GENERAL TERMS AND CONDITIONS
INSTRUCTION TO BIDDERS
The intention of these specifications is to specify the basic requirements for
manufacturing a custom fire apparatus (referred to herein as the apparatus) to
withstand the continuous use encountered in the emergency firefighting service.
It is the intent of Westmere Fire District (hereinafter, Purchaser)to award the
bid to the lowest responsible bidder meeting these specifications. Factors to be
considered by the Purchaser shall include but not limited to: certified parts
availability, training, service capability and cost, total life expectancy, safety
ratings and product reviews and overall reliability and cost Purchaser may decide
not to accept any bid.
Questions regarding these specifications shall be submitted in writing to a
designated representative of the purchaser, written communications maybe in
letter or e-mail. All responses will be in writing by either letter or e-mail. It is not
the purpose of these specifications to eliminate any qualified bidder.
PRE-BID MEETING
There will be a mandatory pre-bid meeting on Wednesday November 13, 2013 at
6:00 PM. The meeting will be held at the Westmere Fire Station, 1741 Western
Avenue, Albany, New York 12203.
SUBMISSION OF BIDS
BID OPENING WILL BE DECEMBER 1, 2013 AT 6:00PM AT THE OFFICES OF THE
WESTMERE FIRE DISTRICT, 1741 WESTERN AVENUE ALBANY, NEW YORK 12203
Only bids submitted on the forms shall be considered. Bids shall be enclosed in a
sealed envelope plainly marked BID ON NEW MID-MOUNT AERIAL PLATFORM
bearing the time and date of the bid opening.
Bidders SHALL submit six (6) copies of their bids including six (6) complete set of
drawings. In addition to these specifications, each bidder SHALL submit a

complete and accurate description of their own product, including without
limitation, size, dimension, type, model, material grade and material thickness of
their fire apparatus in the form of a detailed bid proposal. Bids will be judged on
completeness and accuracy in response to these specifications. Any bid proposal
not complying with these basic minimum specifications may be judged non-
compliant and may be rejected.
Returning these specifications without a list of clarifications, exceptions and price
may be considered non-responsive, incomplete and may be rejected. All bid
proposals must be bid in the same sequence as these specifications for ease of
comparison. Any bid proposal not in sequence may be disregarded and rejected.
Failure to comply with all the conditions mentioned under Instruction to
Bidder or the failure to conform to these specifications will be reasonable
cause for rejection of the bid. Any bid not in accordance with these instructions
or not in the form prescribed, or containing bids not asked for, or not containing
all statements contained on the said bid form may be rejected.
All bid forms SHALL be signed by an appropriate officer of the manufacturer of
the apparatus being bid. Bids signed by a sales representative SHALL be declared
informal and may be rejected. Each bid SHALL indicate the full business name and
address of the bidder. Bids by partnerships SHALL furnish the full name of all
partners and SHALL be signed by the Managing Partner(s). Bids by corporations
SHALL be followed by the name of the State of Incorporation, and by the
signature and designation of the President, Vice President or Secretary of the
Company so long as same has the authority to bind the company. The name of
each person SHALL also be typed below the signature. All legal entities submitting
bids SHALL have said bid executed by an individual with legal authority to do so.
REGULATIONS
The apparatus SHALL comply with all Federal, State and Local requirements
pertaining to vehicles used as emergency vehicles at the date required for
submittal of the bid proposal unless changed by these specifications.

The delivered apparatus shall have a certified GVWR weight sticker applied to the
vehicle upon delivery to assure the apparatus meets all requirements pertaining
to the weight carrying capacity of the vehicle.
BIDDER QUALIFICATIONS
Bidders SHALL have in operation a parts and service facility adequate for actively
engaging in performance of services specified herein.
Bidders SHALL have previous performance under municipal contract or contracts
of sufficient and comparable size with other customers.
Bidders SHALL submit with their bid a list of a minimum of 50 vehicles similar to
this bid that they have previously manufactured. The complete list of 50 SHALLinclude the current names, addresses and telephone numbers of the purchasers.
Upon request by Purchaser and assuming same is not deemed confidential
information.
Bidders SHALL employ qualified personnel to render prompt, efficient and quality
service. A certified and notarized statement of financial condition, audited
financial statements and/or current Dunn and Bradstreet rating may be required
prior to contract signing.
Bidders SHALL have been in operations for a minimum of twenty (20) years in the
manufacturing and/or remanufacture of fire apparatus.
An inspection of bidders manufacturing facility and local repair facility may be
required prior to the award of the bid, at which time additional information could
be requested to verify the bidders responsibility.
The Bidder SHALL identify the location of the manufacturing and repair facilities.
INSURANCE
Bidders SHALL furnish with the bid a certificate of insurance for general liability in
the amount of $1,000,000 combined with each occurrence with $24,000,000
excess liability, $25,000,000 aggregate. Insurance policies SHALL be maintained

for the life of the contract and shall provide a five (5) business days written
notice before cancellation.
Life of contract shall be from the date of acceptance by the purchaser and bidder
and SHALL end with the delivery, acceptance by the purchaser and all correctionsmade by the manufacturer of defects or deficiencies found within one (1) month of
delivery.
EXCEPTIONS, VARIATIONS OR CLARIFICATIONS
All bidders SHALL place an X in the appropriate space provided after each
section of the specifications, indicating compliance or non-compliance with the
section of the specifications.
Exceptions: A bidder SHALL inset a number next to that section which relates to
the exception.
Any exception SHALL be clearly defined with details as to the proposed alternative
referencing the manufacturing and model number where appropriate. A general
exception cannot be taken for any paragraph. A detailed WRITTEN COMPARISON
SHALL BE included within the bid for any exception listed. Each exception shall be
considered by the degree of impact and total effect on the bid. Proposals taking
total exception to the bid specification SHALL not be consider by the Purchaser.
The Purchaser SHALL determine which (if any) exceptions are acceptable and this
determination is final.
The purchaser SHALL evaluate all bids received for all variations and exceptions to
these specifications, no matter how slight. If variations are found that are not
listed as an exception, it may be considered that the bid is non-compliant and
may be rejected.
Should the apparatus not comply with all requirements of this document, the
apparatus SHALL be rejected when delivered. All apparatus SHALL be inspected
for material, workmanship and compliance with specifications prior to
acceptance. All items found to be non-compliant SHALL be identified, and the
Purchaser reserves the right to accept or reject those specific items. The non-

compliant rejected items SHALL be replaced or reworked to meet the
requirements of this document at no additional cost to the purchaser.
GENERAL CONSTRUCTION
The apparatus SHALL be of the latest type and construction with due
consideration to symmetrical proportion, the distribution of weight and the
nature of the load to be carried, and general character of the service to which the
apparatus shall be subjected when placed in service. The apparatus and all major
components SHALL be manufactured in the United States of America. NO
EXCEPTIONS.
The importance of public safety associated with all firefighting vehicles requires
that this vehicle meet or exceed the specifications set forth herein. The minimum
level of quality and design detailed in these specifications are required to meet
the minimum of 25 year life expectancy of this apparatus.
To extend the expected service life of the vehicle, the body module(s) shall be
separate and removable from the chassis frame and be able to be reinstalled on a
new chassis. The sheet metal material and gauge throughout the specifications
are considered minimum. Since such materials are available to all manufacturers,
exceptions to same shall not be accepted. Substitutions of lighter gauge materialshall not be acceptable.
All parts not specifically mentioned herein, but which are necessary in order to
finish a complete fire apparatus, shall be furnished and shall conform to the best
practices known to the fire apparatus industry. All items furnished shall be new
and unused.
Details of design, construction and the sizes and weights of the different parts are
left to the discretion of the manufacturer unless specified or shown.
The workmanship shall be of the highest quality in the respective field. Special
consideration shall be given to accessibility of the various components, required
periodic maintenance operations, ease of operation, and symmetrical
proportioning of overall apparatus. Because this project requires the integration

of the new custom fabricated components and related accessories to a new cab,
chassis and necessary components into a fully integrated and complete
apparatus.
Welding shall not be employed in the assembly of the apparatus in a manner thatshall prevent the removal of a major component part(s) for service and/or repair.
Construction shall be rugged and ample safety factors shall be provided to carry
loads as specified to meet the road requirements and speed considerations.
LIABILITY
The Bidder, if their bid is accepted shall indemnify, defend and hold Purchaser
harmless from and against any and all suits, costs, expenses, action, or liabilityand assume all liability for any and all claims made against the Purchaser or any
officials or agents for the use of any patents, process, device or article forming
any part of the apparatus product liability or any appliance, part or equipment
furnished under contract.
TAXES
The bid shall not include any Local, State or Federal taxes. The Purchaser shall not
be liable for any State of Federal mandated tax or program after the sale of this
apparatus.
BID PRICE
The bid price shall be F.O.B. to the purchasers Fire Station (1741 Western
Avenue, Albany, New York 12203). The price bid by the bidder shall be good for
one hundred and twenty days (120)from the date of the bid opening.
WITHDRAWL OF BID
Bids may be withdrawn by certified mail, or e-mail prior to the time fixed for bid
opening. Negligence on the part of the bidder in preparing the bid confers no
right for withdrawal of the bid after it has been opened. Bids may only be
withdrawn for a unilateral mistake pursuant to New York General Municipal Law

Section 103. No bidder may withdraw their bid after the time set for the opening
thereof.
DELIVERY
The maximum number of calendar days to complete and deliver the apparatus
shall not exceed 365 days after the signing of a contract. The manufacturer shall
state the number of calendar days required to complete and deliver the
apparatus after the award of the contract. The Manufacturer shall not be held
liable for delays caused by accidents, strikes or natural disasters, provided
however that the Manufacturer notifies the Purchasers representative in writing,
of the occurrence of any delay, such notification to be by certified mail and
provided within five (5) business days of such occurrence. Verbal notification ISNOT acceptable.
To insure proper break-in of all components while still under warranty, the
apparatus SHALL be delivered over the road under its own power. Rail and/or
truck freight is not acceptable. The apparatus shall be suitably protected against
damage from road debris while in transit. The apparatus may not be shown or put
into any shows without express written permission of the Purchaser.
INFORMATION REQUIRED AT DELIVERY
At the time of Delivery, Two (2) hard copies plus two (2) CDs of the following
SHALL be provided to the Purchaser
1) complete operation and maintenance manuals, covering the complete
apparatus, including but not limited to chassis manual, lubrication charts, and fire
equipment service information as supplied by brand name components
supplier(s) of all equipment supplied by these specifications.
2) Engine manufacturers current brake horsepower curve, showing the maximum

DRAWINGS
To assure the Purchaser that the bidder fully understands the scope of the work
to be performed and is familiar with the project, a set of engineered drawings
shall be included with the bid. The purpose of these drawings is to assist thePurchaser in evaluation and comparison of all bids received in compliance with
the specifications. Shop sketches of similar sales drawings shall not be acceptable.
There shall be NO EXCEPTIONS to this requirement. Omission of drawings shall be
cause for bid rejection.
The drawings SHALL depict the proposed apparatus and SHALL show the Front,
Left side, Right side, Rear, Top Exterior and cab interior views of the proposed
apparatus and SHALL show all principal dimensions. The drawings SHALL show thelocations of hardware, lights, reels and accessories. The drawings SHALL be
prepared by the manufacturer using a CAD system to insure accuracy. Before
construction begins, drawings SHALL be received and approved by an authorized
representative of the Purchaser. Items shown on the drawings that have been
accepted by the Purchaser but not in the specifications will be considered as part
of the specifications.
MATERIALS
The materials specifications herein shall be considered an absolute minimum.
Because all raw materials of the specified type and gauges are available to all
manufacturers, exceptions will not be taken or permitted. Since all custom
manufacturers have the ability to shear, break, bend and weld as these
specifications require, all basic designs specifications stated herein shall be met.
CERTIFICATIONS
The proposed apparatus shall meet or exceed (i) all applicable requirements of
the latest editions of the NFPA standards (unless changes are required by these
specifications); (ii) Underwriters laboratories Inc. and (iii) all State and Federal
regulations in effect at the date required for submittal of the bid proposal.

Parts and service shall be available for a minimum of twenty-five (25) years after
delivery and acceptance of the apparatus.
The apparatus proposed shall not be a prototype unit and is an established model
and design.
All out of state bidders SHALL provide a certificate of Authority to conduct
business in the State of New York in accordance with Municipal Law and section
1301 of the Business Corporation Law.
The bonding company shall be licensed to do business in the State of New York
and shall be treasury listed underwriting all bonds which may be reasonably
requested by the Purchaser (see Surety Requirements below)
Should Purchaser accept bidders bid, nothing herein shall obligate Purchaser to
purchase the apparatus.
By Submission of their bid each bidder agrees to accept the decision of the
Purchaser without recourse and prejudice.
SERVICE CENTER REQUIREMENTS
In order to provide efficient service and support during the life of the apparatus, it
will be required that the successful bidder and/or authorized manufacturers
representative shall own and maintain a full service, parts and repair facility in a
location not more than one hundred(100) milesfrom the end user.
The manufacturers representative repair facility must be a full time operation.
Mobile service trucks shall be available in addition to the above facility. The
bidders service center must providea twenty-four (24) hour emergency call
number and must provide seven (7) days a week emergency repair service.
The service facility must be licensed by the State of New York Department of
Motor Vehicles as a Repair Shop. A copy of this license must be included in the
bid package.

NEW YORK STATE REGISTERED DEALER
The successful bidder must be registered new vehicle dealer with the State of
New York and must supply at the time of delivery all New York State required
paperwork, forms etc. for submission to the State of New York to obtain title forthe new vehicle. The dealer will supply their New York State dealers license

PAYMENT TERMS
Payment for the completed apparatus shall be made in full upon final inspection
and acceptance. A ten (10) percent retainer will be withheld until all defects and
discrepancies have been corrected.
Bidders are requested to submit a payment plan partial payments as the
apparatus is being manufactured.
SURETY REQUIREMENTS
A bid bond in the amount of ten (10) percent of the bid shall be furnished with
each bidder(s) proposal. A letter of credit shall not be acceptable in lieu of a bond.A performance bond in the amount of one hundred (100%) percent of the total
contract shall be furnished by the successful bidder, within ten (10) business days
after signing of a contract. The performance bond must be signed by an
authorized corporate officer of the manufacturer. A performance bond furnished
by a local sales representative shall result in cancellation of the bid award and

rejection of the bid. The surety shall not be liable for any maintenance, warranty,
or guarantee period in excess of one (1) year.
The bond company shall have an A. M. Best company of B+ or better to qualify
as a valid bid or performance bond.
If the bidder to whom the contract is awarded refuses or neglects to execute, or
fails to furnish the required one hundred (100%) percent performance bond
within ten (10) business days after signing of the contract the Bidders deposit
may be forfeited and shall be retained by the Purchaser as liquidated damages.
No plea of mistake in such accepted bid shall be available to the bidder for the
recovery of their deposit or as a defense to any action based upon such accepted
bid.
PRE-CONSTRUCTION MEETING(S)
A pre-construction conference(s) shall be held after the award and prior to actual
construction of the proposed apparatus. The purpose of the conference(s) is to
assure complete understanding of the Purchasers advertised specifications and
the Bidders proposal specifications.The pre-construction meeting will be held at
the manufacturers factory and/or office, with a minimum of at least the sales
representative of the manufacturer, project manager, engineering department,
representatives from the Purchasers apparatus committee, and representative of
the Purchaser. At the pre-construction conference the manufacturer will provide
a list of recommended intervals the Purchaser may want to send a representative
to the factory to look over the work performed up to that point. The Purchaser
will be advised, in writing, a minimum of ten (10) business days prior to the start
of construction. Within this ten (10) day notice, the start the Manufacturer will
send a suggested list of dates for the inspection visits. After the start ofconstruction, every Friday a written description with photographs of the work
performed that week will be sent to the Purchasers representative via e-mail.
The manufacturer will send a date for the final inspection at the mid-point of
construction.

APPARATUS ORIENTATION
The completed apparatus shall be delivered to the Purchaser with guidelines
provide to firefighting personnel on operation, care, and maintenance of the
apparatus at the Purchasers Fire Station. Upon delivery of the apparatus, themanufacturer shall send a qualified and responsible representative employee of
the manufacturer shall accompany the delivery of the apparatus at the
Purchasers Fire Station. The representative employee shall remain in the
community for a reasonable time, but in no case less than seventy two (72) hours
after the delivery for orientation of the fire department personnel, making normal
adjustments and mounting equipment that is included as part of the proposal,
after Westmere Fire District acceptance.
The apparatus shall be delivered on a Thursday. Friday will be used to inspect the
apparatus, and accept the apparatus. After acceptance on Friday training can
begin on Friday and continue through Sunday by the representative employee.
INSPECTION TRIP(S)
The purchaser will bear all costs for any and all trips. The manufacturer will make
recommendations based on phases of construction as to when these trips might
occur, based on the pre-construction section.
FAMA COMPLIANCE
Manufacturer must be a current member of the Fire Apparatus Manufacturers
Association.
APPARATUS WARRANTY
The Manufacturer shall warranty the apparatus for work performed under thespecifications to be well constructed and of good material and free in material,
workmanship and imperfections under normal firefighting use and service. The
Manufacturers obligation under this warranty shall be limited to repairing or
replacement of any part or parts which may prove defective under normal fire
service use or service within three (3) years of acceptance. Such defective part or

parts shall be replaced free of charge and without charge for installation to the
Purchaser. This warranty shall not apply to normal maintenance and repair. Brand
name components included with the apparatus or warranty of the component
manufacturer (i.e. representative manufacturer). The apparatus warranty
commences upon acceptance of the delivery of the apparatus.
WARRANTY SECTION
Each bidder shall provide a section in their bid proposal that shall list all
warrantied items and the length of the warranty. All warranties are to commence
upon delivery, final inspection and acceptance by the Westmere Fire District.

MINIMUM WARRANTY REQUIREMENTS
1) The entire vehicle shall be the responsibility of the successful bidder. Any component other thanthe bidders own is the responsibility of the bidder in regards to settling service and warranty
issues.
2) The manufacturer shall warranty each new apparatus to be free from defects in materials orworkmanship under normal use and service. This warranty shall include the necessary parts and
labor to affect any required repairs during the two (2) year warranty period from the date of
acceptance by the Westmere Fire District.
3) Chassis frame rails and cross members shall be warranted to free from structural defects,cracking or deformation of components for the lifetime of the vehicle.
4) Cab and Body Structure, including the body sub frame shall be warranted against structuraldefects including cracking, deformation of material and corrosion for a period of ten (10) years.
5) Each Bidder shall warranty the aerial device including ladder sections, turntable, outriggers, andsub-frame components against defects in material and workmanship for a period of twenty (20)
years.
6) The finish paint on the cab, body and aerial tower sections (if painted) shall bewarranted against pealing, cracking, fading and adhesion for a period of seven (7)
years, without pro-rating for the entire period
7) Transportation and shipping costs to successfully complete any warranty work on the apparatusshall be the responsibility of the successful manufacturer. Should the apparatus require
warranty work which cannot be completed within the Westmere Fire District the cost for
transportation of the apparatus shall be the responsibility of the manufacturer.
8) Each Manufacturer shall supply specific statements of warranty with their proposal for each ofthese areas and shall note any specific exclusion due to age, mileage or other terms of use.
9) Should the apparatus be out of service for a period of more than seven (7) consecutive daysincluding weekends to perform any warranty service the amount of out of service time will be
added to the term of the warranty for the entire apparatus without penalty to the Westmere
Fire District.
10)Any component warranty that exceeds the requested warranty time period by the Fire Districtshall be provided at no additional cost.
11)Any Warranty work conducted on the apparatus shall be documented with a no cost invoice tothe Westmere Fire District outlining the work conducted and any parts that were repaired

STEERING
A heavy duty power steering unit shall be provided; this should be used in conjunction with a
power assist cylinder. The system shall operate mechanically should the hydraulic system fail.

Rear Brakes
The rear axles shall be equipped with S-cam brakes with cast brake drums. The rear axle

for the bidders apparatus.

Brake System
The apparatus shall be equipped with air operated brakes. The system shall meet or exceed
the design and performance requirements of current FMVSS-121 and test requirements of
current NFPA 1901 standards.
Each wheel shall have a separate brake chamber. A dual treadle valve shall split the braking
power between the front and rear systems.
The air system shall be provided with a rapid build-up feature, designed to meet current NFPA
1901 requirements. The apparatus shall not be required to have a separate on board electrical
air compressor or shoreline hookup to meet this requirement.
Six (6) supply tanks shall be provided. One (1) air reservoir shall serve as a wet tank, with an
automatic drain valve installed. A minimum of one (1) tank shall be supplied for each of the
front and rear axles. The total air system shall carry a sufficient volume of air to comply with
FMVSS-121. The bidder shall size the tanks for their apparatus. All other air tanks shall have a
manual drain valve.
Two (2) air pressure needle gauges, for air brake pressure, with warning light and buzzer shall
be installed at the drivers instrument panel.
Accessories plumbed from the air system shall go through a pressure protection valve and to a
manifold so the if any of the accessories fail they shall not interfere with the air brake system.
All air reservoirs shall be attached to the frame with stainless steel clamps and hardware. Each
air reservoir shall be provided with a stainless steel pull cable extended to the side of the body
to permit personnel to drain the air tanks from a single location.

AIR BRAKING ABS SYSTEM
A Wabco ABS system shall be provided to improve vehicle stability and control by reducing
wheel lock up during braking. This braking system shall be fitted to axles and all electrical
connections shall be environmental
The system shall constantly monitor wheel behavior during braking. Sensors on each wheel
transmit wheel speed data to an electronic processor, which shall sense approaching wheel
lock and instantly modulate brake pressure up to 5 times per second to prevent wheel lock
up. Each wheel shall be individually controlled. To improve field performance, the system shall
be equipped with a dual circuit design. The system circuits shall be configured in a diagonal
pattern. Should a malfunction occur, that circuit shall revert to normal braking action. A
warning light at the drivers instrument panel shall indicate malfunction to the operator.
The system shall consist of a sensor clip, sensor, electronic control unit and solenoid control
valve. The sensor clip shall hold the sensor in close proximity to the tooth wheel. An inductive
sensor consisting of a permanent magnet with a round pole pin and coil shall produce an
alternating current with a frequency proportional to wheel speed. The unit shall be sealed,
corrosion resistant and protected from electro-magnetic interference. The electronic control
unit shall monitor the speed of each wheel sensor and microcomputer shall evaluate in
milliseconds wheel slip. A deviation shall be corrected by cyclical brake application and
release. If a malfunction occurs, the circuit shall signal the operator and the malfunctioning
half of the system shall shut down. The system is installed in a diagonal pattern for side to side
control. The system shall ensure that each wheel is braked in optimum efficiency up to five (5)
times a second.
The system shall also interface with the application of the auxiliary engine, exhaust or
driveline brakes to prevent wheel lock.
To improve trouble shooting the system, provisions in the system for an optional diagnostic
tester shall be provided. The system shall test itself each time the vehicle is started and a dash
mounted light shall go out once the vehicle is moving above 4 MPH.
A 3 year/300,000 mile parts and labor anti-locking brake system (ABS) warranty shall be
provided as standard.

The apparatus shall utilize a Generation IV Allison EVS 4000 five (5) or six (6) speed automatic

A transmission oil temperature gauge with warning light and buzzer shall be installed on the
cab instrument panel to warn the driver of high oil temperatures that may damage thetransmission. A diagnostic reader port connection shall also be provided. The dipstick handle

The transmission shall be equipped with a fluid level sensor (FLS) system, providing direct
feedback of transmission oil level information to the operator.

transmission cooler, to ensure proper cooling of the transmission when the vehicle is

prevent down shifting of the transmission when engine speed is decreased during pump

Jacobs Engine Brake
One (1) Jacobs Engine Brake shall be installed to assist in slowing and controlling the vehicle as

pounds. or greater. An on-off control switch and a high-medium-low selector switch shall be
mounted in the cab accessible to the driver.
When activated, the Jacobs engine brake shall cut off the flow of fuel to the cylinders and
alter the timing of the exhaust valves. This shall transform the engine into a high-pressure air
compressor, driven by the wheels, and the horsepower absorbed by the engine in this mode
shall slow the apparatus. The selector switch allows the driver to select the amount of
retarding power.

When the on-off switch is in the on position, the engine brake shall be automatically applied
whenever the accelerator is in the idle position and the automatic transmission is in the lock-
up mode. If the accelerator is depressed or the on-off switch is in the off position, the
engine brake shall immediately release and allow the engine to return to its normal function.
When the on-off switch is in the on position and the engine brake is automatically applied
the apparatus stop light shall come on and a message light shall come on, on the instrument
panel.

ENGINE COOLING PACKAGE
Cooling System
The cooling system shall be designed to keep the engine properly cooled under all conditionsof road and pumping operations. The cooling system shall be designed and tested to meet or
exceed the engine and transmission manufacturers requirements, and EPA regulations.
The complete cooling system shall be mounted in a manner to isolate the system from
vibration and stress. The individual cores shall be mounted in a manner to allow expansion
and contraction at various rates without inducing stress to the adjoining core(s).
The cooling system shall comprise of a charge air cooler to radiator package that provides the
maximum cooling capacity for the specified engine as well as serviceability. The main
