pupils
PUTRAJAYA: The Education Ministry has introduced a literacy and numeracy
screening (Linus) programme for Year One pupils beginning this year to ensure that
they are able to read, write and do arithmetic.
Deputy Prime Minister Tan Sri Muhyiddin Yassin said all pupils would be monitored
for reading, writing and arithmetic (the three Rs).
“A test based on the three Rs will then be given to the pupils after two months.
Those who are weak will be put under the Linus programme to ensure they are able
to grasp the three Rs within three years,” he told reporters after delivering his New
Year message to Education Ministry staff yesterday.
Muhyiddin, who is also Education Minister, said the literacy rate among primary
school pupils was currently about 87% and the target for this year was to increase it
by 3%.
He added that previously, there had been a small percentage of Year Six pupils
who were still unable to read.
The effort to assist pupils to master their literacy and numeracy skills, he said,
would be supported by placing the best teachers to teach Year One.
Muhyiddin said that the ministry would also improve the ratio of one rehabilitation
teacher to 15 pupils, instead of the present ratio of one to a school, to ensure more
attention was provided to pupils who were weak in the three Rs.

He said a group of teachers, who would be facilitators to assist teachers in this
programme, would be set up at all state education departments.
