Brief status of the National Urban Information System (NUIS) Scheme

1.1 Introduction

The Ministry of Urban Development launched the National Urban Information System (NUIS)Scheme during the Tenth Five Year Plan (March 2006) to develop GIS databases for 152 cities/towns in the country at two scales i.e., 1:10000 and 1:2000. In addition utility mapping at1:1000 scale is also being undertaken for 22 towns. The list of towns is at Annexure-I. Totaloutlay of the Scheme is Rs. 66.28 crore of which 75% is borne by the Central Govt. and the25% is matching State share.

3. Components of NUIS Scheme

NUIS Scheme consists of four major components.

4. Mapping

Mapping is being under taken at three scales i.e.1:10000 scale using satellite imagery, 1:2000scale using aerial photography and utility mapping at 1:1000 scale for 22 towns on pilot basisusing Ground Penetrating Radar (GPR). The work of mapping has been assigned to SOI.Ministry has released Rs. 33.14 Crores to Survey of India, as a Central Share for mapping. Thestatus of mapping is as under:

Coverage: Thirty Two States /UTs have released the State share for mapping and covered underthe scheme. NCT- Delhi, Tamil Nadu and Uttarakhand have been dropped from the scheme.

Mapping at 1:10000 scale: As on date, GIS data base at 1: 10000 scale has been generated for152 towns and forwarded to SNAs for vetting. The vetting of 128 towns have been completedby SNAs and forwarded to SOI for finalization. The state-wise Progress of Vetting is atAnnexure II.

Mapping at 1:2000 scale: Data at 1:2000 scale has been generated for 152 towns andforwarded to SNAs for vetting.

Utility Mapping at 1:1000 scale: Four utilities i.e. water supply, sewerage, power and telecomhave to be mapped at 1:1000 scale using GPR technology. SOI reported that tender for utilitymapping has been finalized for 10 towns.

5. Establishment of NUIS Cells in SNAs/NUIS Towns

The budget for procurement of HW/SW under the NUIS Scheme is Rs. 20 lakh for each StateNodal Agency (SNA) and Rs. 5 lakh for each NUIS Scheme Town. As on date Central Share(1st installment-50%) has been released to 31 States/UT and 2nd installment to 23 States forestablishment of NUIS Cells in States.

6. National Urban Data Bank and Indicators (NUDB&I)

SNAs/ULBs have to collect the attribute data (non-spatial) as per the proforma. Budgetallocation for NUDB&I data collection is Rs. Six lakh for SNA and Rs. One lakh for NUIStown. Town level database generation under NUDB&I has been completed for 128 towns(Annexure-III). The NUDB&I data has not yet been received from 41 towns (Annexure-IV).

7. Capacity Building

Under Capacity Building component of NUIS Scheme, till date, four Regional Workshops and38 Training Programmes have been organized and trained 679 personnel. Two InteractiveSessions and Consultative Workshops each have been organized to train town planners andtown planning personnel from SNAs and NUIS Scheme Towns. In addition, one NationalWorkshop and Six State Level Stakeholders workshops were also organized in which more than500 officials participated.

During 2014-15, the Ministry/TCPO in association with National Remote Sensing Centre(NRSC), proposes to take up country-wide three-level capacity building programme, includingone National Workshop, 7 Regional Workshops and 30 Local Level Workshops to imparttraining to personnel from State Town Planning Departments, Urban Development Authorities,Urban Local Bodies, Regional Planning and Development Authorities and other concernedagencies. As on date, one national workshop, seven regional workshops and twenty nine statelevel workshops have been organized during which about 2000 personnel from Town PlanningDepartments and Urban Local Bodies were imparted training. A list of the Workshops is atAnnexure V.

8. Financial Progress

The Central Share for H/W & S/W and NUDB&I has been released to 31 states. The same couldnot be released to West Bengal due to pending UC against grant released for Training ofElected Women Representatives in the ULBs. The UC for Ist installment is pending for 4States and UC for IInd installment is pending for 6 States. The total amount of UC pendingis Rs. 1.54 Crores (Annexure-VI). The details are as under.

9. Application Development

NUIS-Bhuvan: The geo-spatial data of 152 NUIS towns at 1:10,000 scales has been uploadedon Bhuvan Portal. A new web based “NUIS-Bhuvan” application has been developed forformulation of Master Plans. NUIS-Bhuvan facilitates updating NUIS data with current satelliteimages, integrating other spatial data like cadastral maps and attribute data by the ULBs. Inorder to download/ modify geo-spatial data on NUIS-Bhuvan Portal, authorized personnel ofSNAs/ ULBs are being provided usernames/ passwords by NRSC. The work of generation ofusernames/ passwords for 33 States and 152 NUIS cities/towns has been completed and thesame have been sent to the respective States.

Master Plan Formulation using NUIS-Bhuvan: During 2014-15, Ministry of UrbanDevelopment proposed that one NUIS town from each State may be selected for formulation ofGIS based Master Plan on NUIS-Bhuvan Portal. GIS support and other logistics for the samewould be provided by NRSC in Hyderabad. Ministry requested the States to finalise the nameof the town for preparation of Master Plan, for which town planning support is to be providedby State Town Planning Department. The State Government is also requested to identify a nodalofficer and town planning personnel, who will be required to provide their inputs at the NRSCpremises. Already, 23 cities/ towns have been identified by respective State Governments forthis purpose (list at Annexure-VII). A training-cum-Master Plan formulation was organized inassociation with NRSC, Hyderabad to prepare Master Plans of the identified cities/ towns from27.10.2014 onwards in which 29 officers from 11 towns participated.

Utilization of NUIS data by other agencies: Different agencies of Government of India haveapproached TCPO, Ministry of Urban Development for obtaining data generated under NUISScheme. The same has been provided to them after due approvals. A list showing utilization ofNUIS data is at Annexure-VIII.
