I am pleased to announce that the 2sth edition of the Directory of Potential Stakeholders for DOE Actions under NEPA, dated July 20 1 1, is now posted on the DOE NEPA website (http://ne-pa. enerm. gov/documents/StakeholdersDirectory. pdfl. The Directory is intended to supplement distribution lists that DOE Offices compile for particular projects or facilities by listing NEPA contacts in Federal agencies, the states, and nongovernmental organizations. DOE Offices are encouraged to be inclusive in providing potentially interested parties with opportunities to review IVEPA documents.

The Directory indicates each contact's stated preferences for receiving NEPA documents as paper copies, compact disks, or notification of a Web address where the document is posted. Of the contacts who expressed such preferences, those who do not need a printed copy or compact disk if they receive timely notification of NEPA document posting continued to rise - from approximately 15 percent in 2009, to 40 percent in 201 0, to 60 percent in 201 1. To meet these preferences, and to realize savings in printing, packaging, and mailing, NEPA Document Managers should plan ahead for the timely notification and posting of NEPA documents online. By making an EIS publicly available online before filing it with the Environmental Protection Agency (and thus meeting the timing requirement specified in 40 CFR 1506.9), DOE can be more responsive to these stakeholders' preferences and save resources.

The appendices list DOE contacts (NEPA Compliance Officers, Public Affairs Directors at DOE Offices and National Laboratories, and contacts for tribal issues) and public reading rooms where DOE Program and Field Offices typically make NEPA documents available for review.

PREFACE

This Directory of Potential Stakeholders for DOE Actions under NEPA is prepared by the Office of NEPA Policy and Compliance. The Directory is available on the DOE NEPA website at http://nepa.energy.gov/documents/StakeholdersDirectory.pdf, from which selected contact information can be copied into other applications to produce mailing lists, letters, or labels. It complements the EIS Distribution Guidance (http://nepa.energy.gov/documents/ eis_distribution_guidance.pdf), issued by the Office in June 2006.

The Council on Environmental Quality regulations implementing NEPA include provisions for public involvement:

• Agencies must ensure that environmental information is available to public officials and citizens before decisions are made and before actions are taken [40 CFR 1500.1(b)].

• Agencies must involve environmental agencies, applicants, and the public, to the extent practicable, in preparing environmental assessments and must affirmatively solicit comments on draft environmental impact statements from those persons or organizations who may be interested or affected [40 CFR 1501.4(b) and 1503.1(a)(4)].

• Agencies must also provide public notice of NEPA-related hearings, public meetings, and the availability of environmental documents so as to inform those persons and agencies who may be interested or affected and must solicit appropriate information from the public [40 CFR 1506.6(b) and (d)].

To assist Departmental Program and Field Offices in complying with these requirements, and to supplement lists that Departmental Offices compile for individual projects or facilities, the Directory lists current contacts in Federal agencies, states, and major nongovernmental organizations. In providing potentially interested parties with opportunities to review DOE NEPA documents, Offices are encouraged to be inclusive.

To allow the Department to better accommodate potential stakeholders, the Directory indicates their preferences for receiving DOE NEPA documents (that is, the number of compact disks or paper copies ) or notification of a web address where the document is posted.
