1ST MEETING OF THE MONITORING COMMITTEE ( C O N S T I T U T E D T O O V E R S E E T H E IMPLEMENTATION OF ELECTRICAL TRANS-FORMERS (QUALITY CONTROL ORDER 2015) HELD ON 27TH SEPTEMBER 2016 AT DHI, UNDER THE C H A I R M A N S H I P O F S H R I R . K . S I N G H ,JT. SECRETARY (MOM ALREADY CIRCULATED).

In order to resolve the issues arising out of the implementation of the quality control order on electrical transformers a monitoring committee was constituted by DHI. The first meeting was held on 22nd September 2016 wherein various issues/concerns raised by the Industry, Utilities, Test Houses and the BIS were discussed and deliberated in detail to ensure the smooth /hassle - free implementation of the quality control order. The decision taken in the meeting by the Chairman were circulated through an MoM dated 10th October 2016 however the major decisions taken in the meeting are as under:

I) National Test Houses should be requested for creating additional necessary testing facilities in various zones in order to conduct tests on transformers upto 2500 KVA for grant of license. Besides engineering colleges like IITs/NITs which are NABL accredited may be considered for conducting tests.

ii) There should be time bound actions by BIS to speed up the licensing procedures as the manufacturers are suffering

from penalties of the State Electricity Board as they are not able to supply the product because of the delay in testing.

iii) MoP should intervene into the issue of testing facility, as industry has grown exponentially, the existing laboratories are not able to meet the requirement in a time bound manner.

iv) Despite request for extension, it was categorically stated that there is not going to be any further extension on the Electrical Transformer Quality Control Order 2015.

Industries Associations should approach CPRI and ERDA for developing additional testing facilities for DTs across the country so that our members do not face any hardship for getting the transformers tested and also avoid long transportation of the samples for testing as the present facilities are only available at Baroda, Bhopal and Bangalore. Accordingly, ITMA is perusing with CPRI, NTH & ERDA for the road map for development of testing laboratories having complete testing facilities at different locations across the country for DTs.

STOPPAGE OF UNABATED IMPORT OF SECONDS/ USED CRGO IN THE FORM OF CUT LAMINATIONS OR AS TRANSFORMER PARTS- IN THE COUNTRY.

One of the concerns of the Industry Associations during the 1st meeting of the Monitoring Committee held on 27th September 2016 under the Chairmanship of Joint Secretary, DHI, was the unabated import of seconds / used CRGO. After detailed discussions Shri R. K. Singh, Jt. Secretary, DHI and Chairman of the Monitoring Committee asked the Industry Associations to prepare a white paper on CRGO and submit the same to DHI for necessary action. ITMA has accordingly prepared the white paper on CRGO and forwarded the same to DHI and copies endorsed to the Secretaries of various concerned Ministries to ensure suitable action/policy to stop the import of seconds/used CRGO in the country, in any form. The white paper is available on ITMA's website (www.itma.org.in)

CLARIFICATION SOUGHT BY CUSTOMS FOR IMPORT OF TRANSFORMER LAMINATIONS FROM BIS WHO IS ALREADY SEIZED WITH THE MATTER.

The Custom Department at Mumbai port had sought clarifications from BIS on one of the consignment of transformer laminations received by them for clearance. BIS had sought clarifications from ITMA and the same was accordingly sent to them, which was discussed in the Technical Committee of BIS MTD 4. The Technical Committee MTD 4

was of the view that we should plug the loop holes by suitably making amendment in the Indian Standard IS:3024. Chairperson MTD 4 advised the Sub-committee on Electrical Steel under the convener-ship of Mr. Kapil Kapoor, GM (QC) of M/s ThyssenKrup to look into the matter and submit the proposed amendment / clarifications in IS:3024 to ensure plugging of loop holes for import of seconds / used CRGO in any form, in the country.

There is an information that at present two companies in Dubai and one in Thailand are operating for processing the seconds/used CRGO material and sending it to Indian market in the form of transformer laminations to avoid quality control certification on CRGO. There is also information that within couple of months many more such companies are likely to be formed for processing the seconds/used CRGO in the neighboring countries.

It is further emphasized, weather a separate standard could be produced on laminations which would definitely have a provision that the laminations should be formed/made from the BIS certified CRGO only and the manufacture /supplier of raw materials has to produce traceability of the prime BIS certified CRGO material. Mr. V. C. Singal, Consultant, M/s. Nippon Steel, Japan was requested to prepare the draft standard on laminations for discussion.

In the meantime ITMA is perusing Mr. Kapil Kapoor of M/s. ThyssenKrup and convener of Sub-Committee of BIS MTD-4 on electrical steel about the proposed recommendations.

MANDATORY DUAL CERTIFICATION FROM BEE & BIS FOR ENERGY EFFICIENT DISTRIBUTION TRANSFORMERS UNDER IS:1180- REQUEST FOR SIMPLIFICATION OF PROCEDURE FOR “EASE OF DOING BUSINESS” SENT TO THE HON'BLE PM.

In view of the lukewarm response of Ministry of Power for resolving the issue of dual certifications of DTs a reference has been made by ITMA to Hon'ble PM to direct the concerned Department / Authorities to look into the matter and do away with the dual certification of DTs which not only provides hindrance in carrying out the business but also involves lot of time and expenditure for yearly renewal of licence etc, copy of the letter has already been circulated to the members. Ministry of Power vide its letter dated 7th November 2016 has informed that the copy of the suggestions received from ITMA has been sent to Secretary, BEE with a request to take appropriate action and inform the same to applicant (ITMA) directly with a copy to Prime Minister's Office (grievance cell). ITMA is perusing this matter in the interest of the members .

MEETING WITH SECRETARY MSME TO RESOLVE THE ISSUES OF OUR MEMBERS REGARDING PENDING PAYMENTS WITH UTILITIES ETC.- MEMBERS WERE REQUESTED VIDE CIRCULAR DATED 5TH OCTOBER 2016 TO SEND THE DETAILS.

To take up the issue of outstanding payments etc. of our members with Secretary MSME, the members were requested to forward their specific cases if any with MSME so that same could be addressed . It has been observed that members generally do not respond to the various issues being sent to them by ITMA for their observations/ comments in order to take up with concerned authorities for necessary consideration. Even for issues of Members pertaining to MSME sought by ITMA repeatedly have not been replied so far.

Members are again requested to reply to the various issues being forwarded by ITMA so that those could be taken up with the concerned authorities to ensure hassle free and ease of doing business.

14TH INTERNATIONAL CONFERENCE ON TRANSFORMER (TRAFOSEM - 2017) ON “GLOBAL TRENDS IN TRANSFORMERS TECHNOLOGY FOR INDIAN POWER SYSTEM” ON 5TH MAY 2017 AT SCOPE CONVENTION CENTRE AUDITORIUM, SCOPE COMPLEX, LODHI ROAD, NEW DELHI

ITMA is privileged to inform you that Central Government PSUs and Association of repute/stature viz CEA, PFC, RECL, BEE, BIS, CPRI, PGCL, NTPC, BBMB, ERDA, ICA, CBPI, NPTI, ASSOCHAM and India Energy Forum have joined us for organizing the subject 14th international conference on 5th May 2017 in SCOPE CONVENTION CENTRE AUDITORIUM, Scope Complex, Lodhi Road at New Delhi as hitherto was supported in the last 13th International Conference on Transformers at Mumbai, which was inaugurated by Shri Piyush Goyal, Hon'ble Union Minister of State for Power, Coal and New and Renewable Energy, Government of India. MR. P. V. RAMESH TAKES OVER AS REC CMD

Mr. P. V. Ramesh, an IAS officer of 1985 batch of Andhra Pradesh Cadre, has taken over as Chairman and Managing Director, Rural Electrification Corporation of India (REC).

Prior to joining REC, Mr. Ramesh was special chief secretary, environment, forest, science

and technology and development commissioner in the government of Andhra Pradesh.

A trained Doctor from Christian Medical College and Hospital, Vellore, Mr. Ramesh has held important positions of principal finance secretary, principal secretary department of health and family welfare and commissioner of industries in Andhra Pradesh during his 31 years of experience.

CENTRAL POWER RESEARCH INSTITUTE APPOINTS NEW DIRECTOR GENERAL

Mr. V. S. Nandakumar has been appointed as the Director General of Central Power Research Institute (CPRI) on 23rd September 2016 prior to assuming this charge, he worked with Intertek-ASTA, Since May 2014, as High voltage Technical Expert, Responsible for

Providing Technical Support in HV business across geographies. Prior to joining intertek, he worked CPRI as Joint Director of the 2500 MVA High Power Laboratory of CPRI in Bangalore, India till March 2014.

Mr. Nandakumar has over 28 years of experience in short circuit testing of HV equipments-such as Power Transformers, Circuit Breakers, GIS etc. While at CPRI, he was apart of the management consultant team of the institute offering consultancy service to the National High Power Test

Laboratory, an Online Short Circuit test station being established in India. He is a Member of the BIS Sectional Committee ET-08 on High Voltage Switchgear and Controlgear.

As the representative of CPRI and Intertek, he is a member of the STL Technical Committee and Management Committee since 2006. Mr. Nandakumar has also been a representative of both CPRI and Intertek at the Short Circuit Testing Liasion (STL) - and participated in its Technical and Management Committee Meetings
