Reconstruction of approach roadways as necessary to connect existing roadways to the new bridges;

The Department owns all Right-of-Way needed for the Project. Fee Acquisition and/or Temporary Easements have been

Acquisition maps are provided in Part 7 – Engineering Data No additional Right-of-Way acquisitions or temporary
easements are anticipated to be required for this Project

Alternating one-lane, two way traffic may be utilized at all Project sites except BIN 1041150 (Route 213 over Rondout Creek)
The maximum length of any off-site detour, as measured from one approach end to the bridge along the detour route to the other approach end of the bridge, shall be 20 miles
In lieu of an approved ATC, any off-site detour shall be routed over state highways only.
If an otherwise acceptable ATC proposes an off-site detour over roadways other than state highways, the Department will most likely issue a conditional approval requiring documentation of a commitment from the agency or agencies with jurisdiction to allow the use of their roads for the detour. Such documentation shall be provided no later than July 1, 2015
No off-site detours or lane reductions shall be permitted at any Project site between November 15 and March 1, except at BIN 1041150 where the restricted dates are July 1 – January 2.

documented; Coordinating with utility owners for utility relocations; Providing stakeout and final layout of utility relocations; Protecting existing utilities; Cost to repair damages to utilities caused by Design-
Builder; Informing the Department of all
meetings/correspondence with utility owners.

Rondout Creek Verizon The Design-Builder shall install nine (9) replacement conduits
on the new structure, including all hangars, rollers and other appurtenances.
It is currently anticipated that Verizon shall supply the Design-Builder with the conduits, rollers and all other appurtenances necessary for installation of the conduits
Ulster County Install 16” diameter steel abutment sleeves and roadway
sleeves to accommodate the future installation of an 8” water main across the bridge and diagonally across Route 213 west of the structure
Sleeves, including end caps, will be provided to the Design-Builder by Ulster County

Regions 8 Bundled Bridges (Ulster County)Design-Build Project (PIN 8BOW.0B; D900031) Utility Coordination – Existing Utilities – Relocations by DBBIN 1027090 – Town of Wawarsing, Route 55 over Rondout Creek Town of Wawarsing – (Water) Design-Builder shall be responsible for:
Installation of a 12” diameter water main along the east side of the bridge, including replacement of any hydrants or valves impacted by the project;
Removal of the existing 12” diameter waster main; Any necessary temporary relocation(s) of the water main
to maintain service during construction; and Obtaining all necessary approvals from the Department of
Health The Town of Wawarsing shall requires two (2) weeks to review
the planning, design and construction documents

Three Way Coordination – Design-Builder, Utility Company & State Coordination meeting will be held between the Department,
all short-list firms, and the utility companies shortly after issuance of Final RFP.
DB Responsibilities The Design-Builder is expected to coordinate with any and all
affected utility owners and the Department to negotiate and execute 3-party Final Utility Work Agreements. The Design-Builder is responsible for participating in the negotiations & coordinating the work schedules.
Status of Preliminary Utility Work Agreements Signed Preliminary Utility Work Agreements are anticipated to
be included in the Final RFP

Alternate Technical Concepts (ATCs) are proposals from the Proposer to design and construct the Project in a manner that is different than the Contract Requirements and which: are submitted to the Department for review,
consideration and approval prior to Proposal submittal;
have significant savings in time, and/or reduction of traffic impacts, and/or community disruption, and/or project costs, and/or environmental impacts, and/or other beneficial impacts to Project parameters;
in the Department’s judgment offers an equal or superior Project.

Proposers may submit, on a confidential basis, any number of ATCs, using Form ATC, for the Department’s approval;
The proposed end product of each alternative must, in the Department’s judgment, be equal to or better than the Work product described in the Contract Documents;
Department may provide ‘Conditional Approval’ of an ATC;
The Design-Builder is solely responsible for obtaining approvals from any local municipality, public agency or permit issuing agency for ATC concepts which would affect their facilities, operations or issued permit.
