SUMMARY: The following narrative describes activities related to the three core components of the Choice Neighborhood Initiative, which are People, Housing and Neighborhood. The following activities are associated with metrics submitted to HUD on both a quarterly and annual basis, with the updates from last month highlighted.
People These metrics are being reviewed and revised, and will be submitted to HUD for approval. The updated metrics will be provided to the April Choice Neighborhood and Operations Committee.
Neighborhood
Objective: Improved interaction, coordination, and shared resources Accomplishments 2014 Target Progress StatusSt. Philip’s College will establish a Committee to capture history of EastPoint and support the revitalization efforts of the neighborhood.
Eastpoint Shine – Collaborative partnership with the CoSA and the Mission Continues, which resulted in March 14 Paint-A-Thon.

Housing
Metric Activity Involuntary Termination One former Wheatley Courts family was involuntarily terminated
for cause during the month of February. Demolition Project is slightly behind and estimated date of completion is
April 25, 2015. Plan in place to mitigate time lost and will result in a change order to the schedule, but not to the budget. Project is 51.86% Complete.
Replacement Housing Phase I Sutton II (The Park at Sutton Oaks) – 49 replacement units are now 100% complete with 9 occupied by former Wheatley residents. The Development as a whole is 97% occupied. Phase II Dispo Approval Pending Application submitted May 12, 2014. HUD sent a draft Disposition Approval and revisions were made by SAHA; HUD Choice team agreed with changes on February 25, 2015. Waiting on final formal approval letter. Center City Housing Incentive Policy Agreement COSA is revising agreement so that there will be one for each phase. Phase II information was sent on February 25, 2015. Agreement is pending from the COSA. MBS issued an RFQ/RFP for Housing General Contractor MBS is currently in final negotiations with the selected contractor.
RFP for Equity Investors RBC/Capital One has been selected as the equity and debt providers. Financing calls for closing are underway. PBV Agreement Request for 8 units in Wheatley Phase II Staff has submitted to HUD. Public Improvements Additional Services Agreement for Public Improvements was approved December 8, 2014. RFP for contractor will be issued April/May 2015. Pending Agreement with COSA for Phase II and III ($1M CDBG funds). Pending Agreement with SAWS for Phase II and III. Low Impact Development (LID) Improvement Meeting with Bexar County regarding funding for LID improvements at the Wheatley Development held on February 23, 2015. Non-Replacement Housing
Phase I Sutton II (The Park at Sutton Oaks) – 208 units were complete as of June 17, 2014. Of the 208 units 159 Non-replacement units were created. Of those 159 units, 46 are market rate units and 113 units are affordable.

PURPOSE: To move forward with the implementation of the Moving to Work program and revisions to the policies governing SAHA’s Public Housing, Housing Choice Voucher and Capital Fund programs. FINANCIAL IMPACT: Under SAHA’s MTW Plan, Public Housing, Non-Profit Housing, Housing Choice Voucher Program and Capital Fund resources are all combined into a single fund with full funding flexibility. All MTW initiatives will continue to be funded from this single fund. SUMMARY: The U.S. Department of Housing and Urban Development (HUD) requires Public Housing Authorities (PHAs) to annually submit a five-year plan and an annual business plan, commonly referred to as the Agency Plan(s). Due to SAHA’s designation as a Moving-to-Work (MTW) agency, the MTW Plan serves as SAHA’s Agency Plan. The MTW Plan includes: the Public Housing Admissions and Continued Occupancy Plan (ACOP), the Housing Choice Voucher Administrative Plan (Admin Plan), and the Capital Fund Program Plan. The MTW Plan will also describe SAHA’s policies, programs, operations, strategies and flexibilities in meeting the local housing needs and goals. SAHA is on track to complete the 2015-2016 Agency Plans in time for April 15, 2015 submission to HUD, as described in the following pages.
I. Proposed New MTW Activities A. FY2016-1 180-Day Limit for Reverification of Applicant Income
This activity extends the time limit from 90 to 180 days before re-verification of income is required for applicants for public housing.
This change would allow for faster housing of applicants, particularly given the new admissions practice of “pooling” applicants for specific properties prior to move-in.

The 180-day limit is the same as that used in SAHA’s Housing Choice Voucher program.
B. FY2016-2 Biennial and Triennial Notification of Rent Type Option ● PHAs are typically obligated to inform Public Housing residents on an annual
basis that they have an option of paying income-based rent or a flat rent. ● This activity allows SAHA to inform residents of this option in accordance with their
re-examination schedule (bi- or triennial). ● A resident may still choose a different rent type at any time, independent of the
notification.
II. Changes to Current MTW Activities A. FY2011-1e Preservation and Expansion of Affordable Housing
● Update to include new 5-year Capital Improvement and Development Plan analysis and schedules, including the investment of approximately $16.3 million in capital repairs to public housing properties.
B. FY2014-1 Streamline Reexamination Requirements and Methods (HCV) ● This activity is proposed to be cancelled and removed from the MTW Plan. ● Streamlining measures are now allowed without MTW Activity or waiver by PIH
notice 2012-15.

PURPOSE: SAHA requires vendor services to increase visibility to potential residents of eight non-profit properties owned and managed by SAHA, totaling approximately 610 units. This service will be provided in both English and Spanish, print and web-based. FINANCIAL IMPACT: The cost for apartment marketing services is not expected to exceed an annual amount of $40,000.00, and will be funded through the properties’ operating budgets. SUMMARY: On November 26, 2014, SAHA issued a “Request For Proposals” (RFP) #1407-915-03-4246 for Apartment Marketing Services that closed on January 6, 2015. The RFP was published on our website, Electronic State Business Daily (ESBD), The Hart Beat, La Prensa, various other venues and was direct solicited to 5 vendors (See Advertisement List). The Procurement Department will be responsible to: ensure the vendor submits the Contractor’s Section 3 Compliance Report on a monthly basis; monitor compliance with the vendor’s SWMBE subcontractor good faith utilization plan; provide annual contract performance evaluation survey to end users; and assist departments in the contract renewal or new solicitation process.

Their print distribution is approximately 18,000 copies per month, with exclusive distribution rights to all of San Antonio’s military installations, HEB grocery stores, Walmart, Valero Convenience Stores, and area Universities. United Advertising Publications, Inc. dba For Rent Media Solutions has provided this service to SAHA since April 2009. During 2014, they drove more than 6,050 leads to the communities within SAHA’s non-profit portfolio. As a result of the advertisements placed in For Rent Media Solutions, most leads have resulted in completion of rental applications. Additionally, For Rent will be providing property management with detailed reports on the leads that are generated as a result of this marketing service. Their client base includes many private and public Texas apartment communities, including Capstone Real Estate Services, United Core Management dba United Apartment Group, and Greystar Real Estate Partners. This vendor’s Section 3 Good Faith Effort Plan includes providing professional leasing training to SAHA residents twice annually at a location provided by SAHA. They will work with the local apartment association to seek education credit for those interested. Under the immediately previous agreement, this contractor had a 10% goal for Section 3 new hires and reported no new hires during that time period. PURPOSE: HUD requires a 20-day turnaround time from the date of unit vacancy to the next move-in. SAHA is currently trending an average of 20 days with a goal of 8 days. The contractors are required to complete the make readies within 3 days from assignment and once supplies have been provided by SAHA. The services of these eight recommended contractors are needed to meet current and anticipated make-ready needs. Public Housing reports 1,224 units were vacated during the last 12 months. This contract is for 63 public housing properties and 163 scattered sites. This activity aligns with the SAHA priority to improve the quality of life for our residents and preserve our existing affordable housing assets. FINANCIAL IMPACT: The cumulative annual cost for unit make-ready services has been estimated by Public Housing to not exceed $1,600,000.00 and will be funded through the approved operating budgets. Public Housing reports the 2014 expenditure for this service was approximately $1,305,798. The scope of services for this contract has been expanded to include services such as removal and disposal of abandoned property left in the units. For the new contract term, SAHA will continue to provide needed supplies to vendors to complete the make-ready assignments.

SUMMARY: On January 21, 2015, SAHA issued a “Request For Proposals” (RFP) #1403-909-62-4184 for Unit Make Ready Services for Public Housing, which closed on February 11, 2015. The RFP was published on our website, Electronic State Business Daily (ESBD), The Hart Beat, La Prensa, various other venues and direct solicited to 57 vendors (See Advertisement List). A total of 9 proposals were received in response to the RFP: A & S Landscaping Services (HABE, Section 3 Business); Consolidated Service Group (AABE, WBE); EA Contractor (HABE, Section 3 Business); Garcia Brothers Made Ready & Repairs (HABE, Section 3 Business); Geofill Material Technologies (WBE, Section 3 Business); MDC Painting (HABE, Section 3 Business); Montemayor General Contractor (HABE, WBE, Section 3 Business); R & J Muniz Remodeling (HABE, WBE, Section 3 Business); Trevino Contractor (HABE, Section 3 Business). All responsive and responsible proposals were evaluated based on the following criteria:

Best and Final Offers were then requested. Based on the final ratings, all responsive and responsible proposers being in the competitive range, the number of make readies that are completed each year, and HUD’s required turnaround time from vacancy to the next move in, staff is recommending a contract award for all eight responsive and responsible proposers (one was deemed not responsible). All of the companies that have previously performed work for SAHA have done so successfully and have agreed to comply with their Section 3 Compliance Good Faith Effort Plan and provide subcontracting opportunities to SWMBE and Section 3 companies as needed.
Contract oversight will be provided by Madlyn Lane, Assistant Director of Public Housing, who will monitor the vendors’ adherence to contract requirements and performance. The Procurement Department will be responsible to ensure the vendor submits the Contractor’s Section 3 Compliance Report on a monthly basis, monitor compliance with the vendors SWMBE subcontractor Good Faith Utilization Plan, provide annual contract performance evaluation survey to end users, and assist departments in the contract renewal or new solicitation process.
A & S Landscaping Services has been certified as an ESBE, HABE, MBE, SBE, and VBE by the South Central Texas Regional Certification Agency and as a Section 3 Business by SAHA. This contractor has received prior awards from SAHA for Landscaping & Grounds Maintenance, Unit Make Ready and Tree Trimming Services. Their San Antonio clients include Fort Sam Houston Family Housing, Parent/Child, Inc. and Highland Commercial Properties, Inc. A & S Landscaping Services Section 3 Good Faith Effort Plan includes providing monthly training on all aspects of the make ready process to individuals interested in enhancing their skills in this area. EA Contractor is self-certified as a HABE and has been certified as a Section 3 Business by SAHA. NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of SAHA hereby: 1) Approves Resolution 5470 authorizing the award of a contract for unit make ready services

To: Operations and Choice Neighborhood Committee From: David Nisivoccia, Interim President & CEO Presented by: Tim Alcott, Development and Neighborhood Revitalization Officer RE: Update and Discussion regarding the Victoria Commons master plan SUMMARY: Following a number of stakeholder meetings in 2014, consensus was reached regarding the income-mix and rental-sales mix for the remaining phases of the Victoria Commons community. At present, staff is awaiting approval of the revised master plan from the U.S. Department of Housing and Urban Development (HUD). As proposed to HUD in October 2014, the Victoria Commons Master Plan priorities are:
I. Artisan Park Townhomes Phase II-B Completion of planned 98 townhome units; revision submitted to HUD October 3,
2014; awaiting decision. SAHA Assistant Director is member of HOA for coordination items with existing
owners.
II. Leigh Street Lots, Phase II-C: October 2, 2014, Board meeting, Commissioners approved Master Plan direction. Leigh Street Design Guidelines with Alamo Architects; a three-person committee will
review the design plans. The disposition of the 26 Leigh Street lots submitted to HUD; awaiting decision. Marketing agreement has been completed with Franklin Development staff to
oversee the marketing, advertising with broker/realtor, and eventual sale of the single family lots to interested buyers.
III. Chavez & Labor St. Mixed Use Development, Phase IV
Multifamily development of 215 mixed-income units – 28 public housing, 54 workforce housing, and 133 market units with ground floor retail development and parking structure.
Master Development Agreement finalized with Franklin Development. Financing considerations being reviewed with Developer.
IV. Park land transaction with City of San Antonio, Phase V
Approval by City Council occurred on March 6, 2014. Disposition application submitted to HUD - an approval draft notice received on
March 17, 2014; draft response returned to HUD in response to their request was returned to HUD on May 13, 2014.
City land transaction contract is ready for filing at County offices after HUD approvals. Survey and plat documents have been filed at county, defining the specific areas.
Park development with private grant amenities has been substantially completed; COSA celebration is scheduled for March 28, 2015.

V. Administrative Building Development, Phase V Re-define building modernization program and cost estimate with architect and
developer. Tax Increment Financing Board did not award TIRZ funds and Charity Ball
Association did not select site for grant. Staff will continue meeting with neighborhood residents on a monthly basis to provide updates on each of the above phases. Additionally, SAHA has contracted with Duende Design to be the neighborhood liaison for any neighborhood concerns. FINANCIAL IMPACT: The Leigh Street lots will be sold at or above appraised value, depending on the competitive bids for specific lots. ATTACHMENTS: None

Re: Update and discussion of Westside Reinvestment Initiative – Blueridge Community

SUMMARY: The Blueridge neighborhood continues to be the current focus of SAHA’s Westside Reinvestment Initiative (WRI); however, all four (4) Mirasol neighborhoods have been included in a recent proposal to the U.S. Department of Housing and Urban Development (HUD). Based on our consultant’s recommendation, staff has prepared a proposal to:
1) Demolish homes in Blueridge and Villas de Fortuna, followed by new construction of 68homes;
2) Rehabilitate 19 homes and construct 1 new home in Palm Lake and Sunflower;3) Follow Middle-Income Homeownership Program Guidelines – a homeownership
program to sell to families earning up to 120% of area median income, which was ineffect at the time of the HOPE VI allocation in 1995; and
4) Request HUD clarification on how to define the “buy back” homes. (Will they also beincome-restricted?)
Due the age of the project, original construction issues with the homes, and subsequent litigation efforts, there has not been a clear path for seeking HUD approval to demolish the boarded, vacant homes and rebuild new homes in their place. The final proposed plan has been submitted to HUD’s local and D.C. offices for consideration. Additionally, staff recently met with several HUD DC staff, including Dominique Blom, Sue Wilson and Bill Murphy, regarding the approval process. Staff is also scheduled to meet with Councilmember Shirley Gonzales, to provide an update on the progress.
Meanwhile, at the February 5, 2015 meeting, the Board approved the selection of a demolition contractor for the 39 Blueridge homes. Construction drawings have been completed by the contracted firm of WestEast Design Group. Staff is also working on a Request for Proposals for builders for the new homes upon HUD approval to demolish the homes.

MEMORANDUM To: Operations and Choice Neighborhood Committee From: David Nisivoccia, Interim President and CEO Presented by: Kristi Baird, Assistant Director of Non-Profit Housing RE: Update and discussion regarding rebranding of Springhill Apartments SUMMARY: Orion Management presented a plan to rebrand Springhill Apartments to Cottage Creek Apartments, following a community engagement process. Increased security, a dedicated on-site senior staff member, and working with new referral sources have improved Springhill Apartment’s occupancy over the last six months; however, the property continues to have challenges. Orion proposed the following timeline for rebranding:
December 14, 2014 - Submitted logo and name change for approval. January 15, 2015 - Visited County Courthouse for availability of dba name Cottage
Creek Apartments. March 9, 2015 - Contacted HUD and advised of dba name. March 27, 2015 - Legally file for name; Apply for CoSA sign permit. April 17, 2015 - Change Internet, publications, brochures, business cards, and signage. July 1, 2015 - Install exterior security cameras, modify lighting on signage, install new
monument signs and present estimates for general contractors for review and approval from SAHA for capital improvements.
Prior to beginning the work in July, Orion will submit three comparable proposals and request SAHA approval to move forward. The marketing and promotions proposed for the community include outreach and local merchant involvement to include rental referral agencies. Orion has currently achieved an 86.12% average occupancy and anticipates reaching 90% by December 2015. As of February 2015, the average, multi-family housing occupancy in the San Antonio Metro area is 89.4%. PROPOSED ACTION: None FINANCIAL IMPACT: None ATTACHMENTS: None

Update and discussion regarding Capital Fund Program (CFP) timelines
SUMMARY: In an effort to preserve and improve existing affordable housing resources, staff is currently in the planning and design phase of several Public Housing capital improvement projects that will be funded through the Capital Fund Program (CFP). Construction contracts for each individual project will require approval by the Board of Commissioners.
