The value of NCPACE
Commands like NCPACE because they can: Offer officer and enlisted personnel preparatory, basic, advanced
and graduate courses while at sea Ensure that any Sailor who needs a high school diploma is prepared
for equivalency exams (GED) Help sailors in rating conversion by providing training to increase
ASVAB scores
Sailors like NCPACE Professionally: Upgrade skills for advancement, rate change, and success in
military schools Degrees provide 2-4 points for advancement (E-4 to E-6) and special consideration before boards (E-7 to E-9)
Sailors like NCPACE Personally: Prepare to be successful in college Complete individual courses or entire degree plans leading towards
Associates, Bachelors, or Masters degree
NCPACE is an important piece of YOURYOUR education plan
Sailors can pursue their educational goals using combinations of
NCPACE Academic Skills and preparatory courses Instructor Led (IL) courses Distance Learning (DL) courses - CD, iPod and PDA
DANTES Examinations - CLEP, DSST, ECE college-credit-by-examination
Online and other distance learning options
Attending shore-based college courses
What does NCPACE do?
Free tuition, the Navy pays 100% of the cost of tuition
No internet requiredNo internet required ! No chance of failing courses due to unreliable internet or lack of internet access on ships
The cost for books & associated course materials are the responsibility of the student
Helps ensure student “buy-in” Neither TA or VA can pay for books
Participation in NCPACE does not affect Tuition Assistance Veteran’s Benefits (GI bill)
Can I Participate in NCPACE?
Must be recommended for promotion or advancement
Advancement eligible sailors must have taken and passed their most recent advancement exam
Must pass (or be medically waived from) their most recent physical readiness test (PRT)
Sailors who have been awarded Non-judicial Punishment (NJP) or Courts-martial punishment in the previous six months shall not be authorized NCPACE courses
Must not be Under Instruction in Initial Skills Training or in a Duty Status Under Instruction (DUINS) Training Status
Officers will incur a two-year service obligation for TA and NCPACE courses commencing with their completion of the program
Must have an approved academic/education plan on file
Must have one year onboard their first PDS
Only courses required by the academic/education plan will be authorized for TA and NCPACE
Meet with NCO Advisor/school advisor/chain of command/mentor if having difficulty with courses

If the command chooses to bring an instructor onboard:
There must be enough student interest for an instructor to teach at least two full classes:
one section each of two subject-related courses - or -
more than one section of the same course
The command must identify classroom capacity when ordering classes and provide facilities for the duration of the course

Commands may assign Sailors via boards or evaluation
Sailors should be assigned to Academic Skills courses if: ASSET scores indicate Academic Skills review needed ASVAB WK or AR scores are less than 45 and there is no
related college course work
Sailors should also take Academic Skills if they are: Planning to retake the ASVAB/AFCT Preparing for a GED or working on a HS Diploma Preparing for a standardized exam, e.g., SAT or ACT Preparing for a credit-by-examination, e.g. CLEP or DSST

Prerequisites and ASSET
IF A COURSE HAS A PREREQUISITE, THERE ARE NO WAIVERS You must be able to show the contractor that you have
met the requirements for the course at official registration
SMART transcripts, college transcripts, other documents
WHAT IS ASSET TESTING? Used for course placement, usually English and math ASSET placement may consist of two 25-minute tests:
English Mathematics (numerical skills, elementary algebra, or
intermediate algebra)
WHO NEEDS IT? Anyone who plans to take math or English courses

Everyone who participates in NCPACE
must complete an NCPACE Briefmust complete an NCPACE Brief and should meet with an Education Advisor
If you need to take an ASSET, it should be done before you meet with an advisor
ASSET and advising must be done before Official Registration -the contractor does not have time for and is not the person for orientation, advising or testing
Courseload Your Courseload should be designed to help you be successful,
not to commit you to an unrealistic schedule
Thumb rule = @ 45-48 hours PLUS twice that for reading/homework = approx. 150 hours per course, or about 1 hour 15 minutes per day for one class To be successful (considering military duties and outside
distractions) you may want to take only one course at a time
Your initial enrollment is limited to one course (no exceptions) The maximum amount of NCPACE courses allowed at any
one time is two courses Courses may not overlap, e.g. 12-week DL classes may not
overlap 8-week IL classes if it results in a student taking three classes simultaneously
If a course is not completed, then continuing the following term is not allowed
If you are struggling with your course, talk with your command/ ESO/Navy College Office! Ignoring it will not make it go away.
What if I’m not there for Official Registration?
You must still have completed an NCPACE Brief in order to participate in NCPACE
You may not enroll in Distance-learning (DL) courses because all materials must be pre-ordered and delivered by a specific date by the contractor
You might be able to enroll in Instructor-led (IL) courses; subject to space-available/course-available basis
Check with your ESO and see what they recommend
If you miss registering for courses your choice may be to study for college-credit-by-examination
What about books?
Plan ahead -- payment must be only by Navy Cash CardPlan ahead -- payment must be only by Navy Cash Card,, money order or cashier’s check for all enrolled terms money order or cashier’s check for all enrolled terms
Books and related materials will be delivered to the ship and sold to the student
For DL courses - by the contractor Payment is due at Official Registration, which occurs
about three weeks prior to the start of the program Students may choose alternative methods, but must
take full responsibility for getting materials before class starts
For IL courses - by the instructor Payment is due the first class
Book buy-back policy is the same as for the main campus
What if I have to drop/Withdraw?
It is the STUDENT’S responsibilityIt is the STUDENT’S responsibility to follow procedure to drop or withdraw from course(es)
For IL -- until the 3rd class meeting to drop without penalty For DL -- 14 days14 days from the start of the term (not from the
receipt of materials) to drop without penalty
Failure to properly drop a class Failure to properly drop a class
will result in a permanent “F” grade which cannot be erasedwill result in a permanent “F” grade which cannot be erased
Withdrawals for any reason after 3rd class meeting/14 days are command approved only, charged at the full tuition cost to the government, show in the command’s completion record and
result in a “F” on the student’s transcript(Deployed submarines - 30 calendar days from the start date of the term set in the delivery order)

SECONDSECOND,, NCPACE CREW BRIEF is required, make sure you report viewing this presentation to your
ESO and complete the verification exam
(and then tell your friends)
THIRDTHIRD,, sign-up for classes with your ESO
FOURTH, FOURTH, SHOW UPSHOW UP at the Official Registration
DL – when the contractor comes on board IL – with instructor on first night of class
