Pursuant to the referenced permit, Rockwell International Corporation, RocketdyneDivision (Rocketdyne) hereby submits the enclosed NPDES Annual Report for 1994 .
The enclosed discharge monitoring report summarizes analytical data collected duringthe discharge of surface water from the Santa Susana Field Lab (SSFL) through sevenoutfall locations as autho rized by NPDES Permit No . CA0001309 for the periodbeginning January 1, 1994 through December 31, 1994 .
Data for this report has been summarized in tabular form . Graphic representation ofthe data collected has also been included for specific analytes and items which couldbe effectively graphed . Graphs were not included for analytes for which non-detectable results were obtained throughout the year . The data presented on thecharts in Appendices 1 through 7 represent individual sample results . The monthlyaverage limitation was included on the charts for reference purposes only .

Appendix 10 consists of a Material Safety Data Sheet for the water treatment chemicalused at the Santa Susana Field Laboratory (SSFL) . In 1994, approximately five gallon s

of the material was used in combination with 250 gallons of water . This is the onlywater treatment chemical used which may have been discharged to the reclaim watersystem at the SSFL facility .
The majority of turbidity problems experienced at the area I and III SewageTreatment Plants (Si? I and III respectively) in the previous year have beencorrected; upgrades and line replacements are the primary reasons for the noticeabl eimprovements. However, the January 17, 1994 earthquake did cause some problemsat the STP's including elevated turbidity and inadequate disinfection due to poweroutage and mechanical malfunctions . Analytical results from February 1994 samplingevents indicated PCB 1254 to be present at Outfalls 005 and 006 . Historical analyticaldata was reviewed and in accordance with the permit, sampling efforts were increasedin an effort to confirm or refute the presence of PCB's in the runoff . Analytical resultsfrom these additional sampling events revealed no detectable amounts of PCB 1254 tobe present in the runoff. These findings indicate that the results from the -February1994 sampling event are of an anomalous nature .
All analyses run were conducted at a. laboratory certified for such analysis by theappropriate agency in accordance with current EPA guidelines, procedures, or asspecified in the monitoring program .
