What Social Services and the client have
agreed to make available to school nurses wanting to explore a concern
about a child.
How available information is to be presented to a nurse exploring a concern.
How is this governed?
• National policy and rules are published through the network
• Local communities adopt and adapt to meet local priorities
• Practitioners and their associations create professional profiles
• Service users express consents and preferences
What does this mean?• We do not have to chose between central
top down or fragmented bottom up.• Systems federation is not about exercising
control but about facilitating and coordinating.
• Rights and responsibilities have to be exercised at the appropriate level:– Individual episode and relationship– Local partnership– Sub regional and regional priorities– National priorities and standards
All the right people must be involved in appropriate governance structures.

Engagement from Key Stakeholders
Some principles
• We are on a journey…
• This won’t be easy…
• No ‘greenfield’ sites in policy making for multi-agency
• Different types of stakeholder
• Different requirements for engagement
