Summary: This item requests approval of two new associate degree program to be
offered at two community colleges.

NEW UNITS OF INSTRUCTION AT PUBLIC COMMUNITY COLLEGES
By statute, the Illinois Board of Higher Education (IBHE) is responsible for approving new
associate degree programs proposed by public community colleges. The Board’s approval criteria,
defined in administrative rules, address relevance to college mission, academic control, faculty and
staff, support services, financial resources, student demand, employer demand, curriculum, and
congruence with IBHE policies and priorities. Before a recommendation for approval of an
associate degree program is submitted to the IBHE for approval, staff of the IBHE and the Illinois
Community College Board review the proposal. Once agreement is reached on a proposal having
met the approval criteria, a recommendation for approval is presented to each board.
Executive Summary
Malcolm X College
Associate in Applied Science in Health Information Technology
Malcolm X College is seeking approval to offer a 68 credit hour Associate in Applied
Science in Health Information Technology. This program is designed to prepare students for a
variety of entry-level positions including health information technicians within the healthcare
industry. Graduates of the program will be prepared for optional certification as a Registered
Health Information Technician through the American Health Information Management Association
(AHIMA). Students who have completed the related certificate programs in Medical Billing and
Coding through Malcolm X College will also have had the opportunity to be credentialed as a
Certified Professional Biller through the American Academy of Professional Coders, and as a
Certified Coding Associate through AHIMA. There are policies in place to ensure faculty members
possess the training, credentials, and qualifications to provide instruction in the proposed program.
The College has sufficient library, technology, staff, and financial resources in place to support the
proposed program.

Oakton Community College
Associate in Applied Science in Supply Chain Automation
Oakton Community College is seeking approval to offer a 60 credit hour Associate in
Applied Science in Supply Chain Automation. This is an industry certification program designed
to develop the skills and knowledge workers need to enter into the growing field of supply chain
logistics, advanced manufacturing, transportation, and warehousing. Students will demonstrate
skills in overall automated processes and procedures used in warehousing, productions, inventory
control, and distribution. The program was developed according to Manufacturing Skill Standards
Council standards and will prepare individuals for several industry-recognized credentials

including Certified Logistics Technician and Certified Technician-Supply Chain Automation.
There are policies in place to ensure faculty members possess the training, credentials, and
qualifications to provide instruction in the proposed program. The College has sufficient library,
technology, staff, and financial resources in place to support the proposed program.

Proposed Program Title: Associate in Applied Science (AAS) in Health Information Technology
(HIT) (68 credit hours)
Program Purpose
The AAS program will prepare students for a variety of entry-level positions including
health information technicians within the healthcare industry.
Catalog Description
This 68 credit hour curriculum will prepare students for a variety of entry-level positions
including health information technicians within the healthcare industry. Program graduates will
possess the knowledge and skills necessary to collect and analyze healthcare related data and
successfully manage and support healthcare decision making. The College has created a stackable
credential path which will allow students to apply all credit earned in the Medical Billing and
Medical Coding certificates towards the AAS in Health Information Technology.
Curricular Information
The curriculum consists of 16 credit hours of general education and 52 credit hours career
and technical coursework. The career and technical component includes instruction in medical
terminology for HIT professionals, foundations of health information technology, medical billing,
basic and advanced levels of ICD-10-CM/PCS Coding, basic and advanced levels of CPT Coding,
pharmacology for HIT professionals, fundamentals of medical science, reimbursement
methodologies, health statistics and registries, quality and performance improvement, introduction
to microcomputer, database management, supervisory and legal aspects, and a required work-based
learning/professional practical experience. Assessment of student learning will be achieved
through an evaluation of student portfolios by program faculty and by a work-site supervisor during
the professional practical experience. Graduates of the program will be prepared for an optional
certification as a Registered Health Information Technician (RHIT) through the American Health
Information Management Association (AHIMA). Students who have completed the related
certificate programs in Medical Billing and Coding through Malcolm X College will also have the
opportunity to be credentialed as a Certified Professional Biller (CPB) through the American
Academy of Professional Coders and as a Certified Coding Associate (CCA) through AHIMA.
Justification for Credit Hours Required for the Degree
The curriculum consists of content outlined by the Commission on Accreditation for Health
Informatics and Information Management Education (CAHIIM) standards that will prepare
students for industry credentialing and entry-level employment. Accreditation standards require
an additional eight credit hours of work-based learning incorporated into the curriculum.
Accrediting Information
The program was developed according to Commission on Accreditation for Health
Informatics and Information Management Education standards. The College plans to begin the

accreditation process for the new program six months prior to the graduation of the first cohort of
students.
Supporting Labor Market Data (including employer partners)
Labor market information provided by the College is supportive of the interest in and need
for this program. According to the Illinois Department of Employment Security (IDES),
employment of health information technicians is expected to increase by 11.8 percent statewide
through 2022. Furthermore, the proposed program will be replacing an existing program being
phased out by the College. The College currently offers related certificate programs in Medical
Billing, Medical Coding, and Medical Assisting. The proposed degree will provide educational
ladder opportunities for those students and graduates.

Financial / Budgetary Information
One new full-time and three new part-time faculty will be required to implement the
program. Program accreditation requires qualified faculty must hold at least a Bachelor’s degree
in Health Information Technology or Management, hold a current AHIMA credential as a
Registered Health Information Technician or Administrator, and have at least 1-3 years related
occupational experience and at least 1-2 year teaching experience. Adequate facilities and
equipment are in place to support the program. The program will be fiscally supported through
student tuition and fees.

Proposed Program Title: Associate in Applied Science (AAS) in Supply Chain Automation (60
credit hours)
Program Purpose
The AAS program will prepare individuals to obtain entry-level employment as technicians
involved in the operation, installation, maintenance, and repair of equipment that supports the
supply chain within Transportation, Distribution, and Logistics and the Manufacturing industry
sectors.
Catalog Description
This 60 credit hour curriculum designed to develop the skills and knowledge necessary to
for graduates to enter the growing field of supply chain logistics, advanced manufacturing,
transportation and warehousing. Students will demonstrate skills in overall automated processes
and procedures used in warehousing, productions, inventory control, and distribution.
Curricular Information
The degree program requires 16-19 credit hours of general education coursework and 41-
44 credit hours of career and technical coursework. The general education component includes
coursework required by the College for completion of a two-year degree including, English
composition, technical writing, applied math, applied physics, and global studies. The career and
technical component includes instruction in introductory electronics, electronics survey,
fundamentals of microprocessors, elements of machine design, print reading and shop theory,
introductory welding, automated storage and distribution, programmable controllers, hydraulics,
pneumatics and controls, and a choice of technical electives from computer hardware technology,
electronics, geographic information technology, and manufacturing. The program was developed
to align with Manufacturing Skill Standards Council (MSSC) standards and will prepare
individuals for several industry-recognized credentials including Certified Logistics Technician
(CLT) and Certified Technician-Supply Chain Automation (CTSCA).
Justification for Credit Hours Required for the Degree
This associate degree is 60 hours in length.
Accrediting Information
Specialized accreditation is not required for this program.
Supporting Labor Market Data (including employer partners)
Labor market information provided by the College supports the interest in and the need for
a program in this field of study. According to the Illinois Department of Employment Security
(IDES), employment for logisticians is expected increase by 24 percent, employment of cargo and
freight agents by 15.6 percent, and employment of all transportation and material moving

occupations by 11.5 percent statewide through 2022. Information provided by the College ranks
Illinois as one of Top 10 States with the highest supply chain-related employment. According to
the US Department of Labor, supply chain employment in the United States is expected to grow by
9.1 percent creating about 1 million new jobs across occupational categories in the next ten years.
The program will also serve as an educational ladder opportunity for students in related programs
at the College, including their TDL Certificate, Supply Chain Certificate, and Mechatronics
Certificate. Local employers support the need for degreed individuals indicating hiring preferences
and advancement opportunities into supervisory positions.

program. The program will utilize all existing facilities. The College holds an agreement with
Evanston High School for use of their welding lab. New equipment was funded through a related
grant program. The program will be fiscally supported through student tuition and fees.
