5. INTERGOVERNMENTAL COOPERATION
VISION STATEMENT To foster and facilitate intergovernmental cooperation in all areas and through all phases of projects. Guiding Principle and Goals - Intergovernmental Cooperation Goal: To improve the cooperation between Federal and State Governments. Towns, Villages, and the County Government Objectives: Objectives: § To foster and facilitate the free flow of information
among government entities. § To foster and facilitate consolidation of services and
encourage resource sharing among government entities. § To enable Towns and Villages to make decisions based
on the best available information. § To emphasize the necessity of consulting other
government entities and considering all relevant plans in the decision-making process.
§ To enhance communication with all stakeholders. Strategies: § Obtain more Federal and State support – Develop a
strategy and implementation plan.
§ Aggressively support sharing of services and facilities between Towns, Villages, County, Schools, Fire, Ambulance and Police Services
§ Develop a news release and information network for local officials.
§ Create effective means to reach all of Allegany County with information.
§ Improve the Public Relations efforts in order to raise the Public’s perception of the County (i.e. supplements to the Cornell Cooperative Extension Newsletter and to ACCORD’s Cord and perhaps the Sr. Citizens newsletters)
§ Encourage communities to collaborate on Land Use decisions and shared services.
§ Encourage common goals between communities and all levels of government.
§ Undertake an analysis of Intergovernmental Agreements within Allegany County and encourage changes as needed.
§ Identify existing or potential issues and conflicts with other governmental units.
§ Improve the aesthetics of Towns and villages by encouraging increased land use regulation.

Planning and Land Use Goal: Encourage increased Planning Capacity and better land use controls in Allegany County. Objectives: § Identify a Capital Improvement Plan by prioritizing
projects throughout the County and estimating the cost of the projects.
§ Analyze and determine all sources of revenue for financing and maintaining the Capital Improvement Plan.
§ Prioritize and schedule projects according to revenue anticipation.
Strategies: § Develop and maintain a Master Plan to address growth. § Support the Planning capacity within the Office of
Development to include adequate levels of planning personnel, GIS, and related support capacity.
§ Projects for planning and land use shall include the following criteria and others: o Identify distinct districts for projects including
collaboration, mergers, shared services, and infrastructure.
o Design a reporting process for planning projects. o Enhance the Planning Department; seek grants,
member items, and discretionary funds. o Adopt and utilize an Official County Map per New
York State law 239-e. o Create regional land use plans and encourage
Townships to adopt them. o Work with the tourism department to further develop
trails and identify and preserve historical places.

o Legitimize land use: Encourage land use management practices.
o Attract desirable land use development. o Support local efforts to protect and preserve the
water, air, soils and all other natural resources in the County.
o Promote the creation of an Association of Towns and Villages to unify actions on issues.
o Have a grant writer on staff who can advise and assist Towns and Villages.
o Reduce redundant costs to local taxpayers by sharing and consolidating services.
o Assist communities with implementing the SEQR process.
