NEWS LETTER PETROLEUM AND EXPLOSIVES SAFETY ORGANISATION April 2013 EXPLOSAFE-INDIA 2013 was organized from 11/1/2013 to 12/1/2013 at Hotel Raddison Blu, Nagpur , by Explosives Manufacturers Welfare Association (EMWA) in technical collaboration with PESO. The seminar was inaugurated by Shri D.C.Garg, CMD,Western Coalfields Ltd. and Shri RB.Chakravorthy Dy.Director, DGMS and Shri G.P.Kundargi, CMD,MOIL were the guests of Honour. The welcome address was delivered by Shri RD.Vakil of EMWA and the opening address was delivered by Shri S.Chakrabarti,President EMWA. The inaugural address was delivered by Shri D.C.Garg.The seminar was attended by officers of PESO from all over India and technical officers engaged not only in the production of explosives but also from various Companies engaged in the use of explosives. By kicstarting the Seminar Shri T.RThomas CCE addressed the august gathering, he stated that it gives him immense pleasure and satisfaction to be a part of the Seminar being organised by Explosives Manufacturers Welfare Association. The responsibility of enforcing the Explosives Act and Explosives Rules rests on the shoulder of Petroleum an' Explosives Safety Organisation. As Chief Controller of Explosives, it is his foremost responsibility to ensure safety in manufacture, storage and handling of explosives. He emphasized that Indian explosives industry is growing at a healthy pace and India is today one of the major explosives manufacturer in the world. Our indigenous expertise has improved and evolved phenomenally so that it can produce explosives of excellent quality by using indigenous manufacturing machinery. Substantial quantity of explosives are being exported to many other countries. Manufacturing units are also being set up in foreign soil by the Indian explosives manufacturers. Industry has made inroads into the field of manufacture of propellants and accessories for use in Ministry of Defence. Though the quality of explosives is desirable but safety while manufacturing, storage and handling is most essential. Quality and safety are synonymous. We cannot afford to have unwarranted accidents. A continuous improvement programme for redesigning processes and safety at work places and in methods has to be maintained. Security of explosives is a major concern for Govt. of India. Explosives should not fall into the hands of anti socials for subversive or terrorist activities. It is the responsibility and duty of one and all to curb misuse of explosives. Hence this Seminar is of paramount importance to evolve methodology for safe manufacture, storage and use of explosives and ensure that explosives do not fall into the hands of miscreants. The Seminar will also bring to this forum the best practices, innovations and latest trends in the field of explosives. India is manufacturing about seven lacs metric tonnes of Explosives and about hundred crores of Detonators. Many of the small scale manufacturers do not have fulfledged facilities for R&D activities. The knowledge acquired from this programme will provide the vital inputs to them. He stated that he is confident that the two days deliberations will make the explosives fraternity of India wiser.

On January 14,2013 Dr. Noel Hsu of Orica, USA paid a visit to the office of Chief Controller of •Explosives,Nagpur and gave a lecture on Tracking and Tracing of Explosives to all the officersof HQ,Nagpur.

On 13/3/2013 a meeting was held in the office of Chief Controller of Explosives, Nagpur with the representatives of explosivesmanufacturing factories and the officers posted in HQ, Nagpur. The meeting was held under the chairmanship of Chief Controllerof Explosives,Nagpur and safety in the manufacture of ASA and detonators was deliberated in detail.

Shri RC. Kaul, Jt. CCE, NC Faridabad inaugurated a workshop on Oxygen safety organisedby Gas Industries Association at Hotel Raddison Blue, New Delhi on 29/1/2013. Sh. RC. Kaul inhis inaugural address dealt on the efforts being made by PESO in improving safety standards inthe gas industry. He specifically focused on the changes initiated by PESO in the Gas Cylinderdraft amendment Rules wich will improve safety standards in the gas industry.

On 13/3/2013 executives of BPCL,Kochi Refinery gave a presentation on their new Integrated Refinery Expansion Project.The presentation was addressed to the officers of Chief Controller of Explosives, at Nagpur.

Shri RC. Kaul, Jt. CCE, NC, Faridabad attended a meeting of MHA on SOP's forIED's/Landmines at BP R&D at New Delhi on 20/2/2013. Sh. Kaul, contributed intensively onbehalf of PESO, in preparation of document on SOP,s for IED,s/ Landmines prepared by MHAfor Security Forces deployed in the naxalite areas.

A workshop on Ammonium Nitrate Rules, 2012 was organized by Jt. CCE, North circleon 16/03/2013 at Faridabad with the aim to sensitize District authorities in the state of Haryanaregarding their role in regulating manufacture, sale ,use and transportation of AmmoniumNitrate. Representatives of District Magistrates and Superintendents of Police from districts ofHaryana State participated in the workshop. A power point presentation on Ammonium NitrateRules 2012 highlighting the Role and Responsibilities of District authorities was given by Sh.Subasis Ray, Controller of Explosives, Faridabad in the workshop

Sh. S. Ray, Controller of explosives, North circle, Faridabad delivered a lecture on StatutoryRequirements to the aviation field officers for aviation refresher course organized at Indianoil corporation training institute, Gurgaon on 5/3/2013.
