In his address at the meeting 1/2013 of the Na-tional Level Water Re-source Committee at Minis-try of Transport here today, Vice-President U Nyan Tun called for systematic man-agement of water utiliza-tion to ensure improvement of socio economy of the people and greening and

stability in the country. He also stressed the

need for systematic utiliza-tion, finding new resource, balancing the land utiliza-tion and water utilization and considering the water as a main factor for the eco-nomic sector.

The national level committee was formed to implement the multi-pur-pose water management system which guarantees

the equity and transparency of water utilization among the people by managing and conserving the water resource carefully in the country.

The vice-president also stressed the need for trans-parency in writing rules and regulations of the water management system, the national water resource uti-lization policy and frame-work.

In his address, he urged the ministries concerned to formulate the rules and reg-ulations to ensure environ-mental conservation, sus-tainability and equity and safety of water utilization for the future generation in terms of social, environ-ment and economy needs.

Turkey scrambles fighters to intercept Syrian, Russian

Turkey has scrambled F-16 fighter jets to inter-cept the Russian and Syr-ian warplanes that were flying close to the coun-try’s air space, a Turkish military statement said on Sunday.

Two F-16 fighter jets were sent to intercept a Syr-ian SU-24 warplane, which was spotted approach-ing the Yayladagi town of southern province of Hatay near the border, said the General Staff of the Turkish Armed Forces, adding that the Syrian aircraft retreated 3.8 miles.

The armed forces also said that Turkey scrambled another four F- 16 jets after a Russian IL-20 warplane came close to Turkish air space from the Georgian side and flew parallel of the Black Sea coast. The Rus-sian aircraft largely flew 15 miles away from the Turk-ish air space.

Similar incidents have taken place since Turkish jets shot down a Syrian hel-icopter in September near Hatay as the Syrian chop-per reportedly violated the Turkish airspace, according to local media.

Suspected LA airport gunman planned ‘suicide’ mission

los Angeles, 4 Nov — The suspected gunman in last week’s deadly at-tack at Los Angeles Inter-national Airport wrote a note saying he intended to die after killing at least one security officer, the chair-man of a key US security committee said on Sunday.

Twenty-three-year-old Paul Anthony Ciancia also discussed weaknesses in airport security in the “suicide” note before Fri-day’s attack, Michael Mc-Caul, the Republican chair of the House Committee on Homeland Security told CNN.

Ciancia is accused of shooting dead a Transpor-tation Security Adminis-tration officer, the first em-ployee from the agency to die in the line of duty since it was created after the September 11 attacks in 2001. Airport police shot and wounded the gunman, ending the rampage.”

It’s clearly one of those notes that reads, ‘I’m going to kill people and I don’t want to kill civil-ians,’ with the idea that he’s going to die at the end of this,” McCaul, who said he had read the note, told CNN. He said the note “talks a lot about killing TSA agents, and he said, ‘If I just kill one, my mis-sion is accomplished.’

In a criminal com-plaint filed on Saturday, in-vestigators said they found a handwritten letter signed by Ciancia in his bag that addressed TSA officials, writing that he wanted to “instill fear in your traitor-ous minds.”It was not im-mediately clear whether McCaul was referring to the same note mentioned in the complaint.

Investigators have de-clined to discuss a possible motive for Ciancia’s re-ported grievance with the TSA.—Reuters

Kerry sees signs Egypt moving back towards democracy

CAiro, 4 Nov — A day before Egypt’s deposed Is-lamist president goes on trial, US Secretary of State John Kerry on Sunday ex-pressed guarded optimism about a return to democ-racy in the country during a tour partly aimed at easing tensions with major Arab powers. On his first visit to Egypt since the army re-moved president Mohamed Mursi in July, Kerry called for fair, transparent trials for all citizens.

However, he described Cairo as a vital partner to the United States and the region, as he tried to repair relations hurt by a partial freeze in US aid.

Kerry said the relation-ship between the United States and Egypt should not be defined by aid but by a partnership, and promised to launch talks on a US-Egypt strategic dialogue.Senior State Department officials said Kerry did not raise Mursi’s trial in his meetings with interim Pres-ident Adly Mansour and army chief General Abdel Fattah al-Sisi, the man who deposed Mursi.

Instead, he stressed

that politically motivat-ed and arbitrary arrests should be avoided and were unacceptable to the United States, according to the officials who briefed reporters.”There was defi-nitely no conscious deci-

sion not to raise it,” one of the officials said. Referring to his recent comment that the Egyptian generals were restoring democracy when they deposed Mursi after mass protests against his rule, Kerry said: “Thus far there are indications that this is what they are intend-ing to do.”

Relations between the United States and Egypt have deteriorated since Mursi’s overthrow, which unleashed violence in which hundreds have died, even though the govern-ment has published a “road map” for an eventual return to democracy.

UN approves plan to create int’l network to monitor near-Earth objects

WAshington, 4 Nov — The UN General Assem-bly has approved a plan to monitor near-Earth objects through an international net-work and change their pro-jected trajectories to avoid impacts, people familiar with the plan said on Sunday.

It will be the first time that countries have respond-ed to the potential threat of near-Earth objects through UN-led international co-operation. So far, countries have conducted individual studies on how to deal with asteroids, and lunar and Mar-tian meteorites. The General Assembly approved the plan after Yasushi Horikawa, technical counselor of the Japan Aerospace Explora-tion Agency, who serves as chairman of the UN Com-

mittee on Peaceful Uses of Outer Space presented it dur-ing a session on 22 October. A meteor that flew over Rus-sia’s Chelyabinsk region in February has increased calls for international collabora-tion to monitor and deal with near-Earth objects more ef-fectively.

Japan is considering how to participate in the plan, which was compiled early this year by the Vi-enna-based COPUOS.The plan involves the creation of an International Asteroid Warning Network, which would link astronomical observatories and radar fa-cilities around the world to ensure the discovery, track-ing and observation of near-Earth objects. In case of a credible impact threat, the

IAWN would ensure that information on such objects is gathered expeditiously, while informing COPUOS and other bodies.

The plan also envis-ages establishing a Space Missions Planning Advisory Group comprising space-faring nations that would consider measures to alter the expected trajectories of near-Earth objects to avoid impacts by using rockets and unmanned space probes. But because countries use radar technology to monitor satel-lites and other objects around the Earth for military as well as scientific purposes, they may find it difficult to reach a consensus on how much information to share with the envisaged network.

In a meeting with a trade ministers from the Association of South East Asian Nations (ASEAN) last week, Premier Li Ke-qiang thanked them for traveling by high-speed train from south China to Beijing, calling it a real “roadshow” for Chinese

high-speed trains. Thailand, an ASEAN member, plans a high-speed rail network in the next seven years to sat-isfy its business and tour-ism demands.

Paris, 4 Nov — A row has flared up between leading planemakers over the width of tourist-class seats on long-distance flights, setting the tone for a bitter confrontation at this month’s Dubai Airshow.

The dispute focuses on the width of seats provided on long-haul flights for economy passengers — not always the ones most court-ed by airlines, but whose al-located space holds the key to efficiency claims for the latest jets offered by Airbus and Boeing.

Airbus (EAD.PA) this week called for an industry standard that would provide for a seat at least 18 inches wide in economy cabins, but its US arch-rival Boeing (BA.N) says it should be for airlines to decide.

The dispute comes as planemakers vie to sell ev-er-larger versions of their

twin-engined long-dis-tance aircraft, with poten-tially record orders expect-ed at the 17-21 November event. How the back of the plane is laid out — particu-larly whether seating is 9 or 10 abreast — is central to the economic perfor-mance claims being made for new ‘mini-jumbo’ jet designs.

Boeing says its re-vamped “777X” will hold 406 people based on econ-omy seats over 17 inches wide and set out 10 in each row. Airbus says the com-peting version of its A350 will carry 350 people in 18-inch-wide economy seat laid out 9 abreast. Emerging economies nearing half of global warming emissions

OslO, 4 Nov — Total greenhouse gas emissions by China and other emerg-ing nations since 1850 will surpass those of rich na-tions this decade, compli-cating UN talks about who is most to blame for global warming, a study showed on Thursday. Develop-ing nations accounted for 48 percent of cumula-tive emissions from 1850 to 2010, according to the study by the PBL Nether-lands Environmental As-sessment Agency, research group Ecofys and the Euro-pean Commission’s Joint Research Centre.

“Somewhere in the

current decade the share of the cumulative histori-cal emissions of developing countries will surpass that of developed countries,” a statement said.

Developing nations’ emissions are rising fast and the report predicted that their share of cumula-tive emissions would reach 51 percent by 2020. Almost 200 governments will meet in Warsaw from 11-22 No-vember to discuss plans for a new, global deal to fight climate change meant to be agreed in 2010 and to enter into force from 2020.

“Discussions at the UN climate negotiations tend to

focus on which countries have contributed most to climate change,” the study said.

The biggest emit-ters since 1850, taken as the start of widespread industrial use of fossil fu-els that emit greenhouse gases when burnt, were the United States, China, the European Union and Rus-sia, it said. City-made lunar rover set for moonBeijing, 4 Nov — A

Shanghai-made lunar rov-er is all set to land on the moon with the Chang’e-3, China’s third lunar probe that is set to be launched next month, local officials said on Friday.

The moon rover has been taken to the Xichang Satellite Launch Centre with the Chang’e lunar probe on the Long March III carrier rocket. Inspec-tions and preparatory work are going on to get the launch ready about a month later.

Equipped with four cameras, the six-wheeled rover will be able to climb onto hills and cross over obstacles on the moon sur-face, said Xiao Jie, a de-signer for the rover with the Shanghai Academy of Spaceflight Technology.

ples from the moon. It also has an expand-

able solar power plate to absorb the sun’s energy during the day and retract at night to cover the equip-ment to protect it from tem-peratures of minus 170 de-grees Celsius. “It will move really slowly,” Xiao said.

A Chinese-made nu-clear battery will power the moon rover after it lands on the lunar surface.

The battery, using plutonium-238, will be able to power the vehicle for more than 30 years, ac-cording to Ouyang Ziyuan, the project’s chief scientist. China has launched two lu-nar probes with Chang’e-1 on 24 Oct, 2007, and Chang’e-2 on 1 Oct, 2010.

The country will launch its fifth lunar probe, the Chang’e-5, in 2017 to bring back samples from the surface of the moon in the final step of the its unmanned lunar project, Ouyang said. He said there is still no timetable for put-ting a man on the moon, but China has said it would happen shortly after the completion of the “three-step” unmanned lunar pro-ject, according to a white paper on the development of the country’s space in-dustry.

The United States on Fri-day issued new import rules for cattle and beef that will comply with international standards for the prevention of mad cow disease, saying the step could ultimately boost US beef exports. The European Union said the US move would bring a welcome re-opening of a market closed to its beef since January 1998. Law-makers and industry groups also welcomed the news, saying it would help the

United States regain access to markets that have been closed for decades.

World trade in beef was jolted in the 1980s by the discovery of mad cow disease, a fatal brain-wasting disease in cattle, formally known as bovine spongiform encephalopa-thy. Many nations restricted imports, some of which re-main in place, out of fear of a human version of the ill-ness. “Making these chang-es will further demonstrate to our trading partners our

commitment to internation-al standards and sound sci-ence, and we are hopeful it will help open new markets and remove remaining re-strictions on US products,” said USDA chief veterinar-ian John Clifford.

High cure rates seen with Merck oral hepatitis drugs

neW york, 4 Nov — A combination of two oral hepatitis C treatments de-veloped by Merck & Co led to high cure rates in previ-ously untreated patients, indicating the company is a contender in the race to find new treatments for the liver destroying virus.

The treatments tested with and without the older drug ribavirin led to cure rates of 96 percent to 100 percent, according to in-terim data from a small midstage clinical trial. The results appear to confirm Merck will be competitive in the crowded race to de-velop interferon-free treat-ments for hepatitis C, as-suming they are repeated in larger studies that include

more difficult to treat pa-tient populations, such as those not helped by prior therapy.

The 65-patient, 3-arm study tested MK-5172, a protease inhibitor, com-bined with MK-8742 from a highly promising new class of drugs called NS5A inhibitors for 12 weeks of treatment.

Based on data avail-able at the time the interim results were released, 55 of 56 patients who com-pleted the therapy were considered to be cured of the virus which is transmit-ted through infected blood from sources such as in-fected hypodermic needles or blood transfusions.

Israel confirms military drone crashing in Gaza Strip

Jerusalem, 4 Nov —Israeli army confirmed on Sunday that an Army drone had crashed in the Gaza strip earlier in the day.The Israel Defence Force (IDF) denied earlier reports by Palestinian media, ac-cording to which Hamas militants took control of the drone as it flew over the Jabalieh refugee camp in northern Gaza.

“The Skylark UAV system crashed earlier to-day in the Gaza strip due to technical malfunction,” an

Israeli army spokesperson told Xinhua, adding that the army “is looking into the matter.” The Skylark is equipped with electro-opti-cal camera and can transmit high resolution pictures of the ground during both day and night time.

The Israeli army used the Skylark also in the 2006 Lebanon War and the Gaza War in 2008. The Israeli army spokesperson would not specify which activity the drone has performed on Sunday.

The incident occurred during a time of increased tension at the Israel-Gaza border.

On Thursday night, the Israeli Army killed four Palestinian militants and wounded several others during an operation against a recently exposed smug-gling tunnel from Gaza to Israel. On Friday night, mil-itants fired a rocket at the Eshkol regional council in southern Israel, with no in-juries or damage reported.

Pakistan Taleban appoints Asmatullah Shaheen as acting chief

Earlier reports said that Khan Syed alias Khalid Sa-jna had been appointed as the new chief of TTP, but a spokesman from Pakistan Taleban’s South Waziristan

Nine killed, fifteen wounded in violent attacks in Iraq

Baghdad, 4 Nov —At least nine people were killed and 15 others wound-ed in violent attacks in Iraq on Sunday, police said.

Two policemen were killed and six others wounded when a suicide car bomber attacked a police station in the central city of Baquba, 60 km northeast of Baghdad, a police source told Xinhua on condition of anonymity.

Two other suicide bombers tried to enter the police station after the first blast, but they were stopped by police guards, the source added. Earlier, a suicide car bomb attacked a police checkpoint in Tall Afar, 70 km west of the northern city of Mosul, killing two po-licemen and wounding three others and a civilian, the po-lice source told Xinhua.

total of 12 village-tracts and farmlands in Ottwin and Htantabin townships of Bago Region along the bank of Sittoung River were flooded in the untimely heavy rains.

The flood was not

caused in the rainy season, but it happened at the harvest time.

Thus, harvesting paddy plantations were damaged in the flood.

People-centred newspapersWe are now in the process of changing our

media landscape in all spheres beginning from its very foundation so that it can have the capac-ity to incorporate into global media mainstream. In so doing, we will surely need assistance from countries at the forefront in economic, media and technical development.

Myanmar a country in democracy transition is extending cordial relations with all the global countries whether they are from the East or the West.

Because of this new international relations policy, even the countries which had icy rela-tions or downgraded their relations with us in the past are willingly re-engaging with our coun-try now.

Thanks to the adoption of market economy and Investment Law that meets the prevailing conditions, companies from global countries are putting more and more investments in our coun-try.

Now we are transforming the media of our country into people-centred industry. We un-derstand that in certain democratic countries, the social responsibility-based media industry is flourishing together with media freedom.

So we need to study the Press policy, the in-terpretation of the media, media development, and the cooperation of the government, organi-zations and people in those countries.

The Fourth Estate of Myanmar is in the mission of amending or substituting media laws that are not in conformity with the provisos of the Constitution. There is only Press freedom in Myanmar and no more pre-publication censor-ship at all.

State-run dailies are introducing public ser-vice media as per the democracy. As the foun-dation of the new system that focuses on major-ity interest is public aspirations, the dailies will become people-centred newspapers.

During the today’s session, U Myo Thant of Yedashe Constituency submitted an emergency proposal urging the govern-ment to provide assistance to farmers in Nay Pyi Taw Zeyathiri Township, Py-inmana Township, Lewe Township, Yedashe, Ot-twin and Htantabin town-ships in Bago Region as their crops were damaged by the flood in the last week of October, and to urgently release the rules and regula-tions related to the Farmers Rights and Protection and Raising Interest Law.

U Min Swe of DaikU Constituency has asked Pyithu Hluttaw which measures would be taken to grant land ownership certificates to farmers and if there any plan to supply equipments for land survey work and to assign staff for

Agriculture and Irrigation U Ohn Than replied that the work on granting land own-ership certificates to farm-ers launched on 1 Jaunary, 2013 and the work has been completed by 86.91 per-cent so far.

Ten sets of RTK-GPS (1Base+1Rover set) and 25 sets of Total Station have been bought and supplied to region/state land survey departments, he added.

According to the depu-ty minister, the ministry has planned to buy 260 sets of RTK-GPS and 100 sets of Total Station through the tender system in the 2013-14 FY.

So far, 1600 staff have been assigned at the Land Survey-5 positions as from 1 March, 2013 and 3775 have been hired as daily waged labourers as from 1 August for three months, the deputy minister said.

The meeting will re-sume on 6th November.

Member of the central committee Union Minister Lt-Gen Thet Naing Win explained the president’s peace speeches and the views of the commander-in-chief of Defence Servic-es on peace-building.

Lt-Gen Myint Soe from Commander-in-Chief Office (Army) said he was glad to see ethnic armed groups sitting around the

negotiation table and the army is committed to take part in peace process and so are the president and the commander-in-chief of Defence Services. He said no one should doubt that the army would undertake whatever duty assigned to it. He said the military represents the State, peo-ple, sovereignty and terri-tory. Now, the ceasefire has achieved certain progress. He said he believed that the negotiation would lead to further stage toward cease-fire and peace, aspired by people and national breth-ren.

General Saw Mutu Sae Poe said that he was glad to meet with armed ethnic groups and respon-sible persons from Union Peace-making Work Com-mittee. KNU had accepted the government’s peace-making process, many lives and households were destroyed by over 60-year long conflicts. Thus, he said, they had realized that the conflicts cannot be solved on battle ground at the 15th KNU Conference but through political means at negotiation table. He said KNU leadership has made

clear their positions in meeting with the President and the Commander-in-Chief and was completely honest in peace process. He said that KNU wanted to make further discussions to achieve internal peace.

After that, the state chief minister and leaders of the armed ethnic groups discussed matters relating to ceasefire and peacemak-ing processes.

At the conference, members of the work com-mittee of the armed ethnic groups U Naing Han Tha of New Mon State Party (NMSP), U Kun Okkar of United Nationalities Fed-eral Council (UNFC) and Major Gun Maw discussed the agreements of the Laiza conference and Vice-Chairman U Aung Min and Lt-Gen Myint Soe ex-plained and discussed over the proposals.

Political analysts said that conference is an im-portant step toward nation-wide ceasefire and the last-ing internal peace, which are the wishes of entire national people, the gov-ernment and ethnic armed groups.

Nov — Kunie Kudo, who has been selling sea urchin boxed lunches to railway passengers in northeast Japan for 30 years, is said to be one of the models for the charismatic grandmother of the main character Aki Amano in NHK’s hit drama “Amachan.”

Business has been booming for the 74-year-old Kudo ever since the morning drama began in April, with about 10 times as many customers as before flocking to buy her lunches at Kuji Station in Iwate Prefecture. They’ve remained just as popular even after the drama ended in late September.

“Thanks to Amachan, I get to know a lot of people,” Kudo said in a recent interview. “It is the greatest honour of my life.” In the TV drama, the much-loved “Natsubappa” (Grandma Natsu) sells sea

urchin lunches while also working as an “ama,” one of Japan’s all-female fishing divers. Kudo, herself, however, only makes and sells boxed lunches. Her lunches, heaped with fresh sea urchin, are so popular that they often sell out within 30 minutes of her Sanriku Rias-Tei restaurant at Sanriku Railway’s Kuji Station opening in the morning. Their quick disappearance from the shelves has earned them the sobriquet of the “phantom lunch.”

Philippine NGO marks 10th anniversary helping

Filipino-JapaneseManila, 4 Nov — A

nongovernmental group set up to help Filipinos born to Filipino-Japanese parents acquire Japanese citizenship marked the 10th anniversary of its founding on Sunday with a pledge to Press on with its mission.

Hiroyuki Kawai, a Japanese lawyer who founded the Philippine Nikkeijin Legal Support Center in Manila 10 years ago, told the gathering that he is determined to carry on with his work and help members of the Filipino-Japanese community improve their livelihoods.

Kawai, the center’s chairman, was born in China in 1944 and, before coming to the Philippines, devoted 25 years of his life to helping Japanese nationals displaced in China around the end of World War II to regain their Japanese citizenship.

Some 150 people, most of them Filipinos of Japanese descent, attended the anniversary celebration.

According to the center, there are an estimated 3,000 Filipinos born of Japanese men who married local Filipinos after they came to the Philippines before or during World War II. Only 101 of them have managed to secure Japanese citizenship.

Apart from an aging second-generation of Filipinos of Japanese descent, popularly known as “nikkeijin,” some third-generation nikkeijin in the Philippines are also seeking Japanese government re-cognition as Japanese na-tionals.

Among them is Juseven Austero, 44, a third-generation Filipino-Japanese who serves as the center’s president.

In a speech, Austero said he is glad that Kawai and the organization have started to help the Japanese-Filipino community with its economic development programme.”

The most popular plan will become an important

reference when the station is decorated, the company said.

Beijing plans to ratchet up promotion of visa-free stays

Beijing, 4 Nov —Beijing will produce more incentives and work harder to promote its 72-hour visa waiver to attract more transit passengers. Authorities in the Chinese capital said they are considering offering discounts at hotels and shopping areas for tourists, as well as working more with airlines to publicize the policy more. Beijing Capital International Airport’s planning and development department said visitors might get exclusive discounts on dining and free accommodation if they spend a certain amount at the airport.

Singapore uses anti-stick paint to fight

illegal adsSingapore, 4 Nov —

Singapore is using an anti-stick paint to tackle the sticky issue of illegal ads at train stations, along the roads and on pillars and lamp posts, local media reported on Monday. The Land Transport Authority has called a tender to apply the solution at 367 locations on the island by 2017 after finding that anti-stick paint is effective in licking the problem, the Straits Times said. The tender also calls for anti-stick clear coating with high transparency that can be applied to glass or plastic panels.

It is illegal to paste the advertisements, which can range in size from Post-It note to A4, on undesig-nated places such as the subway stations, pillars and lamp posts. They also leave unsightly stains after being removed, especially when strong adhesives are used. The Land Transport Authority began a trial of anti-stick paint in 2009 at a sheltered linkway leading to

an MRT station. It proved a success. Since then, the anti-stick paint has been ap-plied at 252 locations. The authority previously said that the move would help it save about 100,000 Sin-gapore dollars (80,000 US dollars) a year.

The latest tender will expand the coverage to most places here where complaints about illegal ads are common. Besides ap-plying anti-stick paint, the authority has, since 2010, introduced 27 notice boards at 21 subway stations with heavy pedestrian traffic to give people a better option. It costs 50 cents a day to put up an A5-size ad. A spokes-man for the Land Transport Authority said there were fewer illegal ads at areas which have notice boards, and anti- stick paint. “These initiatives together with reg-ular enforcement and public education have been effec-tive in preventing the past-ing of illegal advertisements on street infrastructure,” he explained.—Xinhua

EBay has removed from its listings around 30 items of memorabilia from the Nazi Holocaust, including clothes worn by concen-tration camp victims, after a newspaper investigation discovered they were on sale on the e-commerce website, Britain’s Mail on Sunday said.

The newspaper said its reporters found a range of items on the site over the past week, including what was presented by the vendor as a complete Aus-chwitz uniform worn by a Polish baker who perished in the Nazi death camp.

The Mail on Sunday said it had alerted eBay (EBAY.O) and that the online auctioneer had re-moved 30 items from sale and offered to make a dona-tion of 25,000 pounds to a suitable charity.—Retuers

New York, 4 Nov — Defending champi-on Geoffrey Mutai and Priscah Jeptoo won the men’s and women’s rac-es at the New York City Marathon on Sunday for a Kenyan sweep in chilly, windy conditions through the city’s five boroughs.

After last year’s race was cancelled due to dam-age inflicted on the city by Superstorm Sandy, the

race marked a triumphant return as a record 50,740 runners started from the Verrazano-Narrows Bridge that connects Staten Island to Brooklyn.

Jeptoo overtook front-running Ethiopian Bu-zunesh Deba with about two miles to go to win go-ing away in two hours, 25 minutes and seven seconds and claim a huge payday in a race that began in 46

degrees F (8 Centigrade) with winds of 17 mph (27 kph). London Mara-thon winner Jeptoo trailed 2011 New York runner-up Deba, who lives and trains in the Big Apple, by nearly four minutes before shift-ing into catch-up mode from the 16-mile mark to reel in her rival, who suffered from stomach cramping during the race.

The win brought Jep-too a World Marathon Majors bonus of $500,000 (313,893 pounds) in addi-tion to the New York prize of $100,000.

“This is a great mo-ment for me, and this is a day I will not forget for the rest of my life,” said Jep-too. US serviceman arrested for alleged drunken driving in Okinawa

Naha, (Japan), 4 Nov — A US serviceman was arrested Sunday for alleged drunken driving in Okinawa Prefecture, police said.

Christopher Hardy, a 22-year-old officer at the

Prefecture just east of To-kyo warned its residents on Monday not to go outside as the toxic air pollutant PM2.5 could exceed the limit set in national provisional guidelines. It was the first such warning issued in the greater Tokyo region under an alert system launched in March. The hourly average

density of PM2.5 between 5 am and 7 am topped 85 micrograms per cubic me-tre, meaning it could exceed the daily average limit of 70 micrograms set under the guidelines, the prefectural government said.

Densities of 88 micro-grams to 127 micrograms were measured at three points in the city of Ichiha-

ra, it said, adding the cause of the rise is unknown.

The hazardous par-ticulate matter, measuring below 2.5 microns, or 2.5 thousandths of a millimetre, is believed to be brought by westerlies from China, where PM2.5 has been causing serious air pollu-tion and health problems.

Pyithu Hluttaw approves Media BillNay Pyi Taw, 4 Nov —

Pyithu Hluttaw approved the Media Bill today after discussing the bill’s para-graphs amended by Amyo-tha Hluttaw.

“There is a need for professional accountability in the on-line media and I hope that it would run in ac-cordance with the rules and regulations in the future. We discussed ‘account-ability and responsibility” many times at Pyithu Hlut-taw today,’ said U Khaing Maung Ye, a representative from Ahlon Constitutency.

Daw Khin Saw Wai of Rathedaung Constituency has urged the Union Gov-

ernment to urgently carry out the combined meas-ures for security, immi-gration and administra-tion which are better than the ones in the past for the sake of the national inter-ests of Rakhine State.

Maj-Gen Maung Maung Ohn, Deputy Min-ister for Border Affairs, replied that the Union Gov-ernment has been imple-menting the short-term and long-term plans for peace and stability in Buthidaung and Maungtaw in Rakhine State.

He also urged Pyithu Hluttaw to put the propos-al on record as the Union

Government would review the proposal to be able to ensure overcoming chal-lenges in the state.

For the peaceful coex-istence of the communities in Rakine State, the govern-ment has worked hard to improve the socio-economy of local people and Maung-taw region has enjoyed community peace, the Dep-uty Minister said.

In accord with the guidance of the President and agreement of the Union government, those at the Union level, region or state level, chair-man and CEC members of self-administered division or zone leading body, the chairman of Nay Pyi Taw Council and members are enjoying the salaries and allowances that are lower than they really are till to-day. However, the provi-sions of the respective laws have not been amended yet. MyiTkyiNa, 4 Nov—The government in office has political desire to bring about nationwide ceasefire, the constant demand of eth-nic nationalities, said Vice-Chairman of Union Peace-making Work Committee Union Minister U Aung Min as the committee met the leaders and representa-tives of ethnic armed organ-izations at Majwel Hall in Myitkyina of Kachin State this morning. He said the negotiation was the first ever dialogue on armed conflicts between the government and ethnic armed groups at the same time. Both government and ethnic armed groups pre-fer ending the armed conflict through political means, but it is difficult to hold peace talks simultaneously with

However, all stake-holders are dedicated to political dialogue, having accepted to find solution through dialogue, he said expressing his hope that the negotiation would bear positive results and fur-ther strengthen the peace process. The government would not single-handedly formulate the framework for political dialogue but allows the participation of ethnic armed groups and other major political forces and will listen to the voices of community-based organ-izations and the political di-alogue must be held based on a framework adopted by common consent.
