Our first Board of Directors meeting for the 2015-2016 season is in the books, and we are already preparing for the next snowmobile season. The first meeting in May is an enjoyable

meeting. We get the chance to meet our Super Raffle grand prize winners and deliver their new snowmo-biles to them. The smiles on their faces are priceless when we get to hand the keys and ownership to them. I cannot thank the manufacturers and the dealers enough for the donation of these wonderful snowmobiles. These snowmobiles have traveled across the State the last several months to many events. One of the snowmobiles was on display in the State Capital in Albany. This was a record year for Super Raffle ticket sales, with over 26,000 tickets sold. My thanks to the Onondaga County Snowmobile Association for their sponsorship and my thanks to the great job all the clubs did in selling these tickets. Many clubs are using the Super Raffle tickets as a major vehicle for fund raising to augment operating revenue. The Super Raffle is composed of 50 different prizes. If you would like to donate a prize for the 2016 Super Raffle, please con-tact our general manager Anne O’Dell as soon as you can and before September 1st. . We are already working on next year’s raffle so we can have tickets ready for the Big East Powersports show in October.

May Organizational Meeting

The May meeting is the first one after our Educational Forum and NYSSA Annual Meeting and involves the formation of the standing committees. Those committees have already started planning events and activi-ties that benefit our clubs through our association. Our Events and Promotion committee has put together a spreadsheet of the delegates concerns from the Forum. They take these suggestions seriously and they try accommodating what the attendees want at the Educational Forum. The majority of the comments were very complimentary on how hard the volunteers and staff work to make it a great event to experience. We also have started working on lowering the registration fee for the 2016 Forum in Lake Placid. We are look-ing at a sizable decrease for the delegates and finding new classes for our next Forum. The businesses in Lake Placid area are looking forward to our return next April. I understand this next Forum will be a little easier on club`s budgets, hotel rooms will range from $109 to $125 with breakfast if you book early. Many businesses and restaurants have committed to offering discounts for our group.

Take a Friend Snowmobiling

Our “Take A Friend snowmobiling” program was well received and we were able to introduce many people to snowmobiling this past season. The people that participated in the program were very enthused to be able to try out a snowmobile without having to make an investment first. We are going to offer this pro-gram again next season and we are looking for areas to expand this program to new locations. If you have an area that you feel would help bring more exposure to the sport, please let us know. We are looking to have 4 to 5 events this upcoming season and we would be glad to hold an event near you.

Volunteers are always needed

If you have a few hours to spare, your club could always use some help. Clubs like seeing new smiling faces at a meeting. Many clubs have activities during the non-riding season and could always use some help rais-ing money, selling tickets or doing the many hours of work it takes to get a new trail on the ground. The new folks you meet are certain to have some great stories to tell or some may have the same interests you have. Please take the time to get to know the club in your area. The kids will be leaving school soon for their summer vacations so please enjoy your summer and stay safe. Please check our Facebook page and website for any updated news on snowmobiling during the off season.

I hope that everyone had a great winter season. The grass is now getting green, growing and this weekend, I will have to

break down and mow it. That first mow is always when I start to think about next winter and where the snow will bring me. I was blessed by getting to ride a number of spots around New York that I had never before visited, and lamented that

I missed my annual ride to join up with NYSSA past Executive Director Jim Jennings to ride the Long Lake area.

Registrations were up! Fatalities were down!

This past year snowmobile registrations hit a four year high of 121,539. While the increase in registrations was encourag-

ing, news from State Parks was even more surprising. Fatalities went down this winter along with all reported accidents. While the long term trend has been for the accident and the fatality rate (accidents and fatalities per 1000 registered sleds)

to be decreasing, we usually see a blip in that trend when snow conditions are good. Not so this year.

It is hard to say what contributed to improving safety but I would like to think it is the result of efforts by all the clubs who

take care of the trail system to make it as safe as it can be for the rider. I am also hopeful that riders themselves are realiz-

ing they are not invincible and are taking a moment to “think” when they ride.

Is it post-season or pre-season?

May is the time to think about getting that sled and trailer ready for next year. A good time to check wheel bearings on the

trailer, do some greasing and ensure that all the lights are working. I don’t know about you, but I much prefer to fix a burnt out light or replace a worn wire on the trailer when it is 70 degrees out than when it is 7 below. Now is the time to

grease the suspension of the sled, to clean it up and go over it carefully looking for problems that are about to happen. Many snowmobilers take their sleds’ belts off in the summer, while many do not. My dealer recommends it, but I will admit

I haven’t done it. Personally, I drain my tank with a siphon, give it an overdose of fuel stabilizer and run it for a few min-

utes to get the fuel into the system. I also stuff my sled with dryer sheets to discourage rodents from taking up residence for the summer. I would be the first to admit I am no expert on sled storage but I know when get out there in the late

fall; new plugs, fuel and one turn of the key is all it takes for me to be back on the trail. “You Tube” is a great source of information on how to do many basic maintenance items. If you have your own tricks for summer storage, drop me an e-

mail and I will share them with our fellow members.

The BIG event: International Snowmobile Congress!

This June 10-13th, NYSSA and SLEDNY will be hosting the International Snowmobile Congress in Niagara Falls, NY. The ISC only comes to the East Coast once every three to five years and has not been in New York since the early 80’s. If you are

interested in attending and getting a national and international perspective on snowmobiling, full registrations are still avail-able and there are also one day registrations available. On Wed, June 10 there will be a number of breakout sessions cov-

ering many different topics including how to protect your organization from litigation, GPS’ing for trail management, and a panel on multi use trails from vision to managing uses. The Wed breakout sessions are open to the public without charge

but you will have to register if you want to attend the evenings festivities. Much more information is available at www.ISC2015.com.

2015-16 Memberships available

If you have already received your tax return and you are wondering what to do with that cash burning a hole in your

pocket, here is an idea: JOIN YOUR CLUB NOW! Most clubs are cash starved at this time of year. Most clubs have put all their resources into taking care of the trail during the season. Their 30% payment from the state grant will not show up

for a couple of months or more if the sponsor submits everything on time. If you are thinking that the state grant covers expenses here is a little statistic that will give you a reality check. For this past season, the State programed $4.025 million

in grants and as of May 6, 2015 the clubs reported spending $7.7 million on the 2014-15 season. The club reports included app. 84K hours of volunteer time and over ¾’s of a million dollars on building bridges. So please think of joining your club

now!

June is generally a slow month for most clubs in regards to their trail maintenance work. Most trails are all closed up with signs taken down and gates closed. Volunteers get to take a much-needed break for a few months. If possible, and they should be appreciated by everyone for all they do for this sport. Hopefully this “down time” will allow more NYS snowmobilers to have time to read this online magazine, as well as go back and read some of the past articles they might have missed. Volunteering

As always, I like to pass along my thoughts on volunteering. Clubs all across the State are in need of help. Whether it is to add to their current small number of active volunteers, or to give the longstanding vol-unteers a break, or to have more help at fundraisers (so as to NOT have to rely on those that do all of the work), …I hope a good percentage of you that read this AND have time to give will consider contacting a club in your area AND/OR where you ride the most to help out. Your help would certainly be accepted and appre-ciated. Thank you!

Trail Funding Issues

NYS DMV has reported that the snowmobile registration numbers for the 2014-15 season were up slightly this past year than the prior year. The increase won’t mean much, if anything, to the reimbursement money available for clubs from the NYS Parks’ Snowmobile Trail Fund Program for trail maintenance and groomer expenses. There still seems to be an issue with the lack of registering snowmobiles by some but still riding the trails illegally. NYSSA is looking into ways to help get more Law Enforcement patrols on the trails to catch those riders who are in a sense “stealing” the services that the rest of us pay for and enjoy… great trails.

Sticking to the trail funding discussion, it is worth noting that clubs all across the State received just a bit over $4 million dollars this past season in reimbursements. Those funding dollars all come from snow-mobile registration revenue that is paid in. Eye-opening is that the clubs entered over $7.7 million dollars into the Phase III “justification process” to Parks in order to receive their reimbursement funding. Those that enter the data associated with trail work, like labor hours, grooming hours, insurance payments, and other allowable expenditures only tied to trail maintenance work (except groomer bank payments, equipment pur-chases, and groomer repairs, which are NOT allowed to be entered or considered anymore), should know that they are supposed to enter ALL expenditures for every season. In doing so, NYS can gain a better and more accurate perspective on what it actually costs to maintain a mile of trail in NYS on average…but the fact is some do not enter all of their expenditures once they meet their maximum award. By not entering every-thing, a disproportionate representation of the real costs associated with maintaining the snowmobile trails is all that can be calculated. So, the $7.7 million in entered data is NOT an accurate reflection on what it actu-ally took clubs to maintain the snowmobile trails in NYS during the 2014-15 season. It is obviously much more than that.

Club Membership Numbers

Club membership numbers were also up slightly this past year. Some clubs actually increased their membership numbers significantly over the past year while a few were down significantly as well. Why that

happens is a good question. Many factors may come into play with this situation, possibly due to riders join-ing other clubs where they can “fit in better”, feel more welcome, or ride those trails more.

One way for riders to help out clubs outside of the areas that they live and/or ride the most is for members to join an additional club (or 2 or 3 or more) as a “secondary member”. Secondary memberships only cost a current primary member an additional $24.00/year, (for the most part - some clubs do charge more), as NYSSA/SLEDNY does not collect their fee for those secondary memberships.

As I pointed out above, funding deficiencies are issues that all clubs have to deal with. And those secondary member funds really help out clubs that are in less-populated areas with snowmobile trails but not much volunteer base. I highly suggest that members think about joining and supporting other clubs along with your “main club” so as to help out those clubs in need. They will really appreciate it!

Club Bulk Sign Order

NYSSA is once again offering their annual Bulk Sign Order program to NYSSA clubs and towns that maintain snowmobile trails this year, due on July 11th, 2015. The forms are available on the NYSSA website for those with login credentials, at: http://www.nysnowmobiler.com/trail-info/annual-bulk-sign-order . There are 2 forms again this year: one for the Allstate Emergency Locator Signs (available at no-charge again thanks to our Sponsor, ALLSTATE INSURANCE), and one for the snowmobile trail signs available this year through VOSS SIGNS, of Manlius. This new order sheet includes 2 different style signs… One is made of thicker plastic (longer lasting) and has the same full reflective sheeting that we see on our roadway signs while the thinner signs are those that most clubs have purchased for years now, with reflective beading. It is noted that those thicker signs stand out much more on trails when headlights hit them from a long distance away.

NOTE to club officials: the drop-dead deadline is July 11th, 2015. NO EXCEPTIONS! Get with your club officers to make sure they take advantage of this sign program and save money on any needed new signs included on the order form.

Adirondack Trails Conference

On Sat., May 9th, NYSSA hosted the 8th Annual NYSSA ADK Trails Conference in Long Lake. 38 club/Town attendees were able to learn more about why the ADK Park regulates snowmobile trail develop-ment and grooming duties as they do from the 6 State DEC reps, a DOT official, and an APA staffer.

Some of the ADK Unit Management Plans and/or Recreational Management Plans that DEC is respon-sible for managing that were announced as possibly being opened for public comments within this year are: Vanderwhacker; Lake George; Saranac Lakes; Wilcox Lake; Black River; Independence River; Fulton Chain; Grasse River; Tooley Pond; Oswegatchie; and the Remsen-Lake Placid Travel Corridor (among others). The DEC reps gave Powerpoint presentations that included pictures of bridges and other snowmobile trail projects that were completed this past year. In my view, this was another great opportunity to learn from and build the partnership that we need to have in place with our ADK Park regulatory agencies on snowmobile develop-ment and maintenance issues. I thank those that attended.

Adirondack Rail Trail proposal…

No official news as of right now. But what DID come out of the ADK Trails Conference was that the Remsen-Lake Placid Travel Corridor UMP amendment and preferred alternatives should be released by the end of this month. Public meetings will take place after that and the hopes are to have the Final UMP done

by the end of 2015. More info and what snowmobilers should do next will be sent out via email as soon as we hear anything on the UMP.

Trail Safety and Education

The NYSSA Safety Committee is looking deeper into developing an online snowmobile safety course that anyone can take on their own computer. While NYSSA feels that youth would need to still attend a shorter “hands-on” safety course in addition to the online component in order to meet the requirements of NYS Parks law, this online course could also be used by those new to the sport, those riders wishing to be-come more educated on safety (as a refresher course) and for judges wishing to sentence snowmobile scoff-laws to participate, in addition to monetary fines. It is a fact that more people could use better education when it comes to snowmobile trail etiquette and safety messages. Legislative changes would need to be un-dertaken in Parks law to allow the current 10-hour safety course to be shortened to 8, with the online portion to precede the hands on portion for youth riders.

S.T.E.P. Training

Our Safe Trails Education Program (STEP) classes will again be held around the state this fall for those looking to become more familiar with why signs are placed as they are and what rules are in place from Parks on signing snowmobile trails. These training classes also have a component included to train Safe Trails Advisers (STAs) who are then assigned trails to “inspect” and work with clubs directly to insure trail hazards are safely signed. STAs who attended classes prior to 2014-15 will need to attend again, as this past year new procedures to deal with inconsistent signage were put into place that these advisers need to be aware of. If those that attended training in the past who are interested in continuing to help with the STEP program going forward, please contact me about your desire to attend training again this year. And STAs that attended a training class this past year are all set to go.

I am looking to schedule classes for this late summer/early fall and would like some suggestions as to when & where to hold them. I would suggest that county associations and/or federations could consolidate with neighboring counties so instructors have full classes to teach. Look for the list of classes on the NYSSA website member menu pages late this summer.

If any of the past year’s STEP class instructors plan to work with their neighboring County clubs again, please let me know asap. Thank you!

The New York State Snowmobile Association is working to keep its members better informed of the issues that NYSSA faces on a daily basis. Hot off the presses here is a re-cap of what hap-pened at the May 2015 NYSSA Board of Directors meeting.

Director Elections:

Contracts:

The contract with Super Trax has been extended for two years to October 2017. NYSSA members will continue to receive 2 free issues a year.

The contract with Constant Contact was renewed for one year. Constant Contact is the email service that NYSSA uses to send out email blasts to all of its members. Klim assists NYSSA with the fees for this service.

Insurance Updates:

There is a new RFP for the General Liability Trail Insurance policy. Been following the model that was developed a few years ago. If there are any thoughts on changes, please let Dom know.

OPRHP Updates:

NYSSA had the quarterly meeting with Parks – everyone was very pleased with how well the meetings have gone. NYSSA is very positive about the new improved relationship.

2014-2015 Phase III Updates:

There have been some problems with duplicate labor hours showing up in the phase III. Clubs are not doing it on purpose, is new feature that automatically records the labor hours every time an entry is made in the Equipment Portal. Sponsor and parks will have to review and reject any lines that are caught.

Phase I, II & III are now online. It is a 70 page document.

**By May 31st - All entries into ATGP need to be put in within 60 days**

Phase III – Page 49 – Equipment Summary Sheet. This form MUST BE updated yearly. Parks has found in-stances of snowmobiles and UTV’s being listed as Class A groomers. Any equipment not properly listed, will not be approved. Clubs will need to remove sold or retired equipment.

At this time Parks will be the only one who can add equipment to club equipment lists. Clubs need to con-tact Bennett to notify him of new equipment so he can add it to the ATGP.

GPS requirements are set for the 2015-2016 season. New requirements are subject to being implemented in 2017 season.

Approved Groomer Rates – $125/hour – Class A

$85/hour - Class B

$35/hour - Class C.

Parks will review the idea of putting in 4th class.

All Phase I reroutes and new trails require SEQR process. Clubs and sponsors are encouraged to complete the SEQR process to make trail approvals faster. This portion of the grant application has been found to holds up payments.

County Associations Changes. Access for county association TME’s will be changed so that county associa-tions have to approve their submissions. This will only affect Herkimer, Lewis, Oneida and Madison County Associations.

**Usernames will change for all of the clubs included in those counties*

Clubs are spending $7 Million a year on trails.

It is very important to have clubs keep putting in expenses even after they meet their grant. NYSSA needs to establish how

much the system costs to run so that we can better represent our member clubs.

FINAL Registration numbers: 121,539 = over $5 Million into trail fund (almost 5% increase).

FINAL fine and penalties into fund = $22,898.00

Accidents are down = about 200 accidents for the season.

10 Fatalities…There were 12 last year. The 2014-2015 season was longer and had better snow.

Trainings for the Automated Trail Grant Program (ATGP) have not been set this year. Classes may start be held to include a 3 county area with limits on number of people who can attend.

Parks will work with the NYSSA Safety and Education Committee to update the Trail Signing Book.

ISC 2015:

Wednesday, June 8th at the ISC 2015 held at the Niagara Falls Convention Center, there will be free breakout ses-sions for riders. Clubs encouraged and more than welcome to attend on Wednesday at no charge. There will be a cocktail reception later in the evening at a cost of $30/person.

NYSSA is working on a 1-day registration for New York Club members with a cost expected to be $100 each/day to cover the cost of meals.

Membership System Updates:

There has been some progress updating the system. Duplicate memberships are being combined for people who have more than one number. The system will be switched over to new fee schedule on May 15th. Club administrators will have to go in and adjust the fee if it is more than $30 currently. CA’s please go into the system on May 16, 2015 to

check to see if the fee info is correct. There will be a place to adjust the secondary membership as well. Trail defender donations are listed at $20. Clubs who are registered as a 501(c)3 non-profit organizations and have their membership dues stipulated in their bylaws will need to change their bylaws to note the increase and forward the updated bylaws to the NYS Charity Bureau. Amended bylaws need to be filed to the Charities bureau through Char 410-a. (Note: The Charities Bureau has a specific form to file (CHAR 410-a) when you make changes in a document that was previously submitted to the Charities Bureau in the original registration statement (CHAR 410). Only the amended document is submitted via the CHAR 410-a, not all the documents all over again).

Best Management Practices for Clubs:

Dom has been working with new leadership of one of the Adirondack clubs to assist them in understanding what a club is required to do. As a result, educational sessions will be developed to better educate the clubs on best management practices. Dom wondered how many clubs are out there where only the club treasurer can sign the checks. More than one signer on the account should be a practice of every club. Included in the educational class will be information about who reviews the bills and bank statements.

Bulk Sign Order:

Sign orders are due to Jim Rolf by July 11th. Clubs who are sales tax exempt will have to submit an ST-119.1 form. Checks have to be sent in with the orders.

Super Raffle Prizes Sought:

We are looking for prizes to include in next year’s Super Raffle. Clubs are asked to secure one prize for the raffle. Please contact Anne O’Dell at: [email protected]

Online Snowmobile Safety Course:

Parks will draft a proposal to integrate online with in person classes. The Governor’s office is pushing to automate the process. The clubs are advocating for more on hands classes and interaction with kids and new riders. NYSSA supports a 2-part class with ½ online and ½ in-person but does not support a snowmobile safety class 100% online.

Forum 2015:

138 surveys completed by Annual meeting Delegates were returned. The Events & Promotions Committee will work to address complaints about classes being held at the same time. They will look at the idea of possibly putting more classes on Friday and removing some sessions.

Clubs/NYSSA Relations Session:

At the Forum NYSSA held a session to discuss with clubs what they think we should be working on. It was a very infor-mative session and the clubs asked us to look into issues as follows:

Groomer Group Bidding Process (similar to the state bid process to lower the cost of purchasing these specialized machines).

Insurance Group Rates

Summary Report information -the clubs asked that this report be forwarded to all clubs. Clubs would like NYSSA to utilize the All Clubs email distribution list more so that they receive important information faster. Some clubs with no director are not getting important information.

NYSSA Meeting Minutes – Clubs also asked that the minutes from the meetings be emailed out to the All Clubs distri-bution list.

Trail system cost analysis and report. This would allow them to compare themselves to other clubs and find better cost savings and operation practices.

Registration Increase. There were some clubs who were in favor of a registration increase.

County Sponsor distribution of trail fund money needs to improve. Clubs asked for a review of the timing of pay-ments and the basis of high snow classifications.

Adirondack Park and restriction in the park. Clubs are interested in gaining more information concerning the issues for snowmobiling within the Adirondack Park.

Youth involvement. Clubs want to see education on how to get the younger generations involved in the organiza-tion of the sport and trails.

Local personnel changes that are affecting trails. (A newly elected Town Supervisor shut down trails and clubs asked more advocacy efforts from NYSSA to help combat these issues).

Standardized volunteer participation in snow storm emergency efforts as seen in Buffalo last November.

Forum 2016:

April 29, 30 & May 1, 2016 in Lake Placid, New York.

The 1932 Ice Arena will be used for Vendor displays, The Vintage Sled Show and Groomers displays. Clubs have asked for more vendors in the display area.

Clubs are asked to please speak to possible vendors to attend. Finding vendors is difficult and help is needed in se-curing more for the event.

A note from new Director Glenn Hayton, Schoharie County Snowmobiling over?---hard to believe! What a great riding season. So many clubs do things above and beyond.

One of these clubs is the Summit Sno Riders from Schoharie County. They held a poker run which raised $7,500 and donated it to the local hospice! What a positive note for snowmobilers helping local communities.

Sharon Pathfinders opened a student trail to the Cobleskill/Richmonville High School. Students on per-mit system can sled to school! This is a great way to get younger riders involved.

On another note, Schoharie County Sheriff's Department had to chase down a couple of snowmobilers who were on unregistered sleds. Add that money to the trail fund!

So I will try to keep it brief, till next time.
