I would like to welcome the participants and guests of the International Forum TIBO-2019.

Due to these annual meetings, Minsk has become an important platform in Eastern Europe for presentation of the latest achievements in the fi eld of information and communication technologies. Dozens of companies from various countries are here to present the advanced developments in the fi eld of artifi cial intelligence, Internet, cloud technologies, augmented reality, mobile communications.

Belarus made a bid for its economy digitalization resulting in making it a “digital bridge” between the countries of the EU, the Eurasian Economic Union and the Asia and Pacifi c Region. Belarusian Hi-Tech Park regularly grows due to new residents joining it, and committing the future to the IT sphere becomes more and more common for youth.

I believe that the information exchange at this TIBO-2019 forum will contribute to the development of information technologies in our country and abroad.

I wish you professional success, promising projects, and pleasant impressions from our hospitable Minsk.

Let me welcome you on behalf of the Organizing Committee of the XXVI ICT Forum TIBO.

For 26 years, the Ministry of Communications and Informatization together with other interested public authorities, relevant business associations, professional unions, and scientifi c research and educational institutions, has annually held the International Forum on Information and Communication Technologies TIBO in Minsk.

It is indisputable that, in the course of previous years, the ICT forum made a signifi cant contribution into the development of the information sphere in our country, provision of favorable conditions for international cooperation, all-round contacts between specialists, implementation of the strategy of the innovative development of the country, and formation of economy that is science-driven, resource-saving and competitive in the world market.

In 2018, several new tasks were set by the President of the Republic of Belarus for acceleration of economic development and raising the living standards of people on the basis of digital transformation. In view of this, the role of the Ministry of Communications and Informatization as strategic headquarters for the development of digital economy throughout the country has signifi cantly grown – from Industry 4.0 and precision agriculture to the development of a full-fl edged e-medicine system in the country. Clear, plain, and detailed strategy of digitalization in all branches and the economy as a whole shall be developed.

The mission of TIBO 2019 Forum is to make its contribution into the solving of the tasks set and the formation of the detailed plan of activities for comprehensive digital transformation.

For the purpose of further development of the international cooperation, a signifi cant number of large international events are held within the scope of the Forum: the Eurasian Digital Forum; the Belarusian ICT Summit; the Spectrum Management Conference for CIS, Central and Eastern Europe Countries; the International Telecommunication Union Radio Monitoring Seminar etc.

The Forum is the major platform for the discussion, in a wide range of competent specialists, of the strategy of development of the IT sphere in the Republic of Belarus and for the formation of the state information politics, and this is fostered by the intensive agenda providing for the great number of thematic plenary sessions, round tables and seminars.

There is no doubt that the 26th TIBO-2019 Forum will also become the universal platform for fruitful professional teamwork, exchange of innovative ideas and arrangement of promising business contacts for all categories of its guests and participants.

I wish all of us successful work, achievement of goals set, and further fruitful cooperation.

Ramin Guluzade, Minister of Transport, Communications and High Technologies of the Republic of Azerbaijan

I congratulate you on the opening of the XXVI International Forum on Information and Communication Technologies TIBO-2019.

For the recent 7 years, Azerbaijan has taken part in this event through its national pavilion and the representative delegation. It became a good tradition when we mutually present ourselves at our national branch-related exhibitions, take part in conferences held within their scopes, and arrange business forums.

This is a real example of friendly relations between the Republic of Azerbaijan and the Republic of Belarus, and business partnership of branch ministries of our countries.

The International Forum TIBO is an annual meeting place for representatives of international and state institutions, worldwide and leading companies, high-level and multi-discipline specialists. The exchange of information and advanced practices, presentation of new technologies and specifi c solutions, arrangement of business relations are the achievements of this event.

The TIBO Forum is 26 years old - and this age is hard to believe if measured by the age of modern digital technologies. The world is developing very fast, it transforms very fast, and the pace of change gets faster every year. Therefore, if you want to be at the tip of the spear, well aware of the latest trends, you need to communicate, explore good practices and share your experiences, so that all countries, all regions of the world, and the regions of our countries could evenly develop. Therefore, of course, such forums are very useful.

The world has changed radically, and throughout all these years, people come together at the forum and discuss the latest trends. This does not only off er an opportunity, but also puts a great responsibility on the TIBO forum. And we should discuss here not only the most relevant technology-related trends, but also take a more global look, have a lookback on the way changing technologies transform the way of life, aff ect economy, social sector, population, and countries.

Let me greet you, the professionals and all the interested gathered here for the opening of the XXVI International Forum on Information and Communication Technologies TIBO-2019.

Digital transformation plays a tremendous role providing opportunities to use digital technologies for improvement of economic growth and competitiveness.

Backgrounds must be created for adaptation to the technological changes and support of strategic digitalization projects in such areas as artifi cial intelligence, cyber security, blockchain and investments in digitalization. Successful digital conversion is closely related to digital skills that are vital to ensure the successful process of digital transformation and future needs of the society. Realizing that the new workplaces and professions currently unknown will appear under the conditions of the digital transformation, we must educate and prepare the society for lifelong education that will play an important role in the future.

One of the driving forces for implementation of the new projects is the mobile communication network of the new generation, 5G, which will play an important role in the development of entrepreneurship and improvement of the quality of life of people, reducing the digital gap and producing innovative services. Due to the introduction of 5G mobile communication services, Latvia, jointly with Lithuania and Estonia, will take part during the next decade in such international projects as the digitalization of the Via Baltica motor transport corridor that will connect Helsinki and Prague and will be the integral part of the European Main Line Project TEN-T. Latvia is also a participant in the European Railway Project, Rail Baltica that will connect Finland and Poland.

It is a great honor for me to attend the forum and to take part in discussions on the strategy of digital development of our countries. I hope that, within the scope of this event, we shall have an opportunity to exchange opinions in matters interesting for us.

Finally, I wish to thank the forum organizers due to whom the platform is provided year by year to discuss the prospects of the digital transformation strategy as well as the opportunity to become acquainted with the new trends in the development of information and communication technologies.

Let me wish all the participants of the forum every success and express my hope for fruitful cooperation and teamwork in the future.

On behalf of the Chamber of Commerce and Industry of the Russian Federation, I am glad to welcome the guests and participants of the International Forum on Information and Communication Technologies TIBO-2019.

The forum holds a place of honor in the list of international business events in the sector of information and communication technologies, and annual growth of the number of participants demonstrates the relevance of matters and projects considered.

In 2019, the agenda prevailing at the Forum is that of the digital transformation and the digital economy development, being among the key priorities for the most countries in the world.

Each EAEU member country has its unique developments and solutions that can be scaled in supranational scopes, and this is the Forum platform where you will have an opportunity to become aware of them and to discuss the mechanisms for introduction. Meanwhile, close attention must also be paid to the experience of other states that is extensively represented at the Forum.

In turn, the Chamber of Commerce and Industry of the Russian Federation is ready to provide assistance to the interested entrepreneurial communities in entering the Russian market, in searching for business partners and in development of the economic cooperation.

Kirill Oparin, Head of the Regional Offi ce of the International Telecommunication Union for the CIS

It is a great pleasure and honor for me to address with greetings the participants and guests of the 26th International Forum on Information and Communication Technologies TIBO-2019, which is opened today in the capital of the Republic of Belarus, the Hero City of Minsk.

Let me thank Konstantin Shulgan, Minister of Communications and Informatization of the Republic of Belarus, for invitation to take part in the event so important not only for the Republic of Belarus but also for our whole region. Every year, with great pleasure, the ITU takes part in the forum of such a high level organized by the Ministry of Communications and Informatization jointly with other public agencies of the Republic of Belarus.

Among the major trends of several recent years are digital technologies and tasks of sustainable development set before the UN by the Member States. The ITU, as the specialized UN institution for the matters of the ICT development, plays a key role in promotion of application of modern technologies for the good of the whole humankind.

I am happy to note that, in accordance with the data available in the ITU report “Information Society Measurement”, the Republic of Belarus holds the 32th position, and it is the leader in ICT development in the CIS region. The report notes that, due to the elaborate and progressive policy, the developed infrastructure has been created in the Republic of Belarus, making it possible to provide people with high-quality and aff ordable services of fi xed and mobile broadband access.

According to the ITU assessments, successful implementation of the State program for the Digital Economy and Information Society Development will make it possible to strengthen and improve the position of the Republic of Belarus in the ITU rating due to the further deployment of LTE networks in the regions of the country, the development of fi ber-optic networks, satellite communications, digital television and cloud technologies.

The Republic of Belarus successfully cooperates with the ITU for a long time, and I wish to note that our cooperation broke new ground in this year.

In February, we held the Forum on Matters of Development of Smart Sustainable Cities in Minsk, arranged by the ITU jointly with the UN Development program. In the previous week, the training in satellite communications matters was held in Minsk, arranged by the ITU and the International Telecommunications Satellite Organization, and already in this week, within the scope of TIBO, we hold the Spectrum Management Conference for CIS, Central and Eastern Europe Countries and the Seminar on Matters of Noise-free Operation of Radio Communication Facilities. All the activities are carried out with the support of the Ministry of Communications and Informatization of the Republic of Belarus. One more example of expansion of our cooperation is the planned founding of the IT Technology Training Centre based on the Belarusian State Academy of Communications.

I would like to wish TIBO-19 Forum and Exhibition to be held successfully, and to invite you all to take part in ITU activities held in Minsk, in Marriott hotel, from April 8–11.

Nurudin Mukhitdinov, Director General of the Executive Committee of the Regional Commonwealth in the Field of Communications (RCC)

I’m happy to welcome you at the XXVI International Forum on Information and Communication Technologies TIBO-2019.

Let me, on behalf of the Regional Commonwealth in the Field of Communications, thank the Ministry of Communications and Informatization of the Republic of Belarus for invitation to take part in one of the most signifi cant forums of the present time.

As of today, the Administration of Communications of the Republic of Belarus within the scope of the Regional Commonwealth in the Field of Communications makes a great contribution into the development of our region.

In 2018, 6 events within the scope of the RCC were held in Minsk: The RCC Commission for Postal Communications and the RCC Council of Postal Operators, the 1st meeting of the Work Group for Postal Security Activities, the 1st meeting of the Work Group for Operation and Quality of Postal Services, the 5th and 6th meeting of the Work Group for Satellite Technologies, the RCC Council of Telecommunications and Infocommunications Operators.

This activity of the Administration of Communications of the Republic of Belarus made it possible to provide thorough preparation for the ITU Plenipotentiary Conference that was held in Dubai (UAE) last year.

This year (2019), two important events were already held in Minsk:- the 24th meeting of the RCC Work Group for Work with the ITU under

the aegis of the RCC Commission for International Cooperation (28 February, 2019), and the 3rd annual Spectrum Management Conference for CIS, Central and South Eastern Europe Countries that is in progress nowadays (April 8–9, 2019).

These events are the important steps in preparation of all administrations of communications in the RCC for the forthcoming 2019 World Radio Communication Conference that will be held in October-November of this year in Sharm el-Sheikh (Egypt).

The activity of the Administration of Communications of the Republic of Belarus in the format of international eff orts remains at very high level.

The result of favorable environment in building the information society in the Republic of Belarus is the wide range of measures taken by the Parliament, the Government and the top offi cials of the Republic and, of course, the specialists of the branch. It should be also noted that the International ICT Forum TIBO-2019, held for the 26th time, is a catalyst and a driver in promotion of new technologies at the market and the contribution made by the exhibition and the related events are the major elements in building the digital economy.

I express my confi dence that the positive joint results of work of the RCC Executive Committee and the Administration of Communications of the Republic of Belarus will become the base for further development of information and communication technologies in our region.

Let me wish all the participants to have successful and constructive work.

Julian Burns, the Banker of the Department of Information and Communication Technologies in the European Bank for Reconstruction and Development (Great Britain)

Thank you for inviting the European Bank for Reconstruction and Development (EBRD) to take part in the international ICT Forum TIBO.

I have a great pleasure to be here and to be capable to hear and see great events taking place in the Belarusian ICT industry, both in the governmental and private sector.

We live in marvelous time when technological changes take place more and more rapidly. Together, we must strive for introduction of these new technologies for improvement of quality of our day-to-day life.

The Government of the Republic of Belarus and its people have performed excellent work to give incentives for innovations, economic growth and development.

The state encourages the ICT sector in many aspects, creating highly favorable conditions for entrepreneurship. People working here are highly skilled, entrepreneurial and technologically competent. This country is a place of birth for such companies as Epam, Viber and World of Tanks. According to the Knowledge Economy Index published recently, the Republic of Belarus holds one of leading positions among all countries where the EBRD is active.

What is a role played by the EBRD in it?The EBRD off ers long-term fi nancing available as investments into the

share capital of enterprises and as credit lines that we off er both for large and small companies. To satisfy the needs of enterprises for fi nancing at early stages of their development, our department of ICT projects has its own fund for investments into the share capital of enterprises.

The EBRD also off ers technical assistance for companies allowing them to gain access to the professional knowledge and experience resulting in contribution to their development.

The investments into the ICT sector are focused on three key points:Infrastructure – with no eff ective infrastructure, new technologies cannot

be introduced;IT services – e-trade, e-payments (PandaDoc and Target Process);New technologies – Internet of things, 5G, Smart Cities.Atlant Telecom is an example of ongoing contribution to the development

of this sector provided by the EBRD:Investments into the share capital in 2011;Growth and innovations;Consulting services;Enterprise shares sold to Velcom Company in 2016;Zubr Capital FundTarget Process has raised the investments of 5 million US Dollars from the

EBRD and Zubr.

Rashed Mustafa Sarvar, the Representative of the United Nations Children’s Fund (UNICEF) in the Republic of Belarus

At this forum dedicated to information technologies, I, as the Representative of the United Nations Children’s Fund (UNICEF) in Belarus, want to say several words about their infl uence on children.

Digital technologies already changed the world and they change childhood more and more. According to the offi cial statistics, about 95% of children in Belarus use Internet. On the one hand, they open new opportunities and make is possible to expand the access to information for children; on the other hand, they make children especially vulnerable to negative infl uence.

This year, the 30th anniversary of signing the Convention on the Rights of the Child is celebrated throughout the world. Each child’s right to protection is among the key rights. That’s why their safety provision, including that in Internet, is the high-priority area of activity of the UNICEF at a global level.

In Belarus, during the period from 2010 to 2018, there was a 20-times growth of the number of cases of sexual exploitation of children and violence against them. For the recent two years, the increase in the number of these cases is 60%. These crimes are committed predominantly through Internet. According to the data available from the last survey carried out by the UNICEF in Belarus, 18.2% of children asked (grades 8–11 of general secondary education institutions) noted that they suff ered violence from persons that they acquainted through Internet. Just imagine that this could be your child because, according to the same survey data, children predominantly never tell adults about this.

Therefore, this problem is more and more urgent for Belarus, and I am glad that such platforms as TIBO pay attention to the promotion of cyber security for children and arrangement of public dialogue for the development of the comprehensive policy and strategies in the fi eld of safety of children in Internet.

In November, 2018, the high-level round table was held in Minsk, attended by Ms. Marta Santos Pais, Special Representative of the Secretary-General of the United Nations for the matters of violence against children; during it, the need was discussed for coordination of activities of all interested parties, including relevant governmental agencies, public associations and the private sector for the purpose of eff ective prevention of crimes against children in Internet.

Today, we are glad to continue this dialogue involving the wide range of partners, taking into consideration that Belarus is notable for responsible use of IT and is an ideal place to think about the strategy of joint eff orts of the IT sector, the government, the civil society and international institutions. If we join our strengths, we shall become able to stop the growth of online crimes against children.

We are looking forward to see you at our round table on April 10 to discuss together our further activities. I’m sure that, through joint eff orts of the government, the private sector, IT companies, and children themselves as active conductors of changes, it will be possible to protect the rights of each child and to ensure development of their potential.

The event was opened by Konstantin Shulgan, Minister of Communications and Informatization of the Republic of Belarus, Chairperson of the Organizing Committee of the forum, who read the welcome speech of the President of the Republic of Belarus, Alexander Lukashenko.

It was also noted by Konstantin Shulgan that the significant contribution into the development of international cooperation was made by TIBO during the previous years. “Clear and detailed strategy of digitalization in all branches of economy and the country as a whole shall be developed in Belarus. There is no doubt that the XXVI Forum TIBO will become the universal platform for exchange of innovative ideas and arrangement of promising contacts for all participants, the forum mission is to make its contribution into the solving of tasks set and the formation of the detailed plan of activities for comprehensive digital transformation,” the Minister noted.

Konstantin Noskov, Minister of Digital Development, Communications and Mass Media of the Russian Federation, read the welcome speech for the forum participants: “TIBO Forum has been held for 26 years, and this is an inconceivable age for modern information technologies. The world changed radically, and throughout all these years people gathered at TIBO Forum and discussed the most up-to-date trends. And this results in appropriate responsibility for TIBO because we must look more globally, in historical terms, to see how the changing technologies affect the world around us.”

The welcome speech was delivered by Karine Minasyan, Member of Collegium (Minister) for Internal Markets, Informatization and ICT of the Eurasian Economic Commission. “Indeed, during the quarter of the century, the International Forum TIBO became an important platform, inter alia, for interstate cooperation between the countries of the Eurasian Economic Union. The Eurasian Economic Commission takes part in TIBO Forum three years consecutively and considers it to be an opportunity to form the common vision by specialists regarding the top-priority solutions and projects currently important for the countries of the Eurasian Economic Union making it possible to strengthen our common market and to remove any newly emerging digital obstacles.”

Kirill Oparin, the Head of the Regional Office of the International Telecommunication Union for the CIS, read the welcome speech for the forum participants: “Every year, with great pleasure, the International Telecommunication Union takes part in the forum of such a high level organized by the Ministry of Communications and Informatization jointly with other public agencies. The Republic of Belarus successfully cooperates with the ITU for a long time, and this cooperation broke new ground now.”

Nurudin Mukhitdinov, the Director General of the Executive Committee of the Regional Commonwealth in the Field of Communications, expressed his thanks for an opportunity to speak at the forum once again. “Within the scope of TIBO, we always have an opportunity to summarize the results of the previous year and to set the tasks for the future,” Nurudin Mukhitdinov noted.

Julian Burns, Banker of the Department of Information and Communication Technologies in the European Bank for Reconstruction and Development (Great Britain), noted in his welcome speech that the Government of the Republic of Belarus has created all necessary conditions for the development of information technologies, emphasizing that information technologies cannot be introduced if there is no appropriate infrastructure.

Olga Shcherbina, Head of the Representative Office of the International Finance Corporation in the Republic of Belarus, emphasized that the International Finance Corporation is one of largest global investors paying attention both to the commercial component and the effect of development. “It is very important for us to make investments resulting in maximum effect in countries where we work, and these are over 190 states around the world.”

The welcome speech of Sergei Katyrin, President of the Chamber of Commerce and Industry of the Russian Federation, for the participants of the XXVI International ICT Forum TIBO-2019, was read by Vladimir Maslov, Director of the Digital Development Department of the Chamber of Commerce and Industry of the Russian Federation.

Rashed Mustafa Sarwar, Representative of the United Nations Children’s Fund (UNICEF) in Belarus, emphasized the importance of influence that the technologies have on children. “In Belarus, 95% of children use Internet. Among the most important clauses of the Convention on the Rights of the Child is the children’s right to information; thus, we cannot deprive children of this right. However, Internet can pose a threat if used improperly. Technologies assist children, but we must make the technologies safe for them, and we need joint efforts to do so.”

Xu Weizhong (China), Chief Strategy Officer of Huawei ‘s Wireless Product Line, told about the implementation of growth of the digital economy in Eurasia. “The world got through 3 industrial revolutions, leading to significant changes in the society,” the speaker noted. “We are again at a turning point, and we approach the 4th industrial revolution. Shortly after, all things will be connected with each other and provided with artificial intelligence, and we can be sure that the developing technologies provide the foundation for the smart society in the future.” Xu Weizhong also noted that Huawei Company regularly invests in new technologies.

The report, “MTS Company’s Strategy at the Market of Digital Products”, was presented by Valery Shorzhin, Member of the Board, Vice-President for Digital Business Solutions in MTS PJSC (Russia). He told about the experience gained by MTS in the development of advanced digital technologies.

Yuri Drabkin, Manager of the Digital Transformation Segment in the Schneider Electric Company in South America, Latin America, India, Japan, Asia, Russia, told about the digital transformation of enterprises as the background for competitiveness of companies. The speaker gave examples of company’s projects including those in the sphere of application of cloud systems and augmented virtual reality for an industrial facility. “Schneider Electric will be glad to become your partner in the sphere of digital transformation,” Yuri Drabkin noted.

The report, “Women in the World of New Technologies: Hidden Economic and Intellectual Potential”, was delivered by Bianka Siwinska, Executive Director of the “Prospects” Educational Fund (Poland). “Our organization supports participation of women in technologies and innovations, and I would note the role of women in the 4th industrial revolution. More and more women become engaged in research activities, meeting the challenges of our times. There came a time for women to make their contribution in the development of technologies,” Bianka Siwinska summarized.

The participants and guests were addressed with the welcome speech by Konstantin Shulgan, Minister of Communications and Informatization of the Republic of Belarus, Chairperson of the Organizing Committee:

“Good starting conditions have been arranged in the Republic of Belarus for successful digital transformation and for making the economy competitive against the most highly developed countries. The country has highly developed national information infrastructure and IT industry, the effective state administration system and high-quality educational system.”

He noted that the format for holding TIBO-2019 was designed considering high-priority tasks set by the President and the Government for the digital economy development, and the coordinating role of the Ministry of Communications and Informatization in this process.

“This year, the innovative approach was chosen for making up the exhibition layout. Because the primary goal of the forum is to facilitate the effective digital transformation of the economy

and the state administration system of the Republic of Belarus, the core of the exhibition is the central exposition arranged by the Ministry of Communications and Informatization jointly with the Operations and Analysis Center of the Republic of Belarus and other republican state administration agencies and institutions,” Konstantin Shulgan noted.

According to the Minister, completed digital solutions were predominantly selected for demonstration. They were designed on the basis of technological trends and introduced in various spheres. Here, the task is not only to demonstrate the effectiveness of solutions presented but also to ensure that the successful experience of their introduction is replicated.

“Digital solutions working effectively are demonstrated not only in the manufacturing sector but also in the system of state administration, social sphere, public health and education: governmental e-services and administrative e-procedures; Belarusian virtual reality system for diagnostics and treatment of complicated fractures; virtual reality simulators for traumatologists; multifunctional hardware and software complex providing effective management for holding the Second European Games as well as comfortable lodging of guests and sportsmen in the country.”

In the Minister’s opinion, success in a way of formation of the digital economy in Belarus, as in all developed countries, depend to a great extent on the quality of the system of education and science and the innovation support system. Therefore, the Minister noted, in addition to the usual sections of TIBO Forum, the new thematic unit, “The Ecosystem of Innovations”, has been made at the exhibition this year.

“The intensive and interesting agenda is offered for the forum participants this year,” he noted.

During the opening ceremony, guests and participants were also welcomed by Konstantin Noskov, Minister of Digital Development, Communications and Mass Media of the Russian Federation. “A wonderful forum and exhibition already took place, and I wish to congratulate the organizers on this event. “As for the 26th TIBO exhibition of today, its “feature” is that the solutions presented, from the point of view of the Ministry of Communications and Informatization, must bring economic and social effect in all branches of our economy. The things that we demonstrate can be successfully applied in various branches of economy because the engineer’s thought is not finished at his/her solution offered in one branch. All these solutions can be transformed and applied in other fields of economy.

It is also not unimportant that the exhibition presents startup innovations that are not yet in their final stage of projects but, nevertheless, has a right for life and implementation.

SIGNING THE AGREEMENTS, BILATERAL MEETINGS

Within the scope of XXVI International Forum on Information and Communication Technologies TIBO, the Russian satellite communication operator, Satellite Communication Federal State Unitary Enterprise (SC FSUE) and the Belarusian manufacturing enterprise Precise Electromechanics Plant Republican Production Unitary Enterprise (RPUE) (the operator of Belintersat satellite communication) signed the cooperation agreement.

The agreement was signed by Yuri Prokhorov, Director General of Satellite Communication FSUE, and Anatolii Vankovich, Director of Precise Electromechanics Plant RPUE.

“A highly remarkable event took place today. The agreement that we signed is the beginning of the long way of joint work and cooperation,” Yuri Prokhorov said.

“The agreement was preceded by great efforts. We are the neighbors not only on the Earth but also in the space. This is our plan of strategic activities for the future. I think that our cooperation will be mutually beneficial in all fields. This is the next step in further development of satellite communications,” Anatoli Vankovich said.

The cooperation agreement provides for the exchange of necessary technical information and holding the consultations of experts regarding the matters of joint use of capabilities of the existing satellite constellation

from SC FSUE as well as new satellites made in accordance with the program of development of Russian orbital constellation of spacecraft for communications and broadcasting. Particularly, we consider participation of the Belarusian enterprise in the construction of the Russian SC FSUE spacecraft, Express-AMU6 (53° E) and transfer of load to it from the spacecraft Belintersat-1 after the expiry of its active operation period.

Precise Electromechanics Plant RPUE also has plans to use the resource of the SC FSUE satellite constellation, including the spacecraft Express-AMU6 in C-, Ku- and Ka-ranges. The parties also came to an agreement on usage of the ground infrastructure of SC FSUE and the ground control complex of Belintersat.

Moreover, the agreement stipulates arrangement of cooperation between Russian and Belarusian designing and manufacturing enterprises for the design of ground satellite communication stations for mobile platforms and for launching their serial production.

“We highly appreciate partnership relations with our Belarusian colleagues in the field of satellite communications. We hope that the scientific and technical potential of Precise Electromechanics Plant and the agreements that we entered today will become the reliable base for long-term mutually beneficial cooperation between our enterprises in implementation of hi-tech projects for the benefit of users of satellite communication services in the territory of the Union State and in other countries,” Yuri Prokhorov noted.

“Signing the cooperation agreement with Satellite Communication, the largest satellite operator not only in Russia but in the world, is the major milestone for our enterprise in development of the national satellite communication and broadcasting system in the Republic of Belarus. Cooperation ties with SC FSUE will enable to raise the scope and quantity of satellite communication services provided by Belintersat, to obtain new experience in implementation of international projects and, last but not least, give one more momentum to the development of space industry in our country,” Anatoli Vankovich said.

Anatoli Vankovich answered the questions asked by journalists: “This agreement is an effort of our specialists. Satellite Communications is the largest operator in the world. We agreed that we need to go forward together including such advancement in the matter of construction of spacecrafts. We see the prospect of participation in the joint program announced in the Russian Federation. We were invited for participation in this program. The potential in the field of satellite communication is not destroyed but remains in demand. Ground stations are of special interest for our partners.

The agreement is signed, generally, to build and develop the satellite

communications. If we say simply “satellite communications”, it is too narrow. We make the way to involve in participation our enterprises making high-tech products. We are not blinkered, which involves the satellite communications only. Several matters with our partners, as long as we are nearby, must be solved rapidly. The matters of joint sales, pricing policy-making, coordination-related matters. This is a very broad spectrum of matters. And the goal is mutually beneficial cooperation for the sake of our states.

Yuri Prokhorov answered the questions asked by journalists: “We take part in TIBO forum for the first time and I think that this is a

milestone event not only for Belarus but for all countries. Such events give opportunities for contacts, enable to solve many business problems much easier.

We positively assess the prospects for cooperation of our enterprise with Belarusian partners. The agreement signed today is preceded by the way of many years. And this is by far not a finish, but only the beginning of the way. I think our project will finally bring serious results, both in the field of provision of satellite communication services and in the field of development of ground and space technologies.

We wish success for the forum and participants. I think it will be fruitful and interesting for all.

On April 9, the agreement was negotiated at the XXVI International ICT Forum TIBO-2019 for signing the Memorandum of Understanding for cooperation in matters of releasing the radio frequency band of 694790 MHz between the Ministry of Transport of the Republic of Latvia and the Ministry of Communications and Informatization of the Republic of Belarus

Human relations remain, neighborhood relation remain, and technologies go side by side with us.

For the second straight year, the Eurasian Digital Forum (EADF 2019) arranged within the scope of TIBO becomes an effective dialogue platform for discussion, within the expert board of representatives of states, business and professional community, regarding the progress of implementation of agreed digital agenda for countries of the Eurasian continent and the conceptual matters of digital transformation and harmonization of digital markets.

The forum is held by the Ministry of Communications and Informatization, assisted by the Ministry of Foreign Affairs, the Eurasian Economic Commission and other interested state administration agencies, international institutions, professional and business community.

The thematic accents for the forum are adjusted annually in accordance with the current trends. For example, in 2019, as the core topic for the EADF, the proposal was made to consider the prospects for the formation of the unified Eurasian digital market, digitalization

Key speakers noted the importance of digital transformations for the economy of each of countries taking part in the forum, indicated the strategic areas and high-priority tasks for the formation of the digital economy and emphasized the need to expand the room for trust and elimination of barriers in the digital interstate teamwork.

During the Plenary Session of the forum, the priorities of the national digital agenda were declared by the representatives of governmental regulating agencies in terms of changes taking place in the spheres of economy, science and technology, social sphere, and in production and business processes of branches of economy existing for long.

As of today, each state, where appropriate strategies have been adopted and their implementation is in progress, made some way of digital development and gained the experience of introduction of digital solutions and application of the ICT for solving the specific tasks in economic, production, social sphere and in the state administration system, with the deeper range of digital transformation in spheres of higher priority for the country (such as tourism, agriculture, industry etc.).

Insufficient interoperability of existing systems, their incompatibility with digital platforms from other countries and lack of common standards are significant barriers, while inclusion into global supply chains requires unhindered digital teamwork with foreign partners.

According to competent participants of EADF, the solution is joint development of digital ecosystems of states within the scope of integration associations subject to the conditions of cooperation between parties having equal rights, using the most successful experience gained. Among the high-priority tasks set in the digital agenda of EAEU is the integration of the EAEU ecosystem with ecosystems of major trade and economic partners.

International scientific-technical and innovative cooperation, the area of economic activity of the Republic of Belarus demonstrating the most dynamic development, is also connected with wide-scale application of the ICT, enabling to develop the new forms of cooperation and contributing to the development of scientific-technical and innovative potential. Session of the Eurasian Economic Commission “Projects of Digital Agenda

for the Eurasian Economic Union”

The Eurasian Economic Commission is the key driver for the formation of the Eurasian digital market and digital ecosystems oriented towards elimination of barriers hindering free movement of goods and services at the internal market of the Union.

At the special EAEC session, “Projects of Digital Agenda for the Eurasian Economic Union”, within the scope of EADF’2019, results were presented from pilot and key projects implemented by the Eurasian Economic Commission within the scope of the EAEC digital agenda for the following high-priority areas:

digital transport corridors; development of the model of the

digital ecosystem for provision of citizens of the Eurasian Economic Union member states with employment and jobs; digital industrial cooperation.

State programs have been adopted in the Republic of Belarus, and their implementation is in progress, including the program for the Development of Transport and Logistics Complex for 2016-2020, providing for widespread use of the ICT for raising the effectiveness of business processes and services at all modes of transport. Also, implementation is in progress for the State program for the Development and Maintenance of Motor Roads in the Republic of Belarus for 2017–2020, oriented towards the improvement of quality of life of people through the improvement of the condition of public motor roads

During the implementation of the program, the smart transport system (STS) will be built of republican roads, and it will be capable in real time, in 24-hour mode, to track variations of traffic on crossroads, to carry out video surveillance, to control the traffic in accordance with variations of the situation, to inform automobile drivers, to implement the unified lorry traffic monitoring system, to control payments for driving on tall roads.

The Republican program for the Development of Logistic System and Transit Potential for 2016–2020 is intended to solve several tasks for the development and digital transformation of the logistic sphere in the Republic of Belarus, such as expansion of application of document e-workflow and introduction of unified accompanying documents, formation of the national system for smart monitoring of automobile flows based on modern ICT, introduction of information resources for logistic process automation control, usage of innovative technologies for raising the throughput of container trains in China – Europe direction through

The experts of the Representative Office of the IRU International Union in Eurasia specifically emphasize the areas of digital transformation in the sphere of international motor transportation that involve digitalization of shipping documentation and conversion of other necessary documents into the electronic form in accordance with the international conventions adopted. Technically implemented and tested pilot projects for introduction and usage of eCMR in European countries have demonstrated the significant economic effect resulting from application of such tools, as high as hundreds of millions Euro per year.

Digital exchange of legally significant accompanying documents is also important when other modes of transport are used for carriage, and in international multimodal transportations.

Belarusian Railway is among the drivers of digitalization in Belarusian transport domain: electronic technologies have been implemented and are in use at the enterprise for arrangement of transportation of goods and improvement of quality of service for passengers, and the development of related services is in progress. At the central exposition of TIBO, Belarusian Railway has demonstrated, convenient digital solutions for passengers enabling to obtain the full range of services and information.

The participants of the thematic section have noted the importance of digital transformation in supply chains that will make it possible to accelerate movement of goods, especially perishable products, to reduce administrative expenses for all parties involved; also, it will contribute to the expansion of the room for trust and to the growth of turnover of goods. Necessary elements in this process are the introduction of unified accompanying e-documents, application of international standards for identification and labeling of products, usage of digital signatures for cross-border transactions, and

The fruitful dialogue held within the scope of EADF’2019 between high-level decision-makers interested in implementation of the agreed digital agenda has contributed to the discussion of highest-priority matters of digital transformation, breaking of barriers, joint development of

strategic solutions regarding the regional digital cooperation agenda, formation of the unified room for trust within the scope of the Eurasian Economic Union.

Surprisingly, the development of digital technologies and their introduction in all spheres results in onset of new barriers. The participants of the forum have detailed the importance of joint solving of these tasks subject to the conditions of cooperation between parties having equal rights within the scope of integration entities, interoperability (compatibility) of systems built, and the interstate cooperation for gaining the competitive advantage. Integration of the EAEU ecosystem with other ecosystems is stipulated by the fundamental document of the digital agenda for five states within the scope of the EAEU. Active international exchange of innovative ideas and the best practices is the background for successful digital transformation.

The matters raised during EADF’2019 will become the themes for new discussions at various international communication platforms.

Konstantin Shulgan, Minister of Communications and Informatization of the Republic of Belarus, addressed the participants with his welcome speech. He said that our country has been implementing the policy focused on efficient informatization and transformation of sectors of economy, “Our task is to make is quick. Surely, it comprises several parts. The first part is the one that the state deals with. The second part concerns the business. The economy becomes top priority which was repeatedly said by the President.” The Minister mentioned the current state policy for digitalization of healthcare, creation of eGovernment, etc. “Digital transformation should be carried out in global directions, namely cellular communication, Internet of things, Big Data processing and analytics,” said Konstantin Shulgan and marked that digitalization should focus on industry and agriculture.

“We stand on the cusp of creation of a digital country. It’s not cut off from reality. There was an idea to demonstrate a traceability system at the central stand of the Ministry of Communications. We already have its elements and the only we need now is to join them. Then, Belarus will become a country where the digit actually helps the whole chain, from the manufacture to the consumer,” said the Minister.

Fu Haoyu, Director, Bel Huawei Technologies LLC, told how information and communication technologies ensure the transformation. Particularly, he explained how ICT development started to promote restructuring of the Chinese economy, “Today, there are 4.4 million 4G Chinese stations. And the ratio of people connected to 4G reached 99 %.” Fu Haoyu mentioned that joint efforts will allow to facilitate building of ICT infrastructure in Belarus.

Vladimir Karpovich, Director General, Mobile TeleSystems JLLC, told about MTS Company’s decisions on its way to digital transformation. He introduced the company’s digital infrastructure which influence the state of digital environment in the country to the audience. “The company feels interest in development of the fifth generation technologies in Belarus.” The speaker especially touch on the topic of development of Internet of things, this technology is based on the already-present infrastructure. “The last year was marked for active work with our clients, especially with developers and industrialist,” said Vladimir Karpovich. In conclusion of his speech, he underline that MTS company posture itself as a partner of the business in the Republic of Belarus and is looking to cooperate with it.

Yulia Lakhmotkina, Director General, Schneider Electric Bel LLC, make a report on EcoStructure architecture. The speaker told how to increase competitiveness of the business during a digital era. “For young generation, access to digital technologies is the basis of their life,” this was the thought Iuliia Lakhmotkina started her report with. She named urbanization, digitalization and industrialization as current trends accelerating our life. “In 30 years, population of cities will increase by 2.5 milliard persons. Therefore, they will need energy. But still, more than 1.5 milliard persons have no access to stable electrical energy. And our company believes that such access is a basic need of a human,” said Yulia Lakhmotkina.

Management of infrastructure facilities as part of the Smart City solution was reported by Vladimir Viter, Deputy Director for Science, Newland LLC. He said that there is almost no definition or certain standards for Internet of things; there are a few documents only which try to regulate this direction. “In 2017, recommendations for security of Internet of things were published. In 2018, they published a guide for manufactures of equipment for IT-security of Internet of things and some other documents,” said Vladimir Viter. It appears to him that the IoT concept should be used as a base for this issue.

Aleksei Shashkov, Deputy Director, Intracom Svyaz LLC (Russia), touched on a topic of health care in the smart city. He told about experience of introduction of electronic medicine using Greece as an example. “A single medical center system is an essential part of electronic health care communication. It is centralized national health care, telehealth. And surely, mobile applications,” said Aleksei Shashkov.

Ljubomir Karadshow, IT-Director, SCHNEIDER GROUP (Russia), presented the report “Smart businesses value smart ERP solutions”. “Today, ERP is an economic heart of business. ERP is a system to manage all resources of an enterprise. In the first place, systems are introduced everywhere in operational business,” he told. The speaker explained that the more the state is involved in business and organize control, the more important ERP-systems are for enterprises. Because these systems have all information that the state need.

Evgenia Chetverikova, Director General, PricewaterhouseCoopers FLLC, told about digital technologies in the tax system. Economic health and financial sustainability in Belarus depend on efficiency of fiscal management. And the only way to make this management efficient in the present context is to introduce digital technologies both into the activities of tax authorities and their interaction with taxpayers. During the report, it was marked what digital technologies were already introduced in the sphere of fiscal management in Belarus, consequences and results of digitalization: whether it allowed to reduce expenses of the state and the number of tax inspections or to increase the tax collection rate, existing world trends for introduction of technologies and innovations into fiscal management.

Robert Fintak, Chairperson of the Board, TERRA HEXEN Sp. z. o. o. (Poland), touched on the topic of new threats generated by development of unmanned aviation vehicle technology for critical and sensitive infrastructure in his report.

In conclusion of the Plenary Session, Andrei Nareiko, Chairperson of the Board, Belinfocom Association, told the audience about the role of telecommunications in digital economy. The speaker particularly emphasized some legislative issues that need to be settled, “In particular, it is the issue of placing digital infrastructure in dwelling houses. We have a plan how to solve this problem and the parliament supported this plan. I hope that making changes in the telecommunication legislation will allow us to solve this problem. Moreover, 5G technology promotes growth of base load power stations resulting in more complicated electromagnetic situation. Changes should be made to the norms for delimitation of sanitary protection zones for each base load station.”

Cloud technologies

Sergei Dudko, Head of Department on Work with Key Clients, Bel Huawei Technologies LLC, was the moderator of the section. He told about China’s experience in the field of cloud services, including possibility for a subscriber to virtually attend sports arenas or mass cultural events. Subscribers can watch a game as if they are a football player or a judge or watch concerts sitting on virtual VIP-places.

Dmitri Berestnev, Wireless Solutions Expert, Huawei Company, delivered the presentation “5G is on”. “Building of 5G networks will be very expensive on the first stage, therefore 4G networks will exist for quite a while but they will become a basis for creation of 5G networks. Huawei company is a unique supplier of solutions and is ready to commercial distribution of 5G.”

“Digital avatar of the company. Case studies of Belarusian companies” was the topic of the report of Pavel Bogdanov, Director for Cloud Hosting Development, hoster.by. “First, the cloud technology market was driven by SaaS solutions, but then IaaS-solutions market started to pick up steam. SaaS had problems with growth, scalability and security,” said the expert.

G-Cloud advantages for the state are cutbacks in funding along with improvement of service quality, 100 % software legalization; advantages for organizations include reduction of IT costs along with improved quality of provided services, work simplification and decrease in responsibility as regards purchases, security and quality compliance. Transfer of IT-infrastructure to the NP allows managers to focus on applied problems and to improve operational reliability while certified specialists of beCloud company will help to solve arising questions within technical support.

Artem Maksimenko, Head of Network Development Directorate, Mobile TeleSystems JLLC, told about cloud technologies of MTS company. The speaker specified advantages of cloud technologies in general and presented MTS Cloud platforms. Artem Maksimenko underlined that the “cloud” by MTS had important advantages: end-to-end SLA, reliability and a Single Window system. “The cloud is not something unique now: many companies have been using it for a long time. And though we are a new player in this field, we have already succeeded in such spheres as industry, education, banking sector,” said the speaker.

Maksim Redin, Sales Director, Siklu in Russia and the CIS, deliver presentation “Fast B2B connectivity through the Siklu gigabit radio links”. The speaker told about specifics of Siklu’s work, “Siklu’s advantages are license-free frequency range 60,70/80 GHz in Russia, reasonable price, vast product portfolio in licence-free frequency ranges, gigabit speed, compact design, quick installation, low power demand.”

Egor Kotov, Expert for Technological Strategy for State Sector Customers (Microsoft company), presented hybrid cloud solutions for governmental organizations. “Technologies which modify governments are Big Data and open data, security and cyber security, computer-assisted learning, artificial intelligence, Internet of things and distributed Blockchain technologies,” said Egor Kotov.

Pavel Pavlovski, Head of Development and Strategic Planning Division, Beltelecom RUE, told about creation of virtual operating environment on the base of services of Beltelecom RUE.

Aleksandr Sokolovski, Head of Research Laboratory of Communication Systems and Devices, Research and Development and Testing Centre Giprosvjaz JSV, make the report “Setting up the DAB+ standard digital audio broadcasting in the Republic of Belarus”. The speaker told about DAB+ network design, presented a service area diagram for DAB+ transmitters for a pilot zone at 54 dBµV per meter and shared the company’s plans for the current year.

Maksim Bondarev, moderator of the section session, – Adviser, Bel Huawei Technologies LLC, expressed his hope for rapid growth of Internet of Things in Belarus. “Details of Internet of Things application, issues connected with its introduction, world experience of interaction with IoT – our speakers will tell us about all these things today,” said Maksim Bondarev.

Vitali Lepekhin, Manager, Huawei, told about IoT development prospects in Belarus in his report “Simplification of business with the Internet of things of a cloud service”. “The presentation includes conceptual overview of Internet of things. It is one of the evolutionary branches of communications service providers. Providers throughout the world are very serious about the topic of Internet of things as it is believed that a large portion of proceeds from services provided by mobile operators will accrue to IoT by 2025. It is important to understand that a possibility to deploy an Internet of things platform will allow providers to become pioneers in the emerging market industry,” said the speaker.

At present, new generation cellular communication standard NB-IoT is the most prepared one to enter into the market and specifically due to simple introduction. At the moment, there are 36 commercial NB-IoT networks and 9 networks of IMTC competing standard. However, IMTC is significantly loosing out to NB-IoT in price for countrywide introduction in the mobile communication sector. There are various applications of IoT: Smart Metering (gas meters, water meters), Smart Cow, Smart Vehicles, Smart Bicycle Sharing. Major introduction challenges are monetization and integration.

Artem Maksimenko, Head of Network Development Directorate, Mobile TeleSystems JLLC, went into the details of NB-IoT. “Our company is involved in development and implementation of NB-IoT technology in Belarus. This technology is designed for mobile operators. You can see that the whole work of operators before NB-IoT was a race for speeds and use of constantly improved modulations. However, distance is of strategic importance, a huge distance where Wi-Fi cannot reach. Specific technologies appeared that allow to circumvent the distance problem, including NB-IoT,” said Artem Maksimenko.

They told about business benefits and technology trends of IoT-solutions in the global market; automated data collection from meters in apartment buildings, and the Smart House solution from Eltex based on the Z-wave protocol; applying Internet of things technologies in life support systems and in public safety; cutting operating costs to applying IoT based on the Absolute Platform: SmartSite; production asset management in digital transformation of the economy for smart energy; creation of a smart road, an intelligence transport system for the automobile transport sector built on the base of information and communication technologies, which includes infrastructure, vehicles and users.

SECTION C:Security and protection of information

Sergei Kasanin, Deputy Director for Science, NII TZI STATE ENTERPRISE, was the moderator of the section session.

The presentation “The Siklu radio bridges for video surveillance” delivered by Maksim Redin, Sales Director, Siklu in Russia and the CIS, clarified questions regarding Siklu products in security sector and showed actual possibilities for their application.

We have a special product which is successful in the US market. Multihaul Point-to-Multipoint Series has the following advantages: license-free frequency range 60 GHz, low power demand, interference-free operation and specific patented antennas allowing to connect many devices at the distance of 400 meters,” the speaker told about popular Siklu product. Multihaul is characterized by high multi-gigabit capacity. Such Siklu equipment – cameras with broadcast to the police station – was installed at a holiday resort of Lake Wales, USA. The fact of camera presence decreased crime figures almost three-fold (in the district where the cameras were installed).

The report “Benchmarking cryptographic architectures of common instant messaging systems” was dedicated to messengers, program products used every day by most people. Particularly, the report specified main requirements to messengers: anonymity, open source code, decentricity, message integrity check and asynchronous message delivery. Maksim Kazlovski, Software Engineer, Research Institute for Technical Protection of Information, Scientific Production Republican Unitary Enterprise, told the participants of the section about protocols used for end-to-end encryption to meet main requirements to messengers.

Evgeni Klebanov, Deputy Director, Technikon Ltd., delivered the presentation about digitalization technologies as a strategy to develop a modern enterprise. The speaker introduced his view of product personalization to the audience. He suggested creating a digital twin of the manufacture for this purpose. A virtual image will minimize the concept of human-centered manufacture. The speaker used 2 videos about modeling application in the ore-dressing industry as an example.

Pavel Strelkov, Corporate Projects Director, CALS CENER PRO-TECHNOLOGIES, emphasized again how important digital transformation was and described in details its key economic effect in his report “Digital transformation as a modern enterprise development strategy. PTC vision”. He also demonstrated application of PTC technologies in the video about cooperation with Rocket and Space Corporation Energia.

The speaker raised the problems of object identification in information systems and ways for their solving in his speech.

A lightning discussion was held in conclusion of this section. The participants and experts discussed professions being essential in manufacture automation and digital transformation as a small part of this process.

SECTION E: Forum on Internet-security for children

Denis Bashun, Development Technologies Specialist, United Nations Children’s Fund (UNICEF) in the Republic of Belarus, was the moderator of the section. “Over 95 % of children use Internet in Belarus. And according to MIA, from 2010 to 2018, number of cases of sexual abuse increased by 60 % in Belarus. Most of crimes are committed using Internet,” said Denis Bashun at the beginning of the event.

The section discussed holistic internet security concept and its role in implementation of children’s rights and developing resiliency and viability of children and adolescents.

Olga Tkachenko, Manager of Public Relations Group, Mobile TeleSystems JLLC, delivered the presentation “MTS is a child-friendly company”. The speaker told about current company’s activities to ensure Internet safety of children, presented the project “Children on Internet” and told about “IT-camp” project where children learn basics of software technology and robotic engineering.

Olga Toporikova, Online Safety Expert, UNICEF; Head of department, Scientific and Practical Centre of Problems of Strengthening of Legality and Law and Order of the Prosecutor General’s Office of the Republic of Belarus State Institution, noted that a separate section dedicated to children safety was arranged at TIBO for the first time and emphasized how it is important to ensure internet security of children. Olga Toporikova told everything about threats on Internet which children face with including fraud, attempts upon child’s moral and inviolability, drug distribution.

Andrei Sidenko, Expert in children’s online safety, Kaspersky Lab, make the report “Adults and children in a digital world: when online meets offline. Kaspersky Lab’s research.” The specialist presented data on involvement of children in using devices and polarity of different social networks among children. “The share of children that cannot do without gadgets reached 85 % for a second year in a row,” the speaker said.

Margarita Priakhina, Board Chairperson, Children Are Not for Violence Public Association, delivered the presentation “Children need safe cyber-domain. Forms and methods of preventive activities.”

Valentina Chekan, Education Director, IT Princess Academy, told about implementation of #GirlsSafety project, “The tasks of the project are arranging technical control in a family, preparing the intended audience for use of educational courses on Internet, creating academic conditions to ensure information security of pupils using Internet for educational purposes, awareness-raising activities among pupils and their parents.”

Olga Korsun named cyberbulling, internet addiction disorder, inadmissible Internet content, so called “groups of death” and threats related to digital reputation among security threats.

SECTION F: Unmanned aerial vehicles

Gleb Bondarik, Deputy Chairperson, Belarusian Federation of Unmanned Aviation Public Association, being the moderator of the section, addressed to the participants with his welcome speech.

The first part of the section dealt with application of small unmanned aerial vehicles to monitor and track the crop life cycle, to optimize fertilizers use, and to monitor operations of agricultural machines.

The report “Applying high- and medium-resolution remote sensing data in agromonitoring” was made by Tamara Myslyva, Chair of Geodesy and Photogrammetry Department, Belarusian State Agricultural Academy Educational Institution. “7 to 8 % of total number of drones used worldwide are drones used in agriculture,” said the speaker.

Vsevolod Genin, Engineer, OneSoil LLC, told about calculation of crop germination indices using small unmanned aerial vehicles and satellite data. “We learnt to determine field borders using artificial intelligence. At present, we identify 19 crops at their growth,” emphasized Vsevolod Genin.

The presentation “Ensuring monitoring of a condition of viability of coniferous forests on the platform Busel M40 UAV” was delivered by Aleksei Iakovlev, Manager of Optoelectronic Systems Department, Scientific and Production Centre for Multifunctional Unmanned Systems RUE, National Academy of Sciences of Belarus. He noted that annual forest health monitoring on the area of 150 thousand hectares was planned for 2018-2020 within implementation of the “Strategy for adaptation of Belarusian forestland to climate changes by 2050”.

Evgeni Osipov, Real Estate Inventory Specialist, National Cadaster Agency State Unitary Enterprise, and Marina Litveeva, Head of GIS Department, National Cadaster Agency State Unitary Enterprise, presented educational technologies in unmanned aerial vehicles. The speakers told about educational courses, trainings and programs related to land resources management and territory development planning.

Artem Semeniako, Electronics engineer, Brestenergo RUE, delivered the presentation “Practical application of industrial quadcopters. Range of solvable tasks”. Tasks we are facing are visual inspection of power lines, stacks, bridges and flyovers, buildings and structures, mobile operators’ towers,” said the speaker and told in details about specifics of fulfillment of each task.

Gleb Bondarik, moderator of the section, underlined, “Drones are part of our work but they have brought new threats into our life; therefore, anti-drone systems becomes more and more important. It is not only a technical issue but a great legal matter as well. Appropriate systems are being actively developed and introduced; however, a legal basis is required to install them. We, as a public association, would like this to be done under public control.”

SECTION G. Innovative financial technologies

Robert Fintak, Chairperson of the Management Board, TERRA HEXEN Sp.z o.o. (Poland), told about small unmanned aerial vehicles detection and suppression systems. He shared Poland’s experience in regulating unmanned aviation, “In 2012, we started negotiations with the government as the number of drones had been rapidly growing. The first legislative act was issued as early as 2013. We interacted with governmental and private companies and organizations. Drones needed to be classified; then, we divided the air space into 10 different zones and decided which zones would be totally closed ones. A specific application was created and now all drone operators have this application in their telephones. Today, those people who want to operate a drone in Poland should attend a certain number of hours of educational courses, pass an exam, attend a medical examination, pay insurance and register the drone.”

Anatoli Pavlovich, Deputy Chairperson of the Board, Bank BelVEB OJSC, being the moderator of the section, addressed to the participants with his welcome speech.

Stanislav Ashmanov, Director General, Nanosemantics Laboratory LLC, told in his report what chat bot is and what its functions, possibilities and principles of operation are. Besides, the speaker told about types and technical description of chat bots supplied by the company and clearly described the process of their creation.

Andrei Korbut, Director of Contact Centre, Belarusbank ASB JSC, presented the “Zlata virtual consultant”. Discussion of initial figures of the contact center was followed by statistics of changes in the bank’s official site operation where positive impact of chat robot application was observed.

Artem Troitski, Executive Manager, Financial Technologies Solutions Department, Huawei (Russia), told about digital transformation trends in banking using Eurasia region as an example. His presentation described changes in IT structure during the digital transformation era, evolution of system scaling and a multilevel approach to introduction of innovations.

“MTS Money is more than just a bank” – this was the topic of the report made by Elena Tereshchenko, Head of Business Analysis Department, Mobile TeleSystems JLLC. Elena Tereshchenko informed about possibilities and benefits of a new card MTS Money. These possibilities and benefits include free card issue and maintenance, commission-free replenishment of the account, cashback and many others that can catch the interest of a prospective user.

During this session, the speakers named major directions of digital transformation of the production sector, agroindustrial complex and consumer goods industry and brought up for discussion such issues as management of smart production process using modern solutions and efficient ICT-based tools for computer-aided design and manufacture of products.

An industrial enterprise has to seek ways to reduce time for product release, to decrease its self-cost and to improve its quality in order to obtain success and competitive advantages in the present context. The most efficient tools to solve these tasks were presented by experts of Siemens regional divisions. The company has a wide range of easy embedded hardware and software solutions and various services based on advanced technologies. Application of these means allows industrial companies all over the world to increase their productive

efficiency while reducing time required for introduction of products to the market. This will be achieved by digitalization of all production stages: concept development, project documentation preparation, production preparation, production itself, logistics and servicing. Creation of a product “digital twin” and digital management allow the producer to considerably speed up all the above production stages and to trace the whole way of product creation and generate added value at each stage.

As it is known, it is Siemens which is considered to be the driver of the German economy initiative Industry 4.0. The road map for transfer to the fourth generation industry developed in Germany and its elements have been successfully scaled in various countries. A generic image of a digital enterprise has been developed for the past two years with support from the ministry of Industry of the Russian Federation and with account for specifics of the Russian economy. Although there are some special features, a model of an export-oriented enterprise competitive at the international market is emerging as in European countries.

Experts of Siemens Industry Software LLC (Russian Federation) presented a wide range of unique solutions for industrial automation and software tools for product lifecycle management for all types of sectors: agriculture, machine building, energy sector; they were tested and widely used at industrial enterprise in various countries.

Agriculture becomes a high-tech sector as well during the digitalization era. Product quality and amount of resources used to produce it are coming to the fore instead of gross output.

The Ministry of Agriculture of the Republic of Belarus has been constantly working towards digitalization of the sector. Particularly, the Republic of Belarus became one of the first countries to enshrine issues of animal products traceability in law, which outlines special attention to quality and efficiency of product manufacturing in the country. Experts of the Centre for Identification Systems believe that generating overall approaches to the issues of identification of business players in the international economic area using successful world practices, application of digital product data sheets for product movement in supply chains as well as application

During the section “e-Agriculture. Digital agriculture”, speakers of Savushkin Product JSC, Brest Meat Packing Plant JSC, Gomselmash OJSC and the Centre for Identification Systems shared proven experience in digital transformation of domestic enterprises.

Specialist of Savushkin Product JSC, the leader of the dairy sector in the Republic of Belarus, told about

their proven experience in digital transformation of the enterprise and innovative technologies of products production using artificial intelligence technologies and Visual Components digital modeling; they also told about robotic automation of logistics and production. Success in scaling and introduction of digital technologies is mostly due to cooperation between Savushkin Product and researches from the Chair of Intelligent Information Technologies of the Belarusian State University of Informatics and Radioelectronics and Brest State Technical University who have a vast research experience in creation of smart systems and flexible automation facilities. Close and fruitful cooperation between scientists and producers catalyzed efficient introduction of Industry 4.0 technologies – digital manufacture model, robot-aided cells, neural network technologies, intellectualization at the level of knowledge base formation oriented to needs of the specified enterprise – at each manufacturing process stage of the Savushkin Product.

According to experts of the Ministry of Agriculture and Food, the current key drivers of agricultural sector development are wide use of paperless trade tools, electronic exchange of legally valid accompanying and authorization documents and veterinary safety certificates, which requires joint efforts of specialists from various sectors.

The thematic section “Architecture and construction. Management of building lifecycle” included reports made by experts of Information Technologies Centre of the Minsk City Executive Committee, the Ministry of Communications and Informatization, Republican Science and Technology Centre for Pricing in Construction RUE. The present condition of digital transformation of the energy complex, application of digital technologies to improve reliability and continuity of power supply, creation of new electric power substations and prospects for upgrading heat power networks based on modern technologies were presented by specialists of the fuel and energy complex in the Republic of Belarus at the thematic section “Heat and power engineering. Smart Grid”. According to the speakers, Belarusian enterprises are going through active process of business processes re-engineering and management business models upgrading to ensure efficiency of enterprises in continuously changing environmental conditions.

As in other production sectors, new challenges and possibilities in the energy sector are connected with the necessity to collect and process large data volumes and introduction of new ecological standards for production and consumption. Internet of things is the key technology for digital transformation and development of smart grids in energy sector, which allows enhancing process efficiency, collecting and processing large data volumes, reducing risk factors and achieving a desired competitiveness

Digital transformation of the economy covers the production sector, trade and logistics sector and supply chain management. According to the experts who participated in different thematic sections of the Industry 4.0 conference, it is digital technologies which drives competitiveness of different types of enterprises; efficient introduction of these technologies defines time required for transition to new production technologies and business processes and allows joining international value chains. The conference drew attention of about 200 professional audience members, such as representatives of educational institutions and organizations, sectorial research institutes of professional development, responsible for training/retraining and qualification of personnel; specialists of non-governmental specialized educational centers and IT institutions providing innovative educational services; representatives of IT companies-solution and software products developers for the education system, and other experts with successful experience in the implementation and use of Smart Learning technologies.

Digital transformation is the most important component of the development of the education system. Its effective implementation requires both implementation of new approaches to the organization of the current educational process, and identification of new competencies and knowledge that will be necessary for professionals in the future to work in the constantly changing conditions of digital economy as well as for

Responding to the challenges of the fourth industrial revolution, the Institute of Information Technologies of BSUIR focuses on developing the potential of its students and strives to develop necessary skills in various fields of knowledge directly or indirectly related to ICT. Special attention is paid to additional adult education and formation of both user and professional digital competencies. When forming the training strategy, the university specialists are based on international studies and recommendations of the European Union and leading consulting companies.

Based on the analysis of the development of the higher education system in the Republic of Belarus and abroad, the Republican Institute of Vocational Education confirms the effectiveness of the use of digital technologies to reduce costs and to increase economic efficiency in the course of organization of the educational process. Technologies, such as cloud services and mobile education, allow educational institutions to reduce costs for IT infrastructure and its maintenance, improve the quality of information service and information security, etc.

The General Information and Analytical Centre of the Ministry of Education (GIAC) presented to the expert community the results of its activities as well as promising projects. According to the GIAC experts, the platform approach to the digital transformation of the education system, which involves

the integration of information and communication infrastructure, server capacities of user devices, can make the information infrastructure of the education system understandable, transparent and manageable. The “Digital Economy” program has been adopted and implemented in Belarus, where the main directions of the digital transformation of the education system are formulated. According to the GIAC experts, the main challenge of ICT

implementation in socially oriented industries, such as the education system, is associated not so much with the complexity of adapting new technologies as with the need for operational regulation by the government.

In addition to the accessibility of educational resources, which is provided through various digital platforms, the quality and legitimacy of educational content is also of great importance. Its generation requires

cooperation of all stakeholders of the education system.

The experts of GIAC highlight the formation of a digital culture of society as an aspect among other important objectives of the new education system. A successful digital transformation in all areas is based on the involvement of the general public in the processes of digital transformation and its readiness for innovations.

The discussion of the possibilities of overcoming these and other barriers to digitalization of education took place within the framework of a panel discussion.

A guest expert from Ohio University (USA) shared a successful case of using ICT technologies in the study of foreign languages while immersing in the cultural context. According to the expert, the level of competence, including language, is estimated based on the ability to effectively use them in problem-solving. Understanding cultural characteristics allows the student to determine the best ways to improve their skills aimed at achieving certain goals. The widespread use of modern mobile technologies and the availability of an online platform are an effective tool and are actively used by Ohio University professors.

A Belarusian company Innowise Group, which has presented a medical system of mixed reality VOÊÀ.IO at the central exhibition area of TIBO, has also introduced innovative solutions using virtual reality and 3D modeling for medical training. The company’s experts spoke about the possibility of using the developed system not only to support a physician’s decision-making, reduce risks and improve the accuracy of surgical accesses but also for training.

With the help of Microsoft HoloLens glasses, medical students get the opportunity during practical classes not just to observe the work of doctors in the surgery room, as if via a Skype connection, but to see with the doctor’s eyes during the surgery. This allows you to practice your surgery skills on a completely new level.

allows doctors to consult each other remotely, seeing the same 3D content. Then, a more experienced surgeon can remotely help the other surgeon to correctly diagnose complex injuries and pathologies and demonstrate the most appropriate treatments. The conference was organized by the Ministry of Communications and Informatization together with the State Committee on Science and Technology, the National Academy of Sciences of Belarus and the Ministry of Education with the participation of relevant business associations, professional associations, scientific and research, and educational institutions.

This year the aim of the IÑÒ Driving Innovations conference was to analyze the effectiveness of the existing infrastructure in Belarus to support innovations and entrepreneurship and to study the successful international experience in the development of the innovation ecosystem, especially on the examples of the neighboring countries and economic partners of the Republic of Belarus, and to identify promising areas for the development of the innovation ecosystem.

The conference was attended by Belarusian and foreign experts, representatives of state regulatory authorities, professional associations, scientific and research sphere, and the business community.

In the reports of the representatives of regulatory authorities, special attention was paid to the challenges of development of small innovative business in the Republic of Belarus.

Belarus is implementing various ways to stimulate innovation, including the provision of tax exemption and customs preferences, improving the infrastructure to support innovations, creation of special economic zones, and state financing backing in the implementation of innovative projects.

According to the given statistics, the number of subjects of innovative infrastructure grows annually, and the number of residents of technology parks and the volume of output of innovative products increases.

In addition to the Belarusian Innovation Fund, innovative projects in the venture stage and growing companies can now receive funding from the Russian-Belarusian Venture Investment Fund.

To coordinate innovative activities in the CIS in 2019, the CIS International Innovative Development Fund was established, whose main objectives are the development of infrastructure of innovative activity in the CIS, cooperation of innovation member states, development of mutually beneficial forms of international innovation cooperation as well as information support of innovative activity in the CIS.

International engagement, cooperation, technology transfer, exchange of experience, networking and integration into the innovation community of other countries are effective tools that stimulate innovation and entrepreneurship. This creates the conditions for business scaling at the international level, helps to determine the optimal region for the development and marketing of products, and promotes competition and expansion of the pool of potential consumers.

With this aim, the Creation of the Belarusian Business Innovation Centre of the European Network of Support for Technology Transfer, Entrepreneurship Development and Partnerships in the Field of Scientific Research Project is being implemented on the basis of the Republican Centre for Technology Transfer in association the Republican Conference of Entrepreneurship and the European Commission. The main objective of the project is to promote technology transfer, business cooperation and partnership in scientific research among small and medium-sized enterprises and scientific organizations of our country and the European Union, aimed at improving their competitiveness.

Realizing the importance of international cooperation in the field of innovation, the Republic of Belarus constantly participates in international projects and research aimed at studying foreign experience of innovative development and analysis of the current situation in the

Republic of Belarus. To determine the directions of innovative development, the experience of formation of the innovation landscape for digital innovations of the closest economic partners of the Republic of Belarus, the member states of such integration economic entities as the Eurasian Economic Union (EEC), the Eastern Partnership (EAP), is especially important now.

The comparative analysis of the structure of innovation ecosystems of the Eastern Partnership countries as well as the basic principles of innovation policy of the European Union, presented by international experts within the framework of the IÑÒ Driving Innovations conference, allows to visualize the key factors that determine the effectiveness of the innovation landscape of the country as well as to identify promising areas of improvement and development of the innovation sphere.

In particular, the experts drew attention to the gaps in competencies for digital innovation and the need for training in the EAP countries. The existing ecosystem in the field of ICT and innovations today does not provide sufficient quantity and quality of training for regulatory authorities and governmental organizations in many fields of knowledge and IT competencies. Representatives of business and small and medium-sized enterprises (SMEs) also experience the need for training in these areas and improving the quality of innovative services.

According to the experts, for further sustainable development of the national innovation ecosystem, we need an integrated approach and involvement of different categories of stakeholders in the process: regulatory authorities, educational, research and scientific institutions, professional and business community, representatives of the start-up movement and initiative youth, investors and other participants of the innovation ecosystem.

When forming the national innovation policy, it is necessary to take into account global trends, to analyze innovative policies of developed countries in order to scale ready-made, tested and most suitable solutions into the national

ecosystem. The foundation of the effective digital transformation of the economy is the emphasis on international cooperation and effective innovation interaction. Better cooperation in the field of innovation with economic partners, ensuring sustainable transfer of ideas and knowledge, conducting joint international research and expertise, attracting foreign funding

will contribute to the development of the stock market in the Republic of Belarus as well as small and medium-sized enterprises.

This will allow the Republic of Belarus to increase the level of competitiveness of the national economy, improve the quality of life of citizens and contribute to sustainable economic growth and progress in all areas.

Participants of the collective stand “Governmental Digital Solutions” – state bodies and organizations – demonstrate through presentations and equipped workplaces the opportunities that are available to every citizen of Belarus and are designed to optimize their interaction with government agencies as well as development prospects for the near future. The collective stand is presented by National Traffic Exchange Centre RUE, Belarusian Cloud Technologies LLC, the Ministry of Labour and Social Protection, the Ministry of Industry, the State Customs Committee, the Ministry of Energy, the National Statistical Committee, the Ministry of Culture, etc.

elements of e-government powered by the functioning infrastructure.

The block “Digital Solutions in Production” presents advanced developments applied at each stage of the production cycle. The collective stand is also presented by industry digital solutions used in various spheres of life.”

Inna Khmelnitskaia, Co-founder of VOKA.IO, told about the innovations presented by the Ministry of Health at the stand “State Digital Solutions” : “This year the exhibition is very interesting. There are very interesting expositions, for example, Genesis, one of the most advanced developments in the world, Smart City. It is good that the exhibition is held in Minsk-Arena: there is plenty of room and light here. At our stand, we present the medical system of the mixed reality Microsoft Hololens glasses The system is designed to see damaged bones or organs inside the patient. The system VOKA.IO, developed by the Belarusian company Innowise Group, has been used for more than a year in the Republican Research and Practical Centre for Traumatology and Orthopedics State Institution; more than 30 surgeries have been performed using this system. We use the data of computer tomography, which is loaded into our system, and according to it, a 3D model is built. A loaded into Hololens glasses 3D model is displayed in front of the

surgeon’s eyes. It is used to plan a

surgery: it makes it easier for the doctor

to understand the anatomy of the fracture than on a flat model. Thus, you can choose the best way to access the bone and to understand which side is correct for approach. The size of the incision is reduced because the model is clearly positioned on the patient’s body, and the doctor knows where to make the incision. These glasses can also be used in telehealth: for example, to give a consultation, one doctor puts on glasses and another doctor, who can be anywhere in the world, puts on the same glasses, and they both can see the same model. The glasses can be used directly for training of

physicians: during practical classes, you can see not just doctors who work in the surgery room as if via a Skype connection. A student can put on glasses and see the same things as the doctor during the surgery. This allows you to practice your surgery skills on a completely new level. Also, we are finishing the development of a mobile application of a catalogue of 3D-injuries and pathologies of the heart. This is a unique development because only a company from the Netherlands has had some projects about the heart; they have presented projects on 8 pathologies. Its route is registered in the program, and artificial intelligence takes into account the situation around it. The State Committee on Science and Technology of the Republic of Belarus presented innovative solutions “Within the framework of the State Scientific and Technical Program “Intelligent Information Technologies” for 2016-2020, advanced information technologies and systems are being developed and implemented,” said Aleksandr Shumilin, Chairperson of the State Committee on Science and Technology of the Republic of Belarus.

Today we have already implemented a number of our products in various spheres. One of our new projects is the project of forest fire suppression and monitoring system. It is designed on the basis of one forestry and includes 3 towers with rotary cameras.”

A young company R-Nox is building an environmental monitoring platform “Digital Air” which includes a high-density network of gas analyzers, and an analytical platform that visualizes the environment and provides information about it. Using this product allows the city to see things that were previously unavailable. “At the moment, we cover areas of such cities as St. Petersburg, Krasnoyarsk, Arkhangelsk, and in the future, we plan to work in Mogilev”, said Vadim Radzivill, Director of the company.

control. Such mobile devices will make service rendering more convenient and easy to consumers and increase the share of non-cash payments. In addition, a beta version of our portal beta.belpost.by is already available, where we have tried not only to revise the design but also to redesign online services and make them more user-friendly. We plan to collect user feedback, optimize the website taking them into consideration, and present the final version of the portal in the near future. Within a month, we plan to launch a client mobile application that contains our main postal services, including parcels tracking with the history of changes in their status, courier ordering service and help services, such as search of the nearest branches using geolocation, search of a servicing department.”

It is planned to add such functions into the device as acceptance and delivery of postal money transfers, payment of pensions, sale of consumer goods, acceptance and delivery of mail. The initial “pilot” launch of this device is planned on the territory of Orsha district, Vitebsk region and Dzerzhinsky district, Minsk region”, said Elena Yaremchuk, Head of the Information Technology Development Department of Belpochta RUE.

Visitors could get acquainted with philatelic products with the help of the interactive panel. Irina Shipilova, Head of the Marka Publishing Centre of Belpochta RUE, told more about this panel: “Stamps of the Republic of Belarus have been issued since 1992. Today, on the interactive panel, we show only a small part of the topics of stamps that have been put into circulation during this time. And of course, there is a postal project dedicated to the 2nd European Games. There is also a selection of stamps on topics for children: drawings, sports, animals, etc. If you click on any image, you will get more detailed information. Adults and children have enjoyed the function ‘Collect a picture’: you can collect a whole picture from fragments of stamps.”

Xerox is a world leader in processing and management of information and documents. At the TIBO-2019 exhibition, Xerox Representative Office in the Republic of Belarus presented Iridesse Production Press, a revolutionary solution in the world of printing.

“This is the first laser machine in the world and, in particular, in Belarus, which can print with six colors, including silver and gold. This allows you to achieve a radiant and opalescent effect. Earlier the consumer had to order a large batch in the printing house to obtain such samples, while this digital machine

allows ordering only a few copies,” said Andrei Podgornov, Head of XEROX Representative Office in Belarus.

A part of the Xerox exposition is devoted to large-format equipment that is used for printing, scanning and digitizing drawings in research institutes and production plants. The ROWE ecoPrint i4 engineering printer represents this segment. The device has no restrictions in the printing capacity and combines execution of operations and high performance.

Multi-function office printers Xerox VersaLink Ñ7025 and Â405 are presented with the slogan “Imagine that your printer could think and work like you do”. The devices are equipped with a touch screen with a new user-friendly interface. The users can install their own applications into the devices. Each application is developed by a team of programmers individually according to the needs of a particular customer. Visitors can test a few samples of such software at the stand. Thus, the BankApp application recognizes the information when scanning and automatically puts it into the forms of documents, such as contracts, insurance policies, and customer profiles. XEROX offers one more useful software that can verify the authenticity of documents: it puts fields on the scanned document where the graphic changes are made.

Epson Representative Office in Belarus presents the latest solutions. “Today, at the exhibition, we mainly present devices for business printing as well as products for projection visualization. We have brought interactive projectors for both business and education,” said Yulia Sokolova, Epson Marketing Manager in Ukraine, Belarus and Moldova.

Within the framework of the exhibition, the company focuses on business printing as today about 80 % of devices from Epson’s business portfolio belong to the B2B segment. In Belarus, the company is a leader in the inkjet printing market.

Based on this series of cabinets, it is possible to build corridor isolation systems for large DPCs. An issue of building such a system at a specific significant facility is currently under development.

Panduit has for the first time been represented in Belarus this year, there are many interesting solutions, first of all, DPC interfaces of various density, up to ultra-high density solutions. There are industrial solutions and

solutions for office SCS, as well. At our exhibition stand, we present a monitoring system for monitoring the power and ambient physical parameters in the data processing centers by continuous scanning of chain electric overloads and ambient conditions hazardous for the IT equipment critical to those.

The Panduit brand embraces a wide range of products, about 80,000 items. We brought the most interesting solutions to the exhibition, which can facilitate both the assembly and the subsequent operation of a network.

We also have solutions for the construction of structures cable networks by a Polish brand Fibrain. The stand has two 19’ unit stands fully complete with interesting solutions by the brand. The exhibition presents horizontal and vertical cable organizers, a corner patch panel, patch panels with rear cable organizers, half-unit and module patch panels complete with the necessary keystone modules.

There is also an optic cable assembly (coil) used for network

deployment in the field setting. It is popular among the companies dealing with concert and amusement events, and among the military people who need to deploy a data transfer channel promptly. A cable with various fiber capacities can be used; the cable can end with the connectors necessary for a customer.

Besides, we presented uninterruptible power supply units from an American brand Eaton: models 93PS and Ellipse PRO 1600. Eaton’s UPS model range has a wide range of off-line UPSs, line interactive UPSs and online UPSs.

For the first time, this year, we showed NOVIcam video cameras.

Special attention of the visitors of the stand is drawn at Hengsion industrial switchboards having increased failure resistance and the ability to work within an extended temperature range from -40 to +75°C; and a universal access node, a ready-to-use solution for the construction of safety systems and video surveillance systems. By request from the customer, it can be complete with the necessary active equipment.”

Minsktelecomstroy OJSC

Minsktelecomstroy OJSC is one of the three construction companies in the system of the Ministry of Communications and Informatization of Belarus. “We have been in the market since 1966. Since the day of our foundation, we have been dealing with communication exclusively. We participate in the exhibition annually. In my opinion, without our work, none of the stands present would exist,” said Aleksei Prusov, leading counsel at Minsktelecomstroy OJSC.

A representative of the company noted the active modernization taking place at the company: “We use new technologies. Such as trenchless laying. We can drill a hole in the given direction, say, under the railway, a pond and exit in the said point almost to the necessary well.”

Physically, it is a single small 3-in-1 device. It is possible to make a cash operation using only your phone. A small receipt printer and a scanner for payment are built in,” said Oleg Davydenko, information security specialist.

By the way, those pursuing eco-friendly solutions can receive receipts via e-mail instead of printing them.

Absolut range, one of which is Absolut: SmartSite. “It is a single state monitoring and remote facility control center for the large and small enterprises, independent generator units, electric power substations, wind and solar power stations and many other,” said

Anastasia Vervenko, Head of Marketing Department.

According to a representative of the company, the solution includes a controller and software modules. The controller is designed in one housing with a DIN rack. It is to be installed at the remote facility. And based on the data received from the sensors, monitoring and management of the elements of that facility’s infrastructure is possible in line with the developed algorithm.

The Absolut: SmartSite controller measures the current battery capacity and calculates the duration of its independent work, identifies failures, controls the cooling and air conditioning system, controls fuse blowing. “For example, with natural battery wear, our equipment allows diagnostics of a damaged battery and inform the operator about the necessary maintenance,” the company told us.

A British-Belarusian UNISON JV CJSC was founded in 2000 on the basis of Ford Union. The company specializes in the manufacturing of passenger vehicles and conversion work for the specialized and commercial vehicles.

“Today, we present Zotye E200 electric car at the exhibition. It was presented in China in 2015 and in Belarus in 2018. It can cover 220 km in one charge. In accordance with the European NEDC system its cruising distance is 165 km. Its electric motor is 60 kW (81.6 hp) peak capacity, maximum torque effect is 160 Nm. Its maximum speed reaches 120 km/h. 24.5 kW/h battery weighs approximately 250 kg. The electric car itself weighs 1100 kg,” told us Natalia Kolkova, Executive Assistant of the company.

Technikon specializes in the development and implementation of the automation and digitalization systems. The company has projects in many industries, including agriculture and housing and utilities. At the exhibition, the company presented Aquatory urban water supply management system which already covers almost all regional centers of the country. The system solves the issue of energy saving by influencing the prime cost of water; implementation experience shows that Aquatory saves about 25% of the resources through artificial intelligence-based approaches to management. The most important function of the product offered is the forecast of water consumption in the coming hours with corresponding adjustment of pumping equipment.

Aquatory allows detecting water conduct perforation, pumping equipment wear and other deviations in the water supply system.

The company also offers GIAS product designed for planning,

“At our stand, we present the product from a Japanese company, KIP. Those are engineering systems for large-format printing which are mainly used by large companies: design institutes, plants, factories”, said Sergei Koniukh, Director of IFIT LLC. He noted that the company’s major customers are state structures.

Svyazinvest OJSC has been on the Belarusian market since 1995. The company is the biggest in Belarus developer, producer and integrator in directions, such as telecommunication, power supply, security and safety systems, energy production, LED outdoor and industrial lighting, etc.

“One of the top directions is road safety. We offer solutions for traffic flow control. It is equipment in control of a traffic lights unit. Our systems work with a wireless system of transport detection: a sensor is installed inside asphalt, we connect it to a controller and receive information. When a vehicle passed over the sensor, it is recorded. It also

“We can also provide a radio protocol of the lighting system control. Each light is equipped with an individual control module and

one group module which can control 300 lights. Its radius of action is up to two kilometers. The control system sends information to the operator’s desk. It is possible to see on an interactive map how each individual light is working. Lighting at the railway station square in Minsk is based on this system; we have fully modernized it there. We plan to keep

implementing it, we are negotiating with Mingorsvet,” said the company’s representatives.

Svyazinvest OJSC is in active cooperation with the Ministry of Communications and Informatization, with design institutes, with BNTU, with the Academy of Sciences, with the State Automobile Inspectorate, with Mingorsvet and other institutions.

Neirika is an IT company providing new generation communication services based on its own cloud platform. The company aims at creating a single solution uniting all communications into one simple and clear interface.

The company has presented its services at the exhibition for the first time. “We represent Grodno Technopark. We have recently launched our own telecommunication platform. Aleksandr Metelskii, Deputy Director on information technologies, NetAir, shared information on the products presented at the exhibition: “Unlike other companies, we implement and offer solutions that are not yet, or are poorly represented on the market of Belarusian telecommunications. For example, we were one of the first who imported and tested 2G, 3G and 4G signal amplifiers on the territory of Belarus. Such amplifiers are necessary for the rural construction where there is no Internet. There are even more interesting solutions with built-in router and a SIM card slot allowing access to the Internet even in remote places. We have a variety of equipment: only the communication capacity and the maximum distance to base are different for the equipment to receive signal.

That said, the size of the parking is insignificant: it may be a yard territory or a paid parking at shopping malls, parkings at secured facilities or near administrative building.

Sonet Distribution specializes on payment acceptance solution. These may be payment kiosks, Qiwi terminals, bank equipment, parking payment terminals as well.

We provide comprehensive solutions for parking arrangement. Our largest joint project is parking at Dana Mall shopping mall. We also offer service support: maintenance and repair of all types of terminals and the related special equipment.

There are 6 types of payment terminals at the stand, of which two are integrated with parking. 80% of the products presented at the stand are new. Stand of Minsk City Tech Park

Minsk City Technopark LLC was created with the aim of providing systemic support to the companies based in Minsk in their implementation of innovative projects by offering benefits and preferences stipulated by the legislation, by creating favorable environment for activities in the high-tech sphere, by providing support to the beginner innovative companies.

4 residents of the Tech Park presented their achievements and developments at the exhibition:

L7 is a company producing electric vehicles: scooters, bikes, quadrunners, snow tractors and robotized platforms. The producers think that personal electric transport does not only make moving around the urban and rural location comfortable, but also solves ecological issues.

KG is a production and engineering company working with electric and hybrid transmissions. Its mail line of business is the development, prototyping and serial production of electric drive systems for road transport of any class. The company presented a project of affordable commercial electric transport at the exhibition. It is a cheap electric car with a system of fact battery replacement. It is intended for passenger or freight carriage in a big city. Battery replacement centers are supposed to be established in a settlement. The stations are quite powerful which would facilitate charging. Representatives of the company think that it might solve the issue of excess electric power supply

connected with the construction of a nuclear power station in Belarus.

SpiderWatch is a mobile, rapid deployable, independent wireless signaling complex designed for perimeter security. The solution allows not only securing the borders, but also parts of forests, cottages. Spider’s work is based on seismic sensors detecting a person, a car, a target flying low, an animal and report it to the central desk. At the central desk, or on mobile device, there is a map with a recognition system. A Belarusian coffee producer

SORSO installed a coffee point at the stand of the Minsk City Technopark. The brand was founded in 2013. Today, it worthily represents the industry of the national micro-roasting not only within the country, but also abroad. Hundreds of facilities have selected the company as their partner and work with monosort products and author brands.

Details on the Fund’s activities were provided by Alla Minko, Deputy Head of the Department for international cooperation: “We are subordinate to the State Committee on Science and Technology of the Republic of Belarus and support innovations since 1998. There are three lines of the Fund’s business presented at the stand. The first one is what we call a traditional scheme and consider our main activities: financing innovative projects, venture projects, work on organizing and mastering production. The stand of the Republican Innovation Fund presents the winner of the Republican contest of innovation projects last year: “This is Djinn Sensor, a combined sensor which automatically collects data on the environment of a room and realizes data analysis. This small device has several sensors measuring the main indicators of the air quality in the room: CO2, volatile organic compounds, dust, temperature, noise, humidity, pressure, lighting. Measurement takes place every 20 minutes and are then sent to the cloud via a GSM module. Results can be viewed online at a dashboard in a PC or mobile browser. Monitoring

suggests 4 analytics indices: comfort, efficiency, health risks and building (premises) energy rating,” noted Alesia Dusmikeeva, representative of the Djinn Sensor.

The third and the largest deal of the Russian-Belarusian venture investments fund is Cinemood portable cinema. Maria Kashnikova, coordinator of the company’s events, told us about the product: “There were film-strip projectors which were used to watch slide films; and this one is the great great grandson of the film-strip projectors. It has a pre-loaded content in it: digitized slide films, audio tales, English lessons, cartoons including Sojuzmultfilm ones. Using the Internet, one can connect to Megafon TV, Mult, Ivi. There is also a new function available: some films can be downloaded to the cube. The

device is in Russian and in English, therefore, the cartoons and slide films are also available in English. The Multicube supports resolution up to 1080p, wall diagonal is 3 meters without quality loss. There is a battery inside working for 5 hours without Wi-Fi connection and up to 3.5 with the Internet connection. A small device has a built-in speaker enough for a room of 15 to 20 meters. There is an option to connect a Bluetooth speaker of earphones.”

During the TIBO forum, young entrepreneurs could present their projects to the international experts, potential investors, business partners and mentors, as well as to the target audience of potential users which would contribute to the international collaboration of the innovators and upscaling Belarusian development at the international level.

Educational alley presents innovation technologies and educational programs for IT specialists. It is an exhibition following the initiative of the Ministry of Education of the Republic of Belarus. It has stand of the leading higher educational establishments of the country: Belarusian State University of Informatics and Radioelectronics, Belarusian State University, Belarusian State Technological University, Yanka Kupala Grodno State University. Moreover, this site has educational developments in the field of information technologies presented by commercial organizations, such as MROBOT, Foresight school of digital technologies and IBA institute.

BSUIR presented educational programs in the field of information technologies at its stand: “Training starts in the 6th grade, at the Academy of Informatics for school children. Education continues at the level of the first step of higher education

for school graduates when they complete 11 grades. It is usually intramural education. Reduced term of education is available for college graduates. Depending on the specialization, it may be 3.5 to 4 years of education. Intramural (daytime and evening) and extramural (extramural and off-campus) forms of education are available. Training in profession may be continued in Master’s program in 15 specializations. Post-graduate, post-doctoral programs, re-training and advanced training are available,” commented Mikhail Makovski, Deputy Dean of the Faculty of Computer Technologies of the Institute of Information Technologies of BSUIR.

Tatiana Apanasevich, employee at the Faculty of Applied Mathematics and Computer Science told about education in BSU: “Faculty of Applied Mathematics and Computer Science is the faculty training specialists in programming at our university. At our stand, one can obtain information

about the admission score, entrance exams and the information which may be useful during education. Along with that, we also have other faculties training the IT specialists: Faculty of Radiophysics and Computer Technologies, Faculty of Mechanics and Mathematics, Faculty of Social and Cultural Communications, Faculty of Geography and Geoinformatics and International Sakharov Environmental Institute where they teach technologies in ecology and medicine.”

The BSU stand presents a range of inventions of the students’ scientific laboratory. Among them, there are specimen of satellites; the original model of one of them was sent into space in October 2018. Other student’s developments are interactive projects MiniQuali and Quali.me helping to study Maths. These educational resources are available on the Internet and in a mobile application for Android devices.

Sergei Pischov, Director of the Institute for Re-training and Professional Development spoke about IT education at BSTU: “Our university has a young and ambitious Faculty of Information Technologies training highly professional programmers, web designers, mobile safety professionals. However, modern digital technologies integrate with our classical specializations: forestry, woodworking, chemical industry. Today, there is, probably, no technological process operating without information technologies. That’s why all the specializations at our university have disciplines presenting up-to-date information technologies, management systems, coding languages, etc. to students. Together with the Belarusian Federation of Unmanned Aviation, BSTU conducts a training course for the specialists using unmanned aircrafts. Such technical facilities are actively used in various fields, such as forestry and housing and utilities.”

Stand of Yanka Kupala Grodno State University was presented by Andrei German, Dean of the Physico-Technical Faculty: “At the exhibition, we present both our educational innovations and educational programs in the field of information technologies. We offer training in a range of in-demand specializations: information measurement equipment, computer physics, information technologies software, information security, management of information resources. Aside from that, we would like to present or own developments in information technologies. There is a company created at our university specializing in the development and release of hardware-software complexes for the automation of educational and scientific experiments and production processes.”

Projects presented at the GrSU were developed by the Master’s degree students and are at the commercial product stage or pre-mass production. Among them, there is a device for measuring breath alcohol concentration allowing transmission of the data to various electronic devices and having low cost compared to the equivalents (3 to 5 times lower).

Exhibition of the Foresight school of digital technologies (Grodno) presents the key directions of its work. The school offers education in 5 specializations: robotic engineering, the Internet of things, neuronets and artificial intelligence, unmanned transport systems, 3D modeling and prototyping. The stand presents robots, 3D models, models of smart homes made by children during their education. Educational programs have been developed for various ages: from pre-school to 14 years and older.

“Everything for technical creativity” – that is how MROBOT.BY positions itself, a company engaged in production of educational kits and construction sets in robotics and electronics. The products are aimed at the audience of 8 to 18 years old. The stand has LED gift cards, developmental construction sets and games making the process of IT education interesting and fascinating.

Educational business and IT programs were also presented at the exhibition by the IBA Institute of IT and Business Administration. The institute has worked since 2002 and today, offers more than 100 courses and programs of advanced training for the beginners in IT, project management and foreign languages. The Institute offers a re-training program on the basis of higher education assigning the ‘programmer’ qualification and a state-recognized degree.

Bogdan Korovets, Director of Astronim, told about his experience in creating a website for state institutions. “I’ve seen many cases when everything is 89 to 90% ready, the managers look at the project and start making corrections. As a result, the developers have to re-work the very basis of the project.

We had situations like this in about half of our projects and they led to long arguments and talks,” noted Bogdan Korovets. He referred to the website of the National Library of Belarus as an example of one of the most complex projects in his practice. Since

Valeri Stalmakov, head of sales at Qmedia shared a check-list of 33 points answering the questions: Where are the sales? Why don’t they grow? The basis for the check-list is the formation of a team: selection of the people who love their job and are good at it. The second by priority is the proper building of the company’s brand, of trust, in a word, a proper ‘wrapping’.

Sergei Tsarik, Director of Webcom Group explained the importance of CRM, end-to-end analytics, product sales cycle and chain for the correct work with the customers and for the company’s income. The key role in the welfare of the company belongs to two linked departments: marketing and sales. Ideally, the executive manager should achieve synergy of these two departments. For that, the speaker offered considering an AIDA model.

Aleksei Plotnikov, Art Director at Media Line presented a paper ‘Website as the key contact point between the customer and your company’. Aleksei Plotnikov suggested a website should be seen less like a business card of a company, rather a full-value representative of the company in the web environment. “When a customer goes to a company’s website and cannot find the information he needs, doesn’t understand how the interface works, he would never say ‘although the company is a good one, its website is not’. The customer would say that the company is a bad one” noted Aleksei Plotnikov.

The problems of mutual understanding between the customer and the company are in the unarticulated website design and their incomplete content.

Vitali Denisenkov, Director and co-founder of the Borovoy’s Studio, spoke about the basic things in website development. The speaker

drew attention to the human resources of the company. Of no less importance were the technologies for the product development: only those products survive which solutions develop. “Problems with support will lead to the need to re-work the product,” noted Vitali Denosenkov.

SEMINARS OF ZYFRA COMPANY

Zyfra is the developer of the industry digitalization technology, it invests in the products and develops the environment of the industrial Internet of things and of artificial intelligence. It also provides ready-to-use industrial solutions for forecast analytics and data analysis, optimization of technological processes, process equipment and personnel monitoring. Key spheres for the company are machine making, metallurgy, mining, oil and gas sector and chemical industry.

Andrei Goncharov, representative of Zyfra spoke about the changes in the technological and business processes where digital data are an integral part of the company’s operation and about the end-to-end digital transformation.

He elaborated on the concept of the industrial Internet as the most developed digital economy segment as told about the technology, protocols and characteristics of data transfer.

Aleksandr Lizunkov, Head of the Department for International Implementation of Monitoring Systems spoke about the Dispatcher industrial equipment control system.

Pavel Fedosov, Head of business development projects at Zyfra SC delivered a speech about the perspectives, reality of the use and application of the artificial intelligence, machine learning and process optimization with the help of data processing. He explained how industrial equipment breakdown is predicted, what is technical vision and described the methods and approaches of predictive diagnostics.

Ruslan Raikevich, IT Director at Active Cloud delivered a presentation on the company’s development from a cloud provider offering services to customers to a cloud integrator not only providing services, but also consulting and product support.

“Convenience of the cloud services is obvious today: access from any device: a laptop, a personal computer or

a smart phone; technology stack encapsulation, easy upscaling,” the speaker noted. Cloud services are provided to small, medium and large businesses. The presentation showed business as a rocket which needs “fuel”, various ActiveCloud service packages.

The main new Active Cloud product is E-cloud, a service

package for large business. “Since 2012, we offer both large and medium businesses a CloudServer cloud hosting of IaaS type. It is reliable and simple. Although for large projects one needs additional possibilities for which CloudServer has not been designed and which it does not support. E-Cloud is about high

performance, reliability, produce-ability and flexibility and new possibilities for large businesses,” told Ruslan Raikevich.

ActiveCloud has a plan to become a cloud aggregator which could unite cloud services ensuring the best prices and comfort of choice for the customers.

Keysight is the globally known center for scientific studies and developments in the field of design, measurement and intellectual cyber security.

The company is focused on the development of the control and measurement equipment and measurement solution to help scientists, researchers and structural designers in confident solving of the most complex issues by employing high precision and trueness of measurements.

Viktor Epifanov, a commercial representative and the head of the digital analysis sector of the company welcomed the participants.

Aleksandr Chumadin, a specialist in modular solutions delivered a presentation dedicated to the basics of testing electronic warfare systems (EW). He spoke about the new testing tasks in the defense and aerospace industries, about the basics of radio location and about radio electronic situation, as well as conducted comparative analysis of pulse-modulated signals for the EW tasks.

Pavel Baibakov, a technical support engineer spoke about the improvement in speed and accuracy of testing the receiving and transmitting modules at the stages of development and release control, as well as about the use of up-to-date technologies in Big Data processing for spectral measurements.

Mobile Connect in Belarus is a joint project of communication operators velcom | A1, Life and MTS. At the velcom | A1’s seminar, operators together with GSMA, a mobile operators association, spoke about a new innovation product, Mobile Connect and presented its demo version.

Mobile Connect is about globalizing the process of authentication, log in, identification of users in online services. “Why do we need Mobile Connect? People often need to create accounts in networks or log in to the existing accounts by filling out the log in and password fields. Such solutions are not too convenient for users. Using Mobile Connect, an operator shall be the trusted identification and authentication center providing a customer

fact access to resources, easy payments and save time. For the service providers, Mobile Connect is the single interface, improved conversion through convenience and customers’ trust to the service, a possibility to enter a new market.

Uplink Networks LLC has been in the market of telecommunication and electrotechical equipment since 2009. The company is the official Panduit distributor, a globally known innovative infrastructural solutions developer.

At the seminar, Pavel Kuznetsov, a tech expert from Panduit Moscow representative office spoke about the products of the company: “It is a connector based on cut-in pins.

The presentation included a detailed description of the FLAT products and solution from their development to implementation. The first case: FLAT recording + FLAT notification + video analytics.
