On Wednesday, January 10, 2007, there will be a combined tour of the Carlsbad Seawater Desalination Demonstration Plant and the Hydranautics Membrane Plant, Oceanside, California. Guests will depart from the Catamaran Resort Hotel and Spa at 9:30 a.m. The bus will return to the hotel at 5:00 p.m.

CARLSBAD SEAWATER DESALINATION DEMONSTRATION PLANT

This pilot plant is a state-of-the-art treatment system consisting of a 110-gpm raw water intake feed pump station, two 50-gpm pretreatment facilities; filter effluent transferpumps; filtered water storage tanks; 5-micron cartridgefilters; high-pressure reverse osmosis (RO) feed pumps; twosingle-stage RO systems; lime conditioning post-treatment system; and UV disinfection system.

The pilot plant also has a chilled water dispensing station that allows visitors to taste-test the finished product water. Additionally, the testing facility is equipped with a number of ports for sample collection and analysis. The plant operations are designed for remote monitoring and control via the internet.

The source of feed seawater for the pilot plant is the warm cooling water of the Encina Power Plant. The collected water is typically 10 to 20 degrees Fahrenheit warmer than the ocean seawater which reduces the energy used for desalination. The pilot desalination plant has been

in operation since mid-2003 and produces permeate of consistently high quality. Advanced research in the area of seawater pretreatment, boron removal and assessment of salinity tolerance of marine organisms on desalination plant discharges have won the plant the 2006 Grand Prize for Research of the American Academy of Environmental Engineers and the 2006 Project Innovation Award for Applied Research of the International Water Association.

Salts enter the Colorado River in the Upper Colorado River Basin and the damages inflicted by the salt in theriver are felt by water users in the Lower Colorado River Basin in the United States and in Mexico. This large and very successful program requiresa significant amount of coordination. The PanelModerator is the Executive Director of the Colorado River Basin Salinity Control Forum and coordinates the efforts for the seven states.
