Why was NB-263 revised?

• Purpose of revision

– Provide a more meaningful document for use by all NB Commissioned personnel

– Alignment with ASME QAI-1

– Make it easier to follow and locate requirements

• Foreword– Scope: provides a general overview, purpose, and content of

the document, and requirements for inspection.

– Highlights:• NB-263 never had a Foreword in previous editions• Better defines and categorizes the two types of Commissions

(Inservice and New Construction) • Provides a description of each endorsement and the activities they

qualify an Inspector to perform, and establishes the order of priority for endorsements

• Provides overall information, guidance or rules for inspection activities

• Part 1: National Board Commissions and Endorsements– Scope: Describes general topics for obtaining and maintaining

Commissions and Endorsements such as:

• Qualification requirements

• New issuance and renewal

• Reinstatement and Change of Employment.

• Part 1: National Board Commissions and Endorsements– Changes:

• Added specific references to applications for Commissions and Endorsements and where to locate them

• Requires the applicant to submit verifiable evidence for qualifying work experience

• Qualification criteria:– Moved tables of qualification criteria from back of the book to the front– Tweaked technical training criteria.

• Continuing Education: rephrased Continuing Education Courses from “series” to “bundle”

Examinations

• Part 2: Commissions and Endorsement Examinations– Scope:

• Describes examination requirements for all commissions and endorsements. This includes re-examination activities.

– Changes:• No changes made to exam criteria• This part essentially combined the existing NB-263 requirements for

both the Inservice and New Construction commissions. They were spread out in separate places.

• Part 3: Commissioned Inspector and the Inspector Supervisor/Technical Manager Duties– Scope: Specifies required duties for:

• Inservice Commissioned Inspectors, and• Inservice Supervisors and Technical Managers

– Changes:• For Supervisor/ Technical Manager: Added oversight duties for

Inspectors performing Repairs and Alterations • Inservice Inspector: Added duties for performing repair and

alteration inspections
