CFU Cabinet and Trailer Warnings

WARNINGBefore towing the CFU trailer, the operator must be familiar with the safety warnings specified in this document.

At all times tow the trailer according to the RTA requirements specified in the appendix, ‘Towing Trailers’.

When correctly stowed, the gross operating mass of the CFU trailer does not exceed 450 kg. Do not add items to the inventory or stow additional items in the trailer without the approval of the NSWFB.

CFU trailer – permitted towing vehicle specifications

Any vehicle that meets all the following requirements is permitted to tow the CFU trailer:

Tow bar and tongue rating:• Rated tow capacity > 450 kg.• Towball download > 60 kg.

Vehicle:• Maximum towing mass (without brakes) > 450 kg.

Where the maximum towing mass is not specified by the towing vehicle manufacturer, the unladen mass of the towing vehicle must exceed 450 kg.

1.2 General description

This recommended practice instructs firefighters and Community Fire Unit (CFU) members in the maintenance and use of Community Fire Unit cabinets and trailers.• Cabinet: A heavy duty fixed cabinet which is bolted to a concrete base.• Trailer: A heavy duty mobile trailer with a single axle and anti-theft device.

Both units house an inventory of firefighting equipment such as pumps, hoses, protective clothing, standpipes, and small gear. This is used by trained CFU members for:• Property protection before the arrival of the fire brigade, in accordance with

NSWFB Standard Operational Guideline 3.7: Community Fire Units.• In support of the fire brigade only, mop up after the fire front has passed.

1.3 Weight of CFU trailers

The weight that can be safely towed by any vehicle is set by the vehicle manufacturer. When the fully stowed weight of a CFU trailer is known, then vehicles which can safely tow the trailer can be identified before operational use. This weight is known as the ‘gross operating mass’. The NSWFB has identified this weight so that CFUs can identify which vehicles can safely tow the trailer.

If the weight of the trailer changes, such as with an approved change in inventory, then the trailer must be weighed and towing vehicles again identified. See Part 2.4.3: ‘Modified inventory’, on page 6 for details.

2.1 Basic CFU inventory

Minimum inventory is the same for both cabinets and trailers.

The above table lists the minimum CFU inventory. Depending on operational needs and existing infrastructure, some CFUs may be issued with extra equipment.

2.2 CFU identification

Cabinets are identified as ‘FHP-038’, where ‘FHP’ is ‘Fixed Hose Post’, and the numerals are the cabinet’s unique identifying number.

Trailers are identified as ‘MHP-091’, where ‘MHP’ is ‘Mobile Hose Post’, and the numerals are the trailer’s unique identifying number.

The number identifies both the CFU and the cabinet or trailer.

2.4.2 Towing vehicle specifications

2.4.3 Modified inventory

Changes can only be made to the inventory of a CFU trailer with the approval of the NSWFB. When changes are made to the inventory, the gross operating mass of the trailer changes, and the loaded trailer must be weighed. This weight is used to identify vehicles which can safely tow the trailer.

Follow this procedure:a) Weigh the fully loaded trailer.b) Measure the towball download.c) Enter the results in your CFU Occurrence Book.d) Report the results to the CFU Manager, Bushfire/Natural Hazards Section.

Identify which vehicles in your unit can safely tow the trailer:• Tow bar and coupling capacity must exceed the new weight. See the

specifications attached to tow bars and tongues.• Towball download capacity must exceed the new weight. See the

specifications attached to tow bars and tongues.• The maximum towing mass (without brakes) capacity of the vehicle must

exceed the new weight of the trailer. See the specifications on your vehicle or in your vehicle handbook.

• Where the maximum towing mass without brakes is not specified, the weight of the towing vehicle must exceed the fully stowed weight of the CFU trailer.

WARNINGWARNINGUnder no circumstances can the weight of the fully stowed trailer exceed the aggregate trailer mass of 750 kg.

CAUTIONMount the portable pump on the pump slide, as shown in Figure 7, to prevent movement during towing.

2.4.7 Electrical

CFU trailers operate on 12 volts supplied by the towing vehicle. Wiring is standard automotive 7 core. The trailer plug is a standard 7 pin flat male plug which connects from the drawbar to the towing vehicle.

Tail lights are a combination tail lamp, incorporating:• tail light• brake light• indicator light• reversing light.

A number plate light is fitted to illuminate the number plate.

2.4.8 Anti-theft devices

CFU trailers are fitted with two anti-theft devices: a lock on the wheel, and a lock on the towing hitch.

Fit both locks when the trailer is not being used.

Wheel lock

The CFU trailer wheel lock consists of a chain which is padlocked to a loop welded to the wheel.

CAUTIONAlways unlock and stow the lock before attempting to move the trailer.

To fit the anti-theft lock:a) Park the trailer so that the loop on the wheel is to the rear.b) Take up any slack in the chain and padlock the chain to the wheel.

Towing hitch lock

To hitch or unhitch the CFU trailer from a tow bar, the handle of the towing hitch must be lifted. The towing hitch lock brings a locking bar across the handle, which is then padlocked into place.

To fit the towing hitch lock:a) Remove the towing vehicle and ensure the towing hitch handle is down.b) Lift the locking bar into place so that it engages the hitch handle.c) Padlock the locking bar into place.

PART 3: OPERATIONS

3.1 Safety

WARNINGWARNINGBefore towing this vehicle the operator must be familiar with the safety warnings specified within this document.

At all times the towing of the trailer must conform to the RTA requirements specified in Appendix A: ‘Towing Trailers’, on page 17.

CFU trailers and cabinets, and associated equipment, must be used in strict accordance with relevant NSWFB standard operational guidelines (SOGs).

3.2 CFU trailer towing instructions

3.2.1 Permitted towing vehicles

WARNINGWARNINGWhen correctly stowed, the gross operating mass of the CFU trailer does not exceed 450 kg. Do not add items to the inventory or stow additional items in the trailer without the approval of the NSWFB.

Vehicles that meet all the following requirements can tow the CFU trailer:

Tow bar and tongue rating:• Rated tow capacity > 450 kg.• Towball download > 60 kg.

Vehicle maximum towing mass (without brakes) > 450 kg.

The rated towing capacity of the vehicle is found on the internal face of one of the doors, or in the vehicle manufacturer’s handbook.Where the maximum towing mass is not specified by the towing vehicle manufacturer, the unladen (tare) mass of the towing vehicle must exceed 450 kg.

The tow bar rated capacities are provided on the tow bar compliance plate located on the bar itself. The rating of the tongue is normally provided on the tongue compliance plate which should be located on the tongue.

The part number of the correct tongue should be printed on the tow bar compliance plate. Check this number against the part number on the tongue. Alternatively, the part number for the correct tow bar should be printed on tongue compliance plate.

Most medium cars and larger vehicles should be able to tow the CFU trailer. Drivers must confirm that their vehicle meets the above requirements.

3.2.2 Before towing

Trailers can be towed by any CFU member with a valid driver’s licence.

Before towing the CFU trailer, check the following:• The correct tongue (gooseneck) is fitted to the tow bar.• The CFU trailer is loaded ONLY with its approved inventory.• The safety chain and connecting shackle are in good condition.• The cargo hatch is closed and locked.

WARNINGWARNINGDo not tow the trailer unless all of the above conditions are met.

Do not move the trailer without authority from the NSWFB.

3.2.3 Attaching the CFU trailer to towing vehicle

WARNINGWARNINGTake extreme care if the CFU trailer is located on an incline or rough terrain.Attach the CFU trailer to the towing vehicle as follows:a) Secure all equipment in the trailer.b) Close and secure the trailer door.c) Remove both the wheel lock and the towing hitch lock.

Reverse the towing vehicle so the towing coupling is in close proximity to the CFU trailer drawbar coupling. Have an assistant direct the reversing procedure.

Wind the jockey wheel up or down so that the towing hitch is above the height of the towball. Position the hitch above the towball.

Lock the hitch mechanism open:

a) Lift handle.b) Push down the locking clip so that it engages ABOVE the

locking stud.

Wind down the jockey wheel so the hitch engages on the towball.

Lock the hitch closed:

a) Open the locking clip.b) Push down the handle.c) Push locking clip closed so that it engages the locking

stud.

Connect the safety chain to the towing vehicle. Take out as much slack as possible out of the chain. The slack in the chain must:

a) Allow the trailer to turn.b) Ensure the drawbar does not reach the ground if the tow

coupling fails.

Connect the 7 pin electrical plug to the towing vehicle.

Wind the jockey wheel up and stow on the drawbar:

a) Wind up wheel.b) Release locking handle.c) Swing wheel up to align with drawbar.d) Re-engage locking handle.

WARNINGWARNINGTest all stop, tail, clearance, and indicator lights on the trailer before moving off.

3.2.4 Positioning and detaching the CFU trailer

NOTEThe CFU trailer may remain coupled to the towing vehicle if required. Refer to the appropriate fire brigade officer for instruction.

The trailer should be detached on level ground to provide enough clearance to lower the jockey wheel.

Position the trailer where required by operations, with the near-side facing open space so that it can be easily unloaded.

Detaching the trailer from the towing vehicle is basically the reverse of hitching the trailer to the towing vehicle.a) Remove the 7 pin plug from the towing vehicle.b) Remove the safety chain from the towing vehicle.c) Uncouple and position the jockey wheel on the trailer drawbar.d) Release the coupling latch on the drawbar coupling.e) Wind the jockey wheel down to raise the drawbar from the towball.f) Remove the towing vehicle.g) Remove required equipment from inside the trailer.

NOTEWhen the CFU trailer is parked after operations, fit both the towing hitch lock and the wheel lock.

PART 4: MAINTENANCE

4.1 After Use

4.1.1 Restock consumables

Consumables are such items as: pump fuel and oil, torch batteries, first aid items, etc.

CFU members order consumables through the local NSWFB station, or through their regional CFU Training Co-ordinator.

4.1.2 Equipment

Repair and maintenance is through local NSWFB stations.

For NSWFB stations, determine if the equipment is economic to repair. Consider:• the degree of damage• the general condition of the equipment• the age of the old equipment• the cost of transport to the contracted repairer.

If repair isn’t viable, order replacement equipment.

Initial supply

For NSWFB stations, supply is through the NSWFB Supply Catalogue.

For CFUs, supply is through Bushfire/Natural Hazards Section.

Resupply

For NSWFB stations, resupply is through the NSWFB Supply Catalogue.

For CFUs, resupply is through Bushfire/Natural Hazards Section.

4.2 Trailer

4.2.1 Weekly

Check that the tyres are correctly inflated to 220 kPa, 32 psi, or 2.2 bar, when cold.

Check the inventory is complete.

4.2.2 Monthly

Carry out the following maintenance procedures every month:• Inspect tyres for tread wear and damage.• Check the lubrication of hinges, and grease if necessary.• Check wheel nuts for security.• Visually inspect wheel bearings for signs of leakage.• Check the trailer body, frame and paintwork for signs of rust, deterioration or

damage.• Check the condition of all reflective tape and signage.• Check suspension springs for rust, cracks and damage.• Check the condition of the safety chain and shackle.• Check lighting and other electrical items for correct functioning.

Report any problems to your local NSWFB station for repair. NSWFB stations must report problems with CFU trailers to the Fleet Area Manager.

4.2.3 Repairing tyres

NOTECFU trailers are not equipped with a spare wheel.

Before removing a wheel from the CFU trailer, park the trailer in a level, safe location. Use warning devices such as hazard lights, witches hats, etc., to warn oncoming traffic.

Change wheel as follows:a) Chock each side of the opposite wheel.b) Loosen each of the wheel nuts on the wheel being replaced.c) Place jack under axle. Use levelling plates under the jack if the CFU trailer is

on unstable ground.d) Raise the wheel slightly off the ground by raising the jack.e) Remove all wheel nuts.f) Remove the wheel and have it repaired.g) Refit the wheel and replace all wheel nuts, applying a slight tension to each

wheel nut.h) Lower the CFU trailer and remove the jack.i) Tension all wheel nuts, tightening opposing nuts in sequence.j) Stow all equipment.
