What is NavalX?

NavalX serves as the Department of Navy (DON) workforce "super-connector," focused on scaling non-traditional agility methods across the DON workforce. Our Naval culture of decentralized autonomy has been described as an innovation landscape marked by isolated and short-lived bursts of success.
The approach is to connect to these isolated pockets of excellence to capture and scale the methodologies being employed, increasing awareness of cross-Department of Defense (DoD) and external successes, lessons learned, and subject matter experts.
NavalX was formally announced in February 2019, as a direct-report initiative under the Assistant Secretary of the Navy for Research, Development, and Acquisition (ASN RDA).

Mission and Theory of the Case:
• DoD’s current model for problem-solving is expensive, slow, and inefficient;
• The new complexity of problems the DoD faces, and the speed at which solutions are required, means that new problem-solvers must be introduced into the system;
• Adding the intellectual diversity from non-traditional solution providers (i.e., the academic and early-stage venture communities) is a necessary step to solving problems cheaper, faster, and better;

Their work could help doctors better identify patients at risk of sudden fatal heart attacks, according to Dr. Peng-Sheng Chen, co-founder of the company.
• Ventures’ role has been to develop the electronics used to detect and process human nerve and heart impulses while isolating those impulses from other noises present in the human body.
• In July, the National Institutes of Health awarded Arrhythmotech a $1.47-million grant to begin testing their technology on volunteer human subjects.
