Welcome to the Professional Excellence Awards – National Awards Magazine edition for 2019. I have already attended all Chapter Awards, and have now seen the high level of professionalism and inspirational teams who have delivered some of the best projects judged in 2019.These Awards presented by the Australian Institute of Building, are unique as they focus on the achievements within the construction process. Buildings are rarely constructed to exactly match the design and details first provided. The work of a ‘Building Professional’ involves many unique solutions produced within an operational dynamic that is building construction; while responding to variables like weather, labour resources and materials that are constantly changing. At the same time, a building team performs to imposed time and cost restraints within a contractual relationship. Some of the best examples shown here highlight the additional innovation and problem solving that have occurred beyond the text book methods for structure, services, finishes and end user satisfaction.The results of the Chapter events have again highlighted a year of projects that have extremely high standards in building and construction. Our finalists started this year with our new on-line entry platform, and lodgment system. Our National Judging panel has also responded with the second round of judging of project information. The new platform has allowed efficient review of the ‘best of the best’ from the completed Chapter judging as soon as the NSW Chapter event was completed on 26 July 2019.Distinguishing individual excellence at a National Award level and the Institute’s conferral of a “Professional Excellence Award” is reserved only for those individuals that apply superior knowledge and skill in practice. These awards are a significant achievement in the fact that the work being judged considers the ‘construction process’ and acknowledges the individuals’ ability, skill and professionalism used to deliver a project with excellence. At the close of this process, our National judging panel will have ultimately recognised a small group of building and construction individuals who will be this years’ cohort of National Building Professionals. I must thank our National judges for their dedication to this program, and their expertise and experience; which has been given freely to support the Institute, and the ideals of Professional conduct and Excellence in Construction.At the time of writing, I do not know who will finish up being our National Building Professional for 2019. By the time you read this message, I will actually be congratulating our winners, and meeting you all during the National Award event being held as part of our Constructing our World Conference in Sydney.

Finally, I commend to you the finalists who feature in this publication as being amongst the best in Australia. Please take the time to reflect on the skill, expertise and experience they have demonstrated, in conjunction with their project teams and supporting companies. These examples serve as a benchmark to regulators and those outside the industry that our industry does operate to a professional standard because we encourage professional engagement amongst our peers holding significant experience. All winners who are either Members or Fellows at the time of award, are clearly showing the public, potential customers and regulators an achievement of outstanding recognition as a “Chartered Building Professional”.I look forward to meeting with you at a future AIB event.

2019 BUILDING PROFESSIONAL OF THE YEAR

The Solar Decathlon is the world’s largest international engineering and architectural competition which challenges collegiate teams to design, build and operate net-zero energy solar powered homes. It draws the greatest educational institutes from across the globe to showcase their ideas in their effort to design and construct the most sustainable house using the latest cutting-edge practices and technology.

This competition requires teams to completely assemble and commission their homes in only 15 days. After which the houses undergo 10 days of stringent monitoring and tests where all energy consumption and generation is measured. The houses must maintain an internal temperature between 23°C to 25°C, relative humidity between 35 and 60 per cent and CO2 below 800ppm. The team must simulate normal household activities by operating the tv, boiling water, hot water draws, running the oven, washing and drying clothes, running the dishwasher and even hosting 3 dinner parties. All of these add heat and/or humidity into the internal environment and the houses must generate all their own power via solar PV. During the day hundreds of people are toured through the house resulting in a required designed live floor load of 5.0 kN/m2 whilst only having a maximum soil bearing pressure of 60 kN/m2. All of these pose an extremely difficult challenge on their own and at the end of the competition the houses must be dismantled in only 5 days.

Team UOW took on this challenge but rather than only design for an ecological sustainable viewpoint they took a holistic approach and considered how

the occupants of a building age and how their needs and building requirements change over time. Through practical collaboration between students and industry, Team UOW endeavoured to change the way the world views sustainable housing by building a home that is architecturally inspiring, innovative and adaptive to a person’s needs as they continue to age, creating a house for life.

Throughout 2017-18 over 200 student volunteers from every faculty of the University of Wollongong and many from TAFE NSW went about designing and constructing the Desert Rose house. In this Team UOW designed and built their Desert Rose to exhibit stylish, affordable and sustainable materials and technologies within its design, whilst also focusing on creating a house that accommodates for the needs of the worlds aging population, including those with dementia. In this extraordinary challenge Team UOW was awarded second place overall in the Decathlon as well as gold in Innovation, Comfort Conditions, and Interior Design, silver in Energy Efficiency, BIPV, and Creative Solutions, and bronze in Sustainability, and House Functioning.The house was constructed by and for the University of Wollongong, so no contract was required. The overall project value is approximately $3.5 Million although a significant proportion of this is given through sponsorship and with a significant amount of cash used for shipping the house to Dubai and back and flights and accommodation for students rather than the construction itself. The final value required $2 Million of cash contribution.

Watpac ConstructionANSTO Mo99 Nuclear Medicine FacilityNew South Wales

ANSTO is Australia’s National Nuclear Science and Technology Organisation and the centre of Australian nuclear expertise. ANSTO’s Molybdenum-99 (Mo-99) Nuclear Medicine Facility at the ANSTO Lucas Heights site is part of the Australian Government’s $168 million nuclear medicine plan. Watpac was successful in a competitive tender process and was awarded the contract on 24 January 2014. The original project value was $83m in a Design, Development and Construction Contract based on AS4902 (amended) with Special Conditions.

The new facility replaces an existing plant currently housed at Lucas Heights. The new facility will have three and a half times the capacity of the existing plant and will enhance ANSTO as a major international supplier of Mo-99. The facility is classified by ANSTO’s regulator the Australian Radiation Protection and Nuclear Safety Agency (ARPANSA) as a ‘Nuclear Installation’ and will therefore be designed to meet the requirements of ARPANSA and Australian Safeguards and Non-proliferation Office (ASNO). The Mo-99 produced will be classified as an Active Pharmaceutical Ingredient (API) hence some areas of the ANM Mo-99 facility must comply with the Code of Good Manufacturing practice (GMP) as regulated by the Therapeutic Goods Administration (TGA).

The Basement Level is a watertight concrete bunker with up to 1000mm deep slabs and up to 900mm thick walls to provide physical shielding to the radioactive liquid and gas waste streams produced during the manufacture of the Mo-99. Additional solid steel shielding was provided

to act as removable covers to various elements including the liquid waste holding tanks, the gas decay tanks and the carbon columns. These removable steel shields provided for access during maintenance as well as providing adequate shielding during normal operations.The Ground Floor is the main production area including 10 Hot Cells. Each hot cell provides a specific purpose in the production stages from dissolution of the irradiated uranium plates in the Dissolution Cell to the packaging of the radioactive Mo-99 liquid (about 40ml) in the lead shielded transport container in the appropriately named Packaging Cell’. The remainder of the ground floor provided for Staff Change Facilities, Truck Airlock, Container Handling (an automated handling area), cGMP rated Laboratories, Plant Rooms and Storage,

Level 1 is dedicated to plant areas, with a mezzanine area providing access to the top of the hot cells as well as containing the facility critical Instrumentation and Control Rooms, housing plc racks, UPS and Comms Rooms. The mezzanine also provides access to the Process Heat Exchange Room which is critical to providing almost boiling demineralised water to the hot cells and recirculating this water through heat exchangers to reheat the circuit.

Externally, the works included a 33m high aluminium exhaust stack, facility air cooled chillers as well as a complex holding tank solution for storage of low-level liquid waste. This storage area comprised 900mm thick concrete walls and 34 interlocking concrete blocks up to 2000Kg configured in 3 interlocking layers, again to provide shielding from radioactivity.

Bannister Downs Dairy Creamery is a unique, state of the art complex that integrates agriculture, industry and tourism into an all-in-one milk production facility allowing high quality produce and a clear, transparent process from grass to gate, establishing a unique point of difference compared with other dairies in Australia.

The overall design of BDD is an integrated complex of buildings, services and vehicular zones contained within an overall site footprint; thus effective design planning was required connecting various construction elements, whilst considering future expansion.

The JP500 Phase 2A Facility was constructed within the DSTG’s operational site. The project team faced strict security measures during construction.

The scope of works included the construction of laboratories, workshops, meeting rooms, offices and staff amenities. Overcoming a number of challenges, the HY team maintained an excellent safety record with zero LTIs or MTIs. HY worked openly, honestly and collaboratively with the wider project team and stakeholders.

Sarah were engaged under a Construction Management contract model, due to the previous building going into liquidation part way through the structural element of the building. This offered unique challenges.

Team Members: Michael White, Simon McGilvray, Paul Kruger & Ron Gersekowski The Wesley Specialist Centre is an architecturally designed three level specialist centre with specially designed zinc cladding, triangular windows, and a vibrant green wall. The building now takes a prominent stance in the suburb of Auchenflower. The construction also posed many challenges, including a tight site, located adjacent to the railway corridor, Auchenflower Train Station, and Wesley Hospital.

The Joondalup Health Campus was expanded from a 380 bed general hospital to a 644 bed sub-tertiary facility providing an extensive range of inpatient, outpatient and emergency departments.

The 262 South Terrace project included site demolition and sub-base preparation, construction of a sub level basement and car park to level 3, a podium deck to level 5, with gym, spa and sauna and 9 upper level accommodation floors including penthouse floor on Level 14, with a total of 58 high end apartments and all landscaping of the site. Before commencing onsite, Matthew and the M&B team, worked on design development with the client and managed all trade pricing, programming and value engineering which took place over a four month period.

The Adelaide Airport Export Park Building 183 project involved the high end commercial fit out of an existing warehouse located within the export park precinct. Under D&C contract, the fit out, incorporating intensive acoustic performance requirements and associated extensive structural upgrade, tight programme requirements, GMP contract terms with cost share arrangements and the client desire to develop a cost effective template for the upgrade of similar warehouses in the precinct.

St Andrew’s Hospital appointed RCP to provide project management services for the new $50m, three storey eastern clinical development.

RCP Director, Richard Little oversaw the development from concept design to completion. Although many challenges arose during this fast-track, complex building project undertaken in an operational hospital environment, Richard successfully mitigated client risk and guided the project team to deliver a world-class facility, on time and on budget.

RCP was engaged to provide project management and specialist programming services for the delivery of the new $55m inpatient unit at Healthscope’s Brisbane Private Hospital.

RCP project leader, James Goodson oversaw the development from concept design to occupation, guiding the project team to achieve all milestones throughout this complex inner-city redevelopment project, which was delivered on time and on budget without causing any disruption or closures to the existing hospital.

Johnstaff were engaged by Techne Development as the Project Managers for the Carlton Project Geelong. It is a multi-storey commercial office development that contains the National Headquarters of the National Disability Insurance Agency (NDIA).

Natalie and Ben performed pivotal roles in the delivery, providing project, risk, planning and stakeholder management services.

The project was successfully completed in January 2019, within budget and earlier than the contractual Date for Practical Completion.

The Bloomsway has a site area of 67,000m2 and construction floor area of approximately 110,000m2. It offers 1,100 units at So Kwun Wat, Tuen Mun. The project has three distinct platforms, comprise apartments and detached houses.

Apart from superstructure construction, it also included foundation, site formation, ELS, retaining walls, slope stabilization and road works. It was a big challenge to the management team to manage such a complicated project successfully.

This project is a very topical entry to the PEA Awards - it is an 18 unit apartment block completed in 2007 with a number of defects being present since the units were handed over. Cercol were engaged through Wise Choice Project Services and the MBA Fidelity Fund to work collaboratively and come up with solutions for the numerous defects within the structure and agree a budget for the rectification works.
