Executive Summary Transportation asset management (TAM) is an area of great importance to state departments of transportation (DOT) and a key component of the transportation authorization legislation Moving Ahead for Progress in the 21st Century (MAP-21). In MAP-21 TAM is defined as “a strategic and systematic process of operating, maintaining, and improving physical assets… that will achieve and sustain a desired state of good repair over the lifecycle of the assets at minimum practicable cost.” TAM provides DOTs with a set of process and tools for making the best decisions concerning their existing transportation assets, helping to address challenges from aging infrastructure, competing investment needs, and tightly constrained funding.

This research roadmap seeks to guide future TAM research efforts in productive directions, responding to identified priorities, gaps, and overlap with other ongoing or proposed efforts. The roadmap is a product of NCHRP Project 08-36(134) Transportation Asset Management Research Roadmap.

Research Context: MAP-21 and TAM

Though TAM was already an area of significant interest prior to passage of MAP-21, the law resulted in intensified interest in TAM, as it contains several TAM-related provisions. Specifically, MAP-21, and the subsequent Fixing America's Surface Transportation Act (FAST Act), require each state to develop a risk-based asset management plan that documents the inventory and condition of its National Highway System (NHS) assets; sets goals, objectives, and measures; applies a life-cycle costing approach to an investment analysis; document risks and approaches; and includes a financial plan for the agreed upon plan of action to achieve the targeted performance. Transportation research, particularly the research conducted through the National Cooperative Highway Research Program (NCHRP), has been instrumental in strengthening TAM practice, resulting in advancements to the tools and approaches that states will use to meet MAP-21 requirements.

The objectives of NCHRP Project 08-36(134) are to:

• Develop a Transportation Asset Management (TAM) research roadmap that will inform future research and development activities to be undertaken by the transportation industry, and

• Build on the strategic plan developed by the Federal Highway Administration TAM Expert Task Group (FHWA TAM ETG).

Through these activities the project will help inform development of near term research projects, and help identify research needs to improve the state of the practice in TAM over the longer term.

In order to further these objectives, the roadmap was developed as an integrated part of an online web application: the AASHTO TAM Portal. As a part of this web application, the research roadmap is also connected to a database of recent TAM resources (i.e. research and other publications), providing an integrated entry point for practitioners to access a wide range of information on current, recent, and potential future TAM research. The application can be accessed at http://tam-portal.com/roadmap/.

1. Introduction

1.1. Context Transportation asset management (TAM) is an area of great importance to state departments of transportation (DOT) and a key component of the transportation authorization legislation Moving Ahead for Progress in the 21st Century (MAP-21). 1.3. Methodology This report summarizes and synthesizes the accomplishments of previous project tasks, as described in the following paragraphs.

As a first step in conducting this research, the research team summarized recent TAM research and produced a heat map illustrating areas of most intensive research activities. The output of this task is presented in section 2.1 of this document, providing a snapshot of the current state of TAM research.

Next, the team facilitated a series of meetings, workshops, and interviews to obtain input from TAM stakeholders. These opportunities for input were designed to allow the team to understand research gaps, identify needs, prioritize needs, and identify potential research projects. Section 2.3 presents a synthesis of the results of the first workshop held on November 18, 2015 in Minneapolis, Minnesota addressing critical problems, key drivers, and gaps.

The team then conducted a second workshop on January 13, 2016 in Washington, DC at the TRB Annual Meeting to generate candidate research statements and rank the candidate research statements in order of importance. Next, team led a third session to consolidate and synthesize the existing candidate research statements – and to gather additional research candidates – at the FHWA TAM ETG on March 30-31, 2016 hosted at the North Central Texas Council of Governments conference facility in Arlington, Texas.

Together, the results of these workshops form the basis for the research roadmap presented in section 2.4 and the candidate research statements included in Appendix A. The workshops and assessment framework are described in brief in the following sections.

1.4. Workshops

1.4.1. TAM ETG Meeting; November 18, 2015 The team conducted a workshop on November 18, 2015 in Minneapolis, Minnesota, coordinated with the TAM ETG Meeting. The workshop consisted of a set of exercises and activities designed to generate a set of TAM research needs and candidate TAM research efforts and also to provide an initial prioritization of these needs. The agenda consisted of:

• Research Roadmap Overview • Brainstorming – Research Roadmap Outcomes • Context for Exercise • Brainstorming – Research Needs • Group Exercise – Candidate Research • Group Reports • Final Voting and Session Closing

The workshop is described briefly in this section.

The November 18 workshop began with an overview of the project approach and objectives. Participants then joined in a brainstorming session addressing project outcomes. Participants suggested desired outcomes for the research roadmap. These outcomes were used to guide the development of research ideas later in the meeting. Next, participants split into four groups and developed research ideas for assigned areas. Group A dealt with General/TAM Practice and Maintenance & Preservation; Group B dealt with Inventory & Condition Assessment and Data Management & Integration; Group C dealt with Resource Allocation & Program Development and Life Cycle Costing/Economic Analysis; Group D dealt with Financial Management/Asset Valuation and Risk Management. Then, the four groups reconvened and each group reported out to the full workshop. After all of the groups reported, participants voted to indicate their three highest priorities among the proposed candidate research projects. The results of this exercise are given in Section 2.

1.4.2. TRB Annual Meeting Workshop 852; January 16, 2016 The team conducted a second workshop on January 16, 2016 in Washington, DC at the TRB Annual Meeting. The workshop consisted of a set of exercises and activities designed to generate additional TAM research needs and candidate TAM research efforts and to provide a further prioritization of these needs. The agenda consisted of:

The workshop is described briefly in this section.

The January 13 workshop began with an overview of the project approach and objectives. Next the team presented a brief review of current and recent TAM research. Following a summary of FHWA activity and a recap of the November 18 workshop, the team led a whole-group brainstorming session. The large group facilitation was designed to identify critical problems, key drivers, and gaps that the asset management research roadmap should address. After this brainstorming session, the group split into four smaller breakout groups to itemize research needs. The four groups were:

• Data • Decision making • Multimodal • Organizational Challenges

Next, groups came back together and reported. After the groups reported, participants were asked to raise their hands to indicate their three highest priorities. The topics identified by each group are described in Section 2. Finally, the group discussed the next steps for the NCHRP Project 08-36(134) and noted that the high priority topics would be fast-tracked in coordination with the appropriate TRB committees (e.g., ABC40 and AP010).

1.4.3. TAM ETG Meeting; March 30-31, 2016 The team conducted a third information gathering session in March, 2016 in Arlington, Texas, coordinated with the March 30-31 TAM ETG Meeting. At this workshop, participants developed an initial set of candidate research statements. Building upon the candidate statements generated at the January 2016 workshop, the session yielded a set of 11 statements, presented in Section 2 of this document. These statements serve as a key input to the development of the TAM Research Roadmap and are intended to address the high-priority needs identified through the activities of the November and January workshops.

After opening with a review of project activities and accomplishments to date, meeting participants were split into breakout groups. In these breakout groups, candidate statements were produced addressing six high-priority topics. The resulting draft candidate statements are included among the candidate statements in Appendix A.

1.4.4. Stakeholder Workshop at the 11th National Conference on Transportation Asset Management

At the stakeholder workshop at the TRB TAM Conference in Minneapolis, MN in July 2016, the team further refined and expanded the set of candidate research statements with input from stakeholders. This session yielded the final set of 23 candidate research statements presented in this document.

2. Research Roadmap

2.1. Context and Current State In order to assess the current state of the TAM research base, the team conducted a review of recent TAM research using the AASHTO TAM Portal website and database. The review drew primarily on materials in the AASHTO TAM Portal and was supplemented by directed searches of TRB, FHWA, and AASHTO websites, as well as broader web searches for TAM research products and other pertinent resources. The team also identified the active projects of relevance to the research effort.

The review of TAM research had a five-year scope and returned a total of 179 matching documents. These results are reflected in Figure 2.1. Note that there may be additional efforts that support asset management not included in the review, particularly with respect to pavement and bridge management. To the extent that such resources have a narrowly technical focus, they can be considered within the literature of pavement management or bridge management, rather than asset management more broadly defined.

The research that the team assembled and reviewed provides a basic foundation for the assessment of gaps and opportunities in the TAM research base. In order to make the results of the review quickly comprehensible when presented during the stakeholder input sessions, the team produced a heatmap showing the relative distribution of research efforts across the eight subject areas and six asset types. The heatmap is shown in figure 2.1.

The team developed the initial assessment framework based upon the established model provided by the AASHTO TAM Portal. The AASHTO TAM Portal uses a faceted search interface to query a database of TAM publications and resources. The database of resources is categorized, or ‘tagged,’ according to this schema. The team was able to query this database of tagged resources to form the foundation of the review of existing research.

Because the scope of the AASHTO TAM Portal database includes non-research resources (e.g. webinars, presentations, videos, handouts, brochures) the taxonomy is more complex than is required for the review of recent research. The team therefore was able to reduce the complexity of the framework taxonomy to include data for just the following two dimensions:

• Subject (e.g. general, risk management, program development)

• Asset focus (e.g. bridge, pavement, retaining walls, tunnels, fleet)

The framework consists of specified values for both of these categories and also incorporates additional Metadata.

2.1.1. Assessment Framework Based on a literature review of current and recent TAM research, the team developed the assessment framework shown in Table 2.1. The assessment framework is designed to capture TAM research in order to highlight existing gaps and potential future opportunities. The framework builds upon the knowledge management approach and taxonomy developed for the AASHTO TAM Portal web application. Modeling the assessment framework on the AASHTO TAM Portal helps ensure that the assessment framework is grounded in practical factors that are of tangible benefit to state DOT practitioners. Further, it allows the large library of TAM research contained in the AASHTO TAM Portal to be directly incorporated in the assessment.

The initial Assessment Framework was expanded based on the results of the stakeholder outreach to include two new high-level subjects: TAM Organizational Issues, and Communicating and Reporting.

2.2. Research Roadmap Figure 2.2 on the following page shows a diagrammatic version of the research roadmap. The research roadmap organizes the initial set of potential future research projects in parallel with active projects and the existing pipeline of prospective and/or planned projects.

The organization and presentation of the roadmap is designed to align with the heatmap of current and recent research. The roadmap is intended to respond to the critical problems, key drivers, and gaps that were identified through the Task 2 outreach activities, described in Technical Memorandum 2.

2.3. Online Research Roadmap One of the objectives of the TAM research roadmap is to inform future research and development activities based upon timely information on recent (and current) research. In order to further this objective, the roadmap presented in Section 2.2 was developed as an integrated part of an online web application: the AASHTO TAM Portal. As part of this web application, the research roadmap is also connected to a database of recent TAM resources (i.e. research and other publications), providing an integrated entry point for practitioners to access a wide range of information on current, recent, and potential future TAM research.

The roadmap as implemented in the AASHTO TAM Portal is a database of research project ideas in various stages of development or approval. Each project in the database is tagged based on four criteria: project status, time frame, funding source, and TAM subject.

A search interface allows users of the roadmap to sort projects according to any combination of selected criteria. Only projects that meet the criteria selected by a user will be shown in the list of results. These features are shown in figure 2.3 on the following page.

The main roadmap page includes a list of results; each offers a brief summary of a potential project. Clicking on a project title brings the user to that project’s page – which includes background, objectives, proposed research, and more.

The online research roadmap is a living document, intended to be regularly updated to provide a snapshot of the research status and needs surrounding TAM at a given time. Capabilities have been included in the online research roadmap that will help to support tracking and management of potential research projects – starting from the earliest stages of concept development and extending through the lifecycle of a potential project. The TAM Portal uses a generic model for the lifecycle of a research project. It includes the following steps:

3. Next Steps

3.1. Overview This section presents next steps for extending the NCHRP Project 08-36(134) research products after the conclusion of the project. It addresses the ongoing stewardship of the online platform and the potential for expanding the roadmap by introducing additional candidate research statements. The online roadmap was designed expressly to support these extensions with minimal administrative burden.

3.2. Online Roadmap Stewardship AASHTO has agreed to take ownership of the products of this research and stewarding the use of the products; as such, the online roadmap has been developed as an integral component of the AASHTO TAM Portal web application. At the conclusion of NCHRP Project 08-36(134), the hosting of the TAM research roadmap will be transferred to AASHTO through the existing AASHTO TAM Portal. This transferal can be effected immediately upon the formal conclusion of the project, based on the priorities of AASHTO. In order to support this capability, the roadmap has been developed and is currently maintained based on the existing processes established for the AASHTO TAM Portal. All files necessary for the ongoing maintenance of the TAM research roadmap are currently collected online and can be provided to AASHTO in a single self- contained package.

The portal and each of its functional components have been designed to be easily maintained and updated by AASHTO. These components include the research roadmap, the library of TAM publications, the calendar of TAM events, and the framework (tagging structure).

3.3. Additional Candidate Statements Once the ongoing stewardship model is well established the online roadmap will require minimal maintenance. However, the value to practitioners of the roadmap will increase as additional candidate statements are added and the range of candidate statements is expanded. Because the online roadmap is a database-driven web application, it is possible to load additional statements with no system configuration, using a simple graphical interface. This option is available to any site user with administrative access. The process for adding new statements is described in the user guide for the AASHTO TAM Portal. Most importantly, as additional statements are included in the roadmap, business processes must be developed and implemented to support the identification, refinement, selection, and submittal of candidate research statements for funding – for example on an annual basis.
