SUMMARY RECORD OF THE 16TH MEETING OF THE OECD NETWORK ON EARLY CHILDHOOD EDUCATION AND CARE (ECEC)

1. The 16th meeting of the ECEC Network was held from 18 to 19 November 2014 at the Hotel Aquino in Berlin, Germany. The meeting was chaired by Ms. Tove Mogstad Slinde (Norway) and was attended by 74 participants from 21 OECD countries, including Austria, Belgium, Canada, Chile, Czech Republic, Denmark, Estonia, France, Germany, Ireland, Italy, Japan, Korea, Luxembourg, Mexico, the Netherlands, New Zealand, Norway, Slovenia, Sweden, Switzerland, United Kingdom and the United States, as well as by partner countries such as the Russian Federation, Kazakhstan, Lithuania and Singapore, and international organisations, including the European Commission and the International Association for the Evaluation of Educational Achievement. The main objectives of the meeting were to:

• Seek country feedback on the preliminary findings of the final report on monitoring quality in early childhood education and care as the main deliverable of the PWB 2013/14, and provide guidance on the finalisation of the report;

• Discuss the proposed projects under the PWB 2015/16, i.e., (1) development of an ECEC staff survey, (2) development of a conceptual framework on child outcomes data, and (3) case studies of transition from ECEC to primary education; and

• Share the lessons learnt from countries who have undertaken country reviews under the current programme of work, i.e., England, Kazakhstan and Norway.

Adoption of the agenda and summary record of the 15th meeting

2. Following the opening of the meeting by Ms. Tove Mogstad-Slinde (Norway), the agenda [doc. ref. EDU/EDPC/ECEC/A(2014)2/REV2] for the meeting was adopted, as well as the summary record of the 15th meeting [doc. ref. EDU/EDPC/ECEC/M(2014)1].

Election of the bureau

3. Ms. Mogstad-Slinde (Norway) reported on the nominations of the bureau and changes in the thematic working group leaders.

• Ms. Kiyomi Akita (Japan), Mr. Manuel Achten (Luxembourg), Mr. Karl Le Quesne (New Zealand) and Mr. Jim Grieve (Canada) remain members of the bureau. Ms. Mogstad-Slinde remains the chair of the Network and member of the bureau.

• Ms. Wytske Boomsma (Netherlands) and Mr. Jim Grieve (Canada) will no longer lead the thematic working groups on workforce and outcomes, respectively. The thematic working group on workforce will henceforth be led by Mr. Bernhard Kalicki (Germany) and the group on outcomes will be integrated in the group on data, led by Ms. Emily Knowles (UK)

4. The Network APPROVED the nomination of the existing bureau and the new thematic working group leaders. The Network THANKED Ms. Boomsma and Mr. Grieve for their work as group leaders.

Opening remarks and progress report

5. Ms. Yuri Belfali, Head of Division, welcomed participants and informed the Network of the current work in the Early Childhood and Schools Division and the Directorate for Education and Skills at large. Ms. Belfali provided an update on the Directorate-wide progress, recent publications and events, forthcoming activities and staff changes. Ms. Belfali also presented findings from TALIS 2013. The Network:

• NOTED updates from the Secretariat on the work of the Directorate for Education and Skills.

• NOTED key findings from TALIS 2013 and their relevance for an ECEC staff-level study.

Session on the Starting Strong report on monitoring quality in ECEC

6. Ms. Miho Taguma, Senior Analyst, and Arno Engel, Consultant, presented the revised outline and preliminary findings from the final Starting Strong report on monitoring quality and invited the Network to provide guidance for finalising the report, especially regarding missing key policy issues and concerns. Their presentation included preliminary analysis on general trends in ECEC, an overview of monitoring systems, insights on monitoring staff quality and lessons learnt [doc. ref. EDU/EDPC/ECEC(2014)10; EDU/EDPC/ECEC(2014)10/ANN1; EDU/EDPC/ECEC(2014)10/ANN2;; EDU/EDPC/ECEC(2014)10/ANN4; EDU/EDPC/ECEC(2014)10/ANN5 ].

7. Mr. Karl Le Quesne (New Zealand), moderator of the TWG on Monitoring Quality, appreciated the progress so far and presented his comments on key areas to emphasise in the final report.

8. The Network SUGGESTED to:

• Elaborate on the role of parents;

• Discuss differences in monitoring between private and public provision;

• Explore the use of monitoring to drive system performance;

• Clarify definitions and terminology;

• Emphasise value-added of the monitoring survey as compared to literature review;

• Clarify responses and ensure accuracy.

Preparatory time for Thematic Working Groups (TWG)

9. The Thematic Working Groups (TWG) on Data, Workforce Quality, Outcomes, and Transitions met in parallel sessions to discuss the results of the intermediate outputs of the PWB 2013/14 as well as the project proposals and background papers for the PWB 2015/16 for their presentations during the following sessions.

Session on the pedagogy survey

10. Ms. Emily Knowles (United Kingdom), moderator of the TWG on Data, and Ms. Ineke Litjens, Analyst presented the findings from the pedagogy survey regarding curriculum, children’s learning and development, pedagogical approaches, guidance, activities and practices as well as monitoring. They equally suggested possible uses of the results, such as the preparation of a short synthesis pedagogy report,

a more detailed analysis of curricula and guidance documents and to feed it into the OECD staff-level survey.

11. The Network:

• NOTED progress with the analysis of the pedagogy survey;

• EXPRESSED interest in a short snapshot summary; and

• SUGGESTED to use it to inform the staff-level survey.

Session on PWB 2015/16: staff-level survey

12. Ms. Miho Taguma, Senior Analyst, presented the project proposal for the PWB 2015/16 strand of work on data development: staff-level survey to allow jurisdiction to prepare an informed decision on their participation. The primary purpose of the ECEC staff survey is to inform policy with more and better data on what happens in the class- or playroom, i.e. the practices of staff and teaches, which are among the main factors affecting early child development. An international ECEC survey will be a first of its kind aiming at providing rich information and data most relevant for the delivery of quality ECEC services. It would give each country an internationally framed assessment of what actually happens in ECEC settings on the ground. International comparisons, as an independent assessment of strengths and opportunities across different countries, could facilitate generating national impetus or policy discussions to re-think staff’s work organisation to enhance the overall quality of its workforce. The survey could build the foundation for an analysis on what works for young children [doc. ref. EDU/EDPC/ECEC(2014)8].

13. Ms. Emily Knowles (United Kingdom) presented comments of the TWG on the project proposal and shared updates on the implementation of ISCED 2011 from the INES WP. Regarding the implementation of ISCED 2011, Ms. Knowles informed the Network that data on ISCED 0 has been received from many countries regarding enrolment, from some countries regarding personnel, while information on expenditure was expected for the end of November 2014. She encouraged Network members to contact INES WP delegates to discuss what data they have been able to report. Regarding the staff survey, Ms. Knowles underlined that the motivation to participate in the survey is to improve the quality of teaching and the ECEC teaching workforce. She recommended to shorten the survey, for instance by introducing optional modules, focus more on teacher practice rather than on staff development and reduce overlaps between different sections. Languages spoken by staff were raised as another area of interest. The group noted that linking staff data to child outcomes data could facilitate a better understanding of quality; they also pointed at political and budgetary challenges. Collecting some information on outcomes through the staff survey was also suggested.

14. Mr. Bernhard Kalicki (Germany), moderator of the TWG on workforce, presented the comments of the TWG on the project proposal. He highlighted that the survey allows contrasting resource endowment and opportunities to achieve high quality in centres with the high demands put on staff. There was a consensus on prioritising the policy issue "ensuring quality learning and well-being environments" while the other areas were also seen as important by members of the group. Regarding the design and scope of the survey Mr. Kalicki suggested to consider add-on-questionnaires covering special policy interests in several countries. He also suggested considering an option to use data from on-going surveys with the same sample and an option to include ISCED level 0.1. An option to link the survey to a child outcomes study could promote compliance of politicians, tax payers and staff. It was seen as a limitation that those not attracted to the profession are not included.

15. Mr. Georg Camehl (DIW Berlin), presented exemplary insights about ECEC staff that can be gained from the OECD’s Survey of Adult Skills (PIAAC). Those preliminary findings suggest that key issues such as the drivers of job satisfaction of staff are poorly understood based on that survey and that for a comprehensive analysis more sector-specific sampling, coding and questionnaire design is needed, as put forward by the staff-level project proposal.

16. The Network demonstrated great interested in the staff-level survey and around 18 countries and jurisdictions indicated that they are interested in ISCED 0.2, as well as ISCED 0.1 in the survey. To make the survey even more relevant and feasible the Network AGREED to:

• Drop “policy issue 4 transition” by shifting it to a system-level survey with the project “transition from early childhood to primary education”;

• Prioritise / highlight indicators on pedagogical practices, leadership and management;

• Streamline relevant similar and/or overlapping indicators (e.g. staff development and job satisfaction);

• Include some key TALIS questions to enable comparisons;

• Include some questions about how staff monitor child development and outcomes

17. Network members noted that it will be difficult for them to make a binding commitment by 31 January 2015 and welcomed that only a declaration of interest is needed by that date to facilitate the costing. The Network members requested that the secretariat provide additional information on the total costs for participating countries and other ECEC projects running over the coming 4 years, and make efforts to seek external funds to alleviate each country’s voluntary contributions.. The secretariat agreed to revise the project proposal in order to cover all ISCED 0 settings, including not only ISCED 0.2 but also ISCED 0.1 and family day care as a separate option.

18. The Network moreover NOTED:

• Updates from the INES WP and progress in the implementation of ISCED 2011;

• Lessons that can be learnt from ECEC staff data in PIAAC for an ECEC staff-level survey.

Session on PWB 2015/16: outcomes

19. Ms. Rowena Phair, Consultant, presented the rationale and context for the work on outcomes, the mandate of the PWB 2015/16 and progress to-date. As next steps she proposed key issues to be covered by a conceptual framework and asked the Network to suggest additional instruments to be reviewed and missing issues to be included in a conceptual framework.

20. Mr. Steven Barnett (NIEER) presented a technical paper on instruments assessing child outcomes. His survey of available assessments suggested that while there are strong options for certain outcomes domains, such as cognitive and social-emotional development, they are very limited for others such as problem-solving, creativity and subjective well-being. Mr. Barnett concluded that, in principle, international measures of child outcomes are possible, while none of the existing measures can be applied as is. Such instruments need to be developed according to the purpose for which they are to be used [doc. ref. EDU/EDPC/ECEC(2014)11].

21. Mr. Jim Grieve (Canada), moderator of the TWG on Outcomes, presented the comments of the TWG on Mr. Barnett’s paper. He highlighted the benefits of comprehensive child outcomes data to inform policymaking in the best interest of the children and their well-being, while emphasising the dangers of using such information selectively and with unintended consequences for staff, centres and children.

22. The Network:

• WELCOMED the work of Dr Steve Barnett and DISCUSSED benefits and limitations of existing comprehensive measures of child development and outcomes;

• NOTED the work on outcomes carried out by the secretariat to date and SUGGESTED the potential to break the ground to advance thinking on the assessment of the ECEC outcomes;

• WELCOMED recommendations and questions of TWG on outcomes to be considered for the development of the conceptual framework.

• SUGGESTED that the conceptual framework should be developed, taking into account the discussions at the network meeting;

• APPROVED the Common Understandings on Early Learning and Development as a document produced by the Network [doc. ref. EDU/EDPC/ECEC(2014)3/REV1].

Session on PWB 2015/16: policy analysis on transition from ECEC to primary schooling

23. Ms. Ineke Litjens, Analyst, and Ms. Claude Sevenig (Luxembourg), moderator of the TWG on transitions, presented the suggested plan for the strand of work for PWB 2015/16 on transitions between ECEC and primary education. Their presentation provided background information on the project, an overview of the overarching policy questions, focus and scope. The planned final outputs include spotlight policy reports for countries providing voluntary contributions as well as a final synthesis report.

24. The Network;

• NOTED the draft proposal on the transition from ECEC to primary schooling and EMPHASISED its relevance.

• SUGGESTED that in the context of the work on transitions the Network will be a forum for discussing country practices and peer policy learning.

Session on country reviews

25. Ms. Assemgul Yeskendirova (Kazakhstan) presented an overview of ECEC policies and practices in Kazakhstan as well as the country’s experience with the OECD ECEC country policy review. She highlighted the review’s contribution to discussions concerning infrastructure, content of ECEC, inter-agency cooperation, funding, staff and inclusion.

26. Ms. Tove Mogstad-Slinde (Norway) presented key milestones in Norwegian ECEC policies and practices since the last OECD ECEC review in 1999 and shared Norway’s experience with the current review. She recalled the review team’s preliminary recommendations regarding access and quality and emphasised the importance of the review process and the stakeholder involvement itself and the contribution made to the national policy debate.

27. The Network NOTED the presentations of ECEC country policy reviews and their contribution to national policy development.

The way forward

28. Ms. Tove Mogstad Slinde, Chair of the Network, reflected on the 16th Network meeting and

indicated that it had been a successful meeting with ample opportunities for in-depth discussions and reflections and the preparation of decisions regarding the way ahead. Concerning the next steps to be taken she summarised that the Network:

Starting Strong: Monitoring Quality in ECEC

• AGREED to provide case studies, clarify tables/ figures and responses to priority questions by 28 November 2014;

• AGREED to ensure the final validation of the report in February 2015;

• WELCOMED that the secretariat will revise existing drafts and send remaining drafts of the Starting Strong report by Jan 2015, incorporate comments by March 2015, finalise the report and its formatting by March/April 2015 and launch the Starting Strong report in Q2 2015;

Staff-level survey

• AGREED to provide feedback on the draft proposal of an ECEC staff-level survey by 28 November 2014;

• WELCOMED that there will be a webinar to discuss questions about the ECEC staff-level survey on 8 December 2014;

• AGREED to indicate non-binding interest in the staff-level survey by 31 January 2015 to facilitate cost estimates, while pointing out difficulties in taking a decision at this point in time;

• NOTED that the Secretariat will revise the project proposal for the webinar on 8 December 2014;

Child outcomes

• AGREED to provide feedback to the secretariat on the next steps regarding outcomes and further instruments to be considered by 12 December 2014;

• NOTED that the secretariat will develop a conceptual framework and organise a webinar among interested countries and experts.

Draft project proposal transitions

• AGREED to provide feedback to the secretariat on the draft proposal on transitions by 12 December 2014;

• AGREED to indicate interest in participation with VC in the transition project by 31 January 2015.

• AGREED to suggest themes for the next Network meetings upon the proposal of the Bureau.

• WELCOMED that the Secretariat will finalise the proposal by December 2014/ January 2015.

• NOTED that the 17th meeting is planned on 4-5 May 2015 at the OECD Headquarters in Paris, and that a meeting of Board of Participating Countries of the staff-level survey will be organised back-to-back on 6-7 May 2015.

29. The Chair thanked the Network members and other participants for their active participation, and she also thanked the interpreters and note-takers, as well as the German organisers and the OECD Secretariat, for their assistance in the preparation and delivery of the meeting.
