Commanders agree that traffic congestion is a problem.
Ø All but one of the Commanding Officers interviewed believed that traffic congestion is a problem in the area.
Ø Most noted that traffic congestion was highly dependent on the number of ships in port.
Ø Many are using the HOV lanes at off-peak times.
Ø Peak congestion times are:
ü 6:00 AM - 7:30 AM
ü 3:30 PM - 6:00 PM
![Page 10: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/10.jpg)

Commanding Officers identify areas of congestion.
Ø Most highly congested areas:
ü I-64, I-564, I-264
ü All tunnels
ü Naval Station Gates

Parking is not a problem but an inconvenience.
Ø While most Commands had adequate parking, some, especially those near the piers, experienced parking problems.
Ø While parking may be available for worksites, the parking is not considered to be convenient.
Ø All Commands had reserved parking for senior staff. Civilian Commands were more likely to have preferential parking for ridesharers.
![Page 12: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/12.jpg)

Commands suggestions for improvement.
Ø Initially, many Military Shore Commands felt that there was little that they could do to improve traffic congestion.
Ø Most suggested improving the current mass transit system, opening up the HOV to all traffic and Light rail.
Ø Most Military Commands were unfamiliar with the TRAFFIX programs available to their staff.
Ø Once they were aware of programs available, they were very interested in disseminating information to their staff.
![Page 13: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/13.jpg)
THE MARKETING SOURCE, INC
Civilian and Military Commands felt differently.
Ø Civilian Commands were more likely to be participating in transportation programs, and more familiar with alternate modes available to Naval Station Norfolk.
Ø Military Commands cited that their hours were not conducive to ridesharing.
Ø Military Commands were more likely to expect their personnel to be on time.
![Page 14: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/14.jpg)

Will Commands offer transportation programs?
Ø Civilian Commands are willing to help by:ü Offering information to their employees.
ü Allowing preferential parking for ridesharers.
ü Supplying Commuter Checks.
Ø Military Commands are eager to distribute information to staff.
Ø All Commands need information on Commuter Choices.
![Page 15: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/15.jpg)

Awareness of Base Shuttle Service
Ø All CMCs acknowledged the need for an efficient shuttle service at Naval Station Norfolk.
Ø Awareness of the HRT shuttle service was very limited among the CMCs.
Ø Most could not distinguish the shuttle from other buses on Base.
Ø Many were confused about the HRT service and the Naval Station Norfolk shuttle.
Ø Only three of the 24 CMCs were aware of the tokens available to the sailors for a free ride.
Ø Several CMCs noted that it would be much easier to use military IDs rather than tokens.
![Page 19: Naval Station Presentation - vdot.virginia.gov](https://reader036.vdocuments.site/reader036/viewer/2022073115/62e5667f37b7755c6151b0fe/html5/thumbnails/19.jpg)

Ø Traffic is highly dependent on the number of ships in port.
Ø Parking is available but not necessarily considered convenient. Ø TRAFFIX faces several challenges, including the transient nature of
military personnel.
Ø Overall awareness of TRAFFIX programs appears limited among Commanding Officers.
Ø Civilian and military personnel differ in awareness of availabletransportation alternatives to Naval Station Norfolk.
Ø There appears to be a willingness among both groups to get the transportation information disseminated.
Ø The HRT shuttle service at Naval Station Norfolk could better meet the needs of personnel.
