VINCI Construction UK LimitedAt the beginning of the year, following the acquisition of Taylor Woodrow in September 2008 and the subsequent restructuring, VINCI PLC reorganised its contracting activities by consolidating its operations in the name of VINCI Construction UK Limited.

VINCI Construction UK Limited comprises six divisions: Building, Civil Engineering, Air, Facilities, Technology and Regional Contracting.

VINCI PLC Achieves Record Turnover

In 2008, VINCI PLC achieved record turnover of £1.02 billion (2007 £778 million). Profit before tax remained largely unchanged at £16.2 million (2007 £17.8 million), after excluding one-off gains of £22.6 million in 2007 derived from asset sales and discontinued activities.

VINCI Year End Results

In 2008, VINCI’s results showed turnover up 10.3% to €33.5 billion. Operating profit increased by 8.3% to €0.4 billion and net profit increased by 9.4% to a record €1.59 billion

VINCI Construction UK (Air)Heathrow Terminal 1 Flight Connections Centre

The Flight Connections Centre (FCC) and Immigration Project at Heathrow’s Terminal 1 were completed in three main phases.

The first phase featured the construction of the new transfer security facility on the first floor of the existing FCC building. Once this was operational, the existing facility on the second floor was closed, making way for the new immigration hall. The final phase involved the construction of the new toilet and rest room facilities and the completion of the new passenger connections product throughout the FCC building.

Heathrow Terminal 4 Check-in Extension and Refurbishment cTaylor Woodrow was involved in the original construction of Heathrow’s Terminal 4 and is currently working on the £100 million project to extend the check-in area to accommodate an increase in the number of airlines based at the Terminal by the end of 2009 from 11 to 45.

The provision of 33 check-in desks and 72 ticket desks will cater for the increase in passenger numbers from 4 million per annum currently, to 11 million per annum once the new airlines have moved in.

Critical to the success of this project has been the ability to work in a live environment with minimal disruption to the travelling public.

The contract includes a highly sophisticated baggage system along with renovated piers and departure lounges.

The new, fully glazed façade at Heathrow’s Terminal 4 is being promoted by BAA as the benchmark for future bomb blast resistant façades at all their airports. Sample testing took place at VINCI Construction UK’s Technical Centre in Leighton Buzzard.

VINCI Construction UK (Air)Heathrow Terminal 4 A380 Link

The first ever A380 link for Heathrow’s Terminal 4 was completed in time for January this year.

A huge factor in the successful delivery of the project was the pre-fabrication of all fixed links, bridges and the extension of the link which took place in a compound dedicated to the site team near BA World Cargo.

A major milestone was reached in October last year with the installation of three support columns, six bridges, three rotunda and three loading bridges, all within a period of 15 days. This was followed by the seven week fit-out of the node building and the departure lounge gate rooms.

VINCI Construction UK (Air)Gatwick South Terminal e

The development of a Baggage Factory scheme and the overhaul of the check-in area are major initiatives that the Company is involved in this year as part of its long standing relationship with BAA at Gatwick Airport. These projects will help to enhance the South Terminal’s role as the main point of access to the airport.

Upgrades to the South Terminal’s Central Search Area were completed just before Christmas with the delivery of four new security scanners.

Highcross Multi-storey Car Park cAt the recent Leicestershire Pro Con Awards, the Building division and Hammerson Developments won the Large Building of the Year Award for the new Highcross multi-storey car park in Leicester.

The £30 million contract included the design and construction of a nine-storey car park in Leicester’s city centre as part of a £350 million mixed-use retail and leisure destination. Of the 2,000 spaces, 300 bays are for electric vehicles.

VINCI Construction UK (Building)Cabot Circus Multi-storey Car Park d

A £30 million contract has been completed to design and build a multi-storey car park for the Bristol Alliance, a joint venture between Land Securities and Hammerson. The car park forms part of the £500 million redevelopment of the city’s central shopping area known as Cabot Circus.

With nine decks of parking providing more than 2,600 spaces, the car park is one of the largest of its kind in Europe, featuring a mix of affordable and social housing accommodation.

VINCI Construction UK (Building)Birmingham International Airport

A £13 million contract is underway to design and construct an extension to multi-storey car park 3 at Birmingham International Airport which will provide an additional 1,577 parking spaces.

This contract forms phase 2 of this particular multi-storey car park. Phase 1 was completed by Norwest Holst in 2001 for a contract value of £10 million and comprised an eight level structure providing 1,800 car parking spaces.

VINCI Construction UK (Building)

Project MoDELVSM Estates Ltd, a joint venture between VINCI PLC and St Modwen Properties PLC, has been awarded the £41 million contract to deliver Phase 3 of a £180 million construction programme at RAF Northolt.

This forms part of Project MoDEL, the Ministry of Defence’s estate consolidation and redevelopment programme in Greater London. The consolidated site will have new offices, new technical and squadron accommodation, single living accommodation, catering and physical training facilities.

The contract to deliver the first two phases of the programme was awarded to VSM Estates in August 2006 and is being delivered by the Building division of VINCI Construction UK Limited.

The Company has now also been awarded the contract to deliver Phase 3 which will provide offices for the Queen’s Colour Squadron, a facility for HQ Music Services and the Central Band, two Junior Ranks’ Single Living Accommodation blocks providing 152 bed spaces, a Support Wing facility and a Physical and Recreational Training Centre.

A number of buildings have been completed. These include brand new accommodation for 222 Junior Ranks and 40 Officers, as well as five new hangars, offices for 32 Squadron, offices and archive facilities for Air Historical Branch and Defence Aviation Safety Centre and a fire station. VSM Estates has also successfully constructed and handed over a new all weather sports pitch for use by service people.

Work is on schedule for completion towards the end of 2009.

VINCI FacilitiesSwindon Police PFI

In July 2005, Norwest Holst/Crispin & Borst were awarded a 30 year support services partnership contract with Wiltshire Police Authority. The project required the design, build and operation of a new divisional police headquarters complex in Swindon to strict Home Office guidelines.

This 8,000m2 building is spread over three floors and provides accommodation for 400 police officers and support staff and is now operated by Taylor Woodrow. The building also houses a staff fitness suite, a restaurant offering 150 covers, training rooms and conference facilities, a 40 cell custody suite, parking for 200 vehicles, on site vehicle maintenance facilities and a public counter service.

Taylor Woodrow’s involvement is not just in the day to day maintenance and provision of services, but also extends to providing support services for major incidents.

StradformSouth Wales Police Authority

Stradform has completed the construction of the new Divisional Police Headquarters at Cardiff Bay, a £17 million contract undertaken for South Wales Police Authority. The six floor headquarters facility is the largest capital project ever undertaken by South Wales Police and provides a state of the art building with the latest technology. The 60 cell custody suite is one of the largest in the country and features the most up to date electronic control and surveillance systems. Office space is provided over three floors and includes an automated filing system, a high tech command room, as well as welfare and gymnasium facilities for police staff.

VINCI FacilitiesMedway Police PFI

In July 2004, Norwest Holst/Crispin & Borst was awarded a 25 year £25 million support services contract with Kent County Constabulary. The project involved the building of a new 11,000m2 divisional headquarters, the relocation of 650 staff to the new site and the operation of three satellite units. Taylor Woodrow is now delivering full hard and soft services to the facilities including the award winning public counter services.

As the Prison National Framework Agreement enters its fifth year, Crispin & Borst is currently on site with the following projects:

Leicester Grammar School dSituated on 75 acres of a former dairy farm in South East Leicestershire, Leicester Grammar School was designed to have a minimum impact on the environment whilst accommodating the requirements of contemporary education for 1,250 pupils and 80 members of staff.

The £33 million contract included the design and construction of a two-storey, 13,500m2 building incorporating a junior school, secondary school and sixth form college.

Extensive new sports facilities form part of the contract including three floodlit, all weather hockey pitches, four rugby pitches, a dedicated cricket pitch and eight hard tennis/netball courts. Inside are six badminton courts, basketball, netball and indoor cricket nets, a gym/dance studio, fitness suite and a 25 metre swimming pool.

Sustainability features included in the design process have resulted in minimal energy usage, high levels of insulation, natural lighting and natural ventilation throughout. Farm buildings were retained wherever possible for storage purposes and where old buildings were beyond renovation, materials were re-used as foundations for the construction of roads and pavements.

Crispin & BorstMilton Park, Egham

This £6 million contract is being undertaken by the London region of Crispin & Borst. The contract includes the construction of a modern, two-storey office building for prospective clients to fit-out to suit their own requirements. The project is situated in Milton Park, a site comprising 12 acres of Green Belt in Egham, Surrey.

Crispin & BorstBrunel University

Crispin & Borst is undertaking the renewal and refurbishment of the mechanical and electrical services, as well as the building fabric, of the Heinz Wolff Building at Brunel University in Uxbridge, Middlesex. The departments within the building occupy in the region of 100 offices and 30 laboratories. Work is being carried out in three phases over a period of 60 weeks.

Cleeve School, Cheltenham eA £6.9 million contract for the redevelopment of Cleeve School in Cheltenham has been completed for Gloucestershire County Council.

As well as the major refurbishment and reconfiguration of the existing premises, the contract included the design and construction of a curved two-storey building to house the school’s science, ICT, music and library facilities.

Sustainable features of the building include rainwater harvesting, a wind turbine and photovoltaic roof panelling.

StradformArt & Design Technology Centre, Nantgarw c

A £2.8 million contract has been completed for the design and construction of a Centre for Art and Design Technology at Coleg Morgannwg in Nantgarw, South Wales.

The project achieved a BREEAM ‘Excellent’ certification.

VINCI Construction UK (Building)/VINCI FacilitiesDerby Schools PFI

All five schools forming part of this £37 million PFI scheme were built by the Building division of VINCI Construction UK. Taylor Woodrow is now delivering £30 million of hard, soft and helpdesk services under a 25 year contract.

This £10 million contract comprised the design and construction of a three-storey adult education college to accommodate the departments of engineering, hairdressing and beauty. PEL Building Services undertook the full mechanical and electrical installation.

A £5 million contract has been completed for Kent County Council to extend and refurbish Bower Grove School in Maidstone, a special needs school with over 200 pupils. The contract includes the construction of a new sports hall and a number of additional teaching units, together with the phased refurbishment and re-roofing of existing areas.

Conren LimitedQueen Victoria Children’s Centre, Sedgeley d

Conren has supplied and applied Playon to provide the nursery at Queen Victoria Children’s Centre in Sedgeley with a safe and colourful outdoor play area.

Luton Sixth Form College

Work is progressing well on this £50 million contract to design and construct a new Sixth Form college in Luton. Due for completion in September 2010, the new college will include IT facilities, a 200 seat multi-function performance space, specialist studios and laboratories, a refectory with external terrace and courtyard, a large sports hall with various courts and spectator seating, in addition to high quality sports fields and an all weather pitch.

VINCI Construction UK (Building)/VINCI FacilitiesGlan Usk Primary School, Newport

A £14.9 million contract is underway to design and build a new primary school in Newport, South Wales as part of a PFI contract signed last year between Newport City Council and Newport School Solutions Limited, a VINCI Investments joint venture company. The Civil Engineering division undertook a £4 million contract to remediate the site prior to the commencement of construction.

The new school will consist of three single-storey teaching blocks radiating from a two-storey building. Externally a floodlit multi-use games area and all weather pitches will be provided.

Taylor Woodrow will undertake a £7.5 million contract to fit-out and provide a full range of hard, soft and helpdesk services including the management and delivery of the life cycle capital replacement programme of works at the school for a period of 35 years upon completion.

VINCI Construction UK (Building)Barnet College

The Building division is underway with a £29.8 million contract to provide a new art and design teaching facility as part of the campus redevelopment project at Barnet College.

The contract involves the phased demolition of the existing campus and the design and construction of a predominantly three-storey building organised around a south facing atrium. Construction is being undertaken beside the existing college facilities which border Barnet High Street.

The project also includes the restoration and adaptation of a Grade II listed Tudor hall that occupies a section of the construction site. The hall is a former boy’s school dating back to 1573 that is to form part of the Barnet College Development.

Doncaster Schools PFI dTwo new secondary schools at Edlington and Mexborough have been completed as part of a £45 million PFI scheme signed between Doncaster Council and VINCI Investments Limited.

Taylor Woodrow will provide facilities management services over a 25 year period as part of a £25 million contract.

Crispin & BorstRoyal Russell School

Crispin & Borst is underway with a £6.8 million contract which includes the construction of a three-storey building at the Royal Russell School in Croydon to house a performing arts centre.

Crispin & BorstSt John Fisher Primary School f

A £5 million contract has been completed which comprised the construction of a two-storey primary school on the site of the original building in Perivale, Middlesex.

An interesting feature of the school are the two 100 metre deep geothermal bore holes. These will extract ground water which will be used via a heat pump to warm and cool the school through the underfloor heating system. A covered amphitheatre features as part of the school playground which will be used for outside lessons as well as a performing centre for art activities.

VINCI Education/VINCI Facilities

Sheffield Building Schools for the FutureVINCI Education, in partnership with Sheffield City Council and Partnerships for Schools, is leading the delivery of the £320 million Building Schools for the Future (BSF) programme in Sheffield.

A pathfinder in the national BSF programme, the investment means that every secondary school in the city will have been rebuilt or radically refurbished by 2013 to serve a projected population of over 25,000 pupils.

Four new schools have so far been delivered as part of the programme. The first had a contract value of £17.5 million and was opened in time for the new school term in September 2008. The three recently completed schools cost a total of £50 million to design and construct and will be managed by Taylor Woodrow Facilities Management under a £37 million PFI contract for a period of 25 years.

VINCI Education Limited VINCI Education Limited has been created to respond specifically to the Government’s Building Schools for the Future (BSF) initiative.

The formation of VINCI Education will enable us to build on our existing strength in the education market, established through the Local Education Partnership (LEP) with Sheffield City Council and our extensive track record of delivering traditional and PFI education facilities.

VINCI Construction UK (Civil Engineering)Liquefied Natural Gas Terminal, Isle of Grain c

With gas reserves in the North Sea rapidly dwindling, a massive investment programme is underway to build Liquefied Natural Gas (LNG) storage facilities in the UK, enabling LNG to be imported from around the world.

The Civil Engineering division is currently constructing concrete LNG storage tanks at South Hook LNG import facility in Milford Haven and on the Isle of Grain in Kent.

At the LNG terminals, a single shipment will deliver its full 190,000m3 payload of LNG at minus 160 degrees centigrade into a single LNG tank. Hence the dimensions of the tanks are huge and technical specifications demanding.

The Royal Albert Hall would fit inside one of the Isle of Grain LNG storage tanks, making them the largest above ground LNG storage tanks in the world. They have an internal diameter of 90.4m, a top wall height of 39m above the base slab, and a domed roof that peaks in the centre of the tank which is 10.3m higher than the top of the walls.

VINCI Construction UK (Civil Engineering)Sellafield Silos Direct Encapsulation Project

The Civil Engineering division continues to work on a £36 million contract forming part of Stage 1 of the Sellafield Silos Direct Encapsulation Project, a project worth a total of £170 million and one of the largest to be undertaken for the British Nuclear Group in recent years. Stage 1 involves the removal of redundant equipment from an existing building, construction work, the design of process plant and equipment as well as the modification and extension of the building. The purpose of the SDP project is to encapsulate intermediate level nuclear waste in boxes for transfer to a separate storage facility.

VINCI PLC/VINCI Construction UK (Civil Engineering)

VINCI Signs Exclusive Agreement with Balfour Beatty for the Construction of Pressurised Water Reactors in the UK fVINCI, through its subsidiaries VINCI Construction Grands Projets and VINCI PLC, has signed an exclusive agreement with Balfour Beatty in the form of a 50/50 joint venture to bid on upcoming tenders issued as part of the UK’s programme to build next generation nuclear power plants.

The VINCI Construction/Balfour Beatty joint venture will draw on the combined expertise of VINCI Construction Grands Projets, which built 80% of the French nuclear power plants and VINCI Construction UK.

VINCI has been involved in the nuclear market for almost 50 years and has undertaken more than 80% of the civil engineering for France’s nuclear power plants. VINCI also carries out decommissioning through its subsidiary, Nuvia, and through VINCI Construction Grands Projets, which secured the contract to build the Chernobyl containment structure.

VINCI Environment UK

Energy From Waste cIn joint venture with VINCI Environnement, the Civil Engineering division has formed a joint venture company called VINCI Environment UK Limited to design and build energy recovery facilities throughout the UK. The Company is supporting waste operators, Sita, Veolia and others, on PFI bids to provide heat and power to local communities, whilst diverting up to 95% of waste previously destined for landfill.

VINCI Environment UK offers full turnkey solutions which require developing the scheme from the planning stage through to commissioning and handing over, usually three years from the start of construction.

The Building division has completed a £9.7 million contract which includes the design, construction, completion, testing and commissioning of a combined Material Recovery Facility and Waste Transfer Station at Hollingdean in Brighton.

The Hollingdean facility will handle up to 160,000 tonnes of waste per annum, separating recyclable materials and transporting the remaining waste to the incinerator.

VINCI Construction UK (Civil Engineering)Nottinghamshire Waste PFI

The Civil Engineering division has completed two contracts for Veolia ES Nottinghamshire Limited, the largest of which was an £8 million contract for the design and construction of a Materials Recycling Facility in Mansfield. The facility has the capacity to process 85,000 tonnes of household waste per annum.

The second contract was worth £1 million and involved the design and construction of a Household Waste Recycling Centre in Worksop. The contracts form part of Veolia’s PFI agreement with Nottinghamshire County Council to deliver waste management services.

StradformWaste Transfer Station, Cardiff

A £2.3 million contract has been completed to extend Cardiff’s waste transfer station. The upgraded facility will allow all rubbish collected from across the city to be sorted and more effectively pre-treated prior to disposal, avoiding the need for the waste collection fleet to discharge waste directly into landfill.

As part of Integrated Health Projects (IHP), a joint venture between VINCI Construction UK and Sir Robert McAlpine, the Company has been awarded a £16 million contract by the Pennine Acute Hospitals NHS Trust for the construction of a three-storey building at The Royal Oldham Hospital in Manchester.

This is the third project awarded to the Company by the Pennine Acute Hospitals NHS Trust. The first, also at Royal Oldham, was valued at £14 million and included the construction of new laboratory accommodation and the refurbishment of existing laboratory space for use as consultant offices and meeting rooms.

Most recently, the Company has been awarded a £29 million contract for the construction of a women and children’s unit at North Manchester General Hospital.

The new Vale Hospital is situated amid 3.4 acres of parkland estate on the Hensol Castle site, adjacent to the Vale Hotel Golf and Spa Resort.

A £4.3 million contract is underway to expand Bristol’s Spire Hospital. The new two-storey and five-storey extensions to the theatre block and consultant areas will increase the building’s footprint by 300m2. An additional operating theatre will be created, along with 13 bedrooms and a further five consulting rooms. The contract also includes the construction of an upper deck to the car park which will provide 29 additional spaces.

Taylor Woodrow Partnership Services (TWPS) is undertaking a 30 year contract worth £40 million as part of Sheffield City Council’s regeneration programme and re-provision of council office accommodation. Signed in 1999, with operational delivery commencing in 2001, TWPS has been delivering the full hard, soft and life cycle capital replacement services.

This scheme was a landmark for the council, as it was the first phase of the regeneration programme to be delivered and it offers the council the facility to operate a one stop shop for all council services to the general public. The success is demonstrated by the fact that the scheme is handling three times the envisaged volume.

VINCI Construction UK (Civil Engineering)

Docklands Light Railway Three-Car Capacity Enhancement ProjectThe Civil Engineering division is undertaking a £208 million design and build project to enhance Docklands Light Railway (DLR) infrastructure to allow the current two-carriage trains to be upgraded to three-carriage trains. This is in response to growing user numbers and to meet passenger demand during the London 2012 Olympic and Paralymic Games.

East India Station is one of a number of stations being upgraded as part of the DLR three-car project.

During a 52 hour weekend possession, major capacity upgrade works were carried out which extended its platforms by 30 metres on each side of the track to accommodate the extra carriage.

Piled foundations and concrete support columns were constructed on site in preparation for the extension which involved two 110 tonne pre-cast concrete beams, measuring 30 metres each, being lifted into position by a tandem lift using two 500 tonne cranes. The beams had previously been fitted with backscreen steelwork, platform drainage and electrical ductwork. Pre-finished platform slabs were then installed, along with back screen glazing.

Through careful planning and the efficiencies of the construction methods, the site team consolidated what would have been a two month project into two days, thereby substantially reducing disruption to the railway and nearby residents.

Westgate Development Area dTwo contracts totalling £17.6 million are underway for English Cities Fund Limited as part of a city centre regeneration scheme in Wakefield called the Westgate Development Area.

This is one of the most important City Centre development sites in Yorkshire, which will provide a new high quality business quarter on the former railway goods yards adjacent to Westgate railway station.

The contracts awarded include the design and construction of a five-storey car park and the redevelopment of the road network relating to the project.

Soil EngineeringAirdrie to Bathgate Railway

This £300 million project, funded by Transport Scotland, will provide a fast public transportation system between Glasgow, north Lanarkshire, west Lothian and Edinburgh. The rail link will re-open a 23km section which was closed in 1982 and will be fully operational by 2010.

As part of the project, Soil Engineering undertook the £3.8 million contract to provide ground and site investigation, which began in December 2007 as a 19 week programme.

Numerous logistical problems were successfully overcome, such as working on the live railway under possession using multiple rigs along with the constraints imposed by the environmentally sensitive nature of much of the area.

As a result of this and alterations to the scope of the works, the original programme of 19 weeks was extended by agreement with Network Rail to 40 weeks and included other services such as a utility survey involving the hand excavation of 38 trial pits and trenches.

Taylor Woodrow Facilities Management has the maintenance contract for 14 of the over-ground stations for London Underground Limited. Works include maintenance and cleaning services and are valued at £1 million per annum.

Work continues on three contracts as part of the Stratford City Development in East London. All three involve rail associated work. The Woolwich Line Enclosure is in preparation for the construction of the new Stratford City town centre whilst the High Meads Loop Enclosure permits the construction of the Athletes Village.

VINCI FacilitiesM6 (M74) Routine Operation and Maintenance

The M6 Design Build Finance and Operate (DBFO) is a £30 million contract for the maintenance of 91 kilometres of motorway between the Scottish Border and Millbank at Junction 12. VINCI FacilitiesHighways Agency

The Highways Agency has extended its facilities management contract with Taylor Woodrow Facilities Management until 2011.

The current contract, valued at £3 million per annum, commenced in 2005 and includes the provision of FM services at seven Regional Control Centres and 32 Traffic Officers’ Outstations.

Taylor Woodrow’s innovation and commercial control has resulted in an average 8% reduction in energy consumption and annual savings of around £150k. These achievements resulted in the Highways Agency increasing the scope of services Taylor Woodrow provide to include the procurement and stock management of consumables and equipment for the Highways Agency’s Traffic Officer Service vehicle fleet.

VINCI Construction UK (Civil Engineering)

King’s Cross Redevelopment Scheme fA contract worth £153 million is being undertaken for Network Rail at London’s King’s Cross Station.

The project includes the restoration of the existing Grade I Listed buildings adjacent to platform 8 and the provision of a new concourse including a bespoke diagrid steel roof structure with glazed coverings.

This contract has been secured in addition to the ongoing £28 million contract which includes the design, construction, testing and commissioning of a new plant room and service yard.

At the beginning of the year, following the acquisition of Taylor Woodrow in September 2008 and the subsequent restructuring, VINCI PLC reorganised its contracting activities by consolidating its operations in the name of VINCI Construction UK Limited.

VINCI Construction UK Limited comprises six divisions: Building, Civil Engineering, Air, Facilities, Technology and Regional Contracting.

The new VINCI Construction UK website provides information on all divisions of the Company and gives a clear overview of its operating sectors.

Users of the site will benefit from the improved navigation menus, clean design, clearer structure and a new search function.
