Natural Resources Canada (NRCan) is actively engaging with Indigenous communities to advance reconciliation, increase Indigenous participation in natural resource development, and foster economic development.

NRCan is advancing this work across its portfolio.

SERVICES

▪ Department-wide work on a reconciliation action plan, and improved relationships with Indigenous Peoples

▪ Inviting Indigenous participation on international missions and to federal-provincial natural resource tables

▪ Continued relationships with National Indigenous Organizations

▪ In partnership with 21 other federal departments, the Federal Geospatial Platform (FGP) maintains and shares geospatial (location-based) data.

▪ Search Open Maps (open.canada.ca/en/open-maps) for data relevant to examining Indigenous issues (e.g. environmental and socio-economic data, information on major projects, etc.).

▪ View maps of data sets and create layered maps (e.g., major natural resource projects, clean power generation stations, metal and mineral producing mines)

PROGRAMS

▪ Indigenous Forestry Initiative (IFI) – Supports economic

development through natural resource sector

participation.

▪ In June 2017, the Government of Canada announced it

would expand the IFI program with $10 million in funding

over three years for:

▪ Clean technology and participation in the forest

bioeconomy (e.g. biomass for heat and power)

▪ Environmental stewardship (e.g. climate change

mitigation and adaptation, land reclamation, or

environmental/ecological services)

▪ Use and management of forest resources

▪ Early and ongoing engagement with Indigenous

communities on economic development

PROGRAMS

▪ Geo-mapping for Energy and Minerals (GEM) Grant Program –Advances geological knowledge in the North to inform decision on land use. Currently exploring opportunities to better integrate Indigenous Traditional Knowledge.

SERVICES

▪ Surveyor General Branch– Provides a system that regulates and registers legal surveys on Reserve lands, providing boundary and property rights certainty.

▪ Geological Survey of Canada – Hazard and risk assessments and monitoring for landslides, earthquakes and other potential hazards.

▪ Aboriginal Tool Kit and Resources – Accessible information on the potential benefits, opportunities and impacts of mineral exploration and mining projects throughout the life cycle of a mineral project.

▪ Remote Communities Energy Database – information about the generation and use of electricity and other energy sources for remote communities – visit Atlas of Canada.

▪ Participant Funding Program (PFP) – Support Indigenous participation in engagement on natural resource projects.

SERVICES

▪ Workshops & Seminars – Support areas of interest such as pipeline safety, Canada-Mexico Indigenous collaboration opportunities and offshore oil and gas development.

▪ Engagement – support Generation Energy (Oct 11-12) and Pan-Canadian Framework consultations.

▪ NEB Modernization and review of Environmental Assessment processes. Visit www.canada.ca/environmentalreviews to read the discussion paper. The public comment period was from June 29 to August 28, 2017. The feedback gathered will help inform potential legislative, regulatory and policy changes.

PROGRAMS

▪ Clean Energy for Rural and Remote Communities – Funding for initiatives to reduce reliance on diesel fuel in rural and remote communities, the majority of which are Indigenous.

▪ Impact Canada Fund – Funding for breakthrough solutions to persistent challenges (e.g. reducing the use of fossil fuels in off-grid communities).

SERVICES

▪ Clean Growth Hub – Improve coordination of federal clean technology activities.

▪ Clean Technology and Clean Resources Tables – Indigenous clean technology stakeholders will be members of the Economic Strategy Tables.

▪ Clean Energy Resources and Projects (CERP) – Interactive web mapping application that supports learning about Canada’s clean-energy resources and projects.

▪ Engagement – Early and ongoing engagement with Indigenous communities on energy infrastructure development

▪ Indigenous Advisory and Monitoring Committees – Co-development and establishment of Committees to support communities potentially impacted by energy infrastructure development.

▪ Economic Pathways Partnership - A “single window” approach to make it easier for Indigenous groups to access existing federal programs that help them participate in and benefit economically from the Line 3 and TMX pipeline projects.
