Fast progresses…After 20 years as the Galileo system design authority, ESA has handed the turnkey system to GSA• ESA developed key technologies and validated the system in-orbit under its GalileoSat Programme• ESA was entrusted with the procurement, deployment and operations of the full operational capability system and
responsible for initial services provision until June 2017• After successful Infrastructure Operations Hand-Over Review (IOHR), ESA handed over to GSA for routine operations

joined Samsung, Sony, Huawei, BQ and other smartphone manufacturers • Leading automotive chip producers (ST Micro, u-blox) have embarked on the Galileo train• Ongoing discussions on international scale for leveraging Galileo in ADAS and self driving car evolution

Preliminary Fast TrackWork PlanHow to attract PNT actors: setting up of a road
show to increase NAVISP outreach (1/2)
• This road show has the goal to find new champions for the NAVISP programme;
• Exploiting the already existing contacts triggered via the key strategic assets such as the AP platforms deployed;
• Leverage on examples of past activities to demonstrate NAVISP attractiveness in new stakeholders’ domains;
• Relevant national delegations should be encouraged to take the lead and coordination role to have the road show in place.

• Conduct one-on-one sessions with key potential industry players in all potential markets in each NAVISP MSs;
• Three outputs:
Subjective but realistic assessment of likely investment in their product portfolio;
Development of a core group of players to become new champions in NAVISP;

• ESA and the national delegations will jointly take the driving seat, providing materials, programmatic contacts and technical elements and ad hoc logistic support (venues);
• Potential suitable industrial contacts will be found according to the available set of player collected so far.

The NAVISP programme is off to a great start
• Several NAVISP activities very much linked to the broader PNT sector;
• NAVISP Element 1 2017 & 2018 workplans already defined and on the way of being implemented (22 activities approved and half of them de facto contractually incubated), 2018 Addendum on ist way;
• Element 2 activities have been incubated at a very fast pacetogether with several MSs and key European PNT stakeholders (39% of the total available funds are de facto already committed);
• New MSs‘ subscriptions to NAVISP are already materialising.

Procedures related to Element 2 – Competitiveness: i) The Agency shall prepare, issue and update a permanently open call for project OutlineProposals …. inviting Economic Operators to submit one or several project outline proposals at anytime.
ii) The Agency shall set out the requirements to be met together with guidelines for preparing theproject outline proposals and the ensuing full proposals…
iii) Based on the Agency’s assessment of a project outline proposal and upon the notification bythe participating State concerned of its support to the project, the Agency shall invite theEconomic Operator to submit the Full Proposal for evaluation…..The corresponding activities shallbe implemented through “non-competitive tendering” pursuant to the provisions of theProcurement Regulations and the Tender Evaluation Manual, as adapted for this specific purpose.
iv) The duration between the reception of the project outline proposal and the award ofthe contract to Economic Operator is targeted to be 4 months, it being understood that thisduration should be commensurate to the cost of the project.

Role of ESA
• Element 2 is a «co-funding ESA action», not a traditional ESA procurement action.ESA acts as a facilitator to industry competitiveness and innovation;
• The overall process shall be beneficial to the Tenderers (Fast lean agile process (aiming at 30 pages proposal, 20 days for its preparation), «user friendly» documentation for new comers, minimisation of contractual overhead by reducing documentation and reporting, number of physical meetings, quantity of paper, number of travels);
• Transversal technical management (TO pulled from D-NAV and D-TEC) and Simplified TEB (only TO and CO according to the thresholds).

- Norway activity finalised with the proposer team and the national delegation at second stage of reiteration;
- Finland, Czech republic and Rumania at a more preliminary stage.
Next steps
1. Prepare NAVISP potential participants meetings to present NAVISP upgrades (e.g. improved IRs) for the NAVISP second phase to be subscribed at CMin 2019;
2. Following the fast success of the first year of NAVISP operation targeting 40 MEuro per year as overall envelope.
