied a background paper onthis topic viz: “Technologies in IrrigatedAgriculture: Costs and Benefits”. Thisdraft is being made available to allNational Committees in the region. Welook forward to your supplementingspecific information to enable us toamplify good case studies andexamples.

The ongoing activities of the AsianRegional Task Force on ClimateChange (ARTF-CC) received a boostduring the month with an opportunityfor good interactions between VP Ganyand VP Ota. They held discussions inTokyo on the Climate Change relatedaction plans in the region as evolved,in a format by the TF which has beenshared with all NCs of the region.Besides, issues like the proposedinputs for the ADB paper also wereconsidered.

ICID has joined the UN-Water TaskForce on Water and Climate throughWG-Climate. A Task Force on ‘ClimateChange and Irrigation (ARTF-CC) ofASRWG, focuses on studying the impactsand Strategies for addressing / adoptingthe challenges of climate change inirrigation and water management forsustainable agriculture.

A side meeting between Vice PresidentsShinsuke Ota (Japan) and Dr. A. HafiedA. Gany (Indonesia) was held on 3rd

March 2010 at Tokyo in Japan fordiscussing the activities related toAFRTF-CC.

Indonesia is one of the most importantcountries in South East Asia whoseexperiences are to be incorporated in theARTF-CC report. Appropriate case studyformats, proposed work assignment andfurther action plan of ARFT-CC werediscussed in the VPs meeting. On theside lines, a meeting with Director-General of the Ministry of AgricultureForestries and Fisheries (MAFF) of Japanand representatives from JapaneseInstitute of Irrigation and Drainage (JIID)and Rural Development Bureau, MAFFwas also held. AFGICID (Afghanistan)

Mr. Naseer Ahmad Fayez is the newfocal point for ICID in Afghanistan. Mr.Fayez is replacing Mr. Sultan Mahmood,General Director of Water Managementof Ministry of Energy and Water (MEW)in Afghanistan.

Mr. Fayez is General Director of IrrigationDepartment of Ministry of Agriculture,Irrigation and Livestock of Afghanistan.Afghanistan joined ICID in 2009 and Mr.

Fayez is going to establish the NationalCommittee of Irrigation and Drainage inAfghanistan shortly and also draft thechapter for this committee.

AgWA Partners Meetingin Tunis

The works of ICID Working Groupsrelating to Africa are found to be ofsignificant relevance by Agricultural Waterfor Africa (AgWA), a new initiative forwater and energy related programmes.FAO, IPTRID, AfDB besides ICID areparticipants to this new initiative.

Mr. Peter S. Lee (UK), President Hon.ICID will be representing ICID at theAgWA Partners meeting on 23-24 March2010 at Tunis, Tunisia. PresidentHon. Lee highlight ICID’s activities ofrelevance to AgWA work plan. We hopethat the partnership between AgWA andICID will help the National Committeesand Regional Organizations in Africa togain on ‘Agricultural Water Management’issues. The outcome of the AgWAmeeting will benefit the AfRWG’s workplan as well.

Special Session onMekong River

Commission : A ReportA Special Session on Mekong RiverCommission was organized during the60th International Executive Council (IEC)and 5th Asian Regional Conference (ARC)on 09 December 2009 at New Delhi,India.

An overview of the Mekong River Basin’sresources, development opportunities,and challenges were the highlights of thisSpecial Session. The importance ofregional cooperation particularly, ‘BasinDevelopment Process’ for the waterresources development and planningwas emphasized. The resettlementsrelated issues are managed on `projectby project basis’. Rules and proceduresfor water utilization have been negotiated,agreed and approved by MRC Council.These include procedures for data andinformation exchange and sharing,procedures for notification and priorconsultation and agreement, water usemonitoring, maintenance of flows on themainstream, and water quality. Theminimum flows of the Mekong River willbe implemented based on the proceduresfor maintenance of flow on themainstream following the ‘TechnicalGuidelines’ being drafted by the MRCmember States.

The Climate change may not be a majorissue for the Mekong basin; however,rapid developments in the basin in thenext 20 years will have potential impactslike increase in salinity intrusion onVietnamese delta, impacts on mangroveforest, accelerated coastal erosions etc.Integrated river basin developmentplanning might be difficult to achievewithout active participation of theupstream countries. The MRC has strongmodelling tools; however, fishery impactscould not be calculated using hydrologicaland hydrodynamic models. The bigchallenge for MRC would be to harmonizeand satisfy all those needs of the riparianstates in the near future. Basindevelopment planning programme wouldbe an important tool in bringing theintegrated basin perspectives into nationalplanning, and for sustainabledevelopment and management of waterresources.

Nominations are invited for the ‘WatSaveAwards 2010’ from individuals / teamthrough National Committees /Committee. Awards are given in fourcategories viz. (i) Technology, (ii)Innovative Water Management, (iii) Youngprofessionals, and (iv) Farmer (new).Each award carries a prize money ofUS$ 500 and a Citation.

The deadline for receipt of the entriesfrom the applicants along with acompleted ‘Nomination Form’ etc. to theconcerned National Committee (NC) is30 April 2010 and from NCs to CentralOffice ICID, New Delhi is 31st May 2010.The entries should be submittedelectronically to respective NationalCommittees well in advance of thedeadlines to facilitate processing. Massive Earthquakein Chile

It is with profound sorrow and grief thatwe in ICID family took note of the greatdisaster gripping Chile as an aftermath ofan unprecedented earthquake on 27th

February 2010. As we understand about80 per cent of the South Americancountry’s population was affected by the8.8 magnitude quake, which occurredjust off the coast of Chile.

Chile is an active member of ICID familysince 1979. Our sympathies to all thoseaffected by the ghastly disaster andprayers for a speedy restoration of theirnormalcy.

An International Seminar is being organizedby ICID’s Working Group on History ofIrrigation, Drainage and Flood Control(WG-HIST) during its 61st InternationalExecutive Council (IEC) Meeting and 6th

Asian Regional Conference from 10-16October 2010 at Yogyakarta, Indonesia.

The seminar will focus on historicalevolution of an irrigation system andassociated governance mechanisms, aswell as adaptation measures (innovativemechanism or technology) to cope withrapidly changing economic, social andenvironmental conditions surroundingirrigated rice farming, in particular undersmall land holding, high sedimenttransportation, and high water fluctuation(drought and flood). 21st International Congress on Irrigation and Drainageand 8th International Micro-Irrigation Congress, 15-23October 2011, Tehran, Iran

ICID Congresses are held once in three years in any one ofits member countries. The 21st Congress of ICID will be heldduring 15-23 October 2011 at Tehran, Iran. The theme ofthe Tehran Congress is “Water Productivity Towards FoodSecurity”.
