OBJECTIVE & OUTCOME

Objective Creation of rurban clusters in rural areas which have latent potential for growth,

in all States and UTs, including the Tribal districts, over the next 3 years.

Rurban clusters would be developed by provisioning of economic activities, developing skills & local entrepreneurship and providing infrastructure amenities.

OutCome Bridging the rural-urban divide-viz: economic, technological and those related to

facilities and services.

Stimulating local economic development with emphasis on reduction of poverty and unemployment in rural areas.

Spreading development in the region.

Attracting investment in rural areas.

RURBAN CLUSTERS- KEY FEATURES

Rurban clusters, are cluster of geographically contiguous villages with a population of about 25000 to 50000 in plain and coastal areas and a population of 5000 to 15000 in desert, hilly or tribal areas.

As far as practicable, clusters of villages would follow administrative convergence units of Gram Panchayats and shall be within a single Block for administrative convenience

These clusters would be well delineated areas with planned layouts prepared following the planning norms (as laid down in the State Town and Country Planning Acts/similar Central or State statutes as may be applicable), which would be duly notified by the State. These plans would be finally integrated with the District Plans/Master Plans as the case may be.

Fund Mobilization for the Mission

The State Government shall identify existing Central Sector, Centrally Sponsored and State Government Schemes relevant for the development of the cluster and converge their implementation in an integrated and time bound manner.

Government of India shall provide Critical Gap Funding (CGF) to the clusters to supplement the shortfall in funding available through various Government schemes in achieving the outcomes desired for the cluster.

70% of Fund Mobilization of the Mission is through Convergence

The CGF provided shall be in addition to the funds available to the project through various schemes. For plain areas the CGF will be capped at 30% of the project capital expenditure or Rs 30 crores whichever is less.

State Level Empowered Committed (SLEC):at the State level will be headed by the Chief Secretary with Principal Secretary /Secretary of concerned department as members and will be responsible for key decisions at State level for effective coordination and implementation of the scheme.

Roles & Responsibility of SLEC:

i. To approve the Rurban clusters.

ii. To take all decisions concerning acceptance of ICAP and DPRs, forwarding the same to the Ministry for approval.

iii. Identify bottlenecks and the technical and administrative support required and issue necessary instructions/Government orders from time to time.

iv. Coordinate with the committees at the national level as required.

STATE NODAL AGENCY- SNA The State Level Nodal Agency would be either the Department of Rural Development or an Agency or any Department nominated by the State Government for the purposes of the Rurban Mission. STATE PROJECT MANAGEMENT UNIT (SPMU) The State Project Management Unit would be a technical and operational unit attached to the Department/SNA, mandated to provide overall support to the SNA to successfully run the mission. The SPMU would be headed by a senior development expert and would comprise professionals in the field of engineering, planning and IT &MIS. STATE TECHNICAL SUPPORT AGENCY (STSA) Leading Institutions empanelled by the Ministry to support and hand hold the State Governments to prepare ICAPs.

DISTRICT PROJECT MANAGEMENT UNIT A District Project Management Unit- (DPMU) set up at the District Collector’s office with upto three professionals, i. Regional Planning Specialist; ii. Convergence Specialist and iii. Rural Development and Management Specialist. The District Project Management Unit will report to the District Collector. CLUSTER DEVELOPMENT AND MANAGEMENT UNIT At the Cluster level, a Cluster Development and Management Unit (CDMU) set up for each Rurban cluster comprising at least two professionals, i. Spatial planning professional and; ii. Rural Development and Management professional.

4. The State had send proposal for 6 rurban cluster. Among these 4

Rurban Clusters i.e.

1. Bairiya(block-sampatchak,district-patna)

2. Nauranga(block-manpur,district-gaya)

3. Kuchila(block-kochas,district-rohtas)

4. Sonbarsa(block-sonbarsa,district-saharsa)

Has been finally selected on the basis of ranking methodology

provided by Ministry of Rural Development.

MoRD has released the Fund of Rs 1.40 crores( Rs 35 lakh/Cluster) to the State for preparation of Integrated Cluster Action Plan(ICAP).

Way Forward in NRuM

• Approval of 4 Rurban Clusters(approved by MoRD) by SLEC

• Decision has been take for preparation of ICAP.MoRD has suggested following 3 Options

1. Preparation of ICAP by State Nodal Agency with support from STSAs

2. Selection of firms through competitive bidding process.

• Notification of Cluster Area as a Planning Area under the relevant Planning act of the State.

• Decision regarding set up of the State Institutional Framework(SPMU,DPMU,CDMU)

• Decision for setting up district level committee
