The National Youth Achievement Award Association was registered on 12 September 1991 under the Societies Act. The Association was approved as a Charity on 12 October 1991. ROS Registration Number: ROS 238/91 UEN No: S91SS0104L Charity Registration Number: 000840 IPC Registration No: 000721 Registered address: 151 Lorong Chuan #06-01B (Lobby A) New Tech Park Singapore 556741 INTRODUCTION The National Youth Achievement Award (NYAA) was officially launched on 9 May 1992 by the President of the Republic of Singapore at the Istana. ADVISORY BOARD The NYAA Council is advised by an Advisory Board chaired by Mr Heng Swee Keat, Minister for Finance. (Please see Appendix 2) NATIONAL COUNCIL The Award Scheme is managed by a National Council chaired by Mr Teo Ser Luck, Member of Parliament for Pasir Ris-Punggol GRC, Entrepreneur and Investor and an Award Secretariat headed by an Executive Director, Mr James Soh. (Please see Appendix 3) BOARD OF TRUSTEES Chairman: Mr Guy Harvey-Samuel (Please see Appendix 4) INSTITUTE OF PUBLIC CHARACTER The National Youth Achievement Award Association was approved as an institution of public character (IPC) under section 37 (2) (c) of the Income Tax Act since 1992. OBJECTIVES The aims of the Association are: ‱ To encourage young people between the ages of 13 and 30 years to develop personal

qualities of self-reliance, perseverance and a sense of responsibility to themselves, to society and to the nation.

‱ To promote and present to the young people of Singapore a balanced, non-competitive

programme that encourages self-development to the maximum without regard to gender, race, religion or physical impediment.

POLICIES Finance and Funding The NYAA Association is a self-supportive, not-for-profit organisation. Funding comes from corporate and public donations. The Association also collects nominal registration fees from the young people who participate in the NYAA Programme (Bronze: S$7.00, Silver: S$12.00 and Gold: S$17.00). Participation in the NYAA Programme (New Structure from January 2018) The National Youth Achievement Award (NYAA) Youth Leadership Development Programme is an exciting self-development programme for young people between the ages of 13 and 30 years old. It is a holistic, balanced and non-competitive programme of voluntary leisure time activities, designed to provide our young people with a platform to develop personal qualities and skills to make a difference to themselves, their communities and the world. The new NYAA programme is designed in line with the Ministry of Education’s Levels of Attainment, focusing on effort and merit of the individual. There are three levels in the NYAA Programme: Bronze Level: For those who are 13 and under 30 years old Minimum period of involvement: 6 months Silver Level: For those who are 15 and under 30 years old Minimum period of involvement: 12 months Gold Level: For those who are 16 and under 30 years old Minimum period of involvement: 18 months The NYAA Programme has three key components, which all participants are required to complete, namely: Service Learning (Touching Lives, Making a Difference) This component recognizes young people’s development as socially responsible citizens who understand the issues faced by the community and explore how they can contribute actively to find a solution. They can choose to undertake a Values-In-Action project or any community service projects of their interest. Objective: To learn how to give useful service to others in the community and to understand the meaning behind voluntary service.

Bronze: At least 20 hours of regular activities spread over a minimum period of 4 months. Silver: At least 40 hours of regular activities spread over a minimum period of 8 months. Gold: At least 60 hours of regular activities spread over a minimum period of 12 months. Outdoor Appreciation (To be at Ease with Nature) Outdoor learning supports the development of confidence building as young people are placed in unfamiliar environments outside of the classroom. It also develops young people’s problem-solving skills, enhances teamwork, strengthens understanding of the natural environment and inculcates in young people a sense of stewardship for our environment. Objective: To be at ease with nature and develop stewardship for our environment. Bronze: At least 15 hours of outdoor activities with a specific learning goal. Silver: At least 24 hours of outdoor activities with a specific learning goal. Gold: At least 36 hours of outdoor activities with a specific learning goal. Healthy Living (Physical & Mental Wellness) Healthy living aims to develop and maintain a healthy lifestyle that allows us to get through our daily activities. It also hopes to develop a healthy body and mind. Our behaviour has a significant impact on our wellness and adapting healthy habits with a balanced diet and exercise while avoiding destructive habits such as tobacco, drugs and alcohol will improve both our physical and emotional well-being. Objective: To develop physical and mental wellness through healthy living Bronze: At least 24 hours of regular activities spread over a period of 6 months. Silver: At least 32 hours of regular activities spread over a period of 12 months. Gold: At least 48 hours of regular activities spread over a period of 18 months. For Gold Level Only For the NYAA Gold Level, participants are required to undertake the fourth component: Community Leadership Initiative (Creating an Impact, Delivering Change) This component challenges participants to take on leadership roles in their own community service projects. Participants are to identify a need in our community and through the understanding of cultural differences, find solutions to contribute effectively to bring about a positive outcome. Participants will have the opportunity to showcase their leadership skills as they work in partnership with people from various backgrounds to undertake a community project that will not only broaden their horizons but also trains them into culturally sensitive, service-oriented and holistic leaders. The newly remodelled section hopes to see more student/youth-initiated activities that bring positive and meaningful contributions to the community, be it on the national or international level. Objective: To build leadership skills while serving the needs of the community. The Gold Level participant can embark on the initiative individually or in small groups.

POLICY RELATING TO MANAGEMENT AND CONFLICT OF INTEREST The Association’s Constitution states that a Director should ensure he does not place himself in a position whereby, directly or indirectly his duties or interests might be in conflict with his duties or interests as a Director. Disclosure of interests is required should a Director be in conflict with his duties and interests. He should not participate or vote on the matter. The Association has put in place a Conflict of Interest Policy for Staff and a Code of Ethics for Council Members. In the year 2018, there are no reports nor cases involving conflicts of interest among council members or staff. Should there be any issues, members and staff are required to declare their interest and abstain from decision-making related to the case. Issues and processes relating to management and hiring of staff are open and transparent. The vacancies are posted through advertisements in Jobstreet and JobsDB internet portals. Matters relating to remunerations, increments and bonuses are set and decided by the Finance Committee chaired by Dr Ken Ong and Council Members of the National Youth Achievement Award, chaired by Mr Teo Ser Luck, Chairman of the NYAA National Council. FUTURE PLANS The NYAA has called for tender to develop an online registration system and recording of activities through mobile apps for Award participants, moving away from the original traditional recording system on printed materials. We will see a reduced work load, increased accessibility and more effective facilitation for teachers coordinating the NYAA Programme in schools and the NYAA Secretariat. The online registration system will also help to enhance the NYAA Programme with a growing number of participants expected for 2019. The NYAA also embarked on a leadership development programme to prepare them for the ever changing and diverse job market in the future. These programmes include leadership training workshops, elevator pitches and presentation skills that are usually not covered through books and syllabuses in schools. Programmes aim to guide participants to grow and develop through exposure and hands-on experience. These skills will help prepare our young people to be more confident and sensitive, in dealing with the community and their work place. The NYAA Council will be working closely with government agencies in areas of mental wellness and healthy living. Award participants will be encouraged to participate in physical movement with proper diets to keep fit and healthy to serve the community more effectively. The NYAA Council also aims to strengthen and promote active ageing, encouraging participants to engage with the elderly by initiating community projects that promote awareness and improves the relationship between the young and the elderly. With the number of elderly Singaporeans set to double by 2030, there is a need to increase support provided for the elderly. The NYAA Gold Award Holders’ Alumni are working on an active ageing programme to support the elderly, allowing them to feel connected with society and remain socially-active during their twilight years.

These community bonding projects and activities have great potential in cultivating greater care and compassion for the elderly, especially when young people are made aware of the needs of the aged. This programme thus provides our youth the opportunity to better understand elderly people, and actively engage with the elderly and improve their quality of life through their twilight years. The NYAA plays an important bridging role between the young and the elderly by initiating community projects that promote awareness and improves the relationship between the young and the elderly. These community bonding projects and activities have great potential in cultivating greater care and compassion for the elderly, especially when young people are made aware of the needs of the aged. This programme thus provides our youth the opportunity to better understand elderly people, and actively engage with the elderly and improve their quality of life through their twilight years. The NYAA Junior Programme has also been revamped with input from the Ministry of Education for primary four to primary six. It is designed to provide young students a holistic development through three key domains such as Developing Personal Qualities, Learning New Skills and Serving the Community. The NYAA Junior Programme will be tested in 10 primary schools and youth organisations. REVIEW OF THE YEAR 2018 Staffing and Volunteers The NYAA Secretariat is headed by an Executive Director, Mr James Soh and five other full-time staff. The Secretariat is assisted by a large pool of volunteers, mainly the NYAA Gold Award holders and Award Co-ordinators. As of 31 December 2018, the breakdown of the staff strength and volunteers are as follows: Total Number of Full Time Staff: 6 Total Number of Award Operating Authorities: 230 (Please see Appendix 5) Total Number of Award Co-ordinators and volunteers: 2,985 Total Number of Gold Award Holders: 3,581 Total Number of New Award Participants for 2018: 27,368 REVIEW OF FINANCIAL STATUS The National Youth Achievement Award Association recorded a deficit of S$238,616.00 in the year 2018. For the year 2018, the Association received 5 donations, amounting to S$622,657.60. The NYAA continued to receive strong support from the foundations, corporate and the business community. (Please see Appendix 6 for list of donors and supporters.)

AUDITED FINANCIAL STATEMENTS FOR THE YEAR ENDED 31 DECEMBER 2018 Please see attached audited financial report from PricewaterhouseCoopers LLP. FUND RAISING ACTIVITY In the year 2018, the NYAA did not embark on any fundraising event. Taking into consideration the net liabilities financial situation of the NYAA, a fund raising task force has been set up, headed by Mr Eugene Seah, Acting Deputy Chairman, NYAA Council. Members of the Advisory Board and the National Council will be embarking on fund raising projects in 2019. Proposed target of S$500,000 (tax deductible donations) will be raised. NYAA INVESTMENT PROPERTY The NYAA owns an office space at 20 Kramat Lane #04-12 United House, Singapore 228773, which was used to house the NYAA Secretariat from 1994 – 2001. This office space is rented out to generate income. As of 31 December 2018, the property is valued at S$1.6 million dollars by an independent valuation company, Realty International Associates Pte Ltd. (Please see Appendix 7 for the valuation report.) CHAIRMAN’S REPORT FOR THE YEAR 2018

One of the highlights in 2018 was the changing of the NYAA Council’s leadership. Prof Leo Tan, Chairman of the NYAA Council, stepped down in June 2018 after twenty-three years of distinguished service to the Singapore’s youth sector through the National Youth Achievement Award Council. I was honoured to be invited to join the NYAA and take over the chairmanship from Prof Leo Tan, who has led the NYAA to become what it is today through his dedication and contributions. I was fortunate to be supported by a group of committed Council Members, and a team of dedicated and hardworking staff from the NYAA Secretariat, who have done an amazing job over the years in providing opportunities for our young people to develop their potential and, in the process, serve the community through the NYAA Programme. 2018 was also an important milestone for us as we officially launched the new NYAA Programme, after the NYAA withdrew membership from the International Award Association in July 2017, which allowed us greater flexibility to create a more effective national leadership development programme as we moved into our next phase of development. The total number of participants dropped slightly in 2018 due to the merger of some schools and a decrease in our population. The total number of participants enrolled in 2018 hence was 27,368. Despite this, the NYAA Programme remains as one of the key leadership development programmes in schools and institutions of higher education, and I am certain it will grow from strength to strength in the years ahead. The entry age for the new NYAA programme was lowered from 14 years old to 13 years old, and the cut-off age has been extended to 30 years old instead of 25 years old. The extension of the cut-off age was to allow the male participants who completed their National Service to have enough time to complete their NYAA Gold Award, the pinnacle of the NYAA Programme. The NYAA Council continues to provide many opportunities and platforms for our young people to develop and excel, regardless of their family background and socioeconomic status. We are very encouraged that many of our Awardees have done extremely well and more importantly, are still actively serving in the community after receiving their Awards. In 2018, the NYAA Programme developed a wide range of leadership development activities to address a spectrum of issues and provide comprehensive solutions for the community, the youth and elderly, the environment, the physically challenged, troubled youth, and at the same time, to promote racial harmony, and the appreciation of arts and culture. Through these projects, we have greatly benefitted youths and the wider community. With the number of elderly Singaporeans set to double by 2030, providing support and care for the elderly must be strengthened. The NYAA Gold Award Holders’ Alumni are working on an active ageing programme to support the elderly, allowing them to feel connected with society and remain socially-active during their twilight years.

There is also an underlying misconception that young people do not understand the elderly due to the generation gap. The NYAA thus plays an important bridging role between the young and the elderly by initiating community projects that promote awareness and improve the relationship between the young and the elderly. These community-bonding projects and activities have great potential in cultivating greater care and compassion for the elderly, especially when young people are made aware of the needs of the aged. This programme thus provides our youth with the opportunity to better understand elderly people. Through the Youth and Elderly Integration Programme, the NYAA aims to inculcate moral values and character traits to promote greater empathy, confidence, and kindness in the youth. Apart from community service, the NYAA is also concerned about protecting the environment, particularly through providing education and hands-on activities for the youth. As such, we first need to acknowledge the harm that has been done to the Earth. This is due to the delicate balance that has ceased to exist between developing technology and the natural environment. We can observe this through the wide range of environmental issues prevalent today, such as: the Greenhouse Effect, loss of wildlife, and harmful disposal of hazardous waste. Despite the damage that has been caused to our natural environment, many young people are motivated to heal and restore the Earth. It is the young who can provide us with new mind sets and fresh perspectives, to actively improve the environment for the future. The future ultimately belongs to them, and many have taken the initiative to volunteer and help in their own ways. To best tackle climate change, the NYAA has worked closely with a wide range of organisations and partners, both in Singapore and around the world, to raise awareness and increase active participation in environmental projects. Through encouraging the youth to directly engage with nature, they can admire, appreciate and respect nature’s beauty and relevance with all their five senses. As they learn to appreciate our planet, they will eventually gain the wisdom to care for and protect our environment. At the national level, NYAA continues to play a key role in the selection panel of various Environmental Awards in Singapore such as The President’s Award for the Environment, which is the highest accolade for environmental achievement; the EcoFriend Award which is awarded to outstanding individuals, youth and organisations who have contributed significantly in environmental protection and nature conservation; and the Clean and Green Singapore Award, the community award for environmental excellence for Community Development Councils. In the international arena, NYAA continues to play an advisory role in the United Nations South East Asia Youth Environment Network, where Youth Leaders from the 10 ASEAN Member Nations gather in Singapore once every two years to discuss environmental issues in the region. The SEAYEN Regional Report will be presented to the UN Under-Secretary General and Executive Director of the United Nations Environment at the UNE Assembly in Nairobi, Kenya. The environment outside of prisons is often viewed as a second prison for young offenders after their release. They often find that society is very unforgiving and find it very difficult to integrate back into society. Since 2000, the NYAA has helped many troubled youths, particularly those who served time in prison, to find hope and meaning in their lives. Through close partnership with the Singapore Prison Serve, the NYAA has worked to provide young offenders with a platform to turn their lives around, to become useful and responsible citizens.

The NYAA Programme, carried out in prisons, was successful in reforming many young offenders into altruistic, energetic and world-ready youth. Armed with hope and a positive attitude, many of them have re-integrated into society after release from prison and are now making positive contributions to the community. The NYAA is very encouraged that the re-offending rate of those from the NYAA Programme is extremely low. With the growing interest in photography among the youth people in Singapore, the NYAA Young Photographers’ Network (YPN) was set-up in 2003 to harness youth interest in the visual arts, allowing them to channel their talents and skills to serve and benefit the community at large. Currently, there are more than 2,000 young photographers in the NYAA Young Photographers’ Network who are actively involved in various community projects, serving the community through photography. Since the NYAA YPN’s formation, members have contributed significantly to various community and national projects, and have flown the Singapore flag at various international photography exhibitions and events. Many of these works were published by the NYAA Council and acclaimed agencies to support community-based projects. This was especially to raise awareness on environmental issues, as well as Singapore’s rich historical and cultural background. Singapore is seen to be a safe place and many people take security for granted, but we must emphasize the need to be vigilant at all times. The NYAA has organised many dialogue sessions where young people have come together to interact, discuss security issues, and come up with ideas on how they can play a role to keep our community safe. In the international arena, the NYAA continues to play key leadership role, such as during the annual St. Gallen Singapore Forum, through partnership with the National University of Singapore. The 3rd St. Gallen Symposium Singapore Forum reaches out to university students from local universities in Singapore, where students discuss pertinent topics in-line with the theme of the St. Gallen Symposium held in Switzerland. Young leaders need to be exposed to the world through various platforms such as regional and international conferences and seminars. They have to play a bigger role beyond our shores to connect with the world, interact with different people, and learn how to act and respond to people of different cultures, people who hold different values and way of lives. Once they are able to connect with people from different backgrounds and navigate foreign environments, they will develop into more competent individuals. Through this, young people will grow and develop cultural sensitivity, which is vital in our globalised world. It will also allow them opportunities to network in our interdependent world, to develop into global citizens, and bring back experiences and expertise that will greatly benefit Singapore. The NYAA played a key role during the invitation of the 4G leaders from Singapore to speak at the 48th St Gallen Symposium in Switzerland in 2018. Mr Lawrence Wong was invited to speak at the high level panel at the 48th St. Gallen Symposium in May 2018. Young leaders were also provided with the opportunity to attend these events to interact and build networks with various leaders as well as their fellow leaders of tomorrow.

The NYAA has also provided strong leadership platforms, such as the APEC Voices Programme, held annually in conjunction with the APEC Leaders’ Week attended by Heads of Government from the 21 APEC Member Economies. In 2018, the APEC Voices was held in Port Moresby, Papua New Guinea in November 2018. It was a very special year for APEC Voices as it celebrated its 20th Anniversary in Port Moresby. A publication of the APEC Voices 20th Anniversary Coffee-table was launched during the APEC Leaders’ Week and was presented to the Heads of the APEC 21 Member Economies. The close partnership and collaboration with like-minded organisations both in Singapore and overseas has provided an excellent platform for young people to develop leadership skills, and prepare them into becoming leaders of tomorrow. The NYAA Council is very grateful to our Life Benefactors: the Tote Board and Singapore Pools Pte Ltd for their financial support. We are also very grateful to the Lee Foundation, government agencies and corporate partners for their support. NATIONAL YOUTH ACHIEVEMENT AWARD REPORT FOR THE YEAR 2018

The National Youth Achievement Award (NYAA) programme aims to develop our youths’ self-reliance, perseverance and a sense of responsibility to society and nation. Through the NYAA journey, young people have learnt the needs of our community and have been challenged to make a positive impact on the lives of others. Since our inception in 1992, the NYAA has exposed young Singaporeans to a wide range of experiences that builds character, and fosters a heart for service. Through the NYAA Gold Award Holders’ Alumni (GAHA) Service Beyond Gold Programme, youths have developed leadership skills and greater care for the community.

In 2018, a total of 27,368 young people registered for the NYAA Programme (Bronze Level: 12,957, Silver Level: 11,465 and Gold Level: 2,946), a slight drop compared to 2017. This was due to the merger of eight Junior Colleges and a few Secondary Schools, which resulted from the falling birth rates and declining enrolment rates in our educational institutions.

In 2018, we also witnessed many NYAA recipients and participants who did exceptionally well in their institutions, and in the public and private sectors. Their contributions have not only benefitted themselves but the community, where they have made significant impacts to those they served, especially through leadership roles. Many have also made the NYAA and Singapore proud at international events, either through their leadership roles or providing a helping hand.

LEADERSHIP CAPACITY BUILDING TRAINING WORKSHOPSThe NYAA Council in partnership with Asoka Foundation conducted a two full day workshop for secondary school students. More than 100 students from various secondary schools and ITEs attended the workshop held at the Enterprise Development Centre, ITE College Central. The key trainer for the workshop was flown in from the United States by the Asoka Foundation sponsored by HSBC Singapore. Students were taught how to write and present their concept papers, project planning and how to pitch their ideas to secure funding. The two day intensive training benefited the students and they are encouraged to share their new found knowledge with their peers. NYAA will work closely with the Asoka Foundation to identify potential projects and to help them secure funding for the execution of the projects.

NYAA Gold Award Orientation Workshop 2018The NYAA Gold Award Orientation Workshop is an initiative of the NYAA Gold Award Holders’ Alumni. The aim was to use this platform to introduce the mission and objective of GAHA before the new Gold Award participants received their Gold Award from the President. The Orientation Workshop was a mandatory event and all Gold Award participants were briefed on the Gold Award Ceremony proceedings and also on the Gold Award Holders’ Alumni projects and activities ‘Service Beyond Gold’. Many Gold Awardees found the Orientation Programme useful as they were in the company of like-minded young leaders who could make a big difference through their collective leadership and teamwork. Many of the Gold Award recipients continued to serve actively after receiving their Gold Awards from the President.

NYAA Award Cordinators’ NetworkThe NYAA Award Coordinators’ Network (ACN) was revamped in 2018. The NYAA Secretariat invited teachers and youth workers from various NGOs to serve in the committee. The NYAA ACN was an excellent platform for NYAA Coordinators from our NYAA Operating Partners from different backgrounds, strengths and expertise to work together as a team to provide input, make recommendations to the NYAA Secretariat on solving issues pertaining to the NYAA’s operation with our Operating Partners as each situation is relatively different. With the help of NYAA ACN, our Operating Partners could share best practices and inspire each other in their mission to develop our students/youths through the NYAA Programme.

The Asoka Trainers also conducted a half-day Leadership Building Capacity Workshop for members of the NYAA Gold Award Holders’ Alumni which was attended by over 60 young leaders. GAHA members found the training interesting and quite different from those conducted by local trainers. SAFEGUARDING OUR ENVIRONMENT

The NYAA has continued to play a key role in safeguarding our environment both at national and international levels. NYAA has worked closely in partnership with both the public sector and private sector under the 3P partnership programme, to provide opportunities and platforms for our recipients and participants to contribute to environmental protection and promote nature conservation, such as through e-waste collection projects, Clean and Green Singapore, promoting water-saving, clean energy projects, Singapore Climate Action Year and dialogue sessions to raise awareness on various environmental issues. Through these ground-up initiatives, the youth have learnt to appreciate, respect and preserve the environment.

NYAA Gold Awardees have also been actively involved in environmental conservation activities. For instance, the Gold Awardees have played key roles in the 2018 Arctic Frontiers Conference, hosted by the Royal Norwegian Embassy in Singapore. They have also been invited to speak at various Arctic Conferences held in Singapore.

On the international level, the NYAA has continued to raise awareness on environmental issues and promote nature conservation through our role as Advisor to the United Nations South East Asian Youth Environment Network involving 10 ASEAN Member Nations, the United Nations Environment Assembly, and the United Nations Framework Convention on Climate Change (UNFCCC).

The NYAA has also provided opportunities to outstanding individuals to take on leadership roles and become actively involved in environmental projects. An exceptional NYAA Gold Award participant received a travel sponsorship to participate in the Student on Ice at the Arctic, where she joined 100 young leaders from all over the world to work on and discuss issues related to climate change, as well as solutions on how youth leaders could mitigate climate change.

Ms Gina Goh, an NYAA Young Environmentalist, is another exceptional young leader. She represented NYAA and Singapore at the 5th Arctic Circle Assembly in 2017 held in Reykjavik, Iceland, initiated by the Arctic Youth Network. Following the assembly, the Arctic Youth Network was launched in October 2018.

Mr Shawn Seah, an NYAA Gold Award holder represented Singapore at the International Conference on Water in Amsterdam, The Netherlands in January 2018.

NYAA has continued to support environmental conservation through the National Environmental Awards Selection Panel, the President’s Award for the Environment 2018, the EcoFriend Award 2018, the Clean and Green Singapore Award 2018 and the HSBC/NYAA Youth Environmental Award 2018.

BRIDGING THE GENERATION GAP

The NYAA has played a vital role in building relations between the young and the elderly through ground-up initiatives spearheaded by NYAA Gold Award holders and participants. NYAA Gold Award Holders’ Alumni have continued to organise many enrichment programmes to bring the youth and the elderly together through meaningful projects and outings to various places of interest. These outdoor activities have served as platforms for the young and the elderly to explore and interact with each other, forging strong friendships between them. Many of the elderly have thus treated our NYAA Awardees like their grandchildren. The NYAA has also organised health checks for the elderly who require medical attention.

The NYAA Gold Award Holders’ Alumni organised a project held at the National Museum, where the young and the elderly joined hands to create gifts from recycled materials for the Lunar New Year in January 2018. Besides the workshop on recycling, they also visited various exhibitions at the Museum.

A group of NYAA Awardees from Ping Yi Secondary School came up with an idea to design memory games to help elderly suffering from dementia. It was a meaningful experience, and the elderly were eager to learn the games created by these innovative students.

NYAA Gold Award Holders’ Alumni also embarked on a nationwide project, Stories from Our Grandparents, in March 2018 with the support of Our Singapore Fund. The project saw many young people interacting with their grandparents and interviewing them on how they helped to build Singapore to what it is today. Through the interview, many interesting stories of the past surfaced and were captured in the book – Stories from Our Grandparents.

SERVICE THROUGH THE LENS

There has been a growing interest in photography among youths, and through the NYAA Young Photographers’ Network’s workshops and Singapore Young Photographers’ Convention, many of these young people develop their skills and serve the community through their lens. NYAA participants from Ping Yi Secondary School embarked on a photography project named as “Chai Chee Our Home” in 2018, a photo-documentary project and a visual narrative of the Chai Chee Community, to understand the community where the school is located. Members from the NYAA Young Photographers’ Network mentored the students before they were sent out to explore, where they captured the physical space, people and at times, the mundane. Incorporated in the pictures were the values of respect, care, and inclusiveness, which highlighted and brought to attention the interesting landscapes in Chai Chee. More than 13,000 images were captured for the publication “Chai Chee Our Home”. The Speaker of Parliament launched the book in June 2018.

EMPOWERING THE PHYSICALLY CHALLENGEDIn the NYAA Programme, we have provided equal opportunities for the development of young people regardless of any handicap or disability. Physically challenged youths are encouraged to look beyond their physical conditions, and cultivate their talents and skills to contribute to the community, just like their able-bodied counterparts.

The NYAA has worked closely with partners and stakeholders to eradicate the barriers that hinder the physically challenge or the disabled from being fully integrated into society. Through various activities and projects, the NYAA has sought to engage these individuals with the community, and gave them the confidence to interact with others and lead more productive, independent and fulfilling lives. Indeed, many of them have moved beyond their disability to inspire others to see beyond their handicap with much success.

True Colours Asia Pacific Festival of Artistes with Disabilities

The NYAA invited Mr Luca Patuelli, an artiste with disabilities from Canada, who conducted a motivational talk held at the ITE College East. The talk cum performance on 19 March 2018 was attended by more than 500 youths. Mr Patuelli, a very talented young person with disabilities did not let his physical condition affect his performance. He visited Singapore to perform at the True Colours Asia Pacific Festival of Artistes with Disabilities.

SPECIAL PROJECTS FOR 2018

The 3rd St. Gallen Symposium Singapore Forum

The 3rd St. Gallen Symposium Singapore Forum was held at the National University of Singapore U-Town Auditorium on 13 January 2018. The topic of the symposium was “Beyond the End of Work”. The keynote speaker was Dr Janil Puthucheary, Senior Minister of State for Education and Communications and Information. The event was attended by more than 400 participants.

Racial Harmony

Singapore is a multi-racial society, and it is crucial that our young people understand and respect each other’s cultural and religious beliefs, so as to maintain harmony, stability and unity within our community.

The NYAA Programme has offered many opportunities and platforms for young people to engage with each another through dialogues and projects – regardless of race, language or religion. For instance, the NYAA has conducted regular visits to places of worship such as mosques, churches and temples to witness and participate in various festivals, and has brought young people from different backgrounds closer.

River Hongbao FestivalThe official opening of the River Hongbao 2018 was held at the Floating Platform on 14 February 2018. The NYAA invited 40 non-Chinese youth leaders to volunteer on 23 and 24 February 2018 for the Lunar New Year Festive celebration so that they could experience Chinese culture and heritage. The 40 NYAA participants who volunteered at the event comprised of Malay and Indian youth. The feedback was very encouraging as it was, for most of them, their first time volunteering at the Chinese Lunar New Year event.

The Bestari Award 2018The annual Bestari Award was presented to outstanding Malay Muslim students from the three ITE Colleges in Singapore by Malay Youth Literary Association (4PM). Every year, the Bestari Award is presented by a Minister. The NYAA has continued to serve as a key member of the selection panel.

President’s Scout AwardAs part of community engagement, the NYAA has continued to serve on the annual President’s Scout Award selection panel. Every year the panel has been responsible for the selection of outstanding Scouts for their leadership and service to community and nation. The NYAA is very encouraged that many of the President’s Scout recipients were also NYAA Gold Award recipients and participants. The President of Singapore, who is also the Chief Scout of Singapore, presented the President Scout Award.

A Second Chance in Life, Giving HopeThe NYAA Programme was introduced to prison in 2000, where we saw a transformation in young offenders who participated in the NYAA Programme. Every year, the Singapore Prison Service has jointly organised an NYAA Award Ceremony in prison to honour and recognise outstanding young offenders who completed the NYAA Bronze and Silver Award programme. It is very gratifying to see family members of the young offenders attending the NYAA Ceremony year after year. Parents at the ceremony were often moved to tears when they saw that their loved ones turned over to a new leaf, and watched them receive recognition from a Minister at the ceremony. They have been immensely grateful to the NYAA for giving their loved ones a second chance in life.

International Women’s Day 2018

To celebrate International Women’s Day 2018, Ms Selvi, a child bride who married at the age of 14 to an abusive husband who forced her into prostitution, was invited to speak at NYAA’s ceremony. She shared her inspiring story on how she escaped and overcame the odds to become the first female taxi driver in South India and later moved on to own a transportation company. Her story touched many NYAA Awardees at the talk.

The NYAA has signed an MOU with Yuhua Citizens’ Consultative Committee on 20 January 2018, witnessed by Ms Grace Fu, Minister for Culture, Community and Youth at the Devan Nair Institute for Employment and Employability. The MOU has provided opportunities and platforms for members of the NYAA Gold Award Holders’ Alumni to work with Yuhua SMC on community projects at the Yuhua Constituency.

Inspirational Speakers’ Series@Yuhua SMC

Many NYAA recipients have been invited to share their leadership experiences throughout the years, especially those who have done exceptionally well in their careers. They have been sought-after by schools and organisations to provide motivational speeches. Mr Darren Tan, an ex-young offender who is currently a very successful lawyer, was invited to speak to a group of at-risk young people in Yuhua. The event was moderated by NYAA Gold Award holder, Mr Desmond Chong, and was attended by Ms Grace Fu, Minister for Culture, Community and Youth who is the Member of Parliament for Yuhua SMC.

Launch of ASEAN Chair

The NYAA was represented at the official Launch of ASEAN 50 at Bishan Park, graced by Prime Minister Lee Hsien Loong on 12 January 2018. The launch event also showcased the variety of culture and food from the 10 ASEAN Member States. The NYAA has also organised various youth events with our Operating Partners to support Singapore’s ASEAN Chairmanship.

Commonwealth Day 2018

The Commonwealth Day 2018 was held at Eden Hall and was hosted by H.E. Scott Wightman, British High Commissioner to Singapore. Ms Sim Ann, Senior Minister of State for Education and Culture, Community and Youth represented the Singapore Government. The Executive Director represented the NYAA during the event.

SGSecure 2018 Youth Forum

NYAA hosted the SGSecure 2018 Youth Forum on 28 July 2018 at the Senior Police Officers’ Mess. The forum provided our young leaders an opportunity to learn more about important issues concerning Singapore’s security through dialogue with political leaders and professionals from the security related fields.

The forum was graced by the Senior Parliamentary Secretary for Home Affairs and Health, Mr Amrin Amin and attended by more than 200 young leaders.

50th Anniversary of Israel-Singapore Diplomatic Relations

The State of Israel and the Republic of Singapore celebrated its 50th Anniversary of Diplomatic Relations in 2019. The Embassy of Israel had approached NYAA to assist in organizing a 50th Anniversary Logo Competition in 2018. The NYAA invited our Operating Partners to design a logo to commemorate the 50th Anniversary of the State of Israel and the Republic of Singapore, and it was launched in January 2019. The winner received a fully sponsored trip to Israel for a two-week internship with a top design school in Haifa, Israel.

World Cities Summit 2018The World Cities Summit 2018 was held at the Marina Bay Sands Expo and Convention Centre from 8 to 12 July 2018. The NYAA supported the World Cities Summit 2018 by providing NYAA Gold Award holders with the opportunity to serve as Liaison Officers, and members of the NYAA Young Photographers’ Network the opportunity to serve as official photographers for the event.

NYAA also invited young environmental leaders from the 10 Member ASEAN States and a delegation of young leaders from Switzerland to attend the event as guest delegates by the Centre for Liveable Cities.

Singapore International Water Week 2018

The Singapore International Water Week was held from 8 to 12 July 2018 at Marina Bay Sands Expo and Convention Centre. NYAA delegates from ASEAN and Switzerland were invited as guests to the event. The delegates benefited from listening to various world-class speakers from around the world.

OVERSEAS CONFERENCES AND MEETINGS

NYAA Delegation to China

An NYAA delegation which was led by NYAA Executive Director visited Harbin City, Heilongjiang Province, at the invitation of Harbin City Mayor Song Xi Bin from 2 to 7 January 2018. During the visit, Mayor Song hosted an official luncheon in honour of the NYAA’s visit. Two Memorandums of Understanding were signed with Harbin Youth Federation and the Attached Middle School of Harbin Institute of Technology for the development of young leaders between Harbin City and Singapore through an exchange programme and dialogue.

International Swiss Talent Forum 2018A 10-member NYAA delegation visited Switzerland from 12 to 23 February 2018. During their visit to Switzerland, the Singapore delegation was invited to attend the 7th International Swiss Talent Forum organized by the Foundation Swiss Youth in Science. Besides attending the Forum, the delegation was received by the Swiss Minister of Education, Mr Stefan Kölliker, and also visited Swiss universities, such as the University of Liechtenstein.

48th St. Gallen Symposium

The 48th St. Gallen Symposium was held in Switzerland from 3 to 5 May 2018. A strong Singapore delegation who attended the event included young leaders of tomorrow and students selected from the Wings of Excellence Essay Competition. Minister for National Development and Second Minister for Finance Mr Lawrence Wong attended the Symposium as a Distinguished Speaker. Other attendees also represented Singapore and spoke at the St. Gallen Symposium, such as Mr Gabriel Lim, Permanent Secretary, Ministry of Communications and Information, Mr Ho Kwon Ping, Chairman, Singapore Management University.

Mr James Soh, NYAA Executive Director, in his capacity as the Co-Chair of the APEC Voices was invited by APEC Voices China to deliver a keynote address at the APEC Voices 2018 China Innovation Forum held at Chengdu City from 22 to 24 August 2018. In his address, Mr Soh spoke about the importance of providing outstanding young Chinese leaders a platform to network with their counterparts in the Asia Pacific region through the APEC Voices Programme. The event was attended by 500 business leaders and youth delegates.

APEC Voices of the Future 2018

VISITATION

Harbin Robotic GroupA six senior-management team from the Harbin Robotic Group visited Singapore from 26 to 28 February 2018 at the invitation of NYAA Singapore. Singapore was keen to invite the HRG to be part of Singapore’s AI Ecosystem. During their visit, NYAA arranged for the delegation to visit EDB, A*STAR, IE Singapore and other educational institutions. The delegation also met Professor Quek Tong Boon, Chief Executive, National Robotics Programme and Chief Scientific Advisor to the Ministry of Trade & Industry.

International Trade Minister of CanadaH.E. Francois-Philippe Champagne, International Trade Minister of Canada visited Singapore on 22 March 2018. During the Minister’s visit, NYAA Executive Director and Deputy Executive Director met the Canadian Minister to discuss on the APEC Voices Programme to be held in Port Moresby, Papua New Guinea on November 2018.

Visit by Former Vice-President of Peru

Mr Raul Diez Canseco Terry, former Vice-President of Peru visited Singapore for the Asia-Pacific Association for International Education (APAIE) from 24 to 28 April 2018. During his visit, NYAA Executive Director hosted a dinner for the Peruvian delegation, attended by the Peruvian Ambassador to Singapore, H.E. Manuel Talavera. Mr Raul Canseco also met Mr Ong Ye Kung, Minister for Education on 27 April 2018.

The APEC Voices of the Future is an annual programme that provides an opportunity for young leaders and educators from the 21 APEC Member Economies to attend the APEC Summit. By working and learning together, the APEC Voices’s delegation were able to share their views and concerns with APEC Leaders, Ministers, APEC Business Advisory Council and Chief Executive Officers from around the world.

Through their participation in the APEC process, the APEC Voices delegates were provided the rare opportunity to engage in dialogues with policy makers on issues that concern them.

In 2018, the APEC Voices of the Future was held in Port Moresby, Papua New Guinea and the regional meeting was hosted by H.E. Peter O’ Neill, Prime Minister of Papua New Guinea. Besides attending the APEC Voices 2018 Youth Summit, the youth delegates also engaged in local community projects and participated in the APEC CEO Summit. 2018 was also a very special year in the history of the APEC Voices Programme where the APEC Voices Leadership Council took the opportunity to celebate its 20th Anniversary. An APEC Voices 20th Anniversary Coffee Table Book highlighting the milestone from 1998 to 2018 was also launched. The 20th Anniversary Book was presented to the Heads of the APEC 21 Member Economies at the APEC Summit 2018.

Dr Rajiv Shah, President of the Rockefeller Foundation visited Singapore on 18 January 2018 to interview Mr Mohd Abbas, an NYAA Gold Award holder and co-founder of Onelyst. Dr Shah was thrilled to hear about Abbas’ social innovations in Singapore that engaged with the next generation of social entrepreneurs. Abbas’ interview was subsequently uploaded on the Rockefeller Foundation website.Adviser to the Sultan of Oman

Dr Ali Qassim Al-Lawati, Adviser of His Majesty Sultan Qaboos bin Said of the Sultanate of Oman visited Singapore to learn about our national youth leadership programme. The NYAA Executive Director was invited by the Ministry of Foreign Affairs to brief Dr Ali Qassim Al-Lawati on the NYAA’s initiatives for developing the next generation of community leaders in Singapore. Mr Soh invited a group of Gold Award holders to the meeting held at the Grand Copthorne Waterfront Hotel on 18 January 2018.

Mr Beat Ulrich, Chief Executive Officer of the St, Gallen Foundation, H.E. Thomas Kupfer, Swiss Ambassador to Singapore and NYAA Executive Director paid a courtesy call on Mr Lawrence Wong, Minister for National Development and Second Minister for Finance on 18 April 2018 at the Ministry of National Development. Mr Ulrich was in Singapore to brief Minister Wong on the 48th St. Gallen Symposium Programme in May 2018.

Delegation from ArgentinaAn Argentina delegation visited Singapore to study our city’s management. The Ambassador of Argentina, H.E. Federico Barttfeld, sought NYAA’s assistance in arranging for the delegation to visit Marina Bay Sands. Mr Eugene Seah, Member of NYAA Council assisted in the arrangement for the delegation to visit the Marina Bay Sands, as well as a briefing by the architect firm who designed Marina Bay Sands.

Visit by Dr Suzanne Hraba-ReneveyDr Suzanne Hraba-Renevey, CEO and co-founder of BusinessIn.ch and former CEO of Swissnex Singapore visited Singapore on 21 February 2018. During her visit, Dr Hraba-Renevey proposed to continue working in partnership with NYAA Singapore in developing a youth leadership programme between Singapore and Switzerland. NYAA Executive Director has served as a Member of the Board of Swissnex Singapore for many years.

Mr Beat Ulrich, Chief Executive Officer of St. Gallen Foundation, H.E. Thomas Kupfer, Swiss Ambassador to Singapore paid a courtesy call on Mr Heng Swee Keat, Minister for Finance on 12 January 2018. Mr Ulrich and Ambassador Kupfer were both accompanied by NYAA Executive Director, who arranged the meeting on behalf of the St. Gallen Foundation. Mr Ulrich extended an invitation to Minister Heng to the St. Gallen Symposium in May 2019.

Young Leaders’ Delegation from Heilongjiang Province, China

A 10-member delegation from the Harbin Youth Federation led by Mr Chen Dianlong, Secretary-General of Harbin Youth Federation visited Singapore from 20 to 26 May 2018. During their stay, the delegation visited Business China and was received and briefed by Ms Tin Pei Ling, Member of Parliament for MacPherson SMC and Chief Executive Officer, Business China.

The delegation called on Mr Sam Tan, Minister of State for Foreign Affairs and Social & Family Development, Mr Douglas Foo, President, Singapore Manufacturing Federation, and visited NYAA Secretariat for a briefing on Youth Leadership Development, and visited the E-waste collection project at West Coast GRC and HDB Community Engagement Project.

The delegation also met Mr Heng Swee Keat, Minister for Finance and Mr Desmond Lee, Minister for Social and Family Development. The delegation also visited various educational institutions. The visit by the young leaders from Harbin City, Heilongjiang Province cemented the strong and close bond between NYAA Singapore and Harbin City.

The Harbin Youth Federation will also host an NYAA delegation to Harbin in 2019, and NYAA has accepted the invitation.

Young Leaders’ Delegation, India

Mr Dinesh Gajendran, Founder and Executive Director of Audacious Dreams Foundation of India visited Singapore on 21 March 2018 and paid a courtesy call on NYAA Executive Director at the NYAA Secretariat. The Audacious Dreams Foundation was set up with a mission to inspire, inform, engage and empower youth in global understanding and sustainable development from grassroots to a global level. Mr Gajendran also proposed to work in partnership with NYAA to develop the youth of India through the new NYAA Programme.

Youth Leaders’ Delegation, SwitzerlandA 10-member delegation from Switzerland visited Singapore in July 2018 as part of the bilateral youth exchange programme between NYAA Singapore and the Education Department of Switzerland. The Swiss Group were invited to attend the World Cities Summit 2018 by the Centre for Liveable Cities, Ministry of National Development. The Swiss Delegation met the President at 4PM’s 70th Anniversary Dinner event.

NYAA CEREMONIESNYAA has often encouraged our Operating Partners to host their NYAA Ceremony in-house. The NYAA Bronze and Silver Award Ceremonies have been held in the prison and in schools throughout the years, in conjunction with their School’s Speech Day.

RECOGNITIONMr Eugene Seah, NYAA Gold Award holder (1995 cohort) received the ACCORD Appreciation Award 2018 for his outstanding service to ACCORD Advisory Council on Community Relations in Defence. The Award was presented by Mr Heng Chee How, Senior Minister of State for Defence.

Mr Kenneth Wong, NYAA Gold Award holder (2004 cohort) and Mr Ramanathan Roy Thurairajoo, NYAA Gold Award holder (2004 cohort) were awarded the JCI Singapore Outstanding Young Persons of Singapore Award 2018 for their outstanding leadership and contributions to the community.

NYAA ADVISORY BOARD

At the NYAA Advisory Board Meeting held on 19 April 2018, Mr Heng Swee Keat, Minister for Finance and Chairman, the NYAA Advisory Board, appointed the following members to the Board: Mr Teo Ser Luck, Member of Parliament for Pasir Ris-Punggol GRC; Mr Guy Harvey-Samuel, Independent Director, appointed as Chairman, NYAA Board of Trustees; Ms Janet Ang, Vice President, IBM Asia Pacific; and Mr Tony Cripps, CEO, HSBC Singapore.

NYAA AGM

The NYAA AGM was held on 21 June 2018. Professor Leo Tan, Chairman, NYAA Council thanked Members for their support and contributions during his term as Chairman for the last 23 years. Professor Leo wished the incoming Chairman, Mr Teo Ser Luck, who was elected as Chairman, best wishes in taking the NYAA to greater heights as we move into our next phase of development.

Mr Mohd Abbas, NYAA Gold Award holder (2015 cohort) received the Asian Youth Inspiration Award 2018 in Nepal Parliament for his outstanding leadership and contribution to Asia.

Ms Cheryl Lee, NYAA Gold Award holder (2017 cohort) received the EcoFriend Award 2018 for her outstanding leadership and contributions to Environmental Sustainability. The Award was presented to her by Minister for the Environment and Water Resources, Mr Masagos Zulkifli.

Mr James Soh, NYAA Executive Director was conferred the National Day Award 2018, Public Service Star, Bintang Bakti Masyarakat (BBM) by the President of the Republic of Singapore for his outstanding leadership and service to the community at the National Day Investiture Ceremony 2018.

Roses of Peace seeks to promote a culture of peace, love and religious harmony in the community. NYAA Gold Award holders and participants played a vital role in spreading this important message in the community through their youth projects and activities.
