Region IV-A (7)• On or about 5:00 AM, 26 July 2011, MV Henrik with 15 crew members on

board, was swept away while at the vicinity waters of Balesin Island, PolilioIsland

2:00 PM, 25 July 2011, two (2) and four (4) motorized banca went fishingat the vicinity waters of Jomalig, balesin Island, Polilio and Patnanunganarea. The names of the fishing boats are FB Kenrick and FB Kimberly.The 2 fishing boats (taksay) together with the motorized banca were ableto return to Perez, Quezon while the other 2 motorized bancas stayed atPatnanungan, Quezon and Balesin Island. MB Kenrick, the othermotorized banca with 2 crews is still missing. The owner of the boat istrying to locate the missing boat at the nearby Barangays of Pamatdanand Bislian, Polilio where the boat was last seen

Region IV-B (2) • Fishing boats from Dalahican, Lucena City named NEA and NORMA

with nine (9) fishermen on board capsized at Libtangin, Gasan,Marinduque and the fishermen were rescued alive

Region V (1)•

PCG Action Center reported that MV Maria Concepcion with 17 officers andcrew, skippered by Capt Jomer Nepomuceno and owned/operated byHarmony Express Transport Corporation, ran aground at the vicinity ofBarangay Duran, Balatan, Camarines Sur due to strong winds and big waves.Said vessel, departed from the Port of Pasacao on July 25, 2011 at 10:00 PMto take shelter at San Pascual, Burias Island, Masbate due to unfavourableweather condition in the area. All officers and crew are safe and in goodphysical condition

Region VI (1)• DRRMC IIoilo City reported that on or about 10:30 AM, 26 July 2011, a

motor banca named NENE LINDA 3, with 28 passengers on board

submerged while enroute from Buenavista, Guimaras to Parola Wharf, IloiloCity. As a result, 22 passengers suffered minor injuries while five (5) otherswere brought to Western Visayas State University Hospital

FLOODINGS - 5

Region IV-A (3)• As a result of continuous rains, flooding affected the ricefields in the 8

barangays of Lopez, Quezon, namely: Barangays Villa Hermosa; Magilayan;San Roque; Tan-ag; Ilaya; Bakungan; Lalaguna; and Rizal Barrio

• A total of 171 families / 904 persons were affected in five (5) Barangays ofMulanay, Quezon due to flooding. They evacuated to Mulanay Session Halland houses of friends/relatives

• Three (3) Barangays of San Francisco, Quezon (Poblacion 2, Cawayan 1and 2) were affected by flooding (waist-deep high) affecting 50 families /250 persons. They were evacuated at Central Annex School, ABCBuilding , and Parochial Church

Region V (2)• Floodings occurred in some brgys of Daraga Polangui, Ligao, Oas and

Legaspi City, all in Albay and Nabua, Baao, Bato, Buhi, Pasacao andPamplona and in Iriga City and Naga City all in Catanduanes

Region IV-A (1)• Landslides occurred in Sitio Caginsa, Brgy. Casay, San Francisco,

II. EMERGENCY MANAGEMENT

NDRRMC• Disseminated NDRRMC Advisories on Severe Weather Bulletins; Gale

Warnings; and Flood Bulletins to all regions affected through SMS andfacsimile, uploaded the same at the NDRRMC Website, Facebook, and

Twitter accounts for further dissemination to their respective local DisasterRisk Reduction and Management Councils (LDRRMCs) from the provincialdown to the municipal levels

• Directed RDRRMCs concerned through the OCD Regional Centers toundertake precautionary measures in their respective areas of responsibility(AOR) and subsequently advised local DRRMCs to initiate pre-emptiveevacuation of families in low-lying and mountainous areas if situation warrants

MEMBER AGENCIES

Department of Social Welfare and Development (DSWD)• The Disaster Response Operations Monitoring and Information

Center(DROMIC) is closely coordinating with DSWD–Field Offices (FOs)concerned for significant reports caused by this weather disturbance • DSWD-FOs along the typhoon path were alerted and advised to closely

monitor the situation, particularly those flashflood and landslide prone areaswithin their jurisdictions, and to provide reports on any eventualities, status oftheir standby funds and stockpile

• DSWD Field Offices (FOs) are continuously coordinating with local DRRMCsfrom the regional down to the local level for necessary response/intervention

• Pre-positioned PhP59.76 Million in all DSWD-FOs along the typhoon path:PhP2.5M standby funds and PhP57.26M worth of relief supplies

Department of Health (DOH)• DOH-HEMS prepositioned assorted drugs and medicines for CHD V.

With still undetermined cost and activated Code White Alert• CHD V augmented assorted drugs and medicines worth PhP50,000 in the

provinces of Albay and Catanduanes, mobilized teams to be on standby andactivated CHDs’OPCENs in the affected provinces

CHD I organized medical response and health assessment teams composedof doctors and nurses and allied health professionals at the regional andprovincial offices and established direct coordination with health clusters offour (4) PDRRMCs and three (3) DOH-Retained Hospitals (ITRMC SanFernando City, La Union, RIMC-Dagupan City, Pangasinan and MMMH- MCBatac City, Ilocos Norte)

Department of Agriculture (DA)• DA Region I activated its Regional Command Center and continuously

monitor any possible effects on agricultural sector

Department of Public Works and Highways (DPWH)• DPWH Region I activated its District Disaster Action Teams and operation

center, monitor status of road conditions and placed its maintenance crewon standby

• DPWH 5 deployed two (2) trucks with personnel; conducted clearingoperations on affected roads; and monitored the status of roads

Bureau of Fire Protection (BFP)• BFP Region I placed its Emergency Response Teams on alert status; fire

trucks and manpower; 4 rubber boats with OBM (1 in Vigan City, Ilocos Sur,1 in Naguilian, La Union; Urdaneta City, Pangasinan, and 1 in RosalesPangasinan ) for possible response mobilization and augmentation

PAGASA• 26 July 2011, 10:00 AM: Issued a weather scenario of Tropical Storm

“Juaning” and recommended the suspension of classes at all levels inMetro Manila

Pre-School (public and private) will be automaticallysuspended in Cagayan, Isabela, Nueva Vizcaya, and Quirino(per Regional Director Benito Tumamao)

Region III:˗ All classes in Pre-School, Elementary, and High School

(public and private) will be suspended in the entire region:Bataan, Tarlac, Nueva Ecija, Pampanga, Bulacan, Zambales,Aurora (per Regional Director Teofila Villanueva)

Region IV-A:˗ All classes in Pre-School, Elementary, and High School

CAR:

˗ Due to Public Strom Warning Signal No. 1, all classes inPre-School (public and private) will be automaticallysuspended in Abra, Apayao, Kalinga, Ifugao, Mt. Province,and Benguet (per OIC-Regional Director Teresita Velasco)

Philippine Coast Guard (PCG)• PCG Unit Commanders in various ports are closely monitoring and rendering

assistance in coordination with local port authorities and shipping companiesto ensure the security and safety of stranded passengers and vessels

• Implemented Memorandum Circular No 01-09 re Guidelines on theMovements of Vessels during Inclement Weather) are as follows:

PSWS No.1: Vessels of 1,000 gross tons or below shall not sail,except to take shelter, when the PSWS No.1 is hoisted within its pointof origin or route or point of destination.On the other hand, movement of vessels above 1,000 gross tons isleft to the discretion and responsibility of the ship owner and masterwhen PSWS No 1 is hoisted within its point of origin or route or point ofdestination

• Coast Guard District Bicol is presently conducting SAR operations on thereported missing fishermen in Baras, Catanduanes

• PCG Region I alerted its WASAR teams in all CG Stations and equippedthem with rubber boats with OBM for possible resource mobilization:Pangasinan (1), La Union (4), Ilocos Sur (1), and Ilocos Norte (1), andimplements the prevention of fisherfolks and other small sea vessel fromventuring out into the sea due to big waves

• PCG BICOL monitored status of stranded passengers; conducted SAR

operations for the missing fishermen in Catanduanes; placed its assets onstandby ready for deployment; maintains coordination withPDRRMCs/MDRRMCs

Philippine National Police (PNP)• Activated its PNP Sub-Committee on Disaster Management (PNP SCDM)

and National Disaster Operation Center (NDOC) to monitor TS “Juaning” andto coordinate with affected Regional Offices

• Directed its ground units particularly the areas affected by TS “Juaning” totake precautionary measures to address the possible landslides andflashfloods

• Alerted its Search and Rescue (SAR) personnel for possible deployment• PNP Region I placed all its police stations on alert status and emergency

rescue equipment on standby• RDO5 directed the Provincial Directors of the six (6) Provincial Offices

and the Director of Naga City Police to monitor and take precautionarymeasures against possible flashfloods and landslides; alert theirrespective search and rescue teams for possible deployment; andcoordinate with the media for immediate dissemination of the prevailingsituation to the public of any significant incidents in their areas ofresponsibility

• Albay Police Provincial Office closed the traffic along MaharlikaHighway, especially at Brgy. Balangibang, Polangui, Brgy. Culiat andBongalong, Daraga due to fallen trees. Also closed Nagasgasan andBusak Bridge, Oas due to strong current

• Rescue Teams from PRO5 and Albay PPO were deployed at Brgy.Cabangan, Legazpi City and in Brgy. Nasisi, Ligao City.

• PNP Personnel from police stations are manning the flooded areas toensure safe passage of commuters and “No Travel” to areas declaredunsafe by PDRRMC Albay

Department of Interior and Local Government (DILG)• DILG I directed the local LGUs to implement pre-emptive evacuation of

residents in high risk areas if situation warrants

Armed Forces of the Philippine (AFP)• The different DRTUs of NCRCOM, NOLCOM, and SOLCOM were placed on

standby alert• AFP Region I implemented “OPLAN DAGLI”, a tool in mobilizing AFP

resources during disaster response • NFSL alerted all DRTs to include floating assets; dispatched 1 team to

Polangui, Albay (on standby at Albay Provincial City EmergencyManagement Office due to bad weather)

• 901 DRTG dispatched 2 M35 Trucks and 2 KM250 in Albay PDRRMC;Polangui, Albay; and Ligao City, Albay for disaster rescue operations

• 902 DRTG dispatched 4 M35 Trucks in Labo, Bula and Nabua, all inCamarines Norte for pre-emptive evacuation and disaster rescueoperations

• 903 DRTG dispatched 2 M35 trucks and 9 KM450 in H903Bde Brgy. OldPoblacion, Castilla, Sorsogon and H49IB, Brgy. Rangas, Juban,Sorsogon for pre-emptive evacuation

SMS and facsimile; coordinated with the Local DRRMCs of PDRRMCsBatanes, Cagayan, Quirino, Isabela and Nueva Vizcaya to monitor thesituation and preparedness activities in their respective AOR including pre-emptive evacuation if necessary; alerted rescue groups from PNP, BFP, PA,PN and PCG for possible search, rescue and evacuation operations.; andalerted residents in the low-lying and mountainous areas against possibleflashfloods and landslides

Region III• OCDRC disseminated domestic bulletin and flood advisories to concerned

RDRRMC 3 member agencies, local DRRMCs and broadcast media forwidest information dissemination

• PDRRMC Aurora pre-positioned military contingent from 48IB headed by LtCOL Kurt Decapia in Northern Aurora for possible evacuation operation

IV-A, PPA, PIA and LDRRMCs are closely monitoring the situation in theregion

• PDRRMCs Batangas, Cavite, Laguna, Quezon, and Rizal; and CDRRMCsas well as Red Cross Chapters activated their Operations Centers; pre-positioned their rescue teams and disaster equipment

• All MDRRMCs in Quezon were activated especially the coastal areas

and northern part of Quezon; PDRRMC Quezon ERT conducted SAR ofthe 5 pupils in Lucena City• Provincial Health Officer, PSWDO of Laguna is on standby status;

alerted trained rescuers/volunteers• Tagaytay CDRRMO together with PNP, CSWDO, CENRO and Traffic

Management Office are on standby• MDRRMC Mulanay conducted forced evacuation of 171 families / 904

persons in 5 barangays affected by flooding

Region IV-B• OCD IV-B coordinated with PNP MIMAROPA and PCG District Southern

Tagalog on the status of vehicular traffic and vessels operations;continuously disseminates weather bulletin to the PDRRMCs’ memberagencies, LGUs, local radio stations through facsimile and SMS

Region V• OCD V OPCEN is on heightened alert and continuously disseminate TS

“Juaning” bulletins, gale warnings and flood advisories to all RDRRMCMember Agencies, Action Officers, PDRRMCs, LGUs, and local media toeffectively ensure public safety; alerted disaster response units/teams forpossible deployment if need arises; coordinated with 901 st BDE, PA TOG5-PAF, NAVFORSOL re the request of Hon Joey Salceda for the availability ofM35 trucks with personnel and equipment to be on standby at PDRRMOAlbay ; and relayed various requests for assistance from the LGUs forimmediate actions of concerned agencies

• PDRRMC-Albay issued Advisory 2 for disaster avoidance which states thatall DRRMCs are hereby advised to closely monitor river systems and preventresidents from crossing swollen rivers and artificial pools of water

• PDRRMC-Catanduanes issued a no sailing policy and disseminated thesame to all coastal Barangays and municipalities in their AOR

• PDRRMC Albay issued amended Advisory to maintain suspension of allclasses from kinder, elementary, secondary, post-secondary classes inall areas both public and private, conducted PDRRMC meeting and localsearch and rescue operation for the three (3) missing fishermen

Region VIII•

Members of Lawaan, Eastern Samar Rescue Team conducted search andrescue operations for the six (6) missing fishermen• LGU-Lawaan, through Mayor Candida Gabornes, coordinated with the LGU-

Guiuan, Eastern Samar and the Pacific LGUs of Southern Leyte to help in theSAR operations of the said missing fishermen

• RDRRMC-VIII OpCen coordinated with Tacloban PCG for possible SARoperations of the said missing fishermen
