    sense of belongingness with some of the political ideologicalperspectives. We give adequately calibrated messages tothe political class through most of our elections throughsecret ballot (most of the time confounding the selfannounced and appreciated political pundits engaged inapparently questionable business of forecasting andanalyzing the political behavior of Indian voters). We havebeen clever by confusing the political leadership about theiractual following.

    This leads me to argue that the political behavior ofIndian voter is systematic, calculated, clear and visiblyemphatic. The natural and imminent corollary of this would bethat the mostly presented and seldom questioned logic of

    Indian voters casting their votes on the basis of social,economic, religious, regional, lingual, emotional andparochial considerations holds no ground. Agreeably, mostof these issues emerge significant and dominating in theprocess of selection of the candidates by almost all thepolitical denominations during elections. Almost every chiefminister and each prime minister has been compelled to takeinto account the social and regional aspects in mind whilefinalizing the names of the members of the council ofministers. Our friends from media also provide immensesupport and numerical feedback (howsoever unwanted orstatically incorrect it may be) to the men and women at thehelm of affairs in different political parties as well as the

    general public about the caste and religious demographicprofile of each and every constituency. Our discourse andanalysis of the possible and actual outcomes of the electionsare generally based of these lines only. But I wish to argue thatthe voting pattern of Indian voters is largely and immenselydetermined by the prevalent perceptions, personalexperiences, family orientations, traditional linkages,ingrained socio-cultural attitudes, value-loadedexpectations, and wishes of overall developments of self andthe surroundings. These factors are further collaborated bysocio-economic and communal dimensions of our day to daylife. Therefore, I wish that our fraternity of Political Science

    may attempt to analyze comprehended and understand thepolitical behaviour of Indian voter in a new perspective and ina new framework of enquiry. There are always specificallypeculiar and uniquely different views of looking at the eventsand things. Let us enquire into this again in a newperspective. Let our inquisitiveness acquire new shapes anddirections. Let noble thoughts come from all parts of theuniverse.

    Dear friends,

    When this piece of words reaches you, most of youmust have used your right to vote (hopefully yes and very welljudiciously) for the purpose of electing your representative forLok Sabha. Some of you might be waiting for their turn to vote.The right is vote essentially provides us the powerful tool toarticulate our opinion of the existing and available sets ofleadership and their collectively manifested programmes ofaction, and also gives required assurance to the ordinaryIndian citizenry about the bright future of our oft declaredvibrant democracy. It also makes us effective partners in theoverall decision-making processes (howsoever indirect itmay actually be and whatsoever apparently visible demerits

    of the system of election process we might encounter), and atthe same time enables us to make clear choices amongstparticularized policy frameworks which are prevalent. Ourright to vote also immensely strengthens our fundamentalfaith in democratic pattern of government and increased andindomitable belief in the Indian approach of accepting thecommunity view. The proverbial majority dominance alsofinds substantial legitimacy through elections and the basicrequirement of representativeness of democratic apparatusalso gets fulfilled. These regular political exercises providegreater access to the people into the policy formulationprocesses and give exposure to the otherwise unavailablepotential of variety of people to the arena of political activity.

    Most of the regional and area-specific problems, demandsand aspirations of different communities of people also getsufficient and appropriate expression through the processesassociated with electing our representatives.

    Fortunately enough we Indians have consistentlydemonstrated our deep interest, enviable commitment andunderstandable reverence to most of the processes ofdemocratic functioning of government, howsoeverinconsistencies we might have found with the actualfunctionaries. The statistical evidence of low percentage ofvoting might be presented to counter this argument but the

    fact of the matter is that as Indians we love democracy. Welove our rights. We love our democratic institutions and yes,of course, most of the time, we respect them. We want ourdemocracy to flourish. We want our governments to perform.We want our leaders to be sincere, committed, honest anddedicated to the cause of the nation. We give high regard toour constitution. We give profuse respect to any individualwho appears to be fighting for the cause of the people in anyformat or any manner. We feel deeply disturbed by the ills ofour politics. We pray for clean leadership. We usually tend toagree with most of the policy initiatives (of course, there aresome teething problems in some cases which gradually giveway to the majority view). We discuss political issues with

    great passion and avoidable emotion. We have tremendousadulation for some of our political formations. We have strong

    Proposals are invited by interested members for ResearchCommittees of IPSA. The Research Committee (RC) shall beformed out of the members of IPSA only. The proposal mustcontain: (i) broad theme of the RC; (ii) names of the Chair, Co-Chair, Convener, and members (not less than ten) of the RC; (iii)sub-themes of the RC; (iv) statement of the areas of research ofRC; (v) a brief CV of the Chair, Co-Chair and Convener (not morethan 100 words each) with coloured passport size photographsand membership numbers and full contact details of everyone inthe RC; (vi) explanation of possibilities of academic expansion ofthe RC; and (vii) elaboration of the intellectual contribution of theRC to the discipline of Political Science. The conveners makingproposals should try to make the RC more representative andnational in character and profile. The decision on the inclusion of

    We invite you to share your research on innovative answers to thequestions of citizens, their political, associative and socio-economicrepresentatives and the policy makers who are working constantlyto improve the quality of governance.

    Challenges of Contemporary GovernancePolitical scientists are often seen not merely as analysts of politicalmatters, but as something akin to engineers sculpting the organisationof power. Globalisation has profoundly altered the work of politicalscientists, intensifying communication and exchange on issuespertaining to the way in which communities, societies, nations and the

    world itself are governed. The ambition of this international politicalscience congress, to be held in Montreal, is to reflect uponcontemporary evolutions in governance in the face of numerouschallenges:• Political, economic and social systems have become increasinglyfragmented, rendering global strategic initiatives ever more complex• The variety of values, attitudes and behaviours exhibited byindividuals and groups makes for a greater and more diverse demandfor inclusion and participation• As the structures through which these interests are representedcontinue to expand, systems of governance become increasinglycomplex, more difficult to interpret and understand and lessresponsive to the uninitiated citizen• There is a growing risk that the democratic quality of our political

    systems will deteriorate as a result of the rising influence and decision-making capacity of technical-administrative and technocratic experts• For a given sector or type of organisation, comparative analysis andan experimental methodological approach should help betterevaluate the performance of different forms of governance• It may also be fruitful to focus on the various competitive strategiesand means by which models of governance are promoted, or evenimposed (in the name of ‘good governance’ demanded byinternational institutions, for example) Faced with these challenges,the multi-faceted phenomenon of governance requires a global,comprehensive and multi-tiered approach: from the local associationor political party up to the international community, via regionalintegration or the national regulation of an economic sector. Adoptingan approach to political science which is resolutely open to theopportunities offered by interdisciplinary collaborations, we must also

    support the circulation of theoretical frameworks and empiricalapproaches which are applicable in the northern and southernhemispheres, to the most developed nations and the panoply ofemerging and developing countries. The main focus of this congresswill be to generate the greatest possible number of concrete,innovative answers to the questions of citizens, their political,associative and socio-economic representatives and the policymakers who are working constantly to improve the quality ofgovernance.

    IPSA CONFERENCE

     ANNOUNCEMENTS

    IPSA National awards for 2012 and 2013 were

    announced and given away during the 55th IPSA All India

     Annual Conference held at Hyderabad on 28-30

    December, 2013. The detailed profiles of the awardees are

    available on IPSA website www.ijps.net . Chief Guest of the

    conference Hon'ble Justice L. Narsimha Reddy presented

    the awards and the announcement was made by the IPSA

    President Professor R Thandavan. Professor V S Ram

    Memorial IPSA National Senior Political Scientist Award for

    2012 was given to Professor Noor Jahan Bawa and for2013 to Professor C P Barthwal. Professor M S Chaturvedi

    Memorial IPSA National Young Political Scientist Award for

    2012 was presented to Dr(Mrs) Anupam Sharma and for

    2013 to Dr. Nani Bath. Shri Nihal Singh Yadav Memorial

    IPSA National Award for Special Contribution to the Study

    of Ancient Indian Politics 2012 was given to Professor

    Kaushal Kishore Mishra. For the year 2013 this award

    could not be given because the jury did not find any of the

    nominations suitable. On behalf of the IPSA fraternity, we

    congratulate all the IPSA National Awardees.

    Best Research Paper Award

    IPSA announces that the Best Research Paper Award shall

    be given during the next IPSA All India Annual Conference.

    The award shall be given only to research scholars. For the

    purpose of nomination in this category, the application

    should contain:-

    1. An application of intention indicating the Life

    Membership number.

    2. A full research paper in prescribed format.

    3. A certificate by the institutions/ supervisor indicating

    the name, level and address of the research scholar.

    The decision of the jury shall be final. The award shall

    be given only to the life members of the association. The

    applicant should necessarily register him/herself before

    applying for the award. Application to this effect should

    reach the General Secretary and Treasurer, IPSA at least 20

    days before the commencement of the conference.

    Rules:-A. The award shall be given to Indian scholars who, by way oftheir academic excellence, intellectual pursuits, scholarly

    publications, selfless service and overall activities, haveenriched the discipline, encouraged further research,promoted studies of different dimensions, published inspecific and specialized field and contributed to the disciplinein a substantially significant manner.

    The 55th All India Annual Conference of the Indian PoliticalScience Association (IPSA) was held in Hyderabad, AndhraPradesh from 28-30th December, 2013. The inaugural sessionof the Conference was graced by Hon'ble Justice L. NarsimhaReddy as the Chief Guest with Ambassador A.N. Ram as theGuest of Honour of the function. The distinguished guests anddelegates were welcomed by the Local Organizing Secretary,Dr. M. Venkata Narayan Reddy. Thereafter, the Keynote

     Address was delivered by Professor R.V.R. ChandrashekharRao, Former Vice Chancellor, Andhra Pradesh OpenUniversity, which was subsequently followed by ViceChancellor, University of Madras, Chennai, Professor R.Thandavan's Presidential Address. Professor Sanjeev Kr.Sharma, General Secretary and Treasurer IPSA, read the

     Annual Report of the Association to the assembly. The starfeature of the occasion was the giving away of awards topolitical scientists with extraordinary calibre and career. Thesession got concluded as Dr. J.L.N. Rao, Department ofPolitical Science, Osmania University, Hyderabad expressedhis vote of thanks towards the whole assemblage. In theafternoon a Plenary Session was conducted under the

    chairmanship of Professor M. Mutthaiah, Head, Departmentof Political Science, Osmania University, Hyderabad.Professor Madhurendra Kumar, Department of PoliticalScience, Kumaon University, Nainital, Uttarakhand andProfessor A.V. Satish Chandra, Osmania University,Hyderabad were the Keynote Speakers of the session. Theday's proceedings got summed up with the Madhukar ShyamChaturvedi Memorial Lecture delivered by Professor K.K.Mishra, Head, Department of Political Science, BanarasHindu University, Varanasi, Uttar Pradesh as the session waschaired by Professor Sushma Yadav, Pro-Vice Chancellor,IGNOU, New Delhi. Both the afternoon sessions witnessed alaudable gathering. On the second day of the conference

    seventeen parallel brainstorming sessions were conducted inwhich paper presentations, discussions and deliberations

    were carried out by participants under seventeen panels,namely-State of the Studies in Political Science; PoliticalThought and Theory in India: Lessons from the Past; TheFuture of State in Globalized World; Discourses on Gender;Politics of Democratic Decentralization in India; Politics ofViolent and Non-Violent Movements; Politics of DemocraticGovernance in India; Politics of Non-State Activism; NewWorld Order and India; Contours of Modern PoliticalEconomy; Political Systems and Democracy; Issues in

Gopal Reddy,Department of Political Science, Osmania University,Hyderabad. More than twenty members of the Associationraised various comprehensive issues which were dulyresponded by the General Secretary, Professor Sanjeev Kr.Sharma. Finally, the meeting came to end with the declarationof the results of the election held for the offices of IPSA by the

    Returning Officer, Professor K.K. Mishra. The ValedictorySession of the Conference was presided over by ProfessorTirupati Rao, Former Vice Chancellor, Osmania University,Hyderabad, and the valedictory address was presented byProfessor R. S. Yadav (Head), Department of Political Science,Kurukshetra, Haryana. The chief guest of the session wasProfessor K. Madhusudan Reddy, Former President IPSA andvote of thanks to all present in the House was registered byProfessor G. Gopal Reddy. The Conference was organized inHyderabad on a very short notice due to certain inevitablereasons and was a commendable effort on the part of theorganisers in shouldering the responsibility despite a fewshortcomings due to eleventh hour arrangements that they

    had to make, which was well reflected in the seven hundredplus participatory strength of the Conference.
