He has more than 34 years of experience in channel hydraulics and hydrology; water simulation models, water management; application of chain management; optimizing crop production; computer programming and modern computer software applications; extensive experience in Institutional Strengthening and Organizational Development of research organizations, Human Resources Unit and Marketing and Public relations Unit. Dr. Vlotman is also associated with various Professional Societies. Dr. Vlotman authored and co-authored 7 books, 70 reports and working papers, 57 technical papers. " Dear Friends, I am delighted to inform you of the successful conclusion of the 60 th IEC and 5 th Asian Regional Conference in New Delhi last week in a very remarkable manner. It was indeed a hallmark befitting the Diamond Jubilee Year of ICID and as one could see elsewhere in this News Update, the ‘message galaxy’ amply speaks volumes of the event. We owe a great deal to our hosts, the Indian National Committee on Irrigation and Drainage for having received an impressive number of delegates both from foreign countries and different States of the Indian Union. Attended by more than 700 participants with about 230 foreign delegates from 47 countries, the week long events assumed the same dimension as of congresses. The Inauguration of the conference by the Hon’ble Prime Minster of India with the participation of the Union Ministers of Water Resources at Cabinet and State levels added special value to the role of ICID in managing the agricultural water and ensuring food security in the settings of the developing nations. The Closing Ceremony was no less than the Inaugural function in as much as we had galaxy of lead figures in the Union Government of India to speak before us – including the Union Minister of Finance Pranab Mukerjee, Union Water Resources Minister Pawan Kumar Bansal, India’s Planning Commission Deputy Chairman Montek Singh Ahluwalia, Minister of State Water Resources Vincent H. Pala, Minister of State of Communication and Information Technology Sachin Pilot, Secretaries in the Central Government besides INCID Chairman. In his inaugural speech, President Chandra Madramootoo highlighted and acknowledged the Indian initiative 60 years back to create ICID and praised the arrangements made by the host country for the events that coincide with the Diamond Jubilee Year. A cherishable feature of the occasion was the release of a special postage cover connoting ICID’s Diamond Jubilee. We had a very fruitful working group meetings well attended. The remarkable attendance that packed the hall in sessions like climate change and others, special focus sessions on Mekong Basin and Aral Sea Basin issues added value to the conference. IWMI/ ADB’s recent works on Asia’s Future Irrigation and an international group meet on Water Governance are the other features. Overall, the very high level participation by not only political figures and farmers but social groups assigned special relevance of ICID’s role in water for food and the importance that the developing world assigns to it. ICID family will cherish for long the good things that emerged during the event. This News Update is a bigger in size than usual to convey you all about the important aspects of Delhi events. We congratulate our three new Vice Presidents: Willem Vlotman (Australia), Laszlo Hayde (Hungary) and A.K. Bajaj (India) who joined the galaxy of Office Bearers. Dr. Laszlo G. Hayde (Hungary)

Dr. Laszlo G. Hayde(born in 1958)obtained Doctorate inFluid Mechanics fromTechnical Universityof Budapest (1995),M.Sc. in CivilE n g i n e e r i n g(Specialization inH y d r a u l i cEngineering, 1982).

At present Dr. Hayde is working asSenior Lecturer in Irrigation Engineering,UNESCO-IHE, The Netherlands.

Dr. Hayde has more than 27 years ofexperience in consulting, education andresearch in : Water and environmentalplanning and management, hydraulicengineering, fluid mechanics, EU WaterFramework Directive, environmentallysound solutions in Hydraulic engineering,environmental impacts and assessment;19 years of experience in educationmanagement, organization of educationalprogrammes, curricula development etc.He is also associated with variousprofessional societies. Dr. Hayde hasauthored and co-authored 1 book, 2book chapters, 2 Journal papers and 5peer reviewed publications.

In ICID, Dr. Hayde has been SecretaryGeneral of HUCID (2002-2005) andbecame Vice President of HUCID in2008. At present Dr. Hayde is Secretaryof European Regional Working Group(ERWG), Members of Working Group onHistory of Irrigation, Drainage and FloodControl (WG-HIST) and Permanent

Finance Committee (PFC). He edited theICID Publication “Danube Valley, Historyof Irrigation and Flood Control” in 2004.He was also Observer in ICID’s erstwhileWorking Group on Capacity Building,Training and Education (WG-CBTE).

Mr. A.K. Bajaj (India)

Mr. A.K. Bajaj (bornin 1951) obtained B.E.Hons. in MechanicalEngineering and M.Tech in FluidsEngineering andWater Resourcessubjects.

At present, Mr. Bajajis working asChairman, Central Water Commissionand Ex-officio Secretary to Governmentof India, Ministry of Water Resourcessince April 2008.

Mr. Bajaj has more than 35 years ofexperience in Planning, design andconceptualization of Water resources ofthe country at macro level, appraisal ofmajor and medium multipurpose waterresources projects, undertaking floodmanagement activities on an annualbasis and advising the CentralGovernment. He has written manytechnical papers which have beenpresented or published in variousJournals.

In ICID, Mr. Bajaj is a member ofPermanent Committee for TechnicalActivities (PCTA) and ICID StaffCommittee. He has also become amember of PFC in 2009.

Best Paper Award 2009The Best Paper Award was instituted byICID in 2006. The Award is given to thebest paper published in the issues of theJournal in the preceding year. Thedecision on the best paper award ismade by the Editor in consultation withthe Associate Editors.

This year the Best Paper Award 2009 isawarded to Ms. Jianxin Mu (China),Dr. Shahbaz Khan (Australia); andDr. Gao Zhanyi (China) in recognition oftheir outstanding paper titled “IntegratedWater Assessment Model for WaterBudgeting Under Future Development

Scenarios in Qiantang River Basin ofChina” published in Issue 57.4 of Irrigationand Drainage – The Journal of ICID. Theaward was a citation plaque and GiftBooks from M/s. Wiley-Blackwell (UK),the publisher of our Journal.

Winners of WatSaveAwards 2009

Technology Award

Prof. Dr Rai Niaz Ahmad’s ‘Wheat BedPlanter’ won him the WatSaveTechnology Award 2009. The bed planting

machine developstwo beds and threefurrows in singleoperation. It isdesigned to plant fourrows on one bed. Afurrow for irrigationseparates each bed.There is a buffer zone in the center offour rows on the bed. The machinedevelops two lines of crop on both sidesof the furrow. Each furrow irrigates only20 cm (8 inches) of the adjacent bed. Thecenter to center distance of two beds is90 cm (36 inches) with a bed of 60 cm(24 inches). Thus, the machine hasprovision to plant 4 lines in 90 cm (36inches) width while maintaining thetraditional plant population. This saved45% of water compared to traditionalmethods, with 17% increase in yield. Themachine has been used for other crops(cotton, maize and rice with different butsimilarly impressive results). The waterproductivity improvements were achievedon 815 ha at four locations, but thetechnology has great potential (8.4 Mhaof wheat in Pakistan alone). Pleaseaccess ICID website for more details.

Young Professional Award

Dr. Malcolm Gillies’work on ‘Developmentand application ofinnovative andadvanced simulationtools for theevaluation andoptimisation ofsurface irrigationsystems’ won him theYoung Professionals Award 2009. Hiswork was for software (simulation tools)for the inverse solution of the volumerequired for surface irrigation (furrow,bay or basin) capable of dealing withvariable conditions by virtue of beingbased on measurement of actual advanceand runoff.

Performance gains (water savings) inexcess of 20% are readily achievable insurface irrigation systems through theprocess of evaluation and practicechange. Surface irrigation remains the

dominant irrigation method in Australia at70% of the total area irrigated (in excessof 1,000,000 ha and 4,000,000 ML).Measurements of performance acrossthe main surface irrigated crops (cotton,grains, sugar and pasture) showapplication efficiencies ranging from 20to 90% but averaging about 50%.Selection of more appropriate flow ratesand irrigation times better suited to thespecific soils can raise averageefficiencies to above 70%. Innovative Water ManagementAward

Messrs ShahajiM a n i k r a oSomawanshi, BharatKawale and SanjayMadhukar Belsare’swork on

‘Transformation ofirrigation throughmanagement transfer’

won them theWatSave InnovativeWater ManagementAward 2009.

Participatory IrrigationManagement (PIM)was introduced in the project in 1990 with3 Water User Associations (WUAs). In2004, 24 WUAs took over the operationand maintenance of the entire irrigationscheme. Water is supplied volumetricallyat the head of canal and subsequentlythe Project Level Water Users Association(PLWUA) distributes the water among 24WUAs as per their demand andentitlements. The PLWUA collects watercharges from its member associations.Management transfer to PLWUA hasresulted in to 100% utilization of irrigation

potential, saving in water, cropdiversification, and 100% collection ofwater charges. In this way average areairrigated increased from 3,212 ha to10,750 ha after the management transferover a period of 15 years.

The big improvement in water productivityappears to have come in the last 5 yearswith management based on assuredentitlements of volumetric bulk suppliesthat have increased the irrigated area byabout a third with more or less the sameamount of water at the canal head.Please access ICID website for moredetails.

The work of Messrs Shahaji ManikraoSomawanshi, Bharat Kawale and SanjayMadhukar Belsare can be more succinctlytermed as “Increased Productivity fromParticipatory Management of Bulk WaterEntitlements”. Congratulations to theaward winners.

Special Recognition

Additionally, the Panel of Judgesrecommended recognising the farmerinitiative on “Rainwater Conservationthrough Natural Cracks in Deep BlackSoils” by Mr. Arvind Narayanrao Nalkande(India). The 4692 sq. km area of thePurna valley of Vidarbha region inMaharashtra, India characterized by highclay content (50-70%), alkaline inreaction, calcareous with slowpermeability. The soils have low hydraulicconductivity and thus become susceptibleto poor drainage. Some areas havesodicity problem in the sub soil. Thefarmers of the valley face problems likewater stagnation in rainy season, poordrainage, deterioration of soil structure,moisture stress and soil erosion. Keepingin view the problems at grass root level,Mr. Arvind Nalkande adopted a simpleaffordable and efficient technique of rainwater management and soil erosioncontrol. He adopted the following steps– (i) Use of natural soil cracks forconservation of rainwater, (ii) Contourcultivation for in situ soil and waterconservation, (iii) Use of farm pond forcollecting runoff, and (iv) Reuse of waterfrom farm pond as a protective irrigationduring prolonged monsoon break. Thus,Mr. Arvind Nalkande practiced the modelof in situ rain water conservation inDhamodi village and achieved the

In the Diamond Jubilee Year of ICID, the 60th

International Executive Council (IEC) meetingand 5th Asian Regional Conference (ARC) ofthe International Commission on Irrigationand Drainage (ICID) were held during 6-11December 2009 at Vigyan Bhawan in NewDelhi, India. The theme of the 5th AsianRegional Conference was “Improvement inEfficiency of Irrigation Projects throughTechnology Up-gradation and BetterOperation & Maintenance”.

During above events, over 32 ICID Workbodymeetings and 6 Special Sessions were held.The papers received for 5th Asian RegionalConference were presented in 20 TechnicalSessions. The events were organized by theIndian National Committee of ICID (INCID)under the dynamic leadership of Mr. A.K.Bajaj, Chairman of CWC / INCID and thesupport from Central Board of Irrigation &Power (CBIP).

More than 700 delegates from 47 countries ofwhich 230 were foreign delegates participatedin various events. The highlights of the abovemeetings were:

Opening Ceremony

The 5th Asian Regional Conference wasinaugurated by Hon’ble Prime Minister Dr.Manmohan Singh. Mr. Pawan Kumar Bansal,Hon’ble Union Minister of Water Resources,Mr. Vincent H. The Indian National Committee on Irrigationand Drainage (INCID) hosted the eventsbefore you on the theme “Improvement inefficiency of irrigation projects throughtechnology upgradation and betteroperation and management”. More than 700professionals, experts, researchers, policymakers, managers, donors, developmentpartners, and representatives from national,international organizations from 47 countriesparticipated in the event.

Global food demand is expected to doubleover the next 25-30 years. An increase inirrigated area and consequent increase in

water withdrawals for food production istherefore imperative. This conference isvery much timely in view of the worldwideissue of soaring food prices impacted byglobal financial turmoil. Many nationalgovernments, particularly in emerging andleast developed countries would have toput major efforts to achieve the requiredincrease in food production. This globalevent provided an important platform fordiscussing issues, experiences, bestpractices, innovative ideas and challengesin agricultural water managementspecifically focusing on technological

upgradation and improvement of watermanagement in the Asian region. Morethan 190 technical papers were presentedin the Conference covering wide range oftechnical, institutional, legal issues ofirrigation development and management

The Conference was inaugurated by Hon’blePrime Minister of India, Dr. ManmohanSingh, who highlighted the challenge offood demand, climate change, floods anddrought requiring integrated approach intoresource management to conserve waterand ensure equitable distribution ofresources, through citizen and State actions.

Preamble

Realizing the growing population,industrialization and urbanization;Foreseeing the increased demand forprecious water resources for variouspurposes particularly for agriculture;Recognizing the enormous challengesand complexities associated with thewater sector;Considering the likely impact of ClimateChange on agricultural land and waterresources; and

In due consideration of the transactions anddeliberations in various technical workinggroups, special sessions, and the AsianRegional Conference it was resolved that:

There is an urgent need for implementingvarious strategies and measures to boostagricultural production utilizing theavailable water and land resources withthe highest efficiency possible in contextto the social, economic and ecologicalfactors. Since secured food productioncomes mostly from irrigated agriculture,especially in semi-arid and arid countries,it calls for a considerable improvement inthe overall performance of the irrigationand drainage sectorAbout 70%, a major part of the world’sirrigated area lies in the Asian region, asis its share of global population.Agricultural Water Management in Asiancountries plays a crucial role not only incoping with food demand but also inalleviation of poverty, especially in rural

areas. National Governments need toinvigorate their focus in modernization/ improvement of publicly operatedirrigation and / or drainage schemescreating a synergy between agriculturaland water policies with a view tosecuring food.Recognizing the enormous challengesand complex issues facing the irrigationsector, increased investment both frompublic and private sources not only forexpansion of irrigation area but also formodernizing existing infrastructurethrough the appropriate institutionalarrangements are needed. Privatesector is urged to come forward anddischarge their social responsibility inwater and food sector.Farmers, as the principal stakeholders,should be consulted. Women play abig role in food production. ParticipatoryIrrigation Management (PIM) with wellintroduced reforms can enhanceirrigation performance. National andregional governments and donoragencies are urged to support PIM,and encourage reforms by mobilizingfinancial and technical sources. Thereis a need to make Water UserAssociations (WUAs) economicallysound and legally empowered.Enhanced support is needed forresearch and development, capacitybuilding, improved extension servicesin the dissemination of technology/

information/ knowledge among allstakeholders, especially farmers.Promote best agricultural technologiesand their dissemination to reach up tothe level of the farmers.Taking into consideration the likelyimpacts of climate change on theavailability of water resources and cropyields, national governments andrelated organizations are called uponto develop work plans for adoption/mitigation measures and encouragetheir implementation.An integrated approach of agriculturaldrainage by developing and adoptingmodern technologies and tools suitedto local conditions for the reclamationof waterlogged and saline areas isrequired right from planning /implementation stage.The public private partnership indevelopment and management of waterresources for irrigation with theinvolvement of local stakeholders toensure efficient management of thescarce water resources is to be givenimmediate attention.Encouraging an increase in investmentin water resources sector, particularlyin irrigation, from both private andpublic sources will create a properenvision for a thrust in action orientedprogramme.
